BRUSSELS, April 28 (Xinhua) -- Senior officials and scholars from the European Union (EU) and China held a conference here, urging the two sides to enhance cooperation dedicated to seeking a global solution to the financial crisis.     "After the financial crisis hit us, we stood closer, supported each other and worked together for an early recovery of our economy and that of the world. We become tightly bound more than ever before," Chinese ambassador to the EU Song Zhe said in a keynote speech at the conference in the European Parliament on Monday.     "We have every reason to cooperate," Song said, adding China and the EU have converging interest and share common responsibility.     Sino-EU relations has experienced slight derailing last year, as China postponed a summit with the EU due to French President Nicolas Sarkozy's decision to meet the ** Lama when France held the EU presidency. Relations appeared back on track in the face of the global financial crisis.     Early this year, Chinese Premier Wen Jiabao visited Europe on a Journey of Confidence. Later during the G20 summit in London early this month, President Hu Jintao met a number of European leaders to consolidate mutual trust.     In an effort to build a joint front against the financial and economic crisis, a trade and investment delegation from China last month struck multi-billion-U.S.-dollar deals with European companies to boost trade.     Chinese Vice Premier Wang Qishan is scheduled to visit Brussels next week for high-level economic dialogues with EU counterparts.     The 11th China-EU Summit will be held in Prague in mid-May, as the Czech Republic is holding the current EU presidency.     The EU is the biggest organization of developed countries and China is the biggest developing country, Song said, adding bilateral relationship takes on greater global and strategic importance.     Antonie Quero-Mussot, deputy head of cabinet of EU Commissioner for economic and monetary affairs, noted that cooperation between the EU, China and beyond is a necessary condition for a solution to the global financial crisis.     "Without the dialogue not only between the EU and China, but also between all the major economies... there will not be a solution to the crisis," he said.     His remark was echoed by Mei Zhaorong, former president of Chinese People's Institute of Foreign Affairs.     "We can not solve the problem alone but have to work together," Mei said at the conference.     He also downplayed the possibility of a G2 framework, under which the United States and China are expected to have a joint central role of leading the world out of the crisis.     "We are not of the opinion that we alone with the U.S. can solve the problem," Mei said, "I do not think Europe like that opinion either."     "I think the current form of G20 are far better. We should look at developing countries and emerging economies," he added.

DALIAN, May 25 (Xinhua) -- China started the trading of polyvinyl chloride (PVC) futures contracts at 9 a.m. at DALIAN Commodity Exchange Monday, with September contract V909 opening 275 yuan higher at 6575 yuan per ton.     After steel futures and rice futures, this is the third new futures trading launched in China this year.     PVC is a kind of synthetic resin widely used in construction, plumbing, electric wires and packaging. China is the world's largest PVC manufacturer, with an annual output of 8.82 million tonnes last year. BEIJING, May 5 --  The economy is likely to expand 7 percent in the second quarter - up from the first quarter's 6.1 percent - even as it confronts the painful prospect of shedding industrial overcapacity, a top government think tank said Monday.    "Economic growth will pick up in the second quarter as the government's stimulus measures gradually take effect," the State Information Center (SIC) forecast.     "There has been preliminary success in arresting the economy's downward trend," it said, but did not mention any fallout from the global H1N1 flu alert.     But Zhu Baoliang, an SIC economist and one of the authors of the SIC report, said the economy will only be slightly affected by the H1N1 flu.     Annualized GDP growth sank to a decade's low in the first quarter, largely because of a collapse in export demand.     But analysts said the economy might have bottomed out since then as latest economic figures are increasingly upbeat.     The CLSA China Purchasing Managers Index (PMI), a gauge of manufacturing activity, rose to 50.1 in April, the first time it has been above 50 since last August, CLSA Asia-Pacific Markets said yesterday. A PMI reading above 50 indicates an expansion of the manufacturing sector, while a reading below 50 signals a contraction.     Also, the PMI index compiled by the Federation of Logistics and Purchasing rose for the fifth straight month in April to 53.5 percent, up 1.1 percentage points from a month earlier.     The positive economic signs sent stock markets up across Asia, with the mainland's Shanghai Composite Index rising 3.3 percent and Hong Kong's Hang Seng index 5.5 percent.     "The Chinese government has been extremely successful in stimulating investment," said Eric Fishwick, CLSA head of economic research. "We hope that firmer domestic demand, as government spending gains traction, will keep the PMI above 50 in the months to come."     The World Bank said in a report in early April that the Chinese economy is expected to bottom out by the middle of 2009. It also forecast China's economic growth at 6.5 percent for the year.     The International Monetary Fund also forecast last month that growth in China is expected to slow to about 6.5 percent this year.     Consumer spending held fast over the past months, despite looming unemployment pressure. About 2.68 million vehicles were sold in the first quarter, making the nation the world's largest auto market during the period.     Housing sales surged 23.1 percent by value while retail sales rose 15.9 percent in the first quarter, 3.6 percentage points higher than the same period a year earlier.     "Based on the clear uptrend in recent economic activity we believe the worst is already behind China in terms of economic growth," Sun Mingchun, chief China economist of Nomura International, wrote in a research note. Sun said China would achieve its 8 percent growth target this year, with a V-shaped growth trajectory.     But some analysts argue that the figures could be volatile and the economy has to deal with the structural problem of overcapacity.     "It's still too early to say the economy is experiencing a real recovery," said Zhu, the SIC economist. "Over the past months, local enterprises have been running down their inventories. Now they have to reduce overcapacity."

