BEIJING, Dec. 26 (Xinhua) -- China's top political advisor Jia Qinglin said Friday people in the non-public sector of the economy has become a major force in the reform and open-up drive while urging them to make more contribution to growth as the country faces economic hardship.     In a congratulatory letter to a forum held to mark and review the development of private economy in the last 30 years, Jia said the private sector has made important contributions to the country's economic achievements, innovation capabilities, job creation and the "go global" strategy.     The chairman of the Chinese People's Political Consultative Conference National Committee called on people in the private sector to respond to the call of the Communist Party of China and unite as one to face the formidable challenge posed by the global financial crisis.     Privately-owned enterprises should tap the potential of domestic demand while continuing to implement the "go global" strategy and expand international market, Jia said.     Privately-owned enterprises should also assume their social responsibility to create as many jobs as possible while helping the Chinese economy achieve a sound and fast growth, he added.

TAIPEI, Jan. 24 (Xinhua) -- The panda pair given by the Chinese mainland to Taiwan made their debut at the Taipei Zoo Saturday evening, meeting a select group of visitors including Taiwan leader Ma Ying-jeou and Kuomintang Honorary Chairman Lien Chan.     "It's an honor for Taiwan to breed the two pandas, as there are only about 1,600 pandas in the world," said Ma, at the ceremony to inaugurate the new enclosure for the pandas.     About 500 orphans and children from poor families were invited by the city government to be the first visitors to the panda pair.     "It's a time for family reunions at Spring Festival, but some children have lost their families and others cannot afford to go to the zoo. To accommodate the crowds, the zoo will extend business hours until 18:00 p.m. during the Spring Festival holidays.     The city government estimates the pandas will attract about 6 million visitors to the zoo annually, double the current number.     The mainland announced in May 2005 it would donate two giant pandas to Taiwan. BEIJING, Oct. 29 (Xinhua) -- China's central bank, the People's Bank of China (PBOC), announced on Wednesday it would cut benchmark interest rates by 0.27 percent to spur economic growth as of Oct. 30.     The benchmark one-year deposit rate would drop to 3.60 percent from 3.87 percent, while the benchmark one-year lending rate would fall from 6.93 percent to 6.66 percent.     This is the second such move in less than one month, highlighted the government's rising concern over the slowing economy and slumping capital market.     The previous was on Oct. 8, when the PBOC announced to cut deposit and lending rates was lowered by 0.27 percentage points and decided to cut the reserve-requirement ratio by 0.5 percentage points from Oct. 15.     "It reflects that the government is worried about a cooling down economy and other domestic problems, amid a deepening U.S.-originated world credit crisis, " said Tang Min, China Development Research Foundation deputy secretary.     China's gross domestic product (GDP) grew to 20.16 trillion yuan (2.96 trillion U.S. dollars) in the first three quarters of this year, up 9.9 percent from the same period of last year.     The growth rate was 2.3 percentage points lower than the same period of last year, and half a percentage point lower than the first half.     "This was also a timely response to the rate cuts by other central banks worldwide and part of a coordinated effort to stem the global financial crisis, " said Tang.     The recent intensification of the financial crisis has augmented the downside risks to growth and thus has diminished further the upside risks to price stability, experts say.     Tang added, the easing in inflation has given room for the authorities to loosen monetary policy. Inflation is no longer a threat with the declining commodities prices.     China's consumer price index (CPI), the main gauge of inflation, rose 4.6 percent in September over the same period last year, off from the 12-year high of 8.7 percent in February.     "A lower interest rate will help domestic enterprises to cut business costs, and boost economic development. This is in line with the country's expectation," Tang noted.     Zhuang Jian, senior economist with Asia Development Bank echoed with Tang, saying a relaxed credit and financing environment is a key factor to enlarging domestic demand and boost consumption.     "Maintaining a fast and sound economic development is the government's top priority currently," Zhuang added.     However, Zhuang noted, monetary policy alone was not enough to boost domestic economy in the long term. Other fiscal policies were also very important.     Guo Tianyong, director of banking research center with Central University of Finance and Economics said, this move was also contribute to rebuilding people's confidence over the poorly-performing domestic stock market and real estate market.     China's stock market dropped more than 66 percent from its peak last October, while real estate prices continue to fall in recent months.     Last week, China announced an array of policies, including tax exemption and mortgage deposits reduction, to boost the falling real estate sector amid the global economic slowdown.     The interest rates on a mortgage for first time home buyers was cut by 0.27 percentage points as of Oct. 27. The floor for interest rates would be lowered to 70 percent of the central bank's benchmark rate, the central bank said.

