BEIJING -- Thirty-one provinces, autonomous regions and municipalities on the Chinese mainland had reshuffled local Party committees through internal elections for Party officials within a year ending last June.Moreover, 408 cities, 2,763 counties and 34,976 townships have elected new Party committee leadership from early 2006 to April this year, the Organization Department of the CPC Central Committee said here Thursday.This has made good preparation for the upcoming 17th CPC National Congress.The positions in the new Party committees at the provincial, regional and municipal levels were reduced by 21 compared with previous ones. The positions were cut by 149 at the city level, by 859  at the county level, and by 34,368 at the township level.Meanwhile, the local Party leaders are younger and well educated, particularly at the provincial level. The age of leaders in CPC provincial committees average 52.9 years old, half a year younger than their predecessors, and 91.6 percent of them received college education, 14 percentage points higher than before.The CPC Central Committee has taken a series of measures to make the election in local Party leadership fair and clean, the department said.In 296 townships of 16 provincial-level regions across China, leaders of Party committees were directly voted by CPC members as pilot projects.The ratio between the candidates and the elected officials reached 100:89 in the election at the provincial level and 100:88 to 100:85 at the county-level.The candidates also received strict scrutiny from the Party discipline departments to ensure they are clean from corruption or scandals.A hot line was set to receive tip-off about malpractice and corrupt candidates during the local Party leadership reshuffle.Thus far, 260 officials have been punished for malpractice.

BEIJING, March 10 -- Tianjin's mayor assured investors Sunday that the city's pilot program, allowing mainlanders to invest in Hong Kong-listed shares, is on track.     "There's a lot of preparation involved. But it's been put on hold amid the unfolding US subprime crisis and global stock market uncertainty.     Preparation for the program includes payment systems, renminbi conversion, regulation changes as well as extensive risk assessment, Huang said.     Liu Mingkang, chairman of the China Banking Regulatory Commission, told China Daily earlier that no timetable has been set for the pilot scheme, which will allow mainlanders to invest directly in Hong Kong-listed shares. The regulator stressed that more research into the system is needed.     Meanwhile, a timetable is not yet available for Tianjin's new offshore financial center, which is also subject to further research, according to Guo from BOC.

KHARTOUM: Chinese peacekeepers were on Wednesday awarded certificates of merit for their excellent performance during their eight-month term in Sudan, a Chinese officer said Thursday.Lieutenant General Jasbir Singh Lidder, commander of the UN Mission in Sudan (UNMIS), presented Unit Citations to the engineering, transportation and medical contingents of Chinese peacekeeping troops, and Force Commander Commendations to 22 Chinese troops.The two certificates of merit are the highest honor awarded to peacekeepers from various contributing countries in Sudan, said the Chinese officer.The awards ceremony was held at the base of the Chinese peacekeeping troops in Wau, capital of West Bahr al-Ghazal state in southern Sudan, two weeks before their departure from Sudan to rotate with another batch of Chinese peacekeeping troops.Lidder said it was a great honor for him to serve with the Chinese peacekeepers as they were ending "their very successful term" in Sudan."During the past months, the three contingents of the Chinese peacekeeping troops have done a significant job to be a role model for professionalism, commitment and conduct," Lidder said.The Chinese peacekeepers had also maintained excellent relations with the contingents of other countries as well as the local population, the UNMIS commander said.Li Chengwen, the Chinese Ambassador to Sudan, congratulated all the three contingents, the 22 Chinese peacekeepers as well as the other officers and soldiers. The government is to increase the level of pensions and housing subsidies for poor families in a bid to bridge the widening income gap.
