The central government has urged disaster watchdogs to share data regularly with railway operators, after a mudslide caused a passenger train to derail in Central China last month, killing one and injuring more than 120 on board.
The center said in a news release on Monday that the dust in sandy areas in northern China has not fully frozen because the region's average temperature from late September has been higher than in previous years.
The city has experienced a warm front and the southwesterly inland wind was not very strong. This, coupled with low humidity and low cloud coverage, resulted in temperatures rising very quickly, according to the local weather station.
The central government asked 12 cities other than Beijing and Shanghai to carry out a trial rental housing equality scheme in 2017. The idea was to ensure more balance in the way local educational resources were accessed by children from families that owned local homes and others from families who rented them.
The center said its main businesses cover organizing the online trading, settlement and delivery of crude oil, liquefied natural gas, liquefied petroleum gas, methane, ethane, electricity, carbon trade, new energy products, chemical products and other energy derivatives. And it will also develop business management guidelines, publish market information and provide technical, site and facility services.
The central government's contribution accounted for nearly half of that funding, and it has given more money on forestation and cleaning the country's air than on any other environmental issues, the report said.

The city was the center of the nation's COVID-19 epidemic in the spring, and its positive test rate dipped dramatically over the summer but has been gradually rising again in recent weeks.
The central bank estimated that the cut will help lower the funding costs of financial institutions by 15 billion a year, which will in turn help lower the financing costs of small and micro enterprises and private companies.
The city encouraged companies to adopt flexible remote working via phone and internet before Feb 9, in hopes of curbing the spread of the virus, a Jan 31 notice said. Only companies involved in prevention and control of the epidemic, the city's operation, people's daily lives and key construction projects should operate normally before that date. That postponed the tide of incoming workers till Monday.