BRUSSELS, Jan. 30 (Xinhua) -- China and the European Union (EU) on Friday agreed to strengthen practical cooperation in jointly addressing the current global financial crisis.     The agreement came after talks between visiting Chinese Premier Wen Jiabao, who arrived here on Thursday for a visit to the EU headquarters, and European Commission President Jose Manuel Barroso.     Wen told Barroso that China, in its foreign relations, lays a strategic emphasis on developing the comprehensive strategic partnership with the EU, and promoting cooperation to jointly tide over the current difficulties should be a key task for both sides under current circumstances.     To this end, both sides need to trust and respect each other, treat each other equally and aim for mutual benefit, Wen said. In particular, China and the EU should address each other's major concerns and try to stave off disputes, he added.     Barroso said the EU and China have seen close, deep and fruitful relations, and, as two major forces in the world, many global issues cannot be solved without EU-China cooperation.     The EU is ready to promote dialogue and cooperation with China to elevate the comprehensive strategic partnership to a higher level, he said.     To jointly tackle the global financial crisis, China and the EU agreed to expand information exchanges between financial institutions, the central banks and financial supervisory and regulatory bodies.     Both sides pledged to promote trade and investment. China will continue to steadily expand market access and increase import from the EU, while the EU recognized China's achievement in promoting market economy.     Both sides agreed to support cooperation between small- and medium-sized businesses and to deepen cooperation in technological innovation in such areas as energy conservation, greenhouse gas emission reduction and health care.     China and the EU vowed to work together in mitigating and adapting to climate change, agreeing to boost cooperation in developing new energies, new energy conservation technology and a low-carbon economy.     The two sides also reached consensus on close coordination in macroeconomic policies and opposition to trade protectionism.     China and the EU on Friday signed cooperation agreements on aviation, work safety, clean energy and intellectual property rights protection.

BEIJING, Jan. 12 (Xinhua) -- A senior Communist Party of China (CPC) official on Monday hailed China's achievements in promoting cultural and ethical progress in 2008 after some major events, including the May 12 earthquake and the Beijing Olympic Games.     In both events, China displayed its "national spirit and the spirit of the times", Li Changchun, member of the Standing Committee of the CPC Central Committee Political Bureau, told a plenary conference of the Central Commission for Guiding Ethic and Cultural Progress.     Li, who presided over the conference as the head of the commission, attributed the achievements to the staunch leadership of the CPC Central Committee with Hu Jintao as general secretary.     Li called for efforts to build up the system of socialist core values and strengthen cultural and ethical progress so as to create a sound environment for "continuing ideological emancipation, persisting in the reform and opening up, promoting scientific development, and making new victories over building a well-off society in an all-round way."     In 2009, the development of ethical and cultural progress would focus on the celebration of the 60th anniversary of the founding of the People's Republic of China, he said.     He called for efforts to deal with moral, cultural and Internet-related problems and try to help youth to grow in a healthy way.     Li said the important role of boosting cultural and ethical progress was a common responsibility for the whole society.     Present at the conference were Liu Yunshan, member of both of the Political Bureau and Secretariat of the CPC Central Committee, and Liu Yandong, a Political Bureau member and state councilor. BEIJING, Oct. 30 (Xinhua) -- China's quality watchdog said on Thursday it found toxic chemicals in food products imported from Japan.     Tests conducted by Guangdong Entry-Exit inspection and quarantine institution found Japan-produced soy sauce and mustard sauce were contaminated by toluene and acetic ester, the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) said on its website.     The food products were produced by three Japanese factories. But GAQSIQ didn't reveal the names of the producers.     Maximal toluene content was 0.0053 mg per kg, while acetic ester content was 0.537 mg per kg. This would risk people's health, said experts.     Toluence and acetic ester are chemicals that can be used as dyeware, paint and solvent. It will lead to headache and vomit if people eat the food tainted with them.     The GAQSIQ has ordered Chinese importers to inspect and test products of the same kind and remove them from shelves, in a bid to ensure consumer safety.     No sickness were reported in China, but earlier Japanese media said some Japanese people felt sick after eating food tainted by the two chemicals.

A soon-to-graduate college student in economics, Yang is feeling her fortunes being buffeted by the financial crisis.     Yang was recently told by her schoolmates already working in the financial sector that their companies would cut staff, or there would no bonus this year. Amid the turmoil and full of uncertainty, a job in banking or securities company was no longer desirable to her. As a result, she decided to apply for a government job. Yang's change in career plan came as the financial crisis is spreading around the world. Many toy factories in South China's Guangdong Province were shut from January to July this year.     Earlier last month, two big factories of a Hong Kong listed toy-maker were shut. As a result, 7,000 workers lost their jobs. Affected by the global financial crisis, the company was suspended from trading thus it faced severe shortage of current funds.     Statistics from the Ministry of Commerce showed that China's export suffered a growth slowdown in the first three quarters compared with the same period last year -- from 27.1 percent to 22.3 percent. The government said the gross domestic product (GDP)growth rate in the first three quarters this year slowed to 9.9 percent - a 2.3 percentage points fall compared with the same period last year.     "The greatest impact is on these labor-intensive, small and medium-sized export enterprises," said Wang Dewen, a labor economist from China Academy of Social Sciences.     These export-oriented enterprises that make China the world's workshop, are mainly small and medium-sized and vulnerable to market changes. These are China's major employers, absorbing 70 percent of the aggregate 20-million new jobs every year.     Wang said that the lower-end labor market, especially the migrant workers who are the biggest source of employees in the export enterprises, would suffer from unemployment. As the crisis is now just beginning to hit the real economy, the whole situation could be worse if there is no countermeasure.     The fear of unemployment is also hovering over other places. College students and white-collar workers are now worried about their future in the open market.
