BEIJING, April 4 (Xinhua) -- The industrial production of China's chemical sector increased 2.4 percent year on year in the first two months, and the falling trend for major product's output was eased, according to data released by the Ministry of Industry and Information Technology (MIIT) on Friday.     The figure was calculated based on the comparable working days in the first two months, since China's Lunar New Year holiday fellin February last year, but in January this year.     Zhu Hongren, official with the MIIT said although the output expansion was marginal, the contracting trend for the production of major chemical products was eased.     Of the major 30 chemical products monitored by the ministry, 21saw output falling in the first two months, but the falling rate was tempered from that in December. In addition, three products saw output get back to growth.     To support the annual "Spring Plough" season, the output of major three chemical fertilizer rose 4.6 percent to 8.75 million tonnes through January to February.     The pesticide production grew 9.1 percent to 394,000 tonnes in the first two months, and that for February alone jumped 14.4 percent.     Zhu Hongren said despite of the easing contraction, it was too early to be optimistic, citing the chemical industry faced the most difficult condition comparing with other raw material producing sectors.     China's industrial output rose 5.2 percent year on year in the first two months, with the growth slowing from December, MIIT said last week.     The figure was 0.5 percentage point lower than in December, dragged down by plummeting exports and high inventories, according to MIIT.     Experts said the figure showed Chinese industry was still feeling the pinch of the global downturn.

BEIJING, Feb. 22 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao on Sunday called for all efforts to rescue the miners trapped or injured in the coal mine blast in north China's Shanxi Province.     As of 6 p.m., 74 people were confirmed dead from the accident which occurred early Sunday morning at the Tunlan Coal Mine of Shanxi Coking Coal Group.     The president and premier urged rescuers to spare no efforts to save the trapped miners and ensure the safety of rescuers, and prevent secondary accidents.     Vice Premier Zhang Dejiang headed for the site Sunday evening to direct the rescue operation and console the injured miners and families of the victims. Zhang also declared to set up an investigation team to probe into the cause of the accident.     Leaders from the State Administration of Work Safety and Shanxi provincial officials have also arrived at the scene. BEIJING, April 9 (Xinhua) -- Venezuela President Hugo Chavez concluded his working visit to China and left Beijing on Thursday night.     During his two-day stay, Chavez met with Chinese President Hu Jintao and Vice President Xi Jinping respectively, exchanging views on enhancing the bilateral strategic partnership.     Chavez also visited the Party School of the Central Committee of the Communist Party of China (CPC) earlier on Thursday, the highest training institution for CPC officials. Addressing about 100 Chinese officials, he said the two countries witnessed great progress in their cooperation in economy, science and technology areas. BEIJING, Feb. 6 (Xinhua) -- Thousands of Chinese wrote to the Ministry of Education in the past month to offer advice on the education plans for the next decade, according to a ministry official on Friday.     The Ministry of Education received about 1.1 million pieces of proposals in the past month, said Tian Huisheng, said a ministry official in charge of processing the public opinions.     People sent e-mails, letters and left posts on the ministry's Web site since the draft of the long-term plan on education reform and development was announced to solicit public opinions on Jan. 7.     The plan will be the country's first education development plan in the 21st century. It will include major guidelines and policies about education before 2020.     People from various backgrounds wrote to the ministry, including teenage students, retired teachers and pedagogy experts, said Han Jin, director of the education development planning division under the ministry in charge of drafting the plan. "The ministry has never ever received so many proposals."     Han recalled a letter from a 91-year-old retired teacher. He suggested the schools to improve training on students' handwriting as more and more young people are using computers.     "The proposals were about a wide range of topics but many focused on the biggest challenges in today's education service," Tian said.     Based on the proposals, the ministry made a list of top 20 problems people cared most about education service.     The top ten problems were: How to improve the number and quality of teachers in rural areas; how to realize quality education; how to reform the administration of educational institutions; how to reform the enrollment exams of all levels; how to improve preschool education; how to reduce the homework of primary and middle school students; how to fully implement the nine-year compulsory education program; how to reform higher education; how to improve the education service to rural residents and children of migrant workers; and to enable people to enjoy equal access to education.     "We will not leave out any valuable proposals. A team made up of dozens of education experts were processing the proposals round the clock," Tian said.     Education has long been one of the most talked about and controversial social problems among Chinese.     A survey by the National Bureau of Statistics issued in early 2008 showed that education was the fourth most important issue to the Chinese people, following health care service, social morality and social security.     "Education is relevant to every citizen. Students are from different backgrounds and interest groups. That's why an education development plan must be discussed widely in the society to reach a common understanding," said Prof. Yang Dongping, a pedagogy expert with the Beijing Institute of Technology.     The agenda of the public education policy should be set through such discussions, he said.     "We hope more people continue offering their ideas about the top 20 problems we announced today, especially practical proposals," Han said.     The proceeding to solicit public opinions will end by the end of this month.

