BEIJING, Feb. 9 (Xinhua) -- China will establish a ministry-level joint meeting on the management and supervision of loan guarantee services, according to a circular from the general office of the State Council (cabinet) Monday.     The joint meeting will formulate policies to promote the development of loan guarantee services, set up a management and supervision system for such services and direct local governments to undertake supervision and risk management.     The government ordered local governments to take measures in line with local conditions to ease financing difficulties for small and medium-sized enterprises, the circular said.     Many borrowers in China use the services of guarantors, who charge fees for their participation.     The meeting will make regulations that cover how loan guarantors are established, how much they can lend and how they will be supervised. The regulations should be submitted to the State Council for approval.     The joint meeting is being organized by the China Banking Regulatory Commission, with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the People's Bank of China (central bank),the State Administration for Industry and Commerce and the Legislative Affairs Office of the State Council.

BEIJING, Feb. 6 (Xinhua) -- Thousands of Chinese wrote to the Ministry of Education in the past month to offer advice on the education plans for the next decade, according to a ministry official on Friday.     The Ministry of Education received about 1.1 million pieces of proposals in the past month, said Tian Huisheng, said a ministry official in charge of processing the public opinions.     People sent e-mails, letters and left posts on the ministry's Web site since the draft of the long-term plan on education reform and development was announced to solicit public opinions on Jan. 7.     The plan will be the country's first education development plan in the 21st century. It will include major guidelines and policies about education before 2020.     People from various backgrounds wrote to the ministry, including teenage students, retired teachers and pedagogy experts, said Han Jin, director of the education development planning division under the ministry in charge of drafting the plan. "The ministry has never ever received so many proposals."     Han recalled a letter from a 91-year-old retired teacher. He suggested the schools to improve training on students' handwriting as more and more young people are using computers.     "The proposals were about a wide range of topics but many focused on the biggest challenges in today's education service," Tian said.     Based on the proposals, the ministry made a list of top 20 problems people cared most about education service.     The top ten problems were: How to improve the number and quality of teachers in rural areas; how to realize quality education; how to reform the administration of educational institutions; how to reform the enrollment exams of all levels; how to improve preschool education; how to reduce the homework of primary and middle school students; how to fully implement the nine-year compulsory education program; how to reform higher education; how to improve the education service to rural residents and children of migrant workers; and to enable people to enjoy equal access to education.     "We will not leave out any valuable proposals. A team made up of dozens of education experts were processing the proposals round the clock," Tian said.     Education has long been one of the most talked about and controversial social problems among Chinese.     A survey by the National Bureau of Statistics issued in early 2008 showed that education was the fourth most important issue to the Chinese people, following health care service, social morality and social security.     "Education is relevant to every citizen. Students are from different backgrounds and interest groups. That's why an education development plan must be discussed widely in the society to reach a common understanding," said Prof. Yang Dongping, a pedagogy expert with the Beijing Institute of Technology.     The agenda of the public education policy should be set through such discussions, he said.     "We hope more people continue offering their ideas about the top 20 problems we announced today, especially practical proposals," Han said.     The proceeding to solicit public opinions will end by the end of this month.

