MACAO, Sept. 22 (Xinhua) -- Macao Special Administrative Region(SAR) Legislative Election General Auditing Committee announced the official results of the election of the fourth Legislative Assembly of Macao on Tuesday night.     In line with the Basic Law, the new legislature is composed of 29 seats including 12 directly-elected seats, 10 indirectly-elected seats, and seven others which will be appointed by the SAR's chief executive.     A total of 122 candidates from 16 groups contested in the direct elections, while the indirect elections did not take place since only 10 candidates have been fielded by the four constituencies involved for the 10 seats.     Eight of the 12 candidates who won the direct elections were veteran lawmakers that have served their terms in the legislature, which includes Kwan Tsui Hang, Chan Meng Kam, Ng Kuok Cheong, Angela Leong On Kei, Jose Maria Pereira Coutinho, Lee Chong Cheng, Ung Choi Kun, and Au Kam San were the winners of the direct elections, while Ho Ion Sang, Mak Soi Kun, Chan Wai Chi and Melinda Chan Mei Yi become the new faces in the legislature.     For the part of indirect elections, the list of winners comprises Ho Iat Seng, Kou Hoi In, Fong Chi Keong, and Cheang Chi Keong of the industrial, commercial and financial sector; Lau Cheok Va, Lam Heong Sang of labor sector; Chui Sai Cheong and Leonel Alberto Alves of professional sector; Vitor Cheung Lup Kwan and Chan Chak Mo of social, cultural, educational and sports sector.     The election of the fourth term of the Legislative Assembly of the Macao SAR officially started Sunday morning. The authorities delayed announcing the results of the legislative election because6,539 ballots were found to be spoiled, the SAR's Legislative Election Affairs committee said Monday.     Some 149,006 of the total 249,886 registered voters cast their ballots during the polling period, but 6,539 of these ballots were deemed as invalid, according to the SAR's Legislative Election Affairs Committee.     This year's voter turnout stood at 59.9 percent, compared with 58.39 percent in the previous legislative election in 2005.     The results of the legislative election still need to be submitted to the SAR's Court for final approval, and the confirmed results will be published on the SAR's Official Gazette on Sept. 30 at the latest.

BEIJING, Sept. 20 (Xinhua) -- Chinese President Hu Jintao has urged the Chinese People's Political Consultative Conference (CPPCC) to "continue carrying out its functions of political consultation, democratic supervision, and participation and raising proposals in governance, in a practical and effective way."     The CPPCC should make new contribution to boosting the Reform, Opening-up and Socialist Modernization Drive and the great cause of a peaceful reunification of the Nation, and safeguarding world peace and promoting a common development, said Hu, also general secretary of the Communist Party of China (CPC) Central Committee, at Sunday's gathering here to mark the 60th founding anniversary of the country's political advisory body.     Other Party and State leaders present at the commemorative event were Wu Bangguo, Wen Jiabao, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang, and Zhou Yongkang. BEIJING, Oct. 17 (Xinhua) -- The Communist Party of China (CPC) and Kuomintang (KMT) both expressed wish to promote cross-Strait trust and common understanding as Ma Ying-jeou took the position as the KMT chairman on Saturday.     The CPC Central Committee Saturday congratulated the Kuomintang(KMT) on the convocation of its18th congress, expecting the two parties to deepen mutual trust, increase exchanges and expand common understanding.     In a reply, the KMT Central Committee said they will work with the CPC for improving trust and mutual benefits, in a bid to improve the welfare of people on both sides.     At the congress, the KMT again included the "common aspirations and prospects for peace and development across the Taiwan Strait, "reached between the CPC and KMT in 2005, in its political guideline. Taiwan leader Ma Ying-jeou assumed the position of the island's ruling party chairman at Kuomintang's 18th plenary congress Saturday morning    Wu Yongping, deputy director of the Institute of Taiwan Studies, Tsinghua University, told Xinhua that this gave a positive signal that the KMT pledged again to further development of cross-Strait relations , which is helpful for further dialogues between the CPC and the KMT.     At the congress, Ma appointed Lien Chan and Wu Poh-hsiung as KMT honorary chairmen. They would assist Ma on cross-Strait affairs and external exchanges, according to Ma.     Hu Jintao, general secretary of the CPC Central Committee, congratulated Lien Chan on continuing to be KMT honorary chairman and Wu Poh-hsiung on taking the position as honorary chairman.     The two responded with commitments to peaceful development of cross-Strait relations.     Lien said in a statement that since the two sides resumed systematic talks based on the 1992 Consensus, peace and stability across the Strait have been greatly enhanced and people's welfare improved.     "We should work even harder to consolidate the five-point common aspirations and prospects," Lien said.     Wu also noted that the two parties should work together for peace and development with "sincerity and goodwill."     Zhu Weidong, deputy director fo the Institute of Taiwan Studies, Chinese Academy of Social Sciences, said, "Through the congress, we can see the KMT will not change its stance on easing cross-Strait relations, promoting exchanges with the CPC and carrying on the platform between the two parties."