MOSCOW, May 10 (Xinhua) -- The construction of the China-Russia oil pipeline conforms with the strategic goals of China and Russia to diversify the former's energy imports and latter's energy exports, Chinese Ambassador to Russia Liu Guchang has said.     The move reflects the two countries' confidence and determination to tide over together the current global economic downturn, Liu said in a recent written interview with Xinhua on Sunday.     The signing of a package of oil cooperation deals between China and Russia as well as the start of the oil pipeline project marked a major breakthrough in their energy cooperation, represented a new height of China-Russia strategic partnership of cooperation and further substantiate this partnership, Liu said.     Trade of crude via the pipeline will help stabilize and enhance the growth in bilateral trade, the diplomat added.     Under the agreement reached between both countries, China and Russia will jointly build and operate the pipeline from Russia's Siberian city of Skovorodino to China's northeastern city of Daqing as its terminal via China's border city of Mohe.     The construction of the Russian part of the pipeline started on April 27, and the Chinese part will be launched in mid-May. The pipeline, with an annual capacity of 15 million tons of crude to China within 20 years, is expected to go into operation in October2010.     The two sides will study the feasibility of increasing its delivery capacity after the pipeline is put into production, Liu said. The project will ensure stable and secure oil supplies to China, open a stable and sound market for Russian oil, and boost the cooperation between enterprises of the two countries in oil exploration and refining, Liu said.     Such a cooperation mode may well serve as a good example for the two sides to further broaden and deepen their all-round, long-term and stable energy cooperation in natural gas, nuclear energy and electric power, Liu said

UNITED NATIONS, May 29 (Xinhua) -- The exponential growth in trade and strategic relations between China and the Arab world is highly valued at the League of Arab States and will not come at the expense of relations with the United States, the secretary-general of the League of Arab States said at a press conference here on Friday.     "We value very much our relationship with China," Secretary-General Amre Moussa, told Xinhua. "We can have good relations, growing trade and growing economic investments with China and America at the same time." The UN Security Council has refused to follow up on recommendations made by a United Nations investigation into accusations of war crimes committed by Israel during the Gaza offensive in January.     Frustrated, the Arab League is "actively pursing" other avenues, including several independent fact finding and investigations, said Moussa.     "We are not going to let go of what happened in Gaza against the civilians," he said. "If you want to have justice, you have to have it across the board."     In a related development, the United Nations Human Rights Council investigation team will arrive in Gaza on Monday. Led by Justice Richard Goldstone, the team plans to meet with all concerned parties, including witness and victims of alleged violence, according to a press release issued on Friday.

BEIJING, June 8 (Xinhua) -- The new alliance between Rio Tinto and BHP Billiton Ltd. might lead to a monopoly operation and China should be prepared for anti-monopoly measures, warned an expert.     Mei Xinyu, an economist with the Ministry of Commerce (MOC), told Xinhua Monday that China should closely watch the joint venture process of the two mining giants and be ready to work with other countries to curb market manipulation when necessary, with the help of the anti-monopoly law.     Rio Tinto scrapped the proposed 19.5 billion U.S. dollars of investment by Aluminum Corp. of China, or Chinalco, on Friday.     The company announced a cooperative venture with BHP Billiton, which would pay Rio Tinto 5.8 billion U.S. dollars to set up a joint venture to run the iron ore resources of both companies in west Australia.     It was "something other than economic concern", said Zhang Yansheng, director of the Institute of Foreign Trade of the National Development and Reform Commission.     Almost half of China's iron ore needed to be imported, more than half of which was imported from Rio Tinto and BHP Billiton, according to Shan of CISA.     Colin Barnett, premier of Western Australia, told Australian media last Friday China was not on the list of approvals that the two companies needed to obtain.     Internationally they would need the approval of the European Union and possibly the U.S. Justice Department, apart from investigations at nation and state level, he said.     Also, Zhang Junsheng, director of the WTO Research Institute at the University of International Business and Economics in Beijing, said China might not have a say on the issue, as neither Rio Tintoor BHP Billiton had an affiliated company in China.
