BEIJING, April 10 (Xinhua) -- Chinese Vice Premier Li Keqiang said here Friday that the basic health-care system should be provided as a public service to the people to ensure and improve people's livelihoods.     Li made the remarks during a meeting on deepening the reform of the health-care system, stressing that the public health-care system should be conducted for public good and urging the gradual establishment of a basic health-care system to cover all Chinese citizens.     Carrying out the health-care system reform is of great significance to improving people's livelihoods and promoting social harmony, as well as boosting domestic demand and keeping a sound and rapid economic development, Li said.     The reform of the health-care system is a social systematic project, which is time-consuming, challenging and complicated, he said. By 2020, China should have a basic health-care system that covers urban and rural residents, Li pointed out.     Health-care reform in the next three years should be focused on relieving people from expensive and hard-to-get medical care, he said.     Li also said that reforms should be carried out in five areas, including providing universal access to basic health insurance, introducing an essential medicine system, improving primary healthcare facilities, offering equitable access to basic public health services and establishing pilot reform of state-run hospitals.

"I have seen a trend toward increasing supervision of the authorities and more restrictions on their power."     Mo Jihong, a research follow with the Law Institute under the Chinese Academy of Social Sciences, saw the same trend in legislation. "The changes in the Constitution were obvious," said Mo.     China's first three Constitutions, issued respectively in 1954,in 1975 and 1978, all had a chapter on the fundamental rights and duties of citizens. But none of those versions defined "citizen," which affected the implementation of these items, he said.     The current Constitution, adopted in 1982, closed this loophole and put the chapter on citizens' rights before that of the structure of the state, he said.     "It showed the country acknowledged that the state derived its legitimacy through protecting citizens' rights, rather than by giving rights to citizens."     In 2004, an amendment to the Constitution added an article stating that the state respects and preserves human rights.     "Through the amendments, the Constitution gave more responsibility to state organs to protect civil rights," Mo said.     The country has also adopted laws to restrict the exercise of state power. In 1990, the law on litigation against the administration provided the first way for the common people to sue government departments.     Further, the law on legislation, adopted in 2000, included an article stating that only laws can limit personal freedom. This had the effect of barring any authority, except the legislature, from issuing regulations or rules to limit personal freedom.     "But the implementation of laws remained a problem," Mo said. "The authorities who enforce the laws should be carefully watched."     Li noted that China's unique culture played a role. Traditionally, Chinese seldom talk about "rights" but instead stress the concept of people's obedience to the society.     "Civil right is a concept borrowed from the West. That's why it will take time to make everyone aware of it, especially those holding power," he said.     "But we should not give up because we don't have such a tradition," he said. "China does not need to make itself a Western nation but can explore its own way based on its own culture and reality," he said.     Last year, in the wake of an increasing number of protests nationwide, the government launched a campaign requiring officials to talk with citizens and consider their requests regularly. The move proved to be an effective way to ease public anger and reduce misunderstanding.     A trial program to invite independent inspectors to detention houses in northeast Jilin Province also received acclaim as an innovation in this field.     The two-year program ended late last year. The 20 independent inspectors, who were teachers, doctors, businessmen and community workers, examined conditions in these detention houses and examined their records so as to ensure that custody procedures were in line with the law and detainees were not treated inhumanely.     "The concept of 'putting people first' raised by the present CPC leadership can be regarded as an effort to respect and protect civil rights," Li said.