PHUKET, Thailand, July 23 (Xinhua) -- China's Foreign Minister Yang Jiechi told reporters Thursday on the sidelines of the ASEAN meeting series that about the Korea Peninsula's nuclear issue, the UN Security Council's resolutions should be implemented and all sides should work hard to avoid escalation of tension.     "China's stand is very firm. We are working very hard for the denuclearization of the Korean Peninsula, and we are totally against nuclear proliferation...This issue, the nuclear issue, should be solved by peaceful means through diplomatic negotiation," Yang said.     Yang made the remark before he entered the venue for the 16th ASEAN Regional Forum (ARF), a top security forum in Asia which is held in the Thai southern island of Phuket on Thursday. BEIJING, Sept. 12 (Xinhua) -- A senior leader of the Communist Party of China (CPC) on Saturday urged concrete measures to maintain stability, which he described as an "arduous" task.     Zhou Yongkang, a member of the Standing Committee of the CPC Central Committee Political Bureau, made the remarks at a meeting after hearing reports on the preparation for the security during the National Day holiday and the situations in the country's far western Xinjiang and Tibet.     "While on the whole the social situation is stable, the country now faces grave challenges in maintaining stability, and the task is arduous," Zhou said.     Currently, the overwhelming political task is to maintain the stability of the capital, said Zhou.     Grand celebrations will be held on Oct. 1 in Beijing to mark the 60th founding anniversary of the People's Republic of China.     Zhou urged officials and security workers to "fully prepare themselves for the most complicated situation" in order to ensure the smooth run of all activities during the National Day holiday.     Describing the security campaign as a "people's war", Zhou urged the capital's neighboring areas to strengthen security check and stamp out any factors that might harm stability outside Beijing "with utmost efforts."     Zhou noted that maintaining stability in Xinjiang, where recent needle attacks caused public scare and triggered mass protests after the riot on July 5, is also one of the most significant missions.     The riot left 197 people dead in Urumqi, the regional capital of Xinjiang, while five died during the mass protests in the city last week.     In addition, Zhou urged the local government in Tibet Autonomous Region to strengthen management on monasteries and "strictly" prevent any harmful attempts from separatists.     He said currently people across the country are all hoping for stability and development and "we are fully confident" in managing the security well around National Day.