BEIJING, April 13 (Xinhua) -- House prices in 70 major Chinese cities fell 1.3 percent in March from a year earlier, the National Bureau of Statistics said Monday.     The month-on-month figure, however, rose 0.2 percent in March.     In the first quarter, the area of commercial houses sold rose 8.2 percent to 113 million square meters and sales jumped 23.1 percent to 505.9 billion yuan (74 billion U.S. dollars), the NBS said.     Prices of new houses fell 1.9 percent year-on-year last month but rose 0.1 percent from February. Prices for second-hand houses rose 0.3 percent month-on-month despite of a decline of 0.4 percent from a year earlier.     Analysts warned it was still too early to say the property market had revived, as sales were mainly driven by surging credit and by stimulus policies, such as tax cuts. Other indicators, such as land purchases by developers, had shown no signs of recovery.     Floor areas of newly built houses in the first quarter tumbled 16.2 percent to 201 million sq m. The decline was 1.4 percentage points more than the January-February figure.     Land purchased for homebuilding fell more than 40 percent in the first quarter to 47.42 million sq m, and the actual area developed shrank 11.3 percent to 52.2 million sq m.     China Vanke, the country's biggest property developer by market value, reported on April 11 its first-quarter sales rose 21 percent to 12.22 billion yuan. Those of Poly Real Estate Group, the second-biggest, doubled to 6.48 billion yuan.

BEIJING, March 13 (Xinhua) -- The National People's Congress (NPC), China's top legislature, on Friday expressed strong indignation and opposition to a European Parliament resolution on Tibet.     "We are strongly indignant with and opposed to the act that intervenes in China's internal affairs, damages China-Europe relations and hurts the Chinese people's feelings," the NPC Foreign Affairs Committee said in a statement.     Regardless of China's repeated stern representation, the European Parliament, stirred up by a few of its members, insisted on approving a resolution on Tibet, which distorts the facts and again encourages the ** Lama's separatist practice, in an attempt to internationalize the Tibet-related issues," said the statement.     Tibet is an inalienable part of the Chinese territory and Tibetan affairs are purely China's domestic affairs, the statement said, adding that any foreign government and organization does not have the right to intervene in China's internal affairs.     The Tibet Autonomous Region has achieved economic development, national unity and social harmony and people there have been living and working in peace since the democratic reforms 50 years ago, the statement said.     Over the past few years, the Chinese central government has carried out a number of contacts and dialogues with patience and sincerity with the ** Lama's representatives.     However, as the ** Lama has not stopped his separatist activities, no substantial progress was made through the dialogues.     ** Lama's Memorandum on Genuine Autonomy for the Tibetan People, under the veil of claiming autonomy, actually seeks political independence for Tibet and runs against China's Constitution. They were also packaging to defraud the international society of sympathy and support, the statement said.     "Our disputes with the ** Lama is neither the ethnic issue, nor religious issue, or human rights, but a major principled issue concerning China's sovereignty and territorial integrity, " it said.     The Chinese central government's policy toward the ** Lama is consistent and clear cut, the statement said, adding the door is always open for contacts and talks with him.     The key for positive progresses of contacts and talks rest with whether the ** Lama would give up his wrong stance and separatist behaviors, reexamine his political opinions and make aright choice beneficial to the country, the people, the history and himself.     The statement also said, it is in line with the common interest of China and the Europe to enhance mutual beneficial cooperation on an equal footing.     "A handful European parliament members, who hold prejudice against China, have very readily and repeatedly proposed groundless resolutions on Tibet-related issues," it said.     These resolutions deliberately slandered against China's image, sent wrong signals to the ** Lama's supporters and boost arrogance of the pro-Tibet campaigners.     These European parliament members should be warned sternly to get a clear understanding of the situation and respect the facts.
