BEIJING, Feb. 27 (Xinhua) -- A severe drought has affected 69.6 million Mu (about 4.64 million hectares) of arable land and left 12.7 million people and 8.4 million livestock short of drinking water, said China's drought relief authorities Saturday.The figures nearly doubled the average level for corresponding periods over the past years, according to the State Flood Control and Drought Relief Headquarters.The drought had caused huge losses and serious drinking water shortages in the affected areas, said Liu Ning, vice minister of water resources.Local governments have put 750 million yuan (110 million U.S. dollars) and mobilized nearly 9 million people to cope with the draught, which temporarily helped 7.4 million people and 3.6 million livestock out of drinking water shortages, Liu said.He called for prompt allocation of more relief funds from the central government and more efforts to ensure drinking water safety and spring irrigation.The dry spell started last autumn and has hit southwest, south and part of north China. The seriousness, duration, areas affected and losses are rarely seen in history, said the Ministry of Civil Affairs Friday.Severe drought would continue to ravage the already hard-stricken southwest China as no major rainfalls are expected in the next three days, the China Meteorological Administration warned Saturday.

BEIJING, Jan. 30 (Xinhua) -- China's National People's Congress (NPC), the top legislature, on Saturday voiced strong protest against Washington's plan to sell a package of arms worth about 6.4 billion U.S. dollars to Taiwan, urging the U.S. side to immediately withdraw the wrong decision.The U.S. government announced the plan "in disregard of the strong opposition and repeated representations from the Chinese side," said a leading official of the NPC Foreign Affairs Committee."We are firmly opposed to that (the plan), and has lodged severe representations to the U.S. side," the official said.Such a move is gravely against the three joint communiques between China and the United States, especially the "Aug. 17" communique, in which the United States promised not to seek to carry out a long-term policy of arms sales to Taiwan, and intended to gradually reduce arms sales to the island.The plan endangers China's national security and efforts for peaceful reunification. It also harms Sino-U.S. relations and peace and stability in the Taiwan Strait. "The Chinese people are strongly indignant about it," the official said.The arms package would include 114 Patriot (PAC-3) anti-missile systems, 60 UH-60M Black Hawk helicopters, 12 Harpoon Block II Telemetry missiles, 2 Osprey Class mine hunting ships and a command and control enhancement system, according to a Pentagon website.

HELSINKI, Feb. 13 (Xinhua) -- It was the afternoon of Feb. 12 local time in the Confucius Institute classroom at the downtown University of Helsinki. However, it could be read from the students' actions and faces that they were doing their best.It seemed that they were making the dumplings as carefully and confidently as they were at learning Chinese.Hard work and eagerness to learn usually pays off. The students were soon able to made decent looking dumplings, though the taste was still waiting to be examined.As the experimental dumplings were cooked and served, delicious smells seemed to stuff the room. Anyone who wanted to know the results of the students' efforts could see nothing but gladness and comfort from the smiles of both teachers and students.The making of a dumpling may take only a couple of hours to learn but a culture could take a lifetime to appreciate. Small and symbolic as the little dumplings are, they help to shorten the distance between the western world and China, facilitating communications amongst different peoples. By learning from each other, it is certain that our tomorrows would be defined by mutual understandings instead of mistrust.

BEIJING, Feb. 1 (Xinhua) -- Chinese central and local governments have poured money into the building of a national cultural information and resources sharing network, deemed as the base for the country's public cultural service system, the Ministry of Culture said Monday.The central government has planned to invest 2.476 billion yuan (362.6 million U.S. dollars) in the project during the country's 11th five-year (2006-2010) plan, among which 2.07 billion yuan (303 million U.S. dollars) has been allocated so far, according to the ministry.The total investment from local governments has reached 2.7 billion yuan (395 million U.S. dollars). One national service center has been established, along with 33 provincial-level centers and nearly 3,000 county-level branch centers, according to the ministry.Initiated in 2002, the project was committed to digitizing domestic cultural resources and sharing them nationwide via Internet, satellite transmission and discs.Vice Minister of Culture Zhou Heping said Monday that the project has made new progress as local governments kept innovating in ways of transmission.The project has extended to a population of 50 million people, according to Zhou.The ministry on Monday also launched a promotion scheme of county-level digital libraries, aiming at transmitting resources from the National Digital Library to nationwide county-level libraries via the cultural information and resources sharing network.The plan would be implemented in 320 counties ahead of the two-week-away Spring Festival, while by the end of this year, a total of 2,940 counties across the country would have libraries with digital library services, the ministry said.