BEIJING, Sept. 29 (Xinhua) -- China will lower gasoline and diesel prices by 190 yuan (27.8 U.S. dollars) per tonne from Wednesday, the National Development and Reform Commission (NDRC) announced Tuesday.     The benchmark price of gasoline will be 6,620 yuan a tonne, and for diesel 5,880 yuan a tonne, according to the NDRC.     The retail price of gasoline will drop by 0.14 yuan per liter and that of diesel will decrease by 0.16 yuan per liter.     It is the eighth fuel price adjustment since the country adopted a new fuel pricing mechanism, which took effect on Jan. 1 and the first reduction of fuel prices in two months.     Under the pricing mechanism, the NDRC will consider changing the benchmark retail prices of oil products when the international crude price changes more than 4 percent over 22 straight working days.     The price cut was in accordance with the international price changes, the NDRC said.     The average crude price of Brent, Dubai and Cinta has declined to 71.52 U.S. dollars a barrel, down 5.02 percent since the previous fuel price adjustment, according to the Shanghai-based CBI (China) Co., Ltd., a leading service provider in Chinese commodity markets.

BEIJING, Aug. 8 (Xinhua) -- East China is bracing for typhoon Morakot's approach after it slammed into Taiwan Friday night.     Weather forecasters said late Saturday Morakot was likely to land on the coast from Cangnan, Zhejiang province, to Xiapu, neighboring Fujian province, between 8 a.m. and 10 a.m. Sunday. Although the typhoon this year is expected to weaken to a tropical storm before it arrives in the Chinese mainland, it was packing winds of 137 kilometers an hour at 7 a.m. Saturday and churning northwestwards at a speed of 15 to 20 kilometers an hour. The urban area of Linbian Township in Pingtung County of southeast China's Taiwan, is flooded Aug. 8, 2009, because of heavy rainfall brought by typhoon "Morakot".     It has already unleashed torrential rain in Fujian where, at five sites, water levels have been recorded at 0.02 to 0.66 meters above warning levels. The province has evacuated around 317,000 people to avoid the approaching Typhoon Morakot so far. The earlier tropical storm Goni has also wreaked havoc in South China Sea, leaving as many as 156 fishermen and crew members from Cambodia, Vietnam and China missing at once.     Chinese maritime authorities had rescued 146 by 6 p.m. and the remaining 10 from China were still missing.     PREPARATION IN FUJIAN     More than 480,000 people in Fujian have been evacuated and its Zherong County received more than 300 mm of precipitation on Saturday afternoon.     In Luoyuan county of Fuzhou city, Fujian's capital, people stayed at home during the weekend and roads were almost empty. Fewer sellers appeared in the county's vegetable market. Fishing boats moor at a port to avoid the approaching Typhoon Morakot in Jinjiang, southeast China's Fujian Province, Aug. 8, 2009."The fields were flooded," said Li Sailian, a vegetable seller.     "Strong winds broke the ropes tying down the horsebeans, and the crown daisies (chrysanthemum greens) were destroyed," she said.     Li brought all her available stock to the market, fearing the storm would destroy it completely.     In downtown Fuzhou, where several big trees have already been toppled by gale-force winds, people were rushing to supermarkets for necessities before the typhoon arrived.     All flights from Saturday noon onwards at the airport in Fuzhou were cancelled, leaving more than 120 passengers stranded. Airport staff were helping with refunds.     Seventeen of the 312 flights to and from the airport in coastal Xiamen city were cancelled, most of which were heading to Anhui, Guangdong and Taiwan.     In Putian City, also in Fujian, all scenic sites and ports have been closed and school classes suspended. A team of 26,222 people has been formed and equipped with flood-control materials, said Huang Dongzhou, director of the city's flood control office.     All of the city's 7,168 fishing ships have returned to harbor, Huang said.     The province's Ningde city is strengthening its defences to bear the brunt of Morakot, local meteorological authorities said.     People there are also reinforcing reservoirs with bricks and stones. Water in the city's 20 major reservoirs is only at 54 percent of their combined capacity, so officials with the flood control office said they think the rainfall will help with drought relief, as long as proper measures are taken to ensure safety.     