One focus will be the establishment of a credit ratings system for small- and medium-sized enterprises to facilitate fundraising, Tu said.     Xu Lin, Party Secretary of Pudong New Area, told the forum the district will shore up its preparation for financial innovation, including establishing an over-the-counter equity exchange for start-up technology firms.     Pudong will also trial programs to settle cross-border trade using the yuan and to set up consumer finance companies to fund people's purchases of durables such as home appliances and electronics.     Xu also noted that Pudong will fast track the development of financial services for the shipping industry as China pursues building Shanghai into an international financial and shipping hub by 2020.     "The district will encourage capital from various sources to help innovation and upgrade industry," Xu said. "More credit support will be given to small companies in terms of innovation."     Financial experts attending the two-day Lujiazui Forum, which ended Saturday, called on the city to take more measures to retain talent and financial institutions.     "The major European and US markets are reshuffling after the crisis and it has created a good opportunity for Shanghai to lay a sound basis and infrastructure for rising as an international financial center," said Laura Cha, deputy chairman of the Hongkong and Shanghai Banking Corp.     "We should learn lessons from them and avoid the mistakes they have made."     Shanghai is still lagging behind in terms of financial talent both in quality and quantity, she added.     She suggested shoring up the city's financial high education sector and rotating financial talents to develop more overseas experience.

HELSINKI, June 25 (Xinhua) -- China and Finland on Thursday agreed to push for closer economic cooperation to tackle the ongoing global financial crisis.     Visiting Chinese Vice Premier Li Keqiang unveiled broad measures to work together with Finland to fight the global financial crisis after meeting with Finnish Prime Minister Matti Vanhanen. Li and Vanhanen joined a signing ceremony of several government and business agreements between the two sides, under which Li said China would purchase Finland's advanced environment-friendly technologies.     China would also send a large group of entrepreneurs to Finland within two weeks to make major purchases of Finnish goods, according to Li. BEIJING, July 16 (Xinhua) -- The international community has continued to condemn the July 5 riots in Urumqi, the capital of China's northwestern Xinjiang Uygur Autonomous Region, which has left 192 people dead.     Religious leaders and some experts also voiced support for the joint efforts by the Chinese government and various ethnic groups to safeguard ethnic unity and social stability.     Regional leaders of two major Islamic organizations -- Nahdatul Ulama and Muhammadiyah -- in the Indonesian city of Surabaya said Islam advocates peace and opposes violence.     Muslims love peace, pursue peace and take real actions to maintain peace and oppose any violent and terrorist actions, they said Tuesday while meeting Wang Huagen, Chinese general consulate in Surabaya, Indonesia's second largest city.     The two Islamic leaders also expressed the hope that social order in Urumqi could be restored soon.     Pierre Picard, a human geologist and China expert at the University of Paris, said he was shocked by the July 5 incident which was a violent crime orchestrated by foreign terrorists and separatist forces.     China has the right to take actions to maintain national stability and restore social order and the measures it has taken were appropriate, he told Xinhua.     No country in the world can tolerate attacks by terrorist forces, he added.     The Al-Riyadh newspaper, one of the leading newspapers in Saudi Arabia, said in a report on Tuesday that the July 5 incident in Xinjiang was a crime of violence that was premeditated and organized.     The unrest was not an ethnic issue nor a religious one, but a case against public order incited by a few separatists and mobs, it stressed.     Bahrain's Al-Ayam newspaper shared the view. In     a report published on Tuesday, it said the incident was by no means an ethnic or religious issue, but a grave violent crime involving beating,     smashing, looting and burning premeditated, organized and instigated by the separatist forces both in and outside China.     The purpose of the separatists is to sabotage ethnic unity and social stability in Xinjiang, said the report.     The local government of the autonomous region has adopted effective measures in accordance with law to stop the violent crimes in a bid to safeguard social stability and resume normal social order as well as protect local people's rights and interests, it said.     The report said that the Chinese government had introduced and carried out a series of ethnic and religious policies since the People's Republic of China was established.     China always sticks to the principle of protecting ethnic minorities equal rights and safeguarding ethnic solidarity, and is firmly opposed to ethnic discrimination and oppression of any ethnic group as well as any activities aimed at undermining ethnic unity, it said.     China has always valued the role played by Islamic countries and attached great importance to its friendly relations with them, the report said, adding that such relations will be further cemented through joint efforts by both sides.

