BEIJING, Sept. 20 (Xinhua) -- China's major state-owned enterprises (SOEs) under the supervision of the central government reported a 30-percent fall in net profit last year, the country's state assets supervisor said over the weekend.     A total of 141 SOEs under the supervision of the State-owned Assets Supervision and Administration Commission of the State Council reported a net profit of 696.18 billion yuan (101.96 billion U.S. dollars) last year, down 30.8 percent from a year ago, the commission said in an online statement.     Yet, total assets of the 141 SOEs rose for the fifth consecutive year since 2004. Assets of the 141 state firms were worth 5.56 trillion yuan at the end of 2008, up 8.6 percent from the previous year.     Net profit of centrally administered SOEs had been rising for four years in a row from 2004 to 2007, but it fell last year as the global financial crisis struck.     The commission said 83 out of the total 141 were able to report a year-on-year growth in net profit last year.     These 141 SOEs also turned in taxes worth 1.04 trillion yuan last year, up 18.6 percent from a year ago.     The total assets of centrally administered SOEs were augmented by 2.6 trillion yuan in the past five years, or at an annualized average of 13.7 percent from 2004 to 2008.

ROME, Sept. 13 (Xinhua) -- China and EU agreed here Sunday to continue their dialogue in order to strengthen the important cooperation with each other.     Hua Jianmin, vice chairman of the Standing Committee of the National People's Congress (NPC), or China's legislature, met with President of the European Parliament Jerzy Buzek in Rome, before attending a summit for parliament speakers of the Group of Eight (G8) and emerging economies on behalf of top Chinese legislator Wu Bangguo. BEIJING, Aug. 1 (Xinhua) -- China's crude steel output would surely top 500 million tonnes this year, said Luo Bingsheng, vice chairman of China Iron and Steel Association (CISA) on Saturday.     In the first half, China produce 266.58 million tonnes of crude steel, up 1.23 percent over the same period last year. In June alone, the daily output was about 1.65 million tonnes on average.     Compared with an increasing production capacity, the country's steel enterprises saw declining profits and revenues in the first six months amid low steel prices resulted from weaken market demands.     According to statistics covered 71 of China's large-scale steel producers, total business revenue of them dropped 28.07 percent year on year to 955 billion yuan (139.82 billion U.S. dollars) in the first half. Profit decreased by 98.32 percent to 1.73 billion yuan.     China produced 500 million tonnes of crude steel last year, accounting for 38 percent of the world total production volume.

BRUSSELS, Oct. 9 (Xinhua) -- Visiting Chinese Vice-President Xi Jinping urged closer cooperation between China and Belgium during a speech Friday at the China-Belgium Economic and Trade Forum.     Xi said the development of cooperation between China and Belgium has brought tangible benefits to the two countries.Despite the impact of the global financial crisis, bilateral trade volume rose 14.4 percent to 20.2 billion U.S. dollars in 2008, 1,000 times as much 38 years ago when diplomatic relations were established, he said.     The vice president advanced a three-point proposal to further strengthen bilateral cooperation. Those issues, he said, include the global financial crisis, world economic development, climate change, food and energy security, the Doha round of trade talks, and international financial structure reforms.     "I believe that the perspective of the mutual benefit cooperation between China and the EU has a better future with the joint efforts of the two sides," Xi said.     Xi also reviewed the great achievements China has made in the 60 years since the founding of the People's Republic of China in 1949.     Xi stressed that there still is a long way to go for China to achieve a more prosperous society.     As a peace-loving country, Xi said, China will always continue efforts to cooperate with world countries based on the five principles of peaceful coexistence. He said China also would actively help solve regional and international hot issues and work together with the international community for a peaceful and harmonious world.     Under the current situation, China will continue to cooperate with Belgium and other EU members to promote reforms of the international financial system, to enhance international financial surveillance, to prevent further spread of the financial crisis and to stem the torrent of all kinds of trade and investment protectionism.     Xi arrived here Wednesday for an official visit to Belgium, the first leg of his five-nation European tour. PARIS, Sept. 18 (Xinhua) -- A Chinese delegation of human rights researchers on Friday had a detailed exchange of views on human rights issues with its French hosts during a four-day visit.     The delegation, led by Luo Haocai, vice chairman of the 10th Chinese People's Political Consultative Conference (CPPCC) National Committee, provided a broad introduction to the great progress the People's Republic of China had achieved on human rights since its founding 60 years ago, especially over the 30-year period since the adoption of the reform and opening-up policy.     The delegation expounded China's views and positions on human rights, and expressed its willingness to further promote exchanges and cooperation on human rights between the two countries.     During a meeting with Michel Forst, secretary general of the National Consultative Commission of Human Rights in France, Luo, also president of the China Society for Human Rights Studies (CSHRS), said human rights exchanges between China and France were to be deepened and extended as the two countries' friendship developed. The two sides could promote mutual understanding and broaden common ground in the communication process to better contribute to the world's human rights cause and world harmony.     Forst lauded China's human rights progress made concurrently with remarkable economic achievements, and said he was impressed by the universality and effectiveness of the work of the CSHRS.     Forst said he believed China would have much more influence in international human rights affairs along with the further promotion of its international status.     When talking with Pierre Bercis, president of New Human Rights League, Luo said China's theory and opinion of human rights was based on the principles of international human rights combined with China's own situation.     China stressed the unification of the universality and speciality of human rights, emphasized the right of survival and the right of development as the two basic human rights, encouraged equal communication and cooperation on international human rights, and opposed confrontation on human rights issues, Luo said. Pierre Bercis agreed with Luo's opinion.     While meeting Francis Verillaud, deputy president of Institute of political sciences of Paris, Luo hoped Chinese and French universities could strengthen exchanges and cooperation on human rights research, especially on human rights law, as a comprehensive law was the basis of human rights protection.     After the visit to France, the Chinese delegation will visit Belgium, the EU headquarters and Iceland.

