BEIJING, May 27 (Xinhua) -- China's State Council announced Wednesday further support policies, including expanded export credit insurance, tax breaks and more financial access, to help exporters. An executive meeting of the State Council, or Cabinet, also said the country would keep the yuan "basically stable" at a "reasonable and balanced" level to help exporters avoid exchange risks.     The meeting was presided over by Premier Wen Jiabao. For example, the government raised the tax rebate rate for textiles five times since August, most recently last month when the rate went from 15 percent to 16 percent. 

CAIRO, June 21 (Xinhua) -- China's new special envoy on the Middle East issue Wu Sike said here on Sunday that China is willing to push forward the peace process with all the parties concerned under new circumstances in the region. VIENNA, May 16 (Xinhua) -- Chinese top legislator Wu Bangguo and Austrian Acting Chancellor Josef Proll met here on Saturday, with both sides agreeing to expand bilateral trade and economic cooperation in the fight against the ongoing world financial crisis.     Wu, chairman of the Standing Committee of China's National People's Congress (NPC), said China's development has provided even greater room for expanding economic and technological cooperation with Austria. He said China is ready to expand cooperation with Austria in such areas as energy efficiency, environment protection, water conservancy, eco-agriculture, auto parts and clean energy, so as to foster new growth spots of both economies.     Proll said Austria will actively transfer advanced technology to China in a bid to expand cooperative areas and carry out large-scale projects. BEIJING, June 17 (Xinhua) -- Chinese Premier Wen Jiabao said Wednesday China's economy is at a critical moment as it begins to recover "steadily".     Wen told an executive meeting of the State Council, China's Cabinet, that economic performance had started to show positive changes, favorable factors were increasing, the overall situation had stabilized and was moving upwards.     He said the government should continue a pro-active fiscal policy and moderately relaxed monetary policy.     Investment growth kept accelerating, consumption maintained a rapid and steady increase, and domestic demand played a stronger role in boosting economic growth, said Wen.     Agricultural and industrial production grew, and regional coordinated development was making progress, said Wen.     The financial market was stable, and investor confidence stronger. Urban employment kept rising, and reconstruction of areas affected by last year's May 12 earthquake was speeding up, said Wen.     Government measures to fight the global economic crisis proved correct and effective, and should continue to be implemented and improved according to the changing situation, he said.     But it should also be noted that the foundation for economic recovery was not stable and many uncertainties remained, said Wen, citing sluggish exports, the fiscal deficit and trade protectionism.     Wen called for clear-headed judgment and readiness for difficulties and complexities that might occur in the long term.     He urged local governments to further promote economic restructuring, guarantee the stable development of agriculture, encourage technological innovation and work to enhance energy conservation and environmental protection.     Comprehensive efforts should be made to boost domestic demand to power economic growth, Wen said, singling out such measures as subsidies for home appliances and automobiles in rural areas.     Housing consumption should be properly guided and the stable, healthy development of the property market should be ensured, said Wen, adding that tourism, entertainment and cultural consumption should be developed.     Central government-invested programs should be carefully carried out, while private investment should be expanded, said Wen.     He also highlighted the importance of the coordinated development of urban and rural areas, called for the further deepening of reform and opening up and the building of social insurance systems.

