BEIJING, Dec. 19 (Xinhua) -- Taxi driver Qu waited patiently in the December night chill as a gas station boy changed the price tag, which indicated China's unified fuel price cut effective early Friday morning.     The country slashed the benchmark prices for fuel from 6.37 yuan (0.93 U.S. dollar) per litre to 5.46 yuan starting Friday morning, which was earlier than the long-awaited government scheme on fuel taxation and pricing slated for Jan. 1 next year.     "The price cut of 0.91 yuan per litre means a monthly saving of900 yuan for a taxi driver," said Qu, waiting in Thursday's midnight dark for the clock to turn zero.     The government distributed the news of the price cut via all major media and short messages to cell phone users on Thursday evening.     Nevertheless, there was no queuing-up at the gas station in the early morning hour. The station boy said long queues appeared in previous price rises this year.     The National Development and Reform Commission (NDRC) made it clear Thursday that domestic fuel prices would remain unchanged on Jan. 1, 2009, when the fuel tax is expected to kick in.     This round of price cut was China's revamp of its oil pricing system to let it pegged with the global market.     "The pricing would reflect the global market supply of oil resources and let the market play a fundamental role," said Zhao Jiarong, an official with the NDRC.     "The latest cut would narrow the gap between wholesale and retail prices. Consumers would benefit from it," said Xu Kunlin, another NDRC official.     Zhou Dadi, an energy researcher, said his calculation showed the factory gate fuel price would drop by 2,000 yuan per tonne and the pre-tax retail price would be down by 1.7 yuan per liter after the price cut.     A fuel trader said there might be a hoard purchase before the fuel taxation effective on Jan. 1 next year.     Bai Chongen, an economist from Tsinghua University, said the post-tax retail price would remain unchanged next year as fuel producers would lower the factory gate price again to offset the tax.     But for fuel producers, the price cut reduced their sales profit. "It will have a short-term impact on our profit, but we expect the global prices to rise in future. This will secure the long-term profit," said Shu Zhaoxia, a researcher with Sinopec, Asia's largest refiner.     Experts said the country's first fuel price cut in almost two years would help revitalize companies and factories eking out in a slowed-down economy.     Among industry beneficiaries, the aviation sector would see an immediate effect because the benchmark prices for jet fuel was slashed by a bigger margin of more than 30 percent, or 2,400 yuan, to 5,050 yuan per tonne.     An Air China spokesman said the cut would definitely boost the aviation industry as the drop was beyond airliners' expectation.     A Guojin Securities analyst said based on the forecast 2009 jet fuel consumption of 11.47 million tonnes, the price cut would lead to a cost reduction of 27.5 billion yuan for the country's aviation industry.

BEIJING, Oct. 24 (Xinhua) -- The Asia-Europe Meeting (ASEM) summit concluded its first closed session here Friday evening, with the global financial crisis topping the agenda.     Leaders and representatives of the 45 ASEM members attended the meeting which lasted two hours.     Chinese Premier Wen Jiabao chaired the meeting and made the leading speech.     Wen called on Asian and European nations to make concerted effort in response to the global financial crisis triggered by the U.S. credit crunch, according to the Chinese Foreign Ministry.     Wen said the international financial and economic situation is an issue linked up with the direct interests of all ASEM members, and that is why the issue was listed the top subject for discussion.     "Asian and European nations are an important force to safeguard international financial stability and promote world economic growth," Wen said. "We should make concerted effort to show the world our confidence, unity and cooperation," he added.     He said relevant countries and organizations have taken measures in response to the global financial crisis, and China hopes these measures would achieve the desired results soon.     He also called for global action to jointly respond to the crisis.     The leaders present at the meeting had an "enthusiastic and in-depth" discussion on how to tackle the crisis, as well as how to promote Asia-Europe trade and investment, the Foreign Ministry said, giving no further details.     The seventh ASEM summit, scheduled for Friday and Saturday, will all together have four closed sessions.

