BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao said here Tuesday that China and the United States will start preparations as soon as possible for the second round of the China-U.S. Strategic and Economic Dialogue (S&ED) scheduled for next summer in Beijing.     China and the United States will continue implementing the agreements reached at the first round of the dialogue last July in Washington, Hu said in remarks to reporters after talks with visiting U.S. President Barack Obama.     The two leaders spoke positively during the talks of the importance of the strategic and economic dialogue mechanism in strengthening mutual trust and cooperation between the two nations, he said.     Both leaders believed that close high-level contacts and other dialogues and consultations at various levels are essential to the development of bilateral relations, said the Chinese president.     The two sides agreed to keep close communication through visits, phone calls, letters and meetings during multilateral events, Hu said.

COPENHAGEN, Dec. 17 (Xinhua) -- Chinese Premier Wen Jiabao said Thursday that the Copenhagen climate talks have reached the decisive moment and all parties should focus on consensus in a future-oriented manner and seek common grounds while shelving differences so as to bring hope to the world people.     Wen made the remarks when he met British Prime Minister Gordon Brown, German Chancellor Angela Merkel and Japanese Prime Minister Yukio Hatoyama on the sidelines of the UN-led talks being held here.     Wen said many developed countries have tabled quantified emission reduction targets while some developing countries have also set up voluntary goals in curbing emissions, which represents new progress in international cooperation in tackling climate change. BEIJING, Dec. 23 (Xinhua) -- China's Supreme People's Court (SPC) on Wednesday published two regulations, pledging to improve media supervision and public access to the courts' case filing, trial, hearing and law enforcement process, as well as to the verdict documents and court affairs.     The two regulations were aimed to improve judicial democracy, ensure judicial justice, and protect the legitimate rights of the litigants and defendants involved, said Sun Jungong, spokesman of the SPC, during a press conference.     According to the regulations, people involved in lawsuits would have access to all relevant information when filing a lawsuit, and would be kept informed of important information during the law enforcement process.     In open-trial cases, the public and journalists could attend the trials after safety checks.     The courts' verdict documents would be published online if they did not include state secrets, teenage criminal records, personal privacy or other contents inappropriate for publication, while the courts' affairs would also be made public.     Meanwhile, the regulations said journalists might face criminal charges if they disclose state or business secrets, impair national and social interests, distort facts when covering on-going trials, violate the reputation rights of judges or people involved in lawsuits, or conduct any other activities that may harm judicial justice.

WASHINGTON, Dec. 29 (Xinhua) --The U.S. Commerce Department said on Tuesday that it has set preliminary antidumping duties (AD)on imports of steel grating from China, a move that might escalate trade disputes between the two countries.     The department said it "preliminarily determined that Chinese producers/exporters have sold steel grating in the United States at 14.36 to 145.18 percent less than normal value."     As a result of this preliminary determination, Commerce will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates.     The product covered by this investigation is a downstream steel product typically comprised of bearing and cross bars used for walkways, platforms and flooring.     From 2006 to 2008, imports of steel grating from China increased 538.44 percent by volume and were valued at an estimated90.7 million dollars in 2008, according to the U.S. Commerce Department.     Commerce said that it is currently scheduled to make its final determination in April 2010.     If Commerce makes an affirmative final determination, and the U.S. International Trade Commission makes an affirmative final determination that imports of steel grating from China materially injures, or threaten material injury to, the domestic industry, Commerce will issue an antidumping duty order.     The new case followed U.S. President Barack Obama's recent decision to impose punitive tariffs on all car and light truck tires from China for three years, a move quickly denounced by China as a "serious act of trade protectionism."     The protectionist moves by the Obama administration will ultimately hurt the U.S.-China trade relations, which are becoming more and more important due to the global financial crisis, economists warned.

BEIJING, Oct. 28 (Xinhua) -- China's discipline watchdog Wednesday opened a national informant website, to deal with the public's reports on discipline violation problems of the Party organizations and its members, and to collect suggestions for the Party's anti-corruption work.     The informant website, www. 12388. gov. cn, was launched by the Central Commission for Discipline Inspection of the Communist Party of China (CPC), and the Ministry of Supervision.     Citizens in China's 31 provinces and autonomous regions can all send their complains through the website, which has 31 portals for citizens from different places sending their appeals.     Each computer is required to send three letters each day in order to prevent repeated appeals.     The discipline watchdogs are also planning to establish informant website in city and county levels, in order to build a nationwide reporting system.     Since 2005, local supervision and discipline departments began to set up informant website one after another, which had accepted a large number of public complaints, helped relevant departments uncover valuable clues and also played an important role in combating corruption.     However, these websites did not work well because of its non-standard domain name and inadequate working system.     On June 26 last year, Supervision Ministry opened an informant hotline "12388" for people to report discipline offences of civil servants and officials.

JOHANNESBURG, Dec. 24, (Xinhua) -- Legal ties between China and Africa have taken a major step forward with the conclusion of the First Forum on China-Africa Legal Co-operation in Cairo, Egypt on Monday.     Under the theme "Strengthen China-Africa Legal Exchange and Promote All Round Development of China-Africa Relationship", this forum was the first time lawyers from the China and Africa had met in such circumstances.     Greg Nott, who led the South African delegation, said on his return to Johannesburg on Thursday that he was "terribly excited by this forum and look forward to the implementation of a number of proposals tabled."     These included an exchange and cooperation between Chinese and African legal circles and a legal "think tank" to promote a universal and sustainable development of the China-Africa relationship.     Nott, who is the legal representative of the China-Africa Development Fund as well other China investor clients, said there were a number of other "ambitious and exciting proposals".     These include "the establishment of training and consulting centres as well as training projects for young African lawyers. This goes all hand-in-hand with private sector lawyers driving intellectual and legal support for business activity on both continents."     The forum was convened as the first step towards pragmatic cooperation between Chinese and African legal circles.     It was attended by delegates from Botswana, Ethiopia, Nigeria, Tanzania, Uganda and Zambia, as well as a strong delegation from the China Law Society.     The agenda included the important role of law in China-Africa cooperation, an introduction to the legal systems of China and African countries and their impact on trade and investment relations.     A number of prominent Egyptian and Chinese lawyers presided over the panels. "For instance it has had significant role in peacekeeping in Africa."     She said a major strength of Chinese aid was its orientation to recipient priorities such as infrastructure (telecommunications, energy, roads) and productive sector investments (agriculture).     "Furthermore, Chinese assistance is considered to be relatively predictable assistance because it is disbursed on schedule within the intended financial year."     At that point she said development cooperation between South Africa and China is was regulated by two Agreements, "namely an agreement on Human Resource Development that was signed in 2004 and a February 2007 Agreement on Technical and Economic Cooperation".