Residents are also busy reinforcing their own houses.     Chen Kongsheng, a 61-year-old man, has attached four large rocks to the girders of his house, so that the typhoon "won't tear off his roof".     About 118,000 people in the city have been evacuated, said Chen Rongkai, Communist Party chief of the city.     Ningde has readied 103 rescue boats, 15 rafts and 8,300 life jackets to help people affected by the typhoon.     EFFORTS AND TROUBLES ELSEWHERE     In adjacent Zhejiang Province, rainfall exceeded 50 millimetres on 6.8 percent of the province's land on Friday night. The highest reading was 110 millimetres in Cangnan county bordering Fujian.     An expressway from Wenzhou of Zhejiang to Fujian was closed for 12 kilometers, while another from Hangzhou to Anhui Province was cut by landslides. Waves from approaching Typhoon Morakot hit a dike in Cangnan County, east China's Zhejiang Province, Aug. 8, 2009. Power supply to 80 villages was also cut. Nearly 500,000 residents and tourists in danger areas had been evacuated by 9 p.m. and the province has called nearly 30,000 ships back to harbor.     More than 50,000 soldiers were prepared for emergencies in Zhejiang, said the local government.     Shanghai was put on high alert and the World Expo venue is being protected around the clock. An 80-year-old man is evacuated in Cangnan County, east China's Zhejiang Province, Aug. 8, 2009. It landed in Hualien of Taiwan at 11:45 p.m. Friday, and left at least six people dead or missing. A further 12 were injured. Morakot also overturned cars and cut power supplies.     WAVE ALERT LEVEL RAISED     On Saturday afternoon, the National Marine Environmental Forecasting Center upgraded its alert level for both stormy tide and sea wave from "orange" to "red", the highest level.     The center said as a result of Typhoon Morakot, the stormy tide along the coast of Zhejiang Province and northern part of Fujian Province would be 0.5 meters to 1.8 meters high until Sunday afternoon.     The sea in southern part of the East China Sea and Taiwan Strait will be very rough, with monster waves as high as eight meters, the center warned.     Other coastal areas from Shanghai to Guangdong Province will all experience abnormally high waves, from 2.5 meters to six meters high, it said.     China adopts a four-grade warning system for stormy tide, tsunami, sea ice and sea wave, which uses four colors (red, orange, yellow and blue) to indicate different levels of emergency.

HONG KONG, Aug. 29 (Xinhua) -- China has made great progress in gender equality and empowering women in the past 60 years, well on track to achieve the Millennium Development Goals (MDGs) by 2015, said a senior UN official on Saturday at the Asia Pacific Women Forum held in Hong Kong.     Khalid Malik, the United Nations Resident Coordinator and the UN Development Program resident representative in China, quoted Chairman Mao Zedong's famous remarks "Women holding up half of the sky" to review China's good will and determination in promoting gender equality.     He noted that the People's Republic of China has witnessed important progress since its founding nearly 60 years ago, with gender equality as the country's basic national policy and one of the core elements to pursue a harmonious society.     Six years away from the deadline of MDGs, China is now well on track for further progress to meet the goal in promoting gender equality, said Malik.     "There is almost no gender disparity to Chinese women's access to a living market, and there is much that the Asia-Pacific region can learn from China's lessons," he said.     The eight MDGs, set by world leaders at a UN summit meeting in 2000, also include relieving poverty, popularizing primary education, reducing child mortality and ensuring environmental sustainability.     As the Asia-Pacific region emerges stronger than any other one from the undergoing global financial crisis, he also believed the women in the region have a real prospect in redefining and strengthening their role in economy and society amid "a time of great changes".     "Women are the driving force to overcome poverty and hunger, fight illiteracy, prevent the spread of diseases and promote stability," he said.     More efforts were needed yet, Malik added. He urged both China and the whole region to eliminate even more bias towards empowering women and to bring the gender equality to a whole new level on the foundation of all the progress that has been made so far.