BEIJING, March 2 (Xinhua) -- China on Tuesday urged the United States to work to push bilateral ties back to normal track as two senior U.S. diplomats came to Beijing with hope to ease tensions between the two countries.U.S. Deputy Secretary of State James Steinberg and National Security Council Senior Director for Asian Affairs Jeffrey Bader began their visit in Beijing from Tuesday to Thursday before going to Japan.China's foreign ministry has so far given few details about the visit. The U.S. embassy in China has no plan to hold a press conference as usual."We will have a press release as soon as we get further information about the detailed arrangements," Chinese Foreign Ministry spokesman Qin Gang said, declining to disclose whom the two U.S. diplomats will meet.But Qin repeated at the regular news briefing that the responsibility of the setback of the Sino-U.S. relations lay with the U.S. administration."We urge the U.S. side to earnestly observe the principles laid down in the three Sino-U.S. joint communiques and their joint statement, respect China's core interests and properly handle sensitive issues, and work with the Chinese side to push relations back on a healthy and normal track," Qin said.The United States angered China with its decision to sell arms to Taiwan and President Barack Obama's meeting with the ** Lama regardless of China's objections. BEIJING, Feb. 25 (Xinhua) -- China denied on Thursday that its economic and trade exchanges with the Democratic People's Republic of Korea (DPRK) has violated a United Nations (UN) resolution.At a regular press conference, Chinese Foreign Ministry spokesman Qin Gang was asked to comment on a report by Yonhap news of the Republic of Korea quoted by China Daily saying Pyongyang announced two islets adjacent to China's northernmost port city Dandong would be developed by Chinese enterprises as a free trade area."This project is purely normal economic and trade contact between the two countries. It does not go against the UN relevant resolution of sanction on the DPRK," he said.The UN Security Council last June adopted a resolution imposing tougher sanctions on the DPRK, including a tighter arms embargo and new financial restrictions, after the DPRK announced a successful nuclear test on May 25, the second since 2006.The resolution also underlined that "measures imposed by this resolution are not intended to have adverse humanitarian consequences for the civilian population of the DPRK." 

BEIJING, Jan. 31 (Xinhua) -- China's large textile businesses took in 133.15 billion yuan (19.57 billion U.S. dollars) in profits in the first 11 months of last year, according to figures released by the China Textile Industry Association.The profits were up by 25.39 percent year on year, 36.40 percentage points more than that in the Jan.-Feb. period.The industry posted a total production value of 3.43 trillion yuan and 3.35 trillion yuan in sales value, each up by 9.71 percent and 9.82 percent as all major products saw production rise.The industry also witnessed a slow recovery in export. In the 11 months, garment export fell by 11.02 percent to 154.1 billion U.S. dollars, but the drop narrowed by 0.19 percentage points compared to the first 10 months.By contrast, domestic sale accounted for 79.89 percent in the total sales, up by 3.15 percent.

BEIJING, Feb. 22 -- China's stock markets are likely to be fully open to foreign investors within 15 years, according to a leading investment expert.Direct foreign dealing in Chinese stocks is currently restricted through the government's Qualified Foreign Institutional Investor (QFII) scheme.The current annual quota for overseas funds is just billion, a small fraction of the total investment in China's main exchanges in Shanghai and Shenzhen.Stuart Leckie, chairman of Stirling Finance, a leading Hong Kong-based pensions investment adviser, said all restrictions could be off by 2025."All financial institutions will then be able to invest in the stock markets on the Chinese mainland, just as they do in Hong Kong, Japan or any other market," he said."It is 30 years since China's opening up and it will take half as long again for this to happen."He said the Chinese mainland would gradually lift barriers in the same way Taiwan and India have done in recent years.Leckie, author of the book, 'Pensions in China', and who was speaking at the Trade Tech 2010 Investment Conference, was bullish about the outlook for the Chinese market.He said the Shanghai Composite Index could double within the next three years and that it was a matter of if, not when, it returned to its all-time high of 6,124 in October 2007."I am sure the index will double over the next five years but there is a chance it will double in the next three years," he said.Other speakers at the conference were also optimistic about the outlook for investors in Chinese stocks. Michael Wang, head of dealing at the China International Fund Management said the Chinese market was full of opportunities."It is a golden opportunity to invest in China. Blue chip companies are still very cheap," he said. "In the medium term there might be some correction but we won't go back to 2006 levels (when the market was just over the 1,000 level)."Kent Rossiter, head of trading, Asia Pacific, for fund manager RCM, based in Hong Kong and which is part of the Allianz Group, was also confident. "I am really bullish about opportunities. I am worried about volatility, however," he said.Rossiter said some of the volatility was down to the inexperience and lack of competence of some professional investors in the Chinese market."The market needs to develop," he said. "Professional investors need to improve their performances. They have too much of the same mentality as the man on the street in that they just like to buy and sell without taking any view."Leckie added that the Chinese market was not about to repeat the experience of the Nikkei Dow in Japan."China is not about to become another Japan with the level of the index standing at a quarter of what it was 20 years ago."He was not concerned about the poor start to the Chinese markets in 2010 with the major index losing 8 per cent of its value in January and falling through the 3,000 barrier. It increased by 80 per cent in 2009. "Obviously China has got off to a weak start. It was the second worst performing market internationally in January after being the best performing in 2009. It is just living up to its reputation as a volatile index."He said he expected the market, however, to rise by up to 15 per cent in 2010 to a value somewhere between 3,600 and 3,800 from its January 1 level of 3,277. "I think this January decline is overdone."