SAN JOSE, Nov. 17 (Xinhua) -- Visiting Chinese President Hu Jintao on Monday spoke highly of the rapid development of China-Costa Rica relations and pledged efforts to further expand bilateral cooperation in various fields.     During talks with Costa Rican President Oscar Arias Sanchez on the second day of his state visit to the Central American nation, Hu said mutually beneficial cooperation in various fields has been growing steadily.     Noting the fast growth in bilateral ties over the past year, the Chinese president said the two countries have also carried out fruitful cooperation in international and regional affairs. In 2007, bilateral trade amounted to 2.8 billion U.S. dollars, a 33-percentincrease over the previous year.     Also on Monday, Hu met with Francisco Pacheco, president of the Costa Rican Legislative Assembly.     The Costa Rican legislators come from different political parties, but they have the consensus on maintaining and developing the friendship between the two countries, Hu said.     The Chinese president hoped the two countries' legislative bodies would strengthen contacts and make efforts to promote mutual understanding.     He also expressed the hope that Costa Rican legislators would play a greater role as a bridge linking up the two countries' business groups, cultural bodies, scientific institutes, news media and local governments in efforts to consolidate and expand the social foundation for the friendship between the two nations, Hu said.     Pacheco said the establishment of diplomatic ties has helped promote mutual understanding and friendship between the two peoples and also created a favorable environment for strengthening bilateral economic and trade cooperation.     After the establishment of diplomatic ties with China, Costa Rica now has an "important friend and partner" in the world, he said.     Speaking at the meeting, many Costa Rican legislators from different political parties agreed that the establishment of diplomatic ties is of strategic significance. They also thanked China for providing support and help for Costa Rica in its economic and social development.     The Chinese president, who is on a five-nation tour, flew in on Sunday from Washington, where he attended a Group of 20 summit on the current international financial crisis.     This is the fist state visit by a Chinese head of state to Costa Rica and Central America.     He will also visit Cuba, Peru and Greece, and attend the Economic Leaders' Informal Meeting of the Asia-Pacific Economic Cooperation (APEC) forum in the Peruvian capital of Lima.

BEIJING, Nov. 15 (Xinhua) -- Chen Jian, Chinese vice Commerce Minister said here on Saturday that the country would provide better development conditions for foreign multinational corporations (MNCs).     "China would ramp up efforts to create better legal protection, policy support, market environment and growth opportunities for them," Chen said at the 2nd International CEO Roundtable of Chinese and Foreign MNCs.     He said global investors' confidence would not recover in a short period of time amid the financial turmoil and predicted the combined foreign direct investment (FDI) globally could possibly decrease by 10 to 30 percent.     Figures revealed that FDI in China expanded by 35.06 percent in the first 10 months year on year to 81.1 billion U.S. dollars.     However, FDI in China stood at 6.72 billion U.S. dollars last month, down by 2.02 percent year on year. LIMA, Nov. 20 (Xinhua) -- China is willing to make concerted efforts with Latin American countries to establish a comprehensive cooperative partnership of equality, mutual benefit and common development, Chinese President Hu Jintao said here Thursday.     China, as the largest developing country in the world, is willing to work with Latin America, an important developing region, to boost mutual cooperation to a higher level, which conforms to the trends of the times and their respective development needs, President Hu said in his address to the Peruvian Congress.     Hu put forward five proposals to boost Sino-Latin American ties.     Firstly, China and Latin American countries should maintain high-level exchanges and contacts, improve bilateral and multilateral political consultation and dialogue systems at various levels, while continuously enhancing mutual political trust.     Secondly, to deepen mutually beneficial cooperation in economy and trade, China and Latin America should optimize trade structure and increase mutual investment, especially in the fields of manufacturing, infrastructure construction, energy, minerals, agriculture and high technology, said Hu.     China is willing to continue providing assistance for the economic and social development of Latin American and Caribbean countries within its ability, Hu said.     Thirdly, China and Latin American countries should enhance communication and coordination on their stances on such global issues as climate change, food security, energy and finance, multilateral trade system and the UN Millennium Development Goals.     Under the current complex international financial and economic situation, China and Latin America should join hands and participate in the framing of international economic, financial and trade rules, so as to help the international economy develop in a fairer and more reasonable direction, the Chinese president said.     Fourthly, Hu said China and Latin America should learn from each other and make progress in the fields of social welfare and development.     Both sides should carry out pragmatic cooperation in poverty reduction, education, social security, medical and health care, environmental protection and disaster relief, he said.     Finally, both sides should take effective measures to deepen and boost cooperation in culture, sports, media and tourism, said Hu.     The Chinese leader arrived in Lima on Wednesday for a state visit to Peru and the APEC Economic Leaders' Meeting scheduled for Nov. 22-23.     During his speech, Hu said that to forge the comprehensive cooperative partnership, both sides should first grasp the theme of common development because development is a basic way to improve people's well-being and promote social development.     He added that both China and Latin America are at a crucial time of development and China is willing to expand pragmatic cooperation with Latin American countries in various fields to boost common development.     The president said that to forge the comprehensive cooperative partnership, both sides also need to pursue the basic principle of equality and mutual benefit.     According to Hu, China will unswervingly follow the path of peaceful development and uphold the opening up strategy of mutual benefit and win-win progress. SHANGHAI, Nov. 13 (Xinhua) -- China's first local financial tribunal opened on Thursday in the People's Court of Shanghai Pudong New Area.     The tribunal, with three judges, will accept both individual and institutional civil cases, with no limit on claims, said a judicial official.     Lin Xiaojun, vice chief judge of the tribunal, said the global financial crisis has triggered an increase in financial disputes.     Financial innovation and opening-up had also seen a wider variety of cases, including finance product and company stock ownership disputes, said Lin.     Ding Shouxing, president of the People's Court of Shanghai Pudong New Area said the tribunal would also provide legal services for financial institutions, release case analyses for market information, and make proposals to prevent and resolve financial risks.     The tribunal would hire financial experts as assessors, and setup a consultative team to guarantee just, efficient, professional and clean hearings.     The Ministry of Justice has announced no plans to extend the tribunals to the other parts of the country.     Since 2006, the People's Court of Pudong New Area has heard 5,603 financial cases, including those relating to bank loans, credit cards, securities and assurance, involving more than 1.6 billion yuan (242 million U.S. dollars).     The Chinese government approved Pudong New Area, situated in eastern Shanghai, as a trial base for opening-up in 1990. Since then, 530 domestic and foreign financial institutions have been established there.