BUDAPEST, Oct. 6 (Xinhua) -- Hungarian Prime Minister Gordon Bajnai has expressed optimism in having a better future in ties with China upon the 60th anniversary of the founding of the People's Republic of China.     Bajnai described China as a reliable international partner in a recent interview with Xinhua, saying that Hungary was one of the first to establish diplomatic ties with the fledgling country.     Having visited China in November 2008, he said he has been deeply impressed with the country's dynamic development.     "The high-standard professional exchange of views with Chinese negotiation partners in the central and local governments and withbusiness leaders have already yielded concrete results in the Hungarian-Chinese economic relations, to the benefit of both countries," said the prime minister.     He welcomed the forthcoming visit of Chinese Vice President Xi Jinping, saying the visit will offer an opportunity for the two sides to talk about "further significant advances in bilateral economic cooperation."     The past decade has witnessed a 17-fold rise in trade between Hungary and China, he said, adding that there had also been extensive growth in their cultural, educational, scientific and tourism cooperation.     Noting that China is one of Hungary's most significant Asian trade partners and Hungary one of China's most prominent in central and eastern Europe, Bajnai said further improvement of the relations with China has been a priority of the Hungarian foreign policy.     "Mutual investment and technological cooperation are important not only because they are profitable for businesses of both countries, but also because in hard economic times they create jobs, " he said.     He noted that China has been doing a splendid job in facing up to the challenges of the world economic depression. Hungary also did everything in its power to alleviate its impact, he said.     Both countries should "take full advantage of their cooperation in continuing to combat the crisis," he said.     Referring to the 60 years China has gone through, Bajnai said China's development, especially in the past three decades, has set an example for the world.     "My personal opinion is that China's greatest achievement has been its huge economic advances, which made it possible to significantly raise the living standards of the 1.3 billion Chinese people," he said.

BEIJING, Oct. 11 (Xinhua) -- If education is the cornerstone for the nation's development, teachers are the cornerstone for education, said Chinese Premier Wen Jiabao in a speech during a visit to a high school in Beijing on Sept. 4 this year. Xinhua News Agency published the 8,000-character speech, entitled "Teachers are Fundamental to the Great Cause of Education", on Sunday.     Wen listened five classes and had lunch with students at the No. 35 Middle School, and attended a workshop with teachers of the school.     It was a way to show his tribute to teachers ahead of the Teachers Day, which falls on Sept. 10 every year, and also a way to find out the actual situation of teaching, said the outspoken premier who then gave his own comments on what he saw in class. At the class, the premier made an improvisation on the issue of love. He also told the students about some Chinese scientists who were well-learned on other subjects such as arts, music and literature .     In a discussion with teachers, Wen said China failed to foster enough outstanding talents to meet the needs of the nation. Although the country has fostered a large number of professionals, the number of Chinese scientists who have gained an international reputation is too small, he said.     Wen quoted Czech educator John Amos Comenius (1592-1670) as saying, "Teacher is the most splendid profession under the Sun."     According to the premier, China had about 16 million teachers, including 12 million elementary and middle school teachers.     Wen called for bold reforms in the educational sector. China needs a large number of educators with a penetrating judgement on running schools, said the State leader. Ahead of China's 25th Teacher's Day, which falls on Sept. 10, Chinese Premier Wen Jiabao has called on teachers across the country to enhance their teaching standards and do a good job.The premier said education must meet the requirements of its own development law; the requirements of the changes of times, the requirements of the country in building a socialism with China's own characteristics; and the requirements of the "human-based" principle.     Teachers should be an "envoy of kindness", an "avatar of sincere love", and an "excellent-character" and "very skillful" educator with a "lofty professional moral", said the premier.     He urged teachers to be full of love and loyalty to their cause, be diligent in research and be qualified for their profession, and behave themselves as a model for students.     Wen also disclosed that a student had written to him on the issue of students' suicide. The student told him that many students had turned to suicide at a very young age, asking the premier to have a dialog with students on line on Sept. 1, the day for a new academic year.     The number of suicidal students has been very small, but "it must draw great attention," Wen said.     He urged governments at all levels to support the educational sector and make concerted efforts to improve the working and living conditions of teachers.