URUMQI, July 10 (Xinhua) -- China's top leadership has vowed to punish those responsible for Sunday's riot in the northwestern Xinjiang region in accordance with the law and to educate those taking part in it after being deceived by separatists. Zhou Yongkang, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, said in his tour of the autonomous region on Friday that all available efforts should be mobilized to "win the tough war of maintaining Xinjiang's stability."     The Party's top official in charge of law enforcement stressed that efforts should be made to "resolutely implement" the spirit of the Political Bureau meeting on Wednesday night, and use "tough measures" to ensure stability.     President Hu Jintao on Wednesday night convened a meeting of the Standing Committee of the CPC Central Committee Political Bureau to discuss the deadly Xinjiang riot. He returned to Beijing Wednesday afternoon.     The meeting said the government would "firmly crack down on serious crimes, including assaults, vandalism, looting and arson."     The Standing Committee ordered authorities to "isolate and crack down on the tiny few" and "unify and educate the majority of masses."     "Instigators, organizers, culprits and violent criminals in the unrest shall be severely punished in accordance with the law," it said. "Those taking part in the riot due to provocation and deceit by separatists, should be given education."     Hu's stance in handling the riot was echoed by Zhou, one of the nine Political Bureau Standing Committee members, who arrived in the region Thursday afternoon.     Zhou said Thursday that the government and the Party would crack down hard on violence, severely punish the outlaws in accordance with the law, so as to protect the lives and property of people of all ethnic groups, safeguard ethnic unity and restore normal social order in the region as soon as possible.     The country's top police officer Meng Jianzhu was the first senior official from the central government to arrive in the Xinjiang region.     When visiting residents injured by the rioters and family members of those victims in Urumqi on Wednesday, the state councilor and public security minister urged "no leniency in the punishment of thugs who took part in the Urumqi riot".     Meng said leading rioters should be punished "with the utmost severity" and those taking part in the riot, who were provoked and cheated by separatists, should be given persuasion and education.     "All the thugs in the riot should be severely punished in accordance with law, otherwise we will let the victims and their relatives down," Meng repeated his comment on Thursday while visiting residents in Urumqi and a funeral parlor to mourn the Armed Police and other victims of the riot.     Senior Chinese leader He Guoqiang also stressed social harmony and stability on Wednesday.     He, a member of the Standing Committee of the CPC Central Committee Political Bureau, made the remarks during a two-day visit to Gansu Province, which neighbors Xinjiang.     "The recent violence in Urumqi... has again alerted us to the importance of social stability. It is our top priority," he said.     He urged Party and government departments at all levels to crack down on the acts of sabotage by hostile forces both at home and abroad, in order to ensure national and ethnic unity and social stability.     The Party's top publicity official Li Changchun on Wednesday called for redoubled efforts to improve education on patriotism and ethnic unity, to create a favorable atmosphere for the celebration of the 60th anniversary of the founding of the People's Republic of China.     Li, also one of the nine Political Bureau Standing Committee members, made the remarks during a three-day visit to the northwestern province of Qinghai, adjacent to Xinjiang.     "In regions inhabited by ethnic minorities, patriotic education must be combined with education on ethnic unity," he said, to let the public understand that "ethnic unity comes with blessings while disunity with woes".

He said China would continue to provide support and aid within its ability to the capacity building in disaster relief for other developing countries.     On the country's disaster prevention and relief capacity building, Hui said, China would further improve its monitoring of natural disasters and emergency rescue system, raise anti-disaster standards for buildings and increase public awareness of disasters and push for international cooperation in disaster relief.     The vice premier expressed China's appreciation for international help and support to the country's disaster relief and quake relief after the 8.0-magnitude earthquake that struck Wenchuan of Sichuan on May 12, 2008.

BEIJING, June 2 (Xinhua) -- China's national college entrance exam saw a decrease in candidates for the first time in the past seven years, said the Ministry of Education Tuesday.     About 10.2 million people registered to attend the upcoming exam, down 3.8 percent year on year, according to the ministry.     In contrast, candidates for the exam saw a continuous increase from 2002 to 2008, jumping from 5.27 million in 2002 to 10.5 million in 2008.     This year's examinees would have more opportunities to enter colleges as they would compete for 6.29 million seats in China's universities and colleges, up four percent from last year, the ministry's figure showed.     About half of the country's provinces and regions earlier reported a decrease in candidate number. Some media reports came to the conclusion that greater employment pressure caused by the international economic downturn led to the drop.     "I don't agree with this view," said Jiang Gang, deputy director of the ministry's college students office.     "The drop of candidate number is mainly due to the decline of senior high school graduates," he said.     Jiang, however, admitted the financial crisis did inflict great pressure the country's job market.     In China, most of the candidates for higher education are students finishing three-year study in senior high schools.     Figures from the National Bureau of Statistics showed the number of senior high school graduates decreased from 8.49 million last year to 8.34 million this year. It is estimated to be 8.03 million in 2010.     College graduates are having a hard time finding jobs this year as posts are being axed due to the economic slowdown.     China has 6.11 million college students due to graduate this year, and one million from last year are still looking for jobs, according to the Ministry of Human Resources and Social Security.     Known as "gao kao" in Chinese, the national college entrance exam, which falls on June 7 to 9 each year, is the largest examination in the world. The exam can change the candidates' lives in a fiercely competitive society.
