SANYA, Hainan Province, Dec. 25 (Xinhua) -- The Chinese Navy's three-ship fleet awaiting sail to waters off Somalia has finished its preparations for the overseas deployment, the fleet commander said Thursday.     The commander, Rear-Admiral Du Jingcheng told Xinhua aboard the Navy's DDG-171 Haikou destroyer that all crew members of the fleet had full confidence in their ability to fulfill the escorting mission.     The Haikou together with another destroyer, DDG-169 Wuhan, and supply ship Weishanhu from the South Sea Fleet will set sail from a port in China's southmost city of Sanya on Hainan island Friday. The fleet will join in the multi-national patrolling of the Gulf of Aden and waters off the coast of Somalia. The fleet's helicopters will be responsible for the fleet's own safety, material delivery as well as rescue tasks," the commander said.     "The fleet will protect and escort Chinese ships carrying strategic cargos, such as crude oil," he added.     The commander, who serves as chief of staff of the Navy's SouthSea Fleet, said that the upcoming mission may take a long time and may involve unforeseeable challenges. They are among the Chinese Navy's most sophisticated war vessels and both are designed and manufactured by China.     The Weishanhu supply ship started service in 2004, and has participated in the Navy's goodwill visits to south Asia and Europe.     "All the ships' equipment has been is in excellent form after various exercises and training," Real-Admiral Du said.     Captain Long Juan of the Wuhan destroyer said the high temperature, humidity and salinity in the Gulf of Aden and waters off the coast of Somalia could bring challenges to the equipment and crew members.     "To secure the ships' reliability, communication, navigating and power equipment has been provided with backup systems," the captain said.     ADEQUATE SUPPLY FOR MONTHS     Seamen of the fleet have been seen transporting pure water, beverages and food from the land base to the warships. All material storage was finished by Thursday evening.     Captain Xi Feijun of the Weishanhu told Xinhua that his ship had stored fuel, water and food to last several months for the fleet.     The ships' mess will provide self-service meals during the entire mission. It will offer dairy products, eggs, vegetables, fruit and other high caloric content food, Captain Long Juan told the Xinhua reporter aboard.     The Xinhua reporter also saw libraries, computer rooms and gymnasiums on the ships which have been prepared for the crew members in their leisure time.     The fleet will be the first overseas deployment for Chinese maritime forces since the 15th century. Previously, the People's Liberation Army Navy focused on coastline defense and limited operations abroad to goodwill visits and drills with other navies.     China's Foreign Ministry officially announced the deployment on Saturday, saying that China will observe UN resolutions and international laws in fulfilling its obligations.     Foreign Ministry spokesman Liu Jianchao said 1,265 Chinese commercial vessels had passed through the gulf so far this year and seven of them were attacked. BEIJING, Jan. 25 (Xinhua) -- Many Chinese received a smaller bonus this year because of the global financial crisis and decided to tighten their belts - but they still let their hair down for the traditional Spring Festival.     The freezing weather and slowdown in economic growth did not affect Chinese people's festivities, with supermarkets and shopping malls crowded with shoppers seeking goods for the Spring Festival celebration.     Even dairy products, which have experienced shrinking sales because of the melamine scandal, were selling.     Milk powder products of domestic brands have reappeared on the shelves, a Xinhua reporter found in Wal-Mart at Xuanwumen, Beijing.     "This is the safest period for dairy products as the government has intensified quality supervision and inspection after the scandal," said saleswoman Qiao Xinhong.     Many Chinese people like to buy boxed milk or yogurt for family reunions or as gifts to friends and relatives during the holiday.     Dairy products, however, were only one part of people's shopping list, and snacks with wider varieties, clothes, jewellery and home appliances were also popular.     The week-long Spring Festival holiday, which starts from Sunday, is China's closest equivalent to the West's Christmas shopping season.     According to the Ministry of Commerce, sales at the country's major retailers on Thursday were 2.4 times as much as that on December 31.     China's real retail sales growth in December accelerated 0.8 percentage points from November to 17.4 percent, according to figures released by the National Bureau of Statistics (NBS) Thursday.     Retail sales jumped by 21.6 percent last year to 10.8 trillion yuan (1.6 trillion U.S. dollars), which was 4.8 percentage points higher than 2007.     The booming Chinese market has become more attractive to foreign retail giants, who have suffered from weak demand caused by the global financial crisis.     "Although the global financial crisis has weighed on China's economy, the fundamental of the country's economy remains unchanged and we are very optimistic about the prospects for the Chinese market," Britain's largest retailer Tesco told Xinhua in an email.     Sales in the rural market, which is believed to have the great potential to boost domestic demand, has reported month-on-month increases since May. November retail sales in rural areas rose 18.3 percent, 8.2 percentage points higher compared with the same period of 2007 and for the first time surpassed urban consumption growth.     Wei Wanqian, a farmer in eastern China's Shandong Province, was busy with the last-minute preparations to celebrate the Spring Festival. He bought a new tractor earlier this month.     "Boosting domestic demand should be the government's major taskof economic work," said Zuo Xiaolei, senior analyst at the Beijing-based Galaxy Securities.     "Effective boosting measures along with the improvement of social security system will accelerate the consumption growth by two to three percentage points this year," Zuo said.     The State Council, or the Cabinet, has taken an array of measures to enhance domestic consumption. These included improving the rural distribution network, promoting the subsidized home appliance program and boosting festival consumption.     More detailed measures would come out in March during the delivery of the government work report, sources said.     Although the impacts of global financial crisis were still unfolding, some positive signs surfaced in December economic date, officials and analysts have said. These included the figures on money supply, consumption and industrial output.     Whether the "positive changes" represented a trend was unclear, NBS director Ma Jiantang said.

