UNITED NATIONS, June 15 (Xinhua) -- China on Monday called for the peaceful resolution of the Iranian nuclear issue through diplomatic negotiations.     La Yifan, minister-counselor of China's Permanent Mission to the UN, told a Security Council meeting that China has always called for resolving the Iranian nuclear issue through diplomatic negotiations in a peaceful manner.     "China always believes that resolving this issue through diplomatic means is in the interest of peace and security in the Middle East and is in the common interest of the international community," he said.     La said China is ready to continue to play a constructive role in this regard.     At present, "rare opportunities" exist with regard to the restart of the negotiations with Iran over the nuclear issue, he said.     La called on Iran to strengthen its cooperation with the International Atomic Energy Agency (IAEA) to resolve outstanding issues as early as possible.     He also urged the international community to seize the opportunity to intensify diplomatic efforts so as to ensure an early start of the negotiations.

HONG KONG, July 4 (Xinhua) -- The Bank of China (Hong Kong) Limited (BOCHK), the sole Renminbi (RMB) clearing bank in Hong Kong, announced here Saturday that it will launch RMB clearing services for trade settlement starting from Monday.     BOCHK said it had singed a clearing agreement with the People's Bank of China in relation to RMB business, and will invite banks and other financial institutions participating in trade settlement to sign a new clearing and settlement agreement.     On Wednesday, the People's Bank of China and other departments on the mainland jointly announced the "Administrative Rules on Pilot Program of Renminbi Settlement of Cross-Border Trade Transactions", allowing RMB settlement of cross-border trade transactions for the first time.     "The initiation of the Pilot Program is of particular significance. It will increase the source channels and the usage of RMB funds," said He Guangbei, vice chairman and chief executive of BOCHK.     Under the Pilot Program, enterprises will also have greater flexibility in selecting the settlement currency of cross-border trade transactions as well as increasing their capability to hedge exchange risk, minimize costs, and boost the efficiency and profitability of cross-border trade transactions, he said.     BOCHK, as a participating bank of RMB business, will take the lead in launching a wide spectrum of RMB trade settlement and finance services for its corporate customers to conduct RMB- denominated trade transactions such as remittances, collections and L/C services between Hong Kong and Shanghai, Shenzhen, Guangzhou, Dongguan and Zhuhai, said the vice chairman.

DAMASCUS, April 26 (Xinhua) -- During his Middle East tour, Chinese Foreign Minister Yang Jiechi on Sunday put out a five-point proposal to push forward the Middle East peace process and common development.     Yang, who has visited Egypt, the Palestinian territories, Israel and Syria, said in an exclusive interview with Xinhua that China has been closely following the situation in the Middle East and he has made in-depth exchanges of views with concerned parties on various issues of the region during his Middle East visit. The Israeli attacks on the Gaza Strip at the end of 2008 has brought heavy casualties and instability to the region, which shows once again that if the Middle East issue is not been fundamentally solved, there will be no peace and security in this region, he said.     Currently, Israel has formed a new government and the two main Palestinian factions have been holding talks under the mediation of Egypt. Under such circumstances, Yang put the five-point proposal, which includes:     First, the concerned parties should adhere to the peace talks, and firmly promote the peace process on the basis of relevant UN resolutions, the "land for peace" principle, the "Road Map" plan, and the Arab peace initiative, Yang said.     Second, the parties should take positive measures to restore stability and accumulate mutual trust, so as to create conditions for the development of peace process.     Third, China believes the two-state solution should be maintained and calls for an early establishment of an independent Palestinian state and the two countries of Palestine and Israeli live in harmony.     "This is the ultimate way out for the Palestinian issue, which can give guarantee to the Middle East peace and security," Yang said.     Fourth, the international community should continue to pay due attention to the Middle East issue, and deliver its supports to the peace talks, the inner-Palestinian unity and economic growth.     Fifth, the peace negotiations between Palestine and Israel, Syria and Israel, Lebanon and Israel should advance in a coordinated way in order to achieve comprehensive peace across the Middle East region, Yang said.     "As a permanent member of the UN Security Council, China will continue to maintain close communication and coordination with parties concerned to play a constructive role in pushing for a comprehensive, just and lasting solution to the Middle East issue," Yang added.     He said he has enunciated China's position on current Middle East issues during the trip. He hoped relevant parties could stick to the peaceful negotiation and accumulate mutual trust in a bid to advance the Middle East peace process.     He said he believes his visits to the four Middle East nations will contribute to the peace process.     Yang left the Syrian capital Damascus on Sunday after meeting with Syrian President Bashar al-Assad and Syrian Foreign Minister Walid Mualem.

RAMALLAH, June 23, (Xinhua) -- With more than 30 years of involvement in the work related to the Middle East issue, China's new special envoy to the Middle East Wu Sike said on Tuesday that he'll employ his personal experience on the region to help fulfill his mission.     Wu arrived in the West Bank city of Ramallah on Tuesday, starting the second leg of his first regional tour as China's new special envoy.     Upon his arrival, Wu told Xinhua that Chinese and Palestinian peoples have a traditional friendship, China has been long supporting the righteous Palestinian cause, with the positive sign emerged recently on the peace issue, China, along with the international community, is concerning on how to revive the peace process and push forward the process toward a final solution.     With this concern, Wu said the aim of his trip is to know the attitude and response of all sides involved in the peace process on the newly emerged situation, lay out China's stance on the issue, and exert efforts to boost the process with all sides in coordination.     Touching upon the issue of the internal Palestinian dispute between factions, mainly the rival Fatah and Hamas, Wu said Palestinian unity is crucial to solve the Middle East issue.     "Hamas is a major Palestinian faction, which enjoys strong public support," said the envoy, adding that, "it'll be important if Hamas can take an positive attitude toward the peace process and involved in it."     Wu said China is willing to see the success of the internal Palestinian dialogue, and is ready to make efforts on helping Palestinians to achieve national unity.     Wu, former Chinese ambassador to Egypt, was appointed as the special envoy in March this year to replace Sun Bigan.     He has been director of the Department of West Asian and North African Affairs of the Foreign Ministry, ambassador to Saudi Arabia and Egypt, and also the first Chinese plenipotentiary to the Arab League.     Citing his three-decade long diplomatic experiences in the region, Wu said that he witnessed both the disasters and losses caused by conflicts and the development, stability and opportunities brought by peace tracks between countries in the region.     "The contrast between the two tracks makes me convinced that military confront could not bring about the resolution of the Middle East issue, and the only way out is through peace negotiations," said the envoy.     Bearing the belief, the envoy said he will discuss both his personal experience and China's stance on the Middle East issue with all sides during his mediation, and actively involve in the peace process to fulfill his mission. 

