BEIJING, March 10 (Xinhua) -- The Chinese government will adopt stricter measures to boost energy conservation this year to meet the goal set by an important five-year plan, Xie Zhenhua, vice minister of the National Development and Reform Commission, said Wednesday."It's the last and decisive year for us to realize the goals set by our country's 11th Five-Year Plan," Xie said at a press conference on the sidelines of the annual session of the National People's Congress, China's top legislature."The current energy conservation situation lags far behind the goal set in our plan and our task is still formidable," said Xie, one of China's leading negotiators for climate change talks.Under the 11th Five-Year Plan ending this year, China pledged to cut energy consumption per unit of gross domestic product (GDP) by 20 percent, or four percent each year, but consumption fell by a margin much smaller than the set target during the past four years.The per unit GDP energy consumption fell only 14.38 percent from the 2005 level.Xie said the Chinese government will enact a series of measures this year to boost energy conservation, including the introduction of an accountability mechanism for provincial governments and tight control of projects of high energy consumption and high pollution.China announced in November it aimed to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with 2005 levels.

KUNMING, Feb. 26 (Xinhua) -- Chinese Vice Premier Hui Liangyu has called for more efforts to fight Yunnan's worst drought in 60 years when visiting the province in southwestern China.He urged local authorities to ensure water supply for urban and rural residents and for agricultural uses.He also asked local authorities to take more measures to limit the spread of forest fires.Hui visited several rural households to know if they had enough water. He also inspected affected crops, reservoirs and forests during his visit to Yunnan from Wednesday to Friday.Yunnan's drought has resulted in water shortages for locals, livestock and crops.The dry spell started in the autumn 2009 and has also hit neighboring Guizhou Province and Guangxi Zhuang Autonomous Region.The seriousness, duration, areas affected and losses are rarely seen in history, the Ministry of Civil Affairs (MCA) said late Friday in a statement on its website.The ministry urged all affected regions to "take all possible means" to minimize the damages of the drought.The ministry also asked local civil affairs authorities of the four hardest-hit regions to report, on a 10-day basis, the number of people affected by the drought, people suffering from drinking water shortage, and people in need of government aid.

BEIJING, Jan. 24 (Xinhua) -- China's regulation on the Internet industry is in line with the laws and should be free from unjustifiable interferences, a Chinese government official said here Sunday.A spokesperson with China's State Council Information Office told Xinhua in an exclusive interview, that China is regulating the Internet legally to build a more reliable, helpful information network that is beneficial to economic and social development.Such regulation, the spokesperson said, are based on laws and regulations such as the Constitution, the Law on the Protection of Minors, and the Decision on Internet Safety pass by the National People's Congress Standing Committee.Online information which incites subversion of state power, violence and terrorism or includes pornographic contents are explicitly prohibited in the laws and regulations, the spokesperson said.China has full justification to deal with these illegal and harmful online contents, the spokesperson said.This has nothing to do with the claims of "restrictions on Internet freedom", the spokesperson stressed.Different countries have different conditions and realities, thus they are regulating the Internet in different ways, the spokesperson said.China's regulation on the Internet industry is proved to be suitable for China's national conditions and in line with common practices in most countries as well, the spokesperson said.China is willing to cooperate and exchange opinions on issues about Internet development and management wit other countries, but opposes firmly to any defiance of Chinese laws, or intervening Chinese domestic affairs under the pretence of "Internet management" regardless of the truth, the spokesperson said.According to the spokesperson, as of the end of 2009, the number of netizens in China reached 384 million, and websites topped 3.68 million.China has millions of online forums and more than 200 million blogs, and every day, there are more than four million new blog entries posted online, the spokesperson said.Chinese netizens' right to express opinions within the law is well protected, and their opinions are given full consideration by the government in policy making process, the spokesperson said.

CHONGQING, Feb. 8 (Xinhua) -- The Chongqing Higher People's court on Monday upheld the convictions of 54 members of two mafia-like gangs, amid a massive crackdown on organized crime in the southwestern Chinese city.In the second trial at the court, Wang Tianlun, leader of a 23-member gang, was sentenced to death with a two-year reprieve for organizing and instigating gang-related crimes, forcing others to trade and assault.Wang had controlled a local market since 1995, using violence and other criminal means to force vendors to sell meat injected with water, the court said.Tang Youbin, a gang member, was also sentenced to death with a two-year reprieve on similar charges. Another 21 members received life imprisonment and jail terms ranging from one to 20 years.In a separate case, Li Qiang, a former municipal lawmaker, was sentenced to 20 years in jail for seven crimes including organizing a 31-member criminal gang, disturbing public order, disturbing traffic order, illegal business, bribery and hiding accounting documents.Li Qiang based his gang around the company he founded in 1996, Chongqing Yuqiang Group Co. Ltd. To boost his company's share of the Chongqing transportation market, Li organized gang members to disturb the traffic order and cause traffic jams. More than 55 buses were illegally put into use in the city, with the illegal business generating an estimated 18.4 million yuan (2.7 million U.S. dollars).Of the other 30 members of the gang, 25 received sentences ranging from one to 18 years.The members of the two gangs were put on trial in December last year at the Chongqing No. 5 Intermediate People's Court.

