BEIJING, Oct. 23 (Xinhua) -- China hopes the United States can take active steps to eliminate discriminatory measures towards Chinese poultry products, said Yao Jian, spokesman of China's Ministry of Commerce, on Friday.     Yao made the remarks in a comment on the ministry's official website on the 2010 Agriculture Appropriations Bill, which has modified the stance towards Chinese poultry imports, compared to that in the Omnibus Appropriations Act 2009.     "We welcome the changes," Yao said.     He pointed out, however, there are still restrictions against Chinese poultry products in the new bill.     "China is evaluating whether the restrictions are totally in line with the non-discrimination principle of the World Trade Organization and other relevant regulations," Yao said.     "China's poultry products are safe and reliable... We hope the United States can stand on the footing of maintaining mutual benefit in China-U.S. trade and take active steps to eliminate discriminatory measures and normalize bilateral poultry trade at an early date," Yao said.     Yao hoped that the U.S. could modify relevant regulations to resume poultry imports from China.     The U.S. House of Representatives passed the 410-billion-U.S.-dollar Omnibus Appropriations Act 2009 in February, which said "none of the funds made available in this Actmay be used to establish or implement a rule allowing poultry products to be imported into the United States from the People's Republic of China."

BEIJING, Dec. 30 (Xinhua) -- World media reports have praised China's efforts in promoting international cooperation to combat climate change and its contribution to a substantive result at the U.N. Climate Change Conference in Copenhagen.     The per capita carbon emission in China is far lower than that in Western countries, the state media from different countries, including India, Pakistan, Indonesia, Central Africa Republic and Malawi, said recently.     Acknowledging that China was facing a heavy task of development, they said that China's demand for due right to development was justifiable and reasonable.     Alongside economic development, China has increased spending on combating climate change, greatly encouraged science and technology, and become a world leader in the use of green energy, they said.     During the Copenhagen Conference, China made all efforts to communicate and negotiate with other countries. It especially brought together developing nations to jointly safeguard their common interests and made a remarkable contribution to a substantive result of the conference, they said.     Meanwhile, media in small island states, including Antigua and Barbuda, Fiji and Papua New Guinea, also spoke highly of China's responsible attitude and forceful measures on tackling climate change, saying China's effort could match that of any developed countries.     They said that some countries' criticism of China on the issue was groundless and irresponsible.     The words were echoed by France's Le Figaro magazine, which said in an editorial that the environment issue cannot be solved without considering the people's interests and national development.     Being a leader in such technologies as wind power, solar energy and carbon capture, China has also spared no efforts in developing nuclear energy, the magazine said.     Le Figaro in an article titled "In Defense of China," called on the international community to learn more about China.     The article said that China's development has contributed to all mankind because it lifted a great number of Chinese people out of poverty and also benefited neighboring countries and the global economy.     It is groundless to say that China did nothing to improve the environment, the article said, citing China's achievements in developing solar energy and a forestation.     The world should be confident in China's ability to combat climate change, it added.

The two sides should not only properly settle issues in bilateral ties but also jointly respond to major global challenges such as climate change.

BEIJING, Dec. 16 -- Premier Wen Jiabao will leave for Copenhagen this afternoon, hoping to help seal a fair and effective climate change deal for the planet and secure China's emission rights.     Wen will join world leaders, including US President Barack Obama, at the United Nations climate change conference in Oslo for its crucial last two days. Foreign Ministry spokesperson Jiang Yu Tuesday said he is likely to meet state leaders from India, Brazil and South Africa, among others.     "China, as a developing country, will make its due contribution to the UN conference," said Jiang.     It is not yet known whether Wen and Obama will meet on the fringes of the conference but he has worked the phones relentlessly in the past 10 days, calling as many as 10 world leaders and UN chief Ban Ki-moon in an attempt to secure a workable agreement.     Chinese officials have also had important meetings in recent days with negotiators from many countries, including representatives from the United Kingdom and Germany.     But during the past 10 days, China and the US have not held any official meetings at any level in respect to climate change.     If Wen and Obama do get the chance to meet, they will likely have lots to talk about - the US recently urged China to accept a binding carbon reduction target and said it will not provide financial support to Beijing for climate initiatives.     China, meanwhile, called on the US to set a more ambitious target for emissions reduction after Washington promised to cut them by around 4 percent by 2020 from the 1990 base. Developing countries had urged the US and wealthy countries to slash emissions by 40 percent.     Experts have called on the US and China to narrow their differences in a bid to ensure the conference is a success.     Experts played down the likelihood of the world achieving an ambitious global treaty in Copenhagen but said Wen will defend China's status as a developing country and protect its right to economic expansion in the future.     Jiang said the summit has seen both conflicts and achievements.     She said the main stumbling block to real progress has been the reluctance of developed nations to hand over funding and technical support to developing nations that they promised in earlier agreements.     "If they abandon the principles of the Bali Road Map and the Kyoto Protocol, it will have a negative impact and hamper the conference," Jiang said.     She added that China supports the contention that some smaller developing island countries and African countries are in the most urgent need of funding support and should get help first.     But the spokesperson stressed that developed countries have a legal obligation to help all developing countries.     Huang Shengchu, president of the China Coal Information Institute, said the fact that Wen will be in Copenhagen shows the determination of the Chinese government to secure a good deal.     Zhang Haibin, an environmental politics professor at Peking University, said the presence of leaders such as Wen will inject hope that a deal can be found.     "It demonstrates the leaders' will to take up the responsibility to rescue the whole of human kind," said Zhang. "However, because of the nature of world politics, the chances of reaching an effective and ambitious agreement, in the end, are slim."     John Sayer, director of Oxfam Hong Kong, said many developing countries, including China, India, Brazil and South Africa, have voluntarily offered to cut emissions. China recently said it will reduce its carbon intensity by between 40 and 45 percent by 2020 from the 2005 base level.     However, as Zhang pointed out, some US experts, instead of welcoming such offers, have called on China to let international organizations verify that emissions are indeed falling.     Daniel Dudek, chief economist with the US Environmental Defense Fund, said the world seems to be unsure about whether China is serious about cutting emissions and achieving a good post-Kyoto deal.     "I think that people want to be reassured that China wants to achieve an agreement at Copenhagen and that China values moving forward on climate change more than winning its negotiating positions," he said.