BEIJING, July 4 (Xinhua) -- China did not lose its advantages in foreign trade despite global downturn and could retain foreign trade level above the global average once global economy recovered, a senior Chinese official said Saturday.     Yi Xiaozhun, vice commerce minister, was speaking at the Global Think Tank Summit that ended Saturday in Beijing.     Though China's foreign trade would not rise sharply as it did in the past few years, the country did not lose its foreign trade advantages thanks to policies to stimulate domestic demands, Yi said.     He said China had been diversifying foreign trade and reported increased trade with countries in Africa, Middle East, middle Asia and Latin America.     Yi also called for halt on protectionism, saying that protectionism had been picking up and about 40 percent of anti-dumping cases and 70 percent of anti-subsidy cases targeted China.     He called for pushing forward the Doha round negotiation, which he believed was key in fighting against protectionism.

BEIJING, June 14 (Xinhua) -- Chinese Premier Wen Jiabao stressed the importance of promoting domestic consumption and independent research and development during a three-day inspection tour of the central Hunan Province, which ended Sunday.     Wen said the key to a sound economic future lay in continuing to "unswervingly" implement the government's policies to deal with the international economic downturn.     Companies should increase investment in research and development and better utilize science and technologies to "foster new economic growth points," he said.     Local governments, meanwhile, should develop energy-efficient and environment-friendly industries and put priority on a recycling and green economy, he said. GUANGZHOU, May 30 (Xinhua) -- South China's Guangdong Province reported one suspected A/H1N1 flu case late Saturday.     The case involved a 23-year-old Chinese Venezuelan. The female college student left Venezuela Tuesday and flied to Guangzhou, Guangdong's capital, Wednesday via Paris, and her relative drove her home in Foshan City, the provincial health department said.     She took a rest at home after showing flu symptoms Thursday and was sent to Foshan No.1 People's Hospital Friday.     Early Saturday, the woman was tested positive for A/H1N1 flu by the Foshan Center of Disease Control and Prevention. The Provincial Center of Disease Control and Prevention reexamined Saturday noon and the result was also positive. The case needs further testing.     China Saturday reported three new influenza A/H1N1 cases, bringing to 24 the total number of confirmed cases on the Chinese mainland.     The one in the southeastern province of Fujian involved a local who studied in Canada. The other two in Beijing involved a Chinese American and a Chinese student who studied in the United States.     All the cases but one on the mainland were found shortly after they came from countries hard hit by the A/H1N1 flu epidemic. Seven were in Beijing, four in Shanghai, six in Guangdong, three in Fujian, and one each in Sichuan, Shandong, Zhejiang and Hunan.     Eight cases have been discharged from hospital by Saturday afternoon, according to the Ministry of Health (MOH).     China raised vigilance against influenza A/H1N1 Friday after a patient in southern Guangdong Province was declared the first case of local transmission on the mainland. Medical experts are investigating into and analyzing the local transmission.     The patient, a 24-year-old woman living in Guangdong's capital city of Guangzhou, was believed to be infected by a man from New York on Monday. Guangdong provincial department of health confirmed both as A/H1N1 flu cases Friday noon.     Her flu symptoms have eased, Yin Zhibiao, deputy president of the Guangzhou No. 8 People's Hospital, said Saturday. But as the mainland's first case of local transmission, she would likely stay longer in hospital, Yin added.

BEIJING, June 8 (Xinhua) -- The new alliance between Rio Tinto and BHP Billiton Ltd. might lead to a monopoly operation and China should be prepared for anti-monopoly measures, warned an expert.     Mei Xinyu, an economist with the Ministry of Commerce (MOC), told Xinhua Monday that China should closely watch the joint venture process of the two mining giants and be ready to work with other countries to curb market manipulation when necessary, with the help of the anti-monopoly law.     Rio Tinto scrapped the proposed 19.5 billion U.S. dollars of investment by Aluminum Corp. of China, or Chinalco, on Friday.     The company announced a cooperative venture with BHP Billiton, which would pay Rio Tinto 5.8 billion U.S. dollars to set up a joint venture to run the iron ore resources of both companies in west Australia.     It was "something other than economic concern", said Zhang Yansheng, director of the Institute of Foreign Trade of the National Development and Reform Commission.     Almost half of China's iron ore needed to be imported, more than half of which was imported from Rio Tinto and BHP Billiton, according to Shan of CISA.     Colin Barnett, premier of Western Australia, told Australian media last Friday China was not on the list of approvals that the two companies needed to obtain.     Internationally they would need the approval of the European Union and possibly the U.S. Justice Department, apart from investigations at nation and state level, he said.     Also, Zhang Junsheng, director of the WTO Research Institute at the University of International Business and Economics in Beijing, said China might not have a say on the issue, as neither Rio Tintoor BHP Billiton had an affiliated company in China.
