HARBIN, Aug. 10 (Xinhua) -- Chinese Vice Premier Li Keqiang said over the weekend that the rebuilding of shanty towns which have long-housed low-income workers is an important part of the country's effort to improve people's livelihood.     Li made the comment at a working conference to address the rebuilding of shacks in cities and at compounds of large state-owned mining enterprises held in Harbin, capital of northeast China's Heilongjiang Province, on Saturday.     Such shanty towns are shabby residential areas that were built when the country started to industrialize its economy, and people living there are more often low-income wage earners in factories.     These people are either living in a space that is less than 10 square meters for each, or in apartments that have no tap water or sewers, or even toilets or kitchens. BEIJING, Aug. 1 (Xinhua) -- China will implement a nation-wide investigation to find more research and development (R&D) resources to promote the country's agriculture, manufacturing, information technologies and other major industries.      The investigation will provide basic scientific data for policy-making of the nation's social and economic development during the 12th Five-Year Plan period (2011-2015), the Ministry of Science and Technology said in a circular on its official website Saturday.     It will also help the government monitor and evaluate the ability to make independent innovation as an effort to make China an innovation-oriented country, it said.     Six ministries and commissions of the State Council, China's Cabinet, will jointly conduct and finish the investigation by the end of the year. The first such investigation was conducted in 2000.     Statisticians around the nation will survey R&D-intensive enterprises and institutions in all the major industries.     The survey will focus on the personnel, spending, equipment, projects and institutions for research and development.     Moreover, many experts believe the investigation will help China stop wasteful spending in scientific research and promote the national sharing of resources, such as to stop squandering money in redundant purchases of laboratory equipment.     China's 2008 research and development spending of the GDP was 457 billion yuan (66.9 billion U.S.     dollars), an increase of 23.2 percent from 2007, accounting for 1.52 percent of the annual GDP.

BEIJING, Aug. 10 (Xinhua) -- China's home prices continued to rise in July as bank loans surged and the country's economy improved.     Home prices in 70 large and medium-sized Chinese cities rose 1 percent in July from a year earlier, according to a joint statement issued Monday by the National Development and Reform Commission and the National Bureau of Statistics. The prices climbed 0.9 percent from June, which saw a 0.8 percent gain over May.     Prices of new homes in the listed cities rose 0.3 percent year on year in July, and 1.1 percent from June. New home prices increased in 43 cities, including eastern Ningbo City and northwestern Yinchuan City, which saw growth rates of 6.4 percent and 5.4 percent respectively. Graphics shows China's housing sales price in July increased 1.0 percent year-on-year in 70 large and medium-sized cities, according to the State Bureau of Statistics on Aug. 10, 2009.     Prices fell in 26 cities. The northern city of Shijiazhuang and southern city of Shenzhen witnessed price drops of 5.5 percent and 4.6 percent in July year on year.     Second-hand homes in the 70 cities rose 3 percent in July from the same period last year and 0.9 percent from June.     In the first seven months, property investment hit 1.77 trillion yuan (259.44 billion U.S. dollars), up 11.6 percent year on year. The rise was1.7 percentage points higher than the first six months.     Over the same period, the floor area of property sold stood at 417.55 million square meters, up 37.1 percent year on year. The value of property sales jumped 60.4 percent to 1.96 trillion yuan.     Chinese banks lent a record 7.37 trillion yuan of yuan-dominated loans in the first half, exceeding the annual target of 5 trillion yuan.     The country's central bank announced earlier this month that new loans to home buyers in the first half rose by 263.3 billion yuan year on year to 479.3 billion yuan, boosted by an improving property market performance.     New credit for property developers increased by 221 billion yuan year on year to 403.9 billion yuan, said the central bank.     Premier Wen Jiabao reaffirmed over the weekend that the government's relaxed monetary policy would continue.

Those issues, he said, include the global financial crisis, world economic development, climate change, food and energy security, the Doha round of trade talks, and international financial structure reforms.     "I believe that the perspective of the mutual benefit cooperation between China and the EU has a better future with the joint efforts of the two sides," Xi said.     Xi also reviewed the great achievements China has made in the 60 years since the founding of the People's Republic of China in 1949.     Xi stressed that there still is a long way to go for China to achieve a more prosperous society.     As a peace-loving country, Xi said, China will always continue efforts to cooperate with world countries based on the five principles of peaceful coexistence. BEIJING, Aug. 2 (Xinhua) -- China on Sunday issued a regulation for the country's disabled military personnel to ensure them a guaranteed living after retired from the military.     Jointly promulgated by military authorities and Ministries of Finance and Civil Affairs, the regulation pledges that military personnel who gets disabled because of war, work or illness will be rearranged to other working positions by the government after retirement.     The retired disabled veterans will also be provided with a certain amount of compensation fee according to their different levels of disabilities.     Other welfare include medical care subsidy and a basic housing allowance of at least 100,000 yuan (14.706 U.S. dollars) to each disabled veterans, the regulation said.     Non-commissioned officers at junior grades who are diagnosed as mental illnesses and enlisted soldiers who are diagnosed as disabilities from level I to level IV will be sustained by the government for the rest of their lives, it said.     The regulation is the first of its kind in China.

BEIJING, Sept. 23 (Xinhua) -- China has never placed any restriction on pork imports from the European Union (E.U.), and its demand for health certificate from the E.U. imported pork was needed to prevent the spread of A/H1N1 flu, said Yu Taiwei, head of China's quality watchdog's food safety export and import bureau, on Wednesday.     General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) launched on Sept. 18 a measure requiring an additional testing on all pork meat from five countries including Denmark, France, Italy and Spain.     The E.U.'s health Commissioner Androulla Vassiliou was reported Wednesday as having interpreted China's requirement for strengthening inspection on A/H1N1 virus as "being protectionism".     "We still allow these countries to export pork to China, but only ask for a more intensified inspection," said Yu.     Every country should guarantee the quality securities of its export products, which is its responsibility, according to Yu.     China is a major consumer of meat products. It imported 1.84 million tonnes last year. The country has also become the world's leading meat producer, whose pork output stood at 44.59 million tonnes in 2008.
