  BEIJING, Jan. 2 (Xinhua) -- Premier Wen Jiabao has urged Chinese companies to stress innovation to combat the impact of global economic turmoil.     Wen made the remarks as he visited companies, markets, communities and rural areas in China's eastern Shandong Province over the first two days of 2009. He sought to reassure people that the economy would be able to regain steam.     "Try to develop new types of candles to cater to different cultures, which would capture big market share," Wen said during avisit to Qingdao Kingking Group, the world's second-largest candle maker.     During a visit to Haier, the country's largest appliance maker, the premier praised its sales promotion and services in rural areas as a factor stimulating rural consumption, which he said would help ease the impact of the global financial crisis. He reassured villagers that apart from the expanded subsidies, the government also encouraged enterprises to purchase old appliances and allow farmers to trade in older models for new ones as a move to sustain domestic demand.     The premier reiterated "confidence" wherever he went, saying a solid material foundation, stable financial system, abundant cash flow, large domestic markets, appropriate macroeconomic policies and others steps boosted confidence.     Wen said the State Council, or Cabinet, is drawing up two major plans.     One involves 10 programs to expand demand, further detailing and specifying the 10 stimulus measures kicked out last year.     The other includes the readjustment and improvement of 10 pillar industries. Plans for the development of steel industry and automobile industry have been rolled out and others are under way.

   KUWAIT CITY, Dec. 27 (Xinhua) -- At the invitation of Kuwaiti First Deputy Prime Minister and Minister of Defense Sheikh Jaber Mubarak Al-Hamad Al-Sabah, Chinese Vice Premier Li Keqiang arrived here Saturday evening on a four-day official visit.     Li said in a statement delivered at the airport that he is delighted to pay an official visit to Kuwait, noting that the relationship between China and Kuwait, especially in the fields of trade, energy, finance and culture, has witnessed remarkable growth since the two forged diplomatic relations in 1971. BEIJING, Jan. 7 (Xinhua) -- They are not common diplomatic tools: several paddles, a few ping pong balls and some table tennis players from China and the United States.     But the fact that nine American table tennis players were invited to Beijing for exhibition games with Chinese players in April 1971 did break the ice between the two nations.     Thirty-eight years after those historic games, players from the two nations lined up for a rematch in the Chinese capital on Wednesday.     First came the 1971 U.S. team's youngest member, Judy Hoarfrost.     "When I first came to China in 1971, I didn't know the significance at first. As we went to China right away after the invitation, so we didn't have chance to really learn until we left China," Hoarfrost told Xinhua while warming up for a match with a veteran Chinese player, Qi Baoxiang.     The invitation from China came during the 31st World Championships in Nagoya, Japan where the Chinese team was competing for the first time in two years.     Just two days later, nine U.S. team members crossed into the Chinese mainland from Hong Kong, becoming the first group of Americans to visit the Chinese mainland since 1949.     "My picture with Premier Zhou Enlai was on the front page of all the newspapers around the world. When I went back, everybody was so interested. I was only 15 years old, but they had all questions for me like I knew something special about China. Just because I had been there," Hoarfrost recalled.     "It (Ping Pong diplomacy) is the first step of the march towards the relations between the two countries. It played a very important role," said U.S. Deputy Secretary of State John D. Negroponte at the friendship game, a tribute to three-decade China-U.S. diplomatic ties.     Negroponte was the highest ranking U.S. official to come to China for a series of commemorative events marking the 30th anniversary diplomatic relations.     Although the 51-year-old Hoarfrost lost to Qi by 3 to 11, she said she enjoyed the match. "Ping Pong really can bring people together."     The match not only helped the veterans revive the old memories, but also connected the younger generations between the two nations. She played very well," Hsing said of Chen, a member of Chinese women team wining the 2008 Asia Juvenile Championship.     "Good job," Deputy Chinese Foreign Minister Wang Guangya told Hsing, a Chinese American born in San Jose, California.     "The rematch helped pass down the old friendship to the younger generation," said Liang Geliang, a top player who played against the U.S. team in Beijing in 1971.     As the finale of Wednesday's match, Liang and Hsing played together against another pair of Qi and Peter Li, the other junior American.     Their two matches went to the wire and ended in a tie, bringing down the house.     Since her first tour in 1971, Hoarfrost has visited China five times, all in the name of Ping Pong diplomacy.     "So many changes in China. People are much better educated now, have much more communications with other countries. People travel out of China and bring back what they learn. People have many more opportunities to learn."     Changes also took place in the China-U.S. relations over the past 30 years. "We now have a very broad and deep relationship in many different walks of lives, politically, socially, economically, and in terms of science and education," said Negroponte.     Looking to the future, Negroponte said there are "many different possibilities" for the U.S.-China relations. "I am sure the next 30 years will be even better."     "I'm very happy to win. I hope I can make it to the 2012 London Olympics," Hsing said with excitement. "I hope to get involved in Ping Pong diplomacy again."     

