  BEIJING, Dec. 26 (Xinhua) -- The three warships forming the small fleet that set sail from Sanya in south China's Hainan Province for escort mission off Somali are among the most sophisticated vessels of the Chinese navy.     The flagship of the fleet, DDG-169 Wuhan, is a multi-purpose missile destroyer of Type 052B of the People's Liberation Army Navy. It was built by Jiangnan Shipyard of Shanghai in 2002. Weishanhu is the Navy's first model designed to have round-the-clock supply capacity.     Having a displacement of 23,000 tonnes and maximum speed of 19 knots, Weishanhu is the biggest homemade multi-product replenishment ship. Although its primary role is supply, it can also defend itself and take part in offensive operations using its eight 37mm guns.     All three warships belong to the South China Sea Fleet, headquartered in Zhanjiang of Guangdong Province.     The task force commander is Real-Admiral Du Jingchen, who serves as chief of staff of the South China Sea Fleet.     En route to the Gulf of Aden and waters off Somalia, the commander told Xinhua that the expedition has not been given any landing plans and Chinese warships will not accept assignment from other countries or regional organizations.     "But we will exchange information with other country's escort ships and provide humanitarian help in our power to foreign vessels in danger," Du said. BEIJING, Oct. 28 (Xinhua) -- China urged Sudan here on Tuesday to take substantial and effective measures to ensure the safety of Chinese personnel after four Chinese workers were kidnapped and killed.     "It is one of the most serious killing cases of oversea Chinese workers in recent years and we are very shocked by it," Chinese Foreign Minister Yang Jiechi said via a phone conversation with his Sudanese counterpart Deng Alor.     "The Chinese side feels strong indignation and condemns the inhumane terrorist act by the kidnappers on unarmed Chinese company staff, " Yang told Alor, according to a press release from the Chinese Foreign Ministry on Tuesday evening.     Sudanese officials earlier reported to the Chinese Embassy in Sudan that five of the nine kidnapped workers were killed on Monday, with two rescued and two missing. It revised the numbers late Tuesday afternoon, saying four were killed, four were rescued and the other was still missing, according to the Foreign Ministry.     The nine workers from the China National Petroleum Corporation (CNPC) were kidnapped from an oil field near the western Sudanese region of Darfur on Oct. 18.     The Chinese Embassy said they were taken by unknown militants in the Southern Kordofan State, but no armed group had claimed responsibility for the kidnapping.     "The Chinese leaders and Chinese government are highly concerned about the case, asking for the utmost rescue efforts with the precondition of ensuring the safety of the kidnapped," Yang, who is among the entourage of Chinese Premier Wen Jiabao's visit to Russia, added.     "We hope the Sudanese side will continue its rescue effort, bring the murderers to severe punishment, and take all substantial and effective measures to prevent similar things happening again," Yang said.     Alor expressed his condolences to the victims and his sympathy to the victims' families as well as the Chinese government and Chinese people, promising that the Sudanese government would continue its rescue mission for the missing Chinese worker, make the utmost efforts to bring the murderers to justice and protect the safety of Chinese people in Sudan, according to the statement.