BEIJING, Nov. 25 (Xinhua) -- Chinese Premier Wen Jiabao sent a congratulatory message to a UN meeting in observance of the International Day of Solidarity with the Palestinian People to be held Tuesday at the UN headquarters in New York.     Wen extended warm congratulations to the opening of the meeting in observance of the International Day of Solidarity with the Palestinian People on behalf of the Chinese government.     The Palestinian issue is the core of the Mideast problem. China staunchly supports the restoration of the legal rights of the Palestinian people as well as the Mideast peace process, the message said.     China hopes that Palestine and Israel would stick to the path of peaceful negotiations on the basis of related UN resolutions and the "Land for Peace" principle to establish an independent Palestinian state at an early date, so as to realize peaceful coexistence between the Israeli and Palestinian states, it said.     To resolve the Palestinian issue at an early date is the aspiration of the people in the Mideast as well as the common expectation of the international community, it said.     As a permanent member of the UN Security Council, China will continue to support the United Nations in playing an important role in solving the Mideast problem and pushing forward the settlement of the Palestinian issue, said the message.     The Chinese government will also work with the international community to make unremitting contributions to peace, stability and development in the Mideast, it added.

BANGKOK, Nov. 30 (Xinhua) -- The first Chinese charter plane organized by Chinese government landed Saturday afternoon at U-Tapao airport, some 180 kilometers from Bangkok to bring back home Chinese tourists stranded in Bangkok due to anti-government protestors' siege of the two Bangkok airports.     The first flight from China Eastern Airlines, a A300 airplane, arrived at about 4:30 p.m. local time (0930GMT) at the small and crowded military airport to board 261 passengers back to Shanghai. It will be followed by four other charter planes, from the China International Airlines, China Southern Airlines and Shanghai Airlines.     The five planes will take the first batch of some 1,400 stranded Chinese back to Beijing, Guangzhou and Shanghai, hopefully to take off on late Saturday. The total number of the affected travelers could hit 300,000 as the two airports remained closed, Tourism and Sports Minister Weerasak Kowsurat said Saturday.     The total of stranded Chinese, including those from Chinese mainland, Hong Kong, Macao, was estimated at about 4,000, according to the Chinese Embassy here.