BEIJING, Dec. 21 (Xinhua) -- The Chinese government was taking such measures as deferring payment of social security funds in its latest efforts to reduce burdens of companies nationwide and foster stable employment situation, officials said here on Sunday.     In a notice jointly issued by the Ministry of Human Resources and Social Security (MHRSS), Ministry of Finance and State Administration of Taxation, troubled enterprises will be allowed to delay payment of social security funds in 2009 with the deferment period less than six months, MHRSS officials said.     Companies which are unable to pay social security funds are eligible to delay payment after authorization from the provincial governments, it said. No overdue fine will be imposed on these companies.     The notice also said the insurance rates for medical, work injury, unemployment and maternity will be allowed to temporarily cut back next year in some regions after authorization from the provincial governments. The pension insurance rate, however, should not be lowered.     China's social security system is made up of five parts: pension insurance, medical insurance, work injury insurance, unemployment insurance and maternity insurance.     The notice also encouraged troubled companies to conduct in-company training for employees and to apply necessary financial support from local governments.     In addition, troubled enterprises which refuse to lay off workers or dismiss fewer workers will be allowed to use unemployment insurance funds to pay social security subsidies, it said.

BEIJING, Jan. 17 (Xinhua) -- China and the United States had signed a memorandum of understanding restricting the U.S. import of archeological items originating in China, a Chinese official said Saturday.     The memorandum was signed in Washington on Thursday by Chinese Ambassador Zhou Wenzhong and U.S. Assistant Secretary of State for Education and Cultural Affairs Goli Ameri, said Dong Baohua, deputy director of the State Administration of Cultural Heritage (SACH), at a press conference.     The agreement's full name is Memorandum of Understanding Concerning the Imposition of Import Restrictions on Categories of Archeological Material from the Paleolithic Period through the Tang Dynasty and Monumental Sculpture and Wall Art At Least 250 Years Old.     Under the memorandum and U.S. legislation entitled the Convention on Cultural Property Implementation Act, the U.S. government shall restrict the importation into the United States of archeological material originating in China and representing China's cultural heritage from the Paleolithic Period through the end of the Tang Dynasty, the year 907, and monumental sculpture and wall art at least 250 years old.     The U.S. government will promulgate a list of archeological material categories of metals, ceramic, stone, textile, other organic material, glass and paintings, which will be restricted to import from China, unless the Chinese government issues a license or other documentation which certifies that such exportation is not in violation of its laws, the memorandum says.     For the purpose of this memorandum, the restricted Paleolithic objects date from approximately 75,000 B.C., according to the memorandum.     China and the United States are both States Party of the Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property. The convention was adopted by the UNESCO in 1970.     For years, the Chinese government has attached importance to cracking down on the stealing, illegal digging, and smuggling of cultural relics and tried to cooperate with the international community in the crackdown, by participating in internationals conventions and signing bilateral and multilateral agreements on the issue.     In addition to the newly-signed Sino-U.S. memorandum, China has signed similar agreements with Peru, India, Italy, the Philippines, Greece, Chile, Cyprus, and Venezuela, according to the official.

DOHA, Nov. 29 (Xinhua) -- China on Saturday called for efforts to create global development partnerships and urged the international community to take practical steps to help developing nations in confronting the ongoing global financial crisis.     Vice Chinese Foreign Minister He Yafei, as the special envoy of Chinese President Hu Jintao, made the remarks at the plenary session of the U.N.-sponsored Follow-up International Conference on Financing for Development.     The spreading international financial crisis, coupled with the complicated and grave international economic situation, is posing a challenge to efforts to implement the Millennium Development Goals, He said.     The international community should approach the issue of financing for development from an overall and long-term perspective, establish partnerships for global development and take practical steps to help the developing countries.     On the issue of financing for development, a balance needs to be struck in the following points, He said.     Special attention should be given to efforts to minimize the impact of the financial crisis on developing countries, so as to maintain a good balance between stabilizing the financial market and helping vulnerable countries and communities.     Moreover, relevant parties should do more to promote global economic growth and stability, and stand firm against protectionism in efforts to conclude the Doha round of negotiations at an early date, he said.     He also urged the developed nations to fulfill their commitments on aid, and offer debt forgiveness and technology transfers to the developing nations.     While seeking solutions to the longstanding problem of development deficits, countries around the world should also mobilize new and extra funds to effectively cope with such emerging challenges as energy security, food security and climate change, He said.     On crisis response and prevention, He called on countries worldwide to continue their efforts in stabilizing the financial market as well as in building a just, equitable, inclusive and orderly international financial system.     Efforts should be made to carry out necessary reforms of the existing international financial system and its governance structures in a timely, gradual, comprehensive and balanced manner, He added.     The United Nations, the most authoritative international organization in the world, should continue to play its leading role in financing so as to encourage the international community to make bigger investments in development, he noted.
