Local quality inspection authorities had organized emergency and rescue drills at venues in Beijing, Tianjin and Hebei Province.     In addition, Zhou urged officials with the police departments to take care of the policemen's daily life and make reasonable working schedules to ensure their hearty spirits.     "As the security barrier for Beijing, all the neighboring provinces, municipalities and autonomous regions are shouldering tough missions in the Olympic security work," he said.     With the games just around the corner, land forces of the People's Liberation Army based in Beijing and three neighboring military area commands would help safeguard the Games, according to Tian Yixiang, an official with the Security Command Center for the Games of the 29th Olympiad.     "We must guarantee Beijing's safety by ensuring the whole country's stability," said Zhou.

TAIYUAN, Oct. 2 (Xinhua) -- Vice Premier Zhang Dejiang underscored the scientific outlook on development and production safety during an inspection tour to northern Shanxi Province on Wednesday and Thursday.     Zhang visited the site of the Sept. 8 landslide in Xiangfen County on Thursday morning, where an unlicensed iron ore tailings pond burst and killed at least 262 people.     "The September 8 landslide was a very serious production safety incident, causing great losses, having a bad impact and leaving a deep lesson," he said.     The vice premier said a thorough investigation into the cause of the incident should be conducted and that those responsible for it should be punished seriously in accordance with law.     A lesson should be drawn from the incident and people should be put first, he stressed, adding that more efforts should be exerted to crack down on unlicensed production and corruption behind production safety incidents.     He also demanded local authorities have a scientific outlook on development.     Production safety should be strengthened through more investment, scientific and technological progress and better management, the vice premier said.

VIENTIANE, March 29 (Xinhua) -- Chinese Premier Wen Jiabao arrived here on Saturday evening, starting his working visit to Laos.     Wen is also scheduled to attend the 3rd Summit of the Great Mekong Subregion countries -- China, Laos, Vietnam, Cambodia, Thailand and Myanmar -- to be convened in this Laos capital city on Monday.     According to the Chinese Foreign Ministry, Wen, invited by Lao Prime Minister Bouasone Bouphavanh, will meet with Lao President Choummaly Saygnasone and hold talks with his Lao counterpart Bouasone on future bilateral cooperation.     Wen and Bouasone are scheduled to attend the signing ceremony of cooperation agreement in the sectors of economy, technology, coal and e-governance. With a long history of cultural and economic exchanges among the nations, the area has formed peculiar cultural and economic characteristics based on different folk customs and natural landscapes of the six nations sharing the river.     The first GMS Summit was held in Cambodia's Phnom Penh in 2002,and the second in southwest China's Kunming in 2005.

CHENGDU, May 24 (Xinhua) -- Chinese Premier Wen Jiabao said Saturday the efforts to search survivors were continuing in the quake-hit areas, but the focus of work would be gradually shifted to the resettlement of residents and post-quake reconstruction.     Wen told Chinese and foreign reporters at a resettlement site in Yingxiu town, a worst-hit area in the May 12 quake, that the biggest difficulty in resettling the quake-affected residents was the lack of tents.     A total of 15 million rooms were damaged or destroyed in the quake and a large number of people are in need of shelter, said the premier, who is paying a second visit to the quake-hit Sichuan Province.     "We have collected the tents nationwide and got aid from international community, but tents are still lacking," Wen said.     The Chinese government has ordered domestic tent manufacturers to produce and transport 30,000 tents to the quake zone each day and 900,000 within a month, Wen said.     The production of movable plank houses should also be accelerated to ensure the quake-affected people resume a normal life within three months, Wen added.     Efforts should also be made to ensure no big epidemic after the disaster, the premier said Chinese Premier Wen Jiabao (R Front) speaks during an interview with journalists from at home and abroad, in Yingxiu Town of Wenchuan County, southwest China's Sichuan Province, May 24, 2008, during his second inspection tour of quake-hit areas in Sichuan after May 12 when the 8.0-magnitude quake happened.     Enough epidemic prevention staff and medicine supply should be ensured, he said.     Wen said another problem confronting quake-relief workers is that the chances of secondary disasters still exist. "The search and rescue operation has been conducted in every village."     The central finance had earmarked tens of billions of yuan for the relief work, Wen said. A 75-billion-yuan (about 10.7 billion U.S. dollars) post-quake reconstruction fund had been set up and more money would be added to it in the next two years, he added.     Before the reporters, Wen expressed sincere thanks to the Chinese worldwide, including compatriots from Hong Kong, Macao and Taiwan, as well as the leaders, governments and people of other countries for their concern, sympathy, aid and help.     "Facing such a powerful quake, we welcome international reporters to the quake zone," Wen said. BEIJING, April 22 (Xinhua) -- The Standing Committee of the 11th National People's Congress (NPC) will discuss the amendment or adoption of 18 laws, hear seven work reports and conduct reviews on the implementation of five laws in 2008.     The numbers were disclosed in a work agenda approved after a recent meeting of the chairman and vice chairpersons of the NPC Standing Committee, presided over by top legislator Wu Bangguo.     The NPC Standing Committee will review draft amendments to 11 laws this year, including the Law on Protection of the Disabled, the Law on Insurance, the Patent Law, the Law on State Compensation, and the Electoral Law.     The draft amendment to the Law on Protection of the Disabled, which includes added details about stable financial support, better medical care and rehabilitation for the disabled, and favorable jobs and tax policies, is likely to be passed within this year, according to the work agenda. However, a date is not yet available. The Standing Committee of the 11th National People's Congress (NPC) will discuss the amendment or adoption of 18 laws, hear seven work reports and conduct reviews on the implementation of five laws in 2008.    In 2008, the NPC Standing Committee will also review seven draft laws regulating management of an environment-friendly economy, administrative enforcement, management of state-owned property, food safety, social insurance, protection of intangible cultural heritage, and arbitration of land dispute in rural areas of the country.     The first five draft laws, which had already been heard last year by the 10th NPC Standing Committee, are also likely to be passed in 2008.     Moreover, the 11th NPC Standing Committee will hear another seven reports submitted by the State Council, the Supreme People's Court and the Supreme People's Procuratorate.     The work reports will cover areas ranging from disaster relief and post-disaster reconstruction work, market prices, water pollution, to judicial justice.     In addition, the 11th NPC Standing Committee will also conduct respective inspections of the implementation of the Law on the Protection of Minors, the Law on Employment Contracts, the Law of Farmers' Specialized Cooperatives, the Law on Environmental Impact Assessment, and the Compulsory Education Law.     The focus of this year's NPC Standing Committee's work is to "improve the socialistic legal system with Chinese characteristics", the work agenda said.