BEIJING, Jan. 24 (Xinhua) -- The People's Bank of China, the country's central bank, disproved Saturday the allegations by a U.S. Treasury official that China is manipulating the exchange rates of its currency, saying the statement is untrue and misleading.     Su Ning, vice governor of the central bank, said that the allegation could sidetrack the effort to track the real cause of the financial crisis.     "President Obama -- backed by the conclusions of a broad range of economists -- believes that China is manipulating its currency," the U.S. Treasury Secretary-designate Timothy Geithner wrote to the Senate Finance Committee in documents released on Thursday.     "Also, we should avoid any excuse that might lead to the revitalization of trade protectionism. Because it will do no good to the fight against the crisis, nor will it help the healthy and stable development of the global economy," Su said.     Yi Xianrong, a researcher with the financial research center of the CASS, told Xinhua on Friday if the U.S. labeled China as a "currency manipulator," it would hurt the concerted action of fighting the global financial crisis.     It would also hamper the global efforts to shake off an economic slowdown as the Sino-U.S. economic tie had become one of the world's most important bilateral economic ties, Yi said.     According to China customs statistics, Sino-U.S. trade hit 333.74 billion U.S. dollars last year, up 10.5 percent year on year.     With a 9-percent rate, China contributed more than 20 percent of global economic growth in 2008, while the U.S. remained the world's largest economy, Yi said.     Geithner's comment was just aiming to try out the Chinese government's response, said Zuo Xiaolei, senior analyst with the Beijing-based Galaxy Securities.     Yuan appreciation and the pace of appreciation should not only be decided by trade surplus but also the status of domestic economic development, Zuo said.     "The price advantage of Chinese exports may not be a result of currency issues, but the country's lower costs of labor, resources and land," she said.     In July 2005, China abandoned a decade-old peg to the U.S. dollar and allowed its currency to appreciate by 2.1 percent. BEIJING, Dec. 18 (Xinhua) -- China's State Council Thursday approved a plan to deepen reform and opening up in the southern Pearl River Delta area, where the country's reform and opening up drive was initiated 30 years ago.     The plan was unveiled on the day when the nation was commemorating the 30th anniversary of the 3rd plenary session of the 11th Central Committee of the Communist Party of China (CPC), which decided to open up the country and reform its struggling economy.     The pioneer area of the country's reform and opening up scheme was urged to accelerate economic restructuring and take the lead in building a resource-conserving and environment-friendly society, according to the plan approved by an executive meeting of the State Council, or the Cabinet.     The plan also pressed the area to promote technologies so as to excel in innovation, and coordinated development in both urban and rural areas was also stressed.     The meeting, presided over by Premier Wen Jiabao, said the area was also to take the lead in deepening reforms and opening up, so that an improved socialist market economy system could be established and a more open economic system could be set up as the region enhances its cooperation with neighbors Hong Kong and Macau.     The meeting said the Pearl River Delta is still maintaining stable and relatively fast development at present, but it also admitted that the area received powerful shocks from the current financial crisis, as there are many smaller and export-oriented enterprises in the region.     To keep the pace of development would be the top priority of the region at the present stage, the meeting said.

That's up 8 percent year-on-year, the Ministry of Railways (MOR) said here on Thursda y.     "With 150 more trains in operation, trains can carry 4.48 million travelers every day, up 180,000 compared with the same period of 2008," MOR spokesman Wang Yongping told Xinhua.     The 40-day travel period, built around the Spring Festival, lasts from Jan. 11 to Feb. 19.     Wang said railways across the country will face a great amount of pressure as the Lunar New Year, which usually arrives in February, falls on Jan. 26.     "Students and employees nationwide are heading for home for an early holiday, while migrant workers are also returning home earlier this year as many manufacturers they work for have cut or ceased production amid weak market demand," said Wang.     "When most people will be moving around at the same time, an earlier-than-usual travel rush is around corner."     Transport safety is MOR's top concern. Railway departments nationwide are examining maintenance and transport facilities to ensure a smooth operation, according to the ministry.     At the same time, MOR released an emergency mechanism on Monday in preparation for possible severe weather such as snow storms and fog.     Hundreds of thousands of passengers were stranded at railway stations in southern China before this year's Spring Festival as blizzards paralyzed transportation.

BEIJING, Jan. 6 (Xinhua) -- After successfully carrying out its first escort mission, the Chinese Navy prepares to cover another 11 domestic merchant vessels planning to travel around Somalia this week.     "We will actively provide information and necessary rescue services for those merchant ships passing through the Gulf of Aden and Somali waters," said He Jianzhong, spokesman with Ministry of Transport (MOT). A total of 1,265 Chinese merchant ships passed through the Gulf of Aden last year. Seven were attacked by pirates.     One Chinese fishing ship, Tian Yu 8, and its 18 crew members were hijacked on Nov. 14, 2008. They are still being held by pirates.     The MOT announced Chinese merchant ships may ask for protection by applying to the China Shipowners' Association (CSA) and China Maritime Search and Rescue Center (CMSRC).     According to the commander of the Chinese Naval expedition, Real-Admiral Du Jingchen, the main task for the warships is to dispel pirates with their presence.     "We have started our escort mission and will conduct careful deployment and close contact with the vessels to secure their safety by strictly abiding by the U.N. resolutions and international laws," said Real-Admiral Du.     The fleet is carrying about 800 crew members including 70 soldiers from the Navy's special forces along with weapons such as missiles, canons and helicopters.     For the first phase of the escort mission, the fleet will patrol the Gulf of Aden and Somali waters for about three months, followed by possible replacement warships as needed.

UNITED NATIONS, Jan. 27 (Xinhua) -- Zhang Yesui, the Chinese permanent representative to the United Nations, met with Susan Rice, the new U.S. ambassador to the world body, here on Monday afternoon, and they exchanged views on the Sino-U.S. relations and other world and regional issues of common concern, diplomatic sources said here Tuesday.     During the meeting, Rice briefed Zhang on the key points of the foreign policy of the Barack Obama administration, the sources said.     The two sides also exchanged views on the Sino-U.S. relations, and other international and regional issues of common concern.
