对如何当企业好班组长的几点思考

BEIJING, Nov. 8 (Xinhua) -- The output value of China's energy saving and environmental protection industry would hit 2.8 trillion yuan (412 billion U.S. dollars) by 2012, said Xie Zhenhua, deputy director of the National Development and Reform Commission on Sunday.     Those sectors have become a new economic growth point and have bright prospects in China, Xie said at the fourth China-Japan Energy-saving and Environment Protection Forum which began Sunday.     He said the government will beef up investment in the construction of resource recycling projects, which will directly boost the industry development.     He noted the government will further reform the pricing system of the resource products.     Enterprises should also enhance innovation to break technological bottleneck notably in the development of clean coal transfer technology and pollutants treatment facilities.     China has been pushing for a national energy saving campaign to address the worsening conflicts between economic growth and environmental deterioration.

HANGZHOU, Oct. 29 (Xinhua) -- China and the United States said Thursday they would not stage any new trade protection measures against each other, a significant step which lays the groundwork for the presidential summit next month.     "Both sides agreed on not introducing any new trade protection measures against each other as both vowed to oppose trade and investment protectionism and observe the related consensus of the G20 summit," Chinese Commerce Minister Chen Deming said later Thursday. Delegates attending the 20th China-US Joint Commission on Commerce and Trade (JCCT) pose for a group photo in Hangzhou, capital of east China's Zhejiang Province, Oct. 29, 2009. China and the United States on Thursday started their annual trade talks in Hangzhou. Chinese Vice Premier Wang Qishan co-chaired the meeting with Commerce Secretary Gary Locke and Trade Representative Ron Kirk of the United States. The JCCT began in 1983 as a platform for both countries to promote trade and address issues of mutual concernChen made the remarks at the end of the 20th China-U.S. Joint Commission on Commerce and Trade (JCCT) talks in China's eastern city of Hangzhou.     The comments also came at a time of increasing China-U.S. trade disputes in the past months, involving Chinese tires, cement products, U.S. poultry and others.     "The pledge is significant as it shows both countries' determination to dump punitive measures against each other and instead seek common prosperity," Niu Xinchun, a research fellow with China Contemporary International Studies Institute, told Xinhua.     "As influential powers, China and the United States should stand firmly against all types of trade protectionism, promote both countries' economies and help lift the world out of recession," Chinese Vice Premier Wang Qishan told the opening session of the JCCT Thursday noon.     Wang co-chaired the 20th JCCT talks with U.S. Commerce Secretary Gary Locke and U.S. Trade Representative Ron Kirk in a lakeside garden compound in the capital of east China's Zhejiang province.     Locke highlighted the significance of this year's talks, saying it is the first JCCT meeting of President Obama's administration and comes a few weeks ahead of President Obama's first visit to China.     Wang said President Obama's visit in mid November will "provide new opportunities for China-U.S. cooperation."     "In a spirit of candor and understanding, hopefully both sides will discuss issues of mutual concern and achieve fruitful results at today's JCCT meeting," Wang said.     "It is critical that we make definite, concrete, demonstrable progress today to demonstrate that U.S. and China can work together to achieve results from the JCCT," Locke said.     Later Thursday, the U.S. commerce chief lauded the one-day JCCT talks as "successful," as both sides "made very significant progress on a number of issues."     Locke said China will drop a requirement that most of the components of wind power-related equipment be made in China.     "The United States agreed to delete some articles in its bill which limited China's poultry exports for six years," Chinese Minister of Agriculture Sun Zhengcai said in response to a Xinhua's question.     In return, China will resume imports of pork products from the A/H1N1 flu-hit areas in the United States, Sun said.     As for trade imbalance, China's commerce chief said both sides agreed at the JCCT talks that the solution was not to limit China's exports to the United States, but strike a balance by aggressively boosting bilateral trade.

Mao Zedong called it "a very patriotic action of great significance."     Du Qinglin, head of the United Front Work Department of the Communist Party of China Central Committee, said the precious spirit of the uprising should be inherited and promoted, to encourage all the Chinese to make unswerving contributions to the rejuvenation of the nation.