BEIJING, Sept. 26 (Xinhua) -- Chinese farmers would see their income continue to rise this year, Vice Minister of Agriculture Chen Xiaohua said at a press conference Saturday.     "As China's economy is recovering, there are more and more positive factors supporting the increase of farmers' income," said Chen.     Farmers' per capita cash income in the first half of this year reached 2,733 yuan (400 U.S. dollars), up 8.1 percent year on year. But the increase rate was 2.2 percentage points slower than that in the same period last year, according to Chen.     "The growth is remarkable and the statistics are pleasing. However, China is still short of a long-term mechanism for increasing farmers' income and efforts need to be made to increase the channels for farmers to earn more money," said Chen.     In the past, farmers' income was mainly driven up by increased grain production or raised prices. "Now, we should push forward agricultural industrialization to let market guide grain planting and agricultural production," Chen said.     Chen also stressed the importance of creating more jobs for surplus rural laborers in a bid to increase their salary income.     The salary income mainly comes from the earnings from working in local or urban enterprises.     The economic crisis reduced the number of Chinese migrant workers, with the current number standing around 225 million. In the second quarter this year, this number increased 2.6 percent from the first.     Chen also said the government will increase fiscal support for farmers in subsidizing their purchase of seed, diesel, fertilizer and other production materials.     The central government always gives priority to increasing farmers' income, he said.     "Local authorities should make every effort to keep increasing farmers' income to shore up rural development and to ensure stable and rapid economic development," Chinese Vice Primer Hui Liangyu said at a rural work conference held in China's eastern city of Hangzhou from Thursday to Friday.

HARBIN, Aug. 10 (Xinhua) -- Chinese Vice Premier Li Keqiang said over the weekend that the rebuilding of shanty towns which have long-housed low-income workers is an important part of the country's effort to improve people's livelihood.     Li made the comment at a working conference to address the rebuilding of shacks in cities and at compounds of large state-owned mining enterprises held in Harbin, capital of northeast China's Heilongjiang Province, on Saturday.     Such shanty towns are shabby residential areas that were built when the country started to industrialize its economy, and people living there are more often low-income wage earners in factories.     These people are either living in a space that is less than 10 square meters for each, or in apartments that have no tap water or sewers, or even toilets or kitchens. Chinese Vice Premier Li Keqiang (C) addresses a meeting on the rebuiding of cities and hut zones, in Harbin, capital of northeast China's Heilongjiang ProvinceChina is aiming to offer proper housing for 7.5 million low-income urban households and 2.4 million households living in shanty towns of coal mines, reclamation areas, and forest zones in three years, Premier Wen Jiabao said in March.     There are another 1.14 million living in shabby apartments at compounds of state-owned mining enterprises, which are not included in the planning of cities, according to the conference.     Li urged to integrate the rebuilding of such shanty towns with the low-income housing project, initiated by the Chinese government to build affordable houses for low-income urban residents.     He also asked planners to build homes at different price levels in a region so as to avoid the concentration of poor population in a certain neighborhood.     Li stressed that the government should dominate the project of rehousing low-income workers, but it could invite funding from outside the government.     He said the government should secure land supplies for such projects and materialize tax supports.     The central government pledged to allocate 49.3 billion yuan (7.25 billion U.S. dollars) from the central budget to finance such housing projects in 2009 alone.