HANOI, May 25 (Xinhua) -- Chinese Foreign Minister Yang Jiechi attended the 9th Foreign Ministers' Meeting of the Asia-Europe Meeting here on Monday and delivered a speech at the opening ceremony.     Yang said with deepening globalization, the destinies of Asia and Europe have been tied together. Countries must intensify cooperation, deepen mutual trust and build a new and closer Asia-Europe partnership.     To build such a partnership, Yang said countries should enhance mutual understanding through dialogue on an equal footing. Countries should promote development through intensified cooperation. Countries should advocate mutual tolerance through expanded exchanges. Countries should strengthen its institution building to ensure the vitality.     Yang made several suggestions to cope with the ongoing financial and economic crisis and other global challenges.     First, Yang said countries should strengthen confidence and strive for economic recovery and growth. Countries should firmly oppose all forms of protectionism and take concrete steps to help develop countries maintain financial stability and work together to overcome the international financial crisis.     Second, countries should take active measures to counter the threat of A/H1N1 flu and other infectious diseases and minimize the impact of the flu on global trade and economic activities, said Yang.     Third, countries should think for the future, remain committed to the principle of "common but differentiated responsibilities" and step up cooperation in tackling climate change.     Fourth, countries should increase input and foster and follow anew energy security concept that calls for win-win cooperation, diverse forms of development and common security through coordinated supply, said Yang.     Fifth, countries should promote peaceful and negotiated settlement of hotspot issues and regional disputes on the basis of mutual respect, mutual trust and cooperation. BEIJING, July 14 (Xinhua) -- China's armed forces are raising the qualification and training levels of non-commissioned officers (NCOs) to build a professional corps with the ability to operate increasingly sophisticated weapon systems.     A reform plan unveiled by the Central Military Commission (CMC), China's top military authority, outlines the reforms which will affect the People's Liberation Army (PLA) and People's Armed Police Force (PAPF) by the end of this year.     The number of non-commissioned officers (NCO) in the PLA and PAPF would rise to almost 900,000 while the total number of personnel would remain unchanged, Yang Yangshen, an officer with the PLA's Headquarters of the General Staff, told Xinhua on Tuesday.     He said the rise would be small, but would not give the current number of NCOs.     New NCO posts would be offered to increase the strength of increasingly technology-intensive forces.     The NCOs would be given more responsibility for equipment that needed better proficiency and information skills in addition to assisting commissioned officers with basic training.     According to the plan, the PLA and PAPF would recruit more graduates with three-year college diplomas, who could better understand the operation of modern military weapons systems, rather than promote enlisted personnel.     The PLA and PAPF enlisted personnel are mainly high school graduates who finished 12 years of education.     The modernization of the PLA's weapon systems called for better qualified non-commissioned officers, said Yang.     Currently, the NCOs of the PLA and PAPF are ranked in six categories, starting from the lowest NCO level 1 up to NCO level 6.     According to the plan, the new ranks, from lowest to highest, will be corporal, sergeant, sergeant first class, master sergeant class four, master sergeant class three, master sergeant class two and master sergeant class one.     The reform also introduces a training system by which the new NCOs need to acquire technical qualifications, such as weapons repair and equipment maintenance.     All NCOs who want to be promoted will need to pass upgraded training courses and exams, according to the reform plan.     The plan mandates that the maximum service time for junior grade NCOs (corporal, sergeant) is six years and intermediate grade (sergeant first class, master sergeant class four) is eight years. The senior grade NCOs (master sergeant class three, master sergeant class two, master sergeant class one) could serve for more than 14 years.     It would also increase the basic salaries for intermediate grade NCOs and subsidies for all NCOs.     The PLA and PAPF introduced volunteer recruitment in 1978, which was the original model of the NCO system established in 1998when the revised conscription law reduced the compulsory service period of the enlisted soldiers from three to two years.

BEIJING, May 26 (Xinhua) -- China's central government has allocated 270 billion yuan (about 39.7 billion U.S. dollars) for infrastructure investment so far this year, a National Development and Reform Commission (NDRC) official told legislators Tuesday.     That amount is part of a planned total of 367.6 billion yuan in the 2009 central budget.     Adding another 30 billion yuan from last year's budget meant that the country had already allocated 300 billion yuan to infrastructure investment since the fourth quarter of last year, NDRC vice director Mu Hong told legislators.     The NDRC is China's top economic planning body.     Mu made his comments during a session on major public investment projects held by the Standing Committee of the National People's Congress, the top legislature.     The money is also part of the 4-trillion-yuan, two-year stimulus plan announced late last year as the economic downturn deepened.