Chinese President Hu Jintao (2nd L) shakes hands with Malaysian Prime Minister Najib Tun Razak during the Asia-Pacific Economic Cooperation (APEC) Leaders' luncheon on Nov. 14, 2009 in Singapore. Such moves are of vital importance to all members, particularly the developing members, in countering the financial crisis, and conform to the common interests of all relevant parties, Hu said.     "We must be committed to our promises, strongly oppose trade protectionism in all its manifestations, be vigilant against and correct the 'invisible' protectionism acts in various forms, reduce and eliminate trade barriers, and solve trade disputes through dialogue and coordination, thus creating favorable conditions of the full recovery and long-term development of world economy," Hu said.     The Chinese president said China strongly supports trade and investment liberalization and facilitation and is committed to establishing a fair, open, equitable and non-discriminatory multilateral trading mechanism.     "China is ready to work with other members to play a constructive role and advance the Doha Round negotiations, on the basis of locking in the existing achievements and respecting the Doha mandate," he said.     "We are ready to speed up the settlement of the remaining issues and work for early comprehensive and balanced outcomes in the negotiations at an early date in order to achieve the goals of the development round," Hu said.     The Chinese president also made a three-point proposal to APEC for improving its cooperation efficiency:     -- To continue to promote trade and investment liberalization and facilitation, focusing on its own characteristics:     "Through meeting the Bogor Goals on schedule next year by the APEC developed members, the APEC will demonstrate its determination to advance trade and investment liberalization, and oppose trade protectionism," Hu said.     Such a move is of great significance to increasing confidence, expanding regional trade and pushing forward regional economic integration, Hu added.     China supports APEC in "meeting the Bogor Goals on schedule by its developed members" as its priority working agenda, and to advance it steadily, Hu said.     -- To increase input and advance economic and technological cooperation for more fruitful results:     Hu announced that China will allocate 10 million U.S. dollars to establish an APEC cooperation fund in China, to encourage and support relevant agencies and enterprises to participate in APEC economic and technological cooperation.     -- To reform and make innovations to inject new vitality to the APEC mechanism:     APEC should adapt itself to new situations, meet the challenges, and steadily advance its reform and structural construction, the Chinese president said.     Following the first-day session of the APEC Economic Leaders Meeting, the Chinese president, together with other leaders of the APEC member economies, met with representatives of the APEC Business Advisory Council.     They exchanged views on opposing protectionism, promoting investment facilitation, climate change negotiations and advancing regional economic integration.     The two-day Economic Leaders Meeting is the culmination of this year's annual APEC meetings, which also include the ministerial meeting, senior officials' meeting and a business summit.     According to Chinese officials accompanying Hu, the Chinese president was to elaborate on China's stance on the battle against the financial crisis and the global economic recovery, China's position on the challenges posed by climate change, food and energy security, and China's views on APEC's future development.     Since APEC's inception in 1989, APEC's total trade has grown 395 percent, significantly outpacing the rest of the world. Chinese President Hu Jintao delivers a New Year address titled "Jointly Create a Better Future for World Peace and Development" which is broadcasted to domestic and overseas audiences via state TV and radio stations, in Beijing, capital of China, Dec. 31, 2009    Hu added that the country will stick to the guidelines of "one country, two systems", "Hong Kong people governing Hong Kong", "Macao people governing Macao" and a high degree of autonomy to maintain long-term prosperity and stability of Hong Kong and Macao.     He said the policy of "peaceful reunification and one country, two systems" will be adhered to and exchanges and cooperation across the Taiwan Strait will be enhanced to bring more benefits to people on both sides.     "I'd like to solemnly reiterate that China will hold high the flag of peace, development and cooperation and firmly adhere to the foreign policy of maintaining world peace and promoting common development," Hu said.     He said China will develop friendly cooperation with all other countries on the basis of the five principles of co-existence and continue to actively participate in international cooperation on issues such as coping with the international financial crisis and climate change.     "We will work with people of all countries to jointly promote the construction of a harmonious world of lasting peace and common prosperity," said Hu.     He said at this moment, there are still people in the world who are suffering from war, poverty, disease and natural calamities. BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao said here Tuesday that China and the United States will start preparations as soon as possible for the second round of the China-U.S. Strategic and Economic Dialogue (S&ED) scheduled for next summer in Beijing.     China and the United States will continue implementing the agreements reached at the first round of the dialogue last July in Washington, Hu said in remarks to reporters after talks with visiting U.S. President Barack Obama.     The two leaders spoke positively during the talks of the importance of the strategic and economic dialogue mechanism in strengthening mutual trust and cooperation between the two nations, he said.     Both leaders believed that close high-level contacts and other dialogues and consultations at various levels are essential to the development of bilateral relations, said the Chinese president.     The two sides agreed to keep close communication through visits, phone calls, letters and meetings during multilateral events, Hu said.

SHANGHAI, Nov. 16 (Xinhua) -- U.S. President Barack Obama on Monday called on the Chinese and U.S. governments to strengthen cooperation in dealing with such global challenges as climate change.     "There are very few global challenges that can be solved unless China and the United States agree," he stressed while answering a question at a town hall with Chinese students in Shanghai, the first stop of his four-day China tour.     As the world's two largest greenhouse gas emitters, the United States and China should assume the responsibility to curb greenhouse gas emissions, he said.     "Unless both of our countries are willing to take critical steps in dealing with this issue, we will not be able to resolve it," Obama said.     The president called on world leaders to strike a deal at the December Copenhagen conference during which they would make differentiated commitments to reducing greenhouse gas emissions.     China should not take the same obligations as the United States since it has a much larger population living in poverty, he said.     Climate change is expected to be one of the main topics at the upcoming meeting between Obama and Chinese President Hu Jintao.     President Hu promised at a September UN climate summit in New York that China would cut carbon dioxide emissions per unit of gross domestic product by "a notable margin" by 2020 from the 2005level.     Obama has said he wants to cut U.S. emissions back to 1990 levels by 2020 and 80 percent further by 2050, but the U.S. Congress was unlikely to complete climate legislation by the time of Copenhagen, due to great political challenges in the midst of a recession with high unemployment and other domestic priorities.     According to U.S. top negotiator Jonathan Pershing, it would be difficult for the U.S. to pledge an emissions target without legislation by Congress, therefore a new pact to combat global warming is a forlorn hope for Copenhagen.     The Dec. 7-18 Copenhagen meeting, which is expected to bring together leaders from 190 countries, aims to renew greenhouse gas emissions reduction targets set by the Kyoto Protocol, due to expire in 2012.
