DUSHANBE, Aug. 28 (Xinhua) -- Leaders attending the Shanghai Cooperation Organization (SCO) summit in the Tajik capital issued a joint declaration Thursday on security, energy and several other issues.     The declaration was signed by Chinese President Hu Jintao, his Russian counterpart Dmitry Medvedev, Kazakh President Nursultan Nazarbayev, Kyrgyz President Kurmanbek Bakiyev, Tajik President Emomali Rakhmon and his Uzbek counterpart Islam Karimov.     ON USE OF FORCE     The leaders agreed that any attempt to solve problems by merely resorting to force could not work and would only hinder a comprehensive settlement of local conflicts, the declaration said.     A comprehensive solution to existing problems can be found only by taking into account the interests of all parties involved and including them all in the negotiation process rather than isolating any of them, said the declaration.     Any attempt to strengthen a country's own security at the expense of that of others is detrimental to maintaining global security and stability, it said.     On the issue of South Ossetia, the SCO members expressed their deep concerns over the tension triggered by the South Ossetia conflict, and called on relevant parties to solve existing problems peacefully through dialogue, strive for reconciliation and push for negotiations. Chinese President Hu Jintao (3rd L) poses for group photos with other leaders of the Shanghai Cooperation Organization (SCO) member states in Dushanbe, capital of Tajikistan, on Aug. 28, 2008, during the annual summit of the organization.ON SECURITY COOPERATION WITHIN SCO     The member states of the organization were satisfied with increased cooperation within the SCO framework in their fight against terrorism, separatism and extremism, the declaration said.     The SCO members reiterated their efforts to maintain the central coordinating role of the United Nations in the global fight against terrorism, and to steadfastly implement the UN Global Counter-Terrorism Strategy and to finalize a comprehensive convention on fighting global terrorism at an early date.     The leaders also pledged to establish a mechanism of joint assessment, prevention and response to external threats and challenges to regional security.     On the issue related to the creation of a global anti-missile defense system, they stressed that the establishment of such a system will not help in maintaining a strategic balance, runs counter to international efforts towards arms control and nuclear non-proliferation, and is not conducive to enhancing trust among countries and regional stability. 　　ON ENERGY & ENVIRONMENT     Against the backdrop of global climate change, it is of special significance for the SCO members to forge close cooperation in developing new energy technology, the declaration said.     Therefore, the SCO members should strive to seek a common position to address the negative impacts of climate change and develop environment-friendly clean energy.     The leaders pledged to seek global common development through bridging the technology gap between countries and eliminating poverty under the premises of ensuring all the countries to equally enjoy the benefits of globalization.     They agreed that it was of special significance to implement responsible fiscal and financial policies, monitor capital flows, and ensure food and energy security amid a world economic slowdown.     On the issue of water resources, they said it was of vital importance for the SCO members to conduct dialogue on the efficient use of water resources.     They also promised to strengthen consultation and cooperation in the field of human rights within the UN framework and cooperate with other regional organizations and integration mechanisms on cultural cooperation and promotion and guarantee of human rights.