BEIJING, May 21 -- China's tax authority has cut or waived a tax levy, offered a tax refund, and reiterated the tax concession on donations related to the earthquake in Sichuan Province as means of helping to support victims.     Losses suffered by companies and individuals due to the 8.0-magnitude earthquake can be tax deductible, the State Taxation Administration said in a notice on its Website.     As of 6pm yesterday, the number of people killed by the devastating quake has reached 40,075 while 247,645 people have been injured and there were still 32,361 people unaccounted for.     The supplies donated by overseas governments, individuals and companies are exempted from import taxes (including Valued Added Tax and Customs Duties), the tax authority said.     People whose tax-paid autos or ships have been destroyed in the quake can apply for a refund of Vehicles and Vessels Usage Tax for the period from the date they were destroyed until the end of the year. Normally auto and ship tax is prepaid at the beginning of the year. The rules are enforced by the provincial governments for the quake-hit area.     Companies and individuals who donated money to the earthquake area will be partly exempted from taxation, the tax authority reiterated.     Companies on the Chinese mainland have made a combined donation of more than 4.5 billion yuan (US5 million) in cash and goods as of yesterday afternoon, according to Chinese Web portal Sina.com.     Donation, which are within 12 percent of a company's total annual profit, can be claimed as tax deductible expenses, according to China's corporate income tax law. Donations that exceed the amount are not tax deductible.     For individuals, donations that are less than 30 percent of their income, can be tax deductible. The donations must be made through domestic non-commercial social entities or government bodies. Individuals' donations made directly to the quake victims are not tax deductible.

BEIJING, Oct. 9 (Xinhua) -- China's securities regulator on Thursday said publicly-traded companies must pay dividends in cash rather than stock over three years before submitting their refinancing applications.     The move could help to encourage long-term investment and reduce market volatility, the China Securities Regulatory Commission (CSRC) said.     The benchmark Shanghai Composite Index has plunged 66 percent from its record high last October.     In a new regulation stipulating cash dividend payment by listed companies, the CSRC said: "The listed firms, if applying for refinancing, must pay dividends in cash totaling no less than 30 percent of its distributed profits over the past three years."     The regulation went into effect on Thursday.     In the draft version released in August, companies were allowed to pay dividends either in cash or stock.     The listed firms were also ordered to reveal their cash dividend policies and previous cash dividend data to investors in their annual reports to improve transparency.     "The listed company should give reasons why it failed to pay a cash dividend if it is able to and where the money goes," according to the rule.     Cash dividends could offer stable investment returns and prompt large institutional investors to reduce speculation on the secondary market, the regulator said.     A couple of huge refinancing plans earlier this year triggered a market plunge on concerns over stake dilution and liquidity stress.     In a separate regulation on share buy-back, also effective on Thursday, the CSRC said it allowed a cash dividend payment when the controlling shareholders bought stocks on the secondary market.     Such action was banned in the draft version released in late September to solicit public opinion.     Share buy-back through bidding at stock exchanges also no longer needs regulatory approval.     The CSRC added it would continue to revise the rules on stock buy-back and also give consideration to repurchase through agreement or tender offer.