SHANGHAI, Feb. 20 (Xinhua) -- Two Chinese educational institutions blamed for cyber attacks on Google and other firms said Saturday the allegations are unfounded.The New York Times reported Thursday the cyber attacks on Google and other American firms have been traced to Shanghai Jiaotong University (SJTU) and Lanxiang Vocational School (Lanxiang) in east China's Shandong Province, which the report alleged has ties to the Chinese military."We were shocked and indignant to hear these baseless allegations which may harm the university's reputation," said a SJTU spokesperson.The spokesperson said the allegation linking the attacks with SJTU students or teachers does not hold water."The report of the New York Times was based simply on an IP address. Given the highly developed network technology today, such a report is neither objective nor balanced," the spokesperson said.SJTU will fully cooperate with investigators if Google seeks judicial remedies, the spokesperson said.Li Zixiang, party chief at Lanxiang, another alleged source of the attacks, said, "Investigation in the staff found no trace that the attacks originated from our school."Lanxiang students are still on their winter vacation, Li added.He said Lanxiang has no relations with the military, adding that school authorities do not have military backing.He also dismissed the report's suggestion of involvement of a "specific computer science class" taught by a Ukrainian professor."There is no Ukrainian teacher in the school and we have never employed any foreign staff," Li confirmed."The report was unfounded. Please show the evidence," he said.Lanxiang, founded in 1984, has about 20,000 students learning vocational skills such as cooking, auto repair and hairdressing.The computer science class offers basic courses about Photoshop, 3D drawing and Word -- not software engineering."It was not until 2006 that our graduates began to join the army. So far, 38 students have been recruited by the military for their talent in auto repair, cooking and electric welding," said Zhou Hui, director of the school's general office, who stressed it is natural for citizens to join the army at a proper age.Google said on Jan. 12 it might pull out of the Chinese market, citing disagreement with government policies and unidentified attacks targeting Google's services in China.

He also agreed with Wen on adhering to the main role of the UNFCCC in future negotiations, Qin said.China hoped Denmark, as chair of the Conference of UNFCCC Parties, would continue to play a positive role, Qin said, noting that the country would maintain contacts with Denmark.In Tuesday's press conference, Qin also responded to a question related to UN climate chief's announcement of resignation.Yvo de Boer has announced last week that he will resign his position as Executive Secretary of the UNFCCC as of July 1 this year.Qin said de Boer had contributed positively in organizing and serving the international negotiations on climate change since assuming his current post in 2006.China had cooperated well with the UNFCCC secretariat, and supported de Boer's efforts, Qin said. BEIJING, Feb. 23 (Xinhua) -- China has chosen 16 cities to pilot reform of government-run hospitals in an effort to ease public complaint of rising medical bills, according to an official circular released on Tuesday.The cities are required to establish a reasonable, effective and optimized medical service system, and to fully motivate all medical workers to provide the public with safe, effective, convenient and affordable medical services, according to the document.Public hospitals must retain its goal of serving the public interests and their top priority should be protecting people's health, said the document, jointly issued by five ministries including the Ministry of Health.The cities, including six in central China, six in the east and four in the west, were asked to start the reform from this year.China in April 2009 unveiled a blueprint for health-care over the next decade, kicking off a much-anticipated reform to fix its ailing medical system. The core principle of the reform is to provide basic health care as a "public service" to the people.Health Minister Chen Zhu said serving the public interests should be underscored in the health care reform and the public hospitals should play a leading role in it.MOH statistics show that China had about 14,000 public hospitals nationwide by November 2009.Li Ling, prof. with the China Center for Economic Research of Peking University, said the reform meant public hospitals would return to its nature of serving the public rather than making money."This is key to solving the complaints of costly medical service," Li said.Public hospitals in China enjoyed full government funding before 1985. Since then the situation changed as public hospitals embarked on a market-oriented reform as economic reform and opening up policy adopted in late 1978 deepened in the country."Public hospitals were allowed to make profits to invigorate themselves since then," said Xie Pengyan, professor of Peking University First Hospital. "Our hospital grew fast and my income increased remarkably since that year."Analysts said the market-oriented reform had greatly improved medical service to some extent. But the fact that hospitals operated using profits from medical services and drug prescriptions also resulted in soaring medical costs.According to the circular, public hospitals will not be allowed to make profit from drug prescriptions. They should operate on government funding and charges from medical services.The document also said that efforts should be made to strengthen hospitals in rural areas. Public hospitals are required to train medical workers for grassroot medical institutions.