BEIJING, Aug. 21 (Xinhua) -- China values its friendly ties with Cuba and is willing to work with Cuba to push bilateral relationship to a new height, Chinese Vice Premier Li Keqiang said on Thursday.   Li made the remarks when meeting with Jose Ramon Fernandez Alvarez, vice president of the Cuban Council of Ministers, here on Thursday.     Li said Sino-Cuban relations were at a new stage of development, as the two countries had maintained frequent high-level contact and increased economic cooperation and consultation in international affairs. CHENGDU, June 21 (Xinhua) -- Jiang Xiaojuan, a policewoman who was well-known to the Chinese public for feeding infants with breast milk after the May 12 quake, has been officially promoted to a ranking post at a local police bureau, despite a nationwide controversy about the promotion.     Jiang was appointed a member of the Communist Party of China (CPC) Committee of the Jiangyou Public Security Bureau and the bureau's vice commissar on Thursday, an official surnamed Su from the organization department of the Jiangyou CPC Committee, Sichuan Province, told Xinhua on Saturday.     Jiang was currently on a speaking tour and would assume office as soon as she returned to Jiangyou, said the official.     Su denied media reports that the promotion had been suspended because of controversy. Jiang Xiaojuan, a policewoman, is feeding an infant with breast milk after the May 12 quake    Many people voiced objections when the Jiangyou government sought public opinion after making the promotion. They said an official position should not be used to promote a moral model.     "Such a promotion would fuel speculation activities," wrote a netizen dubbed "West Line" at the leading online forum forum.xinhuanet.com, while another netizen said promotion should depend on one's competence.     There were also many supporters of Jiang's promotion, saying that what she did showed she is a good public servant.     Su, the Jiangyou official, applauded the debate, saying "it shows the public are concerned on promotions of government officials and their enthusiasm for politics."     However, he said "we have gone through due procedures and believe she is qualified for her new post."     Jiang, 30, a mother of a six-month old, left her own baby with her parents and took part in the disaster relief work after the Sichuan quake.     Moved by the plight of babies separated from their mothers, she ended up breast-feeding nine of them. The pictures of her breast feeding spread across the country, which earned her a nickname "the police mum."     She has since been awarded laudatory titles of "hero and model police officer" and "excellent member of the Communist Party" by the Ministry of Public Security and the Organization Department of the CPC Central Committee.

LHASA, Oct. 11 (Xinhua) -- An earthquake followed by some 1,000 aftershocks has affected more than 60,000 people in the Tibet Autonomous Region this week, the local government said in a news conference Saturday.     Since Monday's 6.6-magnitude quake struck Damxung County in Lhasa, more than 1,000 aftershocks have been monitored, including one that measured 5.4 on the Richter scale, said Gong Puguang, vice president of the regional government.     61,231 people in the region's capital have been affected and 989 houses collapsed, said Gong.     More than 4,800 people have been relocated out of the quake zone.     The quake-hit areas include Lhasa, Xigaze and Shannan regions, where 28 km of road and 11 bridges were damaged.     So far, ten people have been confirmed dead. 54 others sustained injuries, one third of those injuries are serious.     The central government allocated 10 million yuan (1.46 million U.S. dollars), 11,000 tents, quilts, and other quake relief materials to the affected area.     The items were being distributed as traffic and telecommunication resumed in the area.     The local government is evaluating economic losses from the disaster.     Seismologists predict more aftershocks will hit the county but the force is unlikely to exceed 5.5 on the Richter scale. BEIJING, July 4 (Xinhua) -- China's State Council published on Friday guidelines on post-quake reconstruction, emphasizing house repair and building work.     The State Council, China's Cabinet, stressed priority for repairing and building houses for people whose homes were destroyed during the May 12 tremor.     "Check for repairable buildings and fix them as soon as possible; scientifically choose sites, economically use land and set down reasonable quake-resistant levels for building new houses," the guidelines said.     Areas suitable for living must be marked off based on scientific standards and evaluations on geology and natural resources. Meanwhile, the government will see to the reasonable distribution regarding population, industry and productivity, according to the guidelines. Residents in quake-hit Yingxiu Township are now reconstructing their hometown    The reconstruction of buildings should take local advice into account, and be based on governmental subsidies, social support and local resources.     All the measures were aimed to let quake-hit people live in "safe and comfortable houses as soon as possible", said the guidelines.     Resources should be optimized to upgrade quake resistance standards and improve the quality of construction, the guidelines said.     Priority should be given to the reconstruction of public facilities, including schools and hospitals, and these buildings should be the "safest, most solid and trustworthy".     The guidelines required high schools and vocational schools be located in county seats, middle school in townships while primary school sites be relatively concentrated.     The guidelines also underscored the importance of protecting the ethnic and cultural relics affected by the major quake.     Earthquake sites and memorial halls would be erected, and the reconstruction of government buildings should be "frugal" and "practical."     The restoration of infrastructure should be adjusted to local conditions and planning, the guidelines added.

He or she should be fair-minded and above all, love this country, said Wen during his visit to the China University of Political Science and Law on China's Youth Day.     During his trip, Wen first went to the first floor of the university's library, which boasts the country's largest collection of modern law books.