BEIJING, Dec. 8 (Xinhua) -- China's exchange rate regulator said Tuesday it would work to promote balance of payment next year by stabilizing exports while expanding imports.     The promotion of balance of payment should be the fundamental of the work in 2010 in order to safeguard the nation's economic and financial security, said Yi Gang, head of the State Administration of Foreign Exchange (SAFE).     He said SAFE would continue to diversify the investment of foreign reserves, and ensure the safety, liquidity and the value of the mounting assets, which have ballooned to more than 2 trillion U.S. dollars.     The authority would also step up supervision of the cross-border money flow to protect national financial safety, he said.     Yi also noted SAFE would seek chances to push forward reforms in key areas and links of the foreign exchange management but didn't elaborate.

BEIJING, Dec. 10 (Xinhua) -- Ruling parties of China and Japan on Thursday pledged to deepen trust and work together for a stronger strategic relationship of mutual benefit between the two countries.     The pledge came out of a meeting between Chinese President Hu Jintao and Secretary General of the Democratic Party of Japan (DPJ) Ichiro Ozawa in Beijing on Thursday afternoon. Ozawa is leading a delegation of 600-strong members, including 146 DPJ lawmakers from the upper and lower houses of the Japanese Diet, for a four-day visit in Beijing. BEIJING, Dec. 9 (Xinhua) -- The Chinese government reiterated Wednesday that to spur "sustainable and fast consumer spending" will be a priority next year, as the world's third-largest economy seeks to break from dependence on export and government pump-priming to drive post-crisis growth.     The government will continue to raise the earnings of the middle and low income groups to boost consumer spending, said a senior official with the nation's top economic planning body.     The government will step up research on optimization the income distribution mechanism to improve residents' purchasing power, Zhang Ping, minister in charge of the National Development and Reform Commission (NDRC), made the remarks at a national meeting charting the ministry's work in 2010.     The rare official stance on improving income distribution echoed the unanimous call from experts and the general public to bridge the yawning wealth gap between the rich and poor, which underlined the government's resolution to address the simmering social conflicts and the urgency to rebalance economic growth.     Zhang said the government will exert more efforts to sort out problems that have close bearing on public interests and ensure that all public members share the fruits of the development and reform, so as to safeguard social harmony and stability.     In concrete, the government will raise the pensions for enterprise retirees and improve treatment for those who enjoy special care. Local education, cultural and health-care facilities will also receive greater subsidy for expansion.     To revive the economic growth which lapsed to a decade low amid the global financial crisis, Chinese government unveiled a 4-trillion-yuan stimulus package, which was led by government investment, to counter falling exports, the driving force of the Chinese economy before the crisis took a toll.     As a result, as the GDP growth accelerated to 8.9 percent in the third quarter, investment contributed 7.3 percentage points while consumption devoted 4 percentage points.     "As the Chinese authorities have recognized that the rapid pace of recovery has exacerbated some of the economy structural imbalances, the authorities will focus on rebalancing growth, primarily by supporting consumption and private investment, with many consumer incentives to be carried out in 2010," said Jing Ulrich, managing director and chairman of China Equities and Commodities of J.P. Morgan.     Also on Wednesday, the State Council, or cabinet, decided to renew the preferential policies introduced early this year to boost car and home appliance sales.     "While investment growth should be managed at a reasonable pace, consumer spending should maintain sustainable and relatively fast expansion," Zhang said.     As investment binge and runaway bank lending prompted fears for asset bubble, Zhang said the government will step up efforts to curb speculative property transaction, and provide more affordable housing to middle and low income families.