BEIJING, Feb. 23 (Xinhua) -- China's central bank on Monday warned of deflation in the near term caused by continuing downward pressure on prices.     Commodities prices were low and weak external demand could exacerbate domestic over-capacity, the People's Bank of China (PBOC) said in an assessment of fourth-quarter monetary policy.     "Against the backdrop of shrinking general demand, the power to push up prices is weak and that to drive down prices is strong," the PBOC said. "There exists a big risk of deflation."     China's consumer price index (CPI), a major gauge of inflation, rose 1 percent in January from a year earlier. In that period, the producer price index (PPI), a measure of inflation at the wholesale level, dropped 3.3 percent.     But the PBOC also warned of medium and long-term inflation risks.     As the central banks worldwide injected a huge amount of liquidity into the financial system, commodities prices could repeat earlier rallies if market confidence recovered, it said.     The PBOC stated that China's economy faced further downside risks because of slackening external demand, over-capacity in some sectors and increases in urban job losses.     The gross domestic product expanded at a slower rate of 6.8 percent in the fourth quarter of 2008, as exports slumped and the property sector sagged, dragging down growth for the whole of 2008to a seven-year low of 9 percent     But China had huge market potential and as the macro controls started to take effect, its economy was likely to maintain stable and relatively fast growth, it said.     To spur growth, the PBOC said it would ensure ample liquidity in the banking system and promote the reasonable and stable growth of credit.     It also reaffirmed that China would keep the Renminbi (RMB) exchange rate basically stable, while making it more flexible in a self-initiated, gradual and controllable manner.

In particular, we actively responded to the severe impact of the global financial crisis, sustained steady and fairly rapid economic development and maintained social harmony and stability. The Plan for 2008 was, on the whole, implemented well.          1. The economy grew steadily and rapidly.     China's GDP topped 30 trillion yuan in 2008, a year-on-year increase of 9.0% and more than five percentage points higher than the average world economic growth rate. The value-added of large industrial enterprises increased by 12.9% over 2007, with that of light and heavy industries rising 12.3% and 13.2% respectively. Retail sales of consumer goods rose 21.6% to 10.85 trillion yuan, up 4.8 percentage points. Fixed asset investment across the country totaled 17.23 trillion yuan, up 25.5%. Domestic demand, particularly consumer demand, played a greater role in boosting economic growth.     Economic performance continued to improve. National revenue reached 6.13 trillion yuan in 2008, up 19.5% year on year. Energy consumption per unit of GDP continued to decline in 2008, down 4.59%. Sulfur dioxide emissions and chemical oxygen demand kept falling, down 5.95% and 4.42% respectively, and this trend became more firmly set. Water consumption per 10,000 yuan of value-added by industry dropped by 7.0%. Efforts were intensified to use land more economically and intensively, resulting in continued improvement in land-use efficiency.    2. There was a gradual decline in the rate of price increase.     We adopted comprehensive policies and measures to counteract the great pressure that ballooning domestic food prices and the surge in the prices of grain and oilseed on the international market in the first half of 2008 placed on our efforts to stabilize prices. On the one hand, we worked to ensure adequate supplies. We formulated and implemented supporting policies to boost grain, oilseed and egg production and hog and dairy farming. We strengthened the emergency allocation and transport of important farm and sideline products, improved coordination between their production and sale, and alleviated problems concerning the sale and distribution of grain in northeast China and farm products in some areas, especially disaster-stricken areas. We took measures that combined fiscal and tax policy support, export controls, import inducements and manipulation of state reserves to ensure adequate market supplies and steady prices for important commodities such as grain, refined petroleum products and fertilizer. On the other hand, we strengthened market oversight. We instituted temporary measures to hold down the prices of grain, edible vegetable oil and other important commodities. We organized and carried out inspections focused on prices for agricultural supplies, refined petroleum products, medical care and drugs, and charges related to farmers, enterprises and education; actively encouraged business managers to exercise self-discipline in setting prices; and severely cracked down on violations of the law such as hoarding for speculation and colluding to drive up prices. At the same time, we raised the level of the cost of living allowances twice to ensure that the basic living standard of low-income groups would not be significantly affected by price increases. Beginning in the fourth quarter, the inflationary pressure subsided considerably. The consumer price index (CPI) rose by 5.9% for the year. The rate of price increase for means of production, including agricultural supplies, also fell rapidly, with producer prices for means of production in December down 1.9% year on year and the inflation rate for agricultural supplies down 12.4 percentage points from its July high.