BEIJING, Nov. 8 (Xinhua) -- China's first non-governmental community foundation, the Arcadia Public Welfare Foundation, was launched at the Great Hall of the People in Beijing on Saturday.     The foundation was established with 100 million yuan (about 14.65 million U.S. dollars) donated by Shenzhen Airtown (Eastern) Industrial Co. Ltd. and Shenzhen Arcadia Real Estate Group.     "In the past, it was largely the government that took care of China's communities, but now social groups are playing a vigorous part," said Wang Jinhua, an official in charge of community construction of the Ministry of Civil Affairs.     Arcadia, a residential community built on landfill in Shenzhen, the city that was China's window of reform and opening-up, has received domestic and overseas habitat awards since 2005.     Li Aijun, board chairman of the Shenzhen Arcadia Real Estate Group, said the foundation planned to provide financial aid for community welfare projects, such as senior citizens' housing, schools, recreation facilities and environmental protection teams.     The first project will help a local hospital improve community health care and provide free exams.

BEIJING, Oct. 19 (Xinhua) -- China's premium revenue is expected to hit one trillion yuan (146.3 billion U.S. dollars) this year due to strengthened promotion and increasing demand, said a senior official here on Sunday.     The premium revenue grew at an annual rate of 30 percent from 460 million yuan in 1980, when insurance business began to enter into full swing in China, to hit 703.58 billion yuan in 2007, said vice chairman of the China Insurance Regulatory Commission (CIRC) Zhou Yanli at the opening ceremony of an insurance exhibition.     The revenue in the first eight months this year rose 52.24 percent year on year to 713.40 billion yuan which exceeded the total of last year, he said.     The revenue for the whole year is likely to break one trillion yuan at the current pace, he predicted.     The development of China's insurance business had been halted for 20 years after the founding of the new China in 1949. After the opening up and reform initiated in 1979, the sector was on the way to the right track and entered into full swing.     The value of the industry assets totaled more than three trillion yuan, which is owned by more than 110 insurers, according to Zhou.     Despite of the progress, insiders noted the revenue growth is poised to slow down in the fourth quarter of 2008 and the first half of 2009 as insurers are expected to retain dividends to protect its profit margin which was hurt by stock investment returns slumps. That is likely to discourage the future premium growth.     China Life, the nation's largest life insurer, saw premium jump52.9 percent from a year ago to 23.44 billion yuan in September, much slower than the 93.7 percent growth in August. BEIJING, Jan. 6 (Xinhua) -- After successfully carrying out its first escort mission, the Chinese Navy prepares to cover another 11 domestic merchant vessels planning to travel around Somalia this week.     "We will actively provide information and necessary rescue services for those merchant ships passing through the Gulf of Aden and Somali waters," said He Jianzhong, spokesman with Ministry of Transport (MOT). Four Chinese ships, including one from China's Hong Kong Special Administrative Region, were escorted by the fleet.     A governmental spokesman said on Tuesday that the naval task force will protect a total of 15 Chinese merchant ships between Tuesday and Saturday.     Consisting of two destroyers and one supply ship, the naval fleet arrived in waters off Somali coast on Tuesday after a voyage of more than 4,400 nautical miles. It set sail on Dec. 26.     Soon after its arrival, the fleet conducted its first escort service for four Chinese merchant vessels, including one from Hong Kong.     The ship's cargo, origins and destinations were not released.     Under command of the fleet's flagship DDG-169 Wuhuan destroyer, the four merchant vessels sailed in a line formation and passed through the warship's patrolling area.     Surging piracy off the Somali coast has increasingly threatened internationals shipping. A total of 1,265 Chinese merchant ships passed through the Gulf of Aden last year. Seven were attacked by pirates.     One Chinese fishing ship, Tian Yu 8, and its 18 crew members were hijacked on Nov. 14, 2008. They are still being held by pirates.     The MOT announced Chinese merchant ships may ask for protection by applying to the China Shipowners' Association (CSA) and China Maritime Search and Rescue Center (CMSRC).     According to the commander of the Chinese Naval expedition, Real-Admiral Du Jingchen, the main task for the warships is to dispel pirates with their presence.     "We have started our escort mission and will conduct careful deployment and close contact with the vessels to secure their safety by strictly abiding by the U.N. resolutions and international laws," said Real-Admiral Du.     The fleet is carrying about 800 crew members including 70 soldiers from the Navy's special forces along with weapons such as missiles, canons and helicopters.     For the first phase of the escort mission, the fleet will patrol the Gulf of Aden and Somali waters for about three months, followed by possible replacement warships as needed.

UNITED NATIONS, Dec. 9 (Xinhua) -- China on Tuesday called on the international community to continue to strengthen multilateral counter-terrorism cooperation within the UN framework.     China's UN Ambassador Zhang Yesui made the appeal at the thematic debate of the UN Security Council on threats to international peace and security caused by terrorists.     "Recently, a series of alarming acts of terror occurred in such places as Mumbai, resulting in heavy casualties of innocent people. "Their will and capacity in counter-terrorism determines the implementation of those resolutions."     "However, limited resources and inadequate counter-terrorism capacities have led to the inability of many countries, especially the developing countries to honor fully their counter-terrorism obligations, and thus limited seriously the international community's achievements in the struggle against terrorism," he stressed.     China hopes that the international community will pay greater attention to the capacity-building in counter-terrorism and invest more resources to help the developing countries with counter-terrorism assistance that meets their actual needs and help them improve expeditiously capabilities so that the effective implementation of all UN counter-terrorism resolutions will have a firm basis, he added.