BEIJING, March 3 (Xinhua) -- China's top political advisor Jia Qinglin on Tuesday urged his colleagues from the private sector not to lay off workers to help maintain social stability amid the global economic turmoil.     Jia, Chairman of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), said this in a report delivered at the second session of the 11th CPPCC National Committee, which convened Tuesday at the Great Hall of the People in downtown Beijing. Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), delivers a report on the work of the CPPCC National Committee's Standing Committee at the Great Hall of the People in Beijing, capital of China, March 3, 2009. The Second Session of the 11th CPPCC National Committee opens on Tuesday"National Committee members from the non-public sector of the economy should be encouraged to shoulder their share of social responsibilities," according to the Report on the Work of the Standing Committee of the CPPCC National Committee.     "Advisors should try their best to refrain from laying off any employees, cutting salaries or withholding wages, so as to create a harmonious labor relationship," said Jia.     The unfolding financial crisis has resulted in mass unemployment in China. Jobless migrant workers alone exceed 20 million, not to mention millions of graduates swarming into the job market every year. The Second Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC) opens at the Great Hall of the People in Beijing, capital of China, March 3, 2009.A report issued in January by the Ministry of Human Resources and Social Security (MOHRSS) showed that China's urban unemployment rate rose to 4.2 percent at the end of 2008, up 0.2 percentage points year-on-year.     The real situation is more serious, as the number of migrant workers and newly graduated college students are not included in the count.     Political advisor Wang Junjin, chairman of the Shanghai-based Junyao group, said that the grim economic situation requires people to help each other and share weal and woe.     "Employers should nurture good relations with employees. They must also take up greater social responsibility," said Wang.     According to media reports, the ongoing CPPCC session and upcoming session of the National People's Congress, China's top legislature, will have deputies and advisors from more than 150 listed companies.     These companies account for about 10 percent of the firms listed on the yuan-denominated market. They include executives of large financial companies such as China Life Insurance (Group) Company and Ping An Insurance (Group) Company of China.     Jia also urged political advisors from the ethnic minorities and religious circles to play a unique role in the drive for ethnic unity and religious harmony.     The top political advisor also expressed support for the government's handling of unrest in Tibet in March last year.     "We unequivocally supported the Party and government in dealing with the destructive, disruptive, violent and illegal incidents in Lhasa, Tibet, and other areas in accordance with the law," Jia said.     Jia's speech was echoed by members from the religious circle. Advisor Huang Xinyang, president of the Beijing Taoism Association, said that the speech reflects the heartfelt wishes of advisors from the religious circle, who support the ideal of social harmony and national unity.     "A handful of separatists who advocate 'Tibet independence' do not represent the people of the religious circle and they are doomed to failure," said Huang.     Advisor Ma Guoquan from northwest Ningxia Hui Autonomous Regionsaid: "The religious policy we have now is the most appropriate. Believers have the full freedom to engage in religious activities. There is no reason for making trouble."

Chinese President Hu Jintao (R, front) is greeted upon his arrival at the airport in Dar es Salaam, Tanzania, Feb. 14, 2009. Hu arrived here on Saturday night for a state visit to Tanzania.Tanzania is the fourth stop of Hu's five-nation tour, which was described as "a journey of friendship and cooperation." Earlier, Hu visited Saudi Arabia, Mali and Senegal. The week-long tour will also take him to Mauritius before flying back home on Tuesday.     This is Hu's second African tour since the Beijing Summit of the Forum on China-Africa Cooperation in 2006 when he announced eight policy measures to promote ties with Africa, including massive tariff cuts and debt exemptions for scores of African countries, and doubling aid to Africa over a three-year period.     In talks with Malian President Amadou Toumany Toure on Thursday, Hu said China would increase aid to African countries, cancel part of their debts, and expand trade with and investment in the poorest continent despite the world financial crisis.     The year 2009 will witness a 200-percent increase in aid accords with African countries in value terms as compared to 2006,according to the Chinese Commerce Ministry.     "In 2009, the Chinese leaders will continue to take the development of relations with Africa as a top priority of Chinese diplomacy," Chinese Foreign Minister Yang Jiechi told Xinhua last month.

BEIJING, Feb. 28 (Xinhua) -- China's top legislature approved the Food Safety Law on Saturday, providing a legal basis for the government to strengthen food safety control "from the production line to the dining table."     The law, which goes into effect on June 1, 2009, will enhance monitoring and supervision, toughen safety standards, recall substandard products and severely punish offenders. The National People's Congress (NPC) Standing Committee gave the green light to the intensively-debated draft law at the last day of a four-day legislative session, following a spate of food scandals which triggered vehement calls for overhauling China's current monitoring system. Wu Bangguo (C), chairman of the Standing Committee of the National People's Congress (NPC), presides over the concluding meeting of the 7th meeting of the 11th NPC Standing Committee in Beijing, on Feb. 28, 2009. The NPC Standing Committee, China's top legislature, concluded its four-day session on Saturday, after approving the food safety law, an amendment to the criminal law and the revised insurance law.    Winning 158 out of 165 votes, the law said the State Council, or Cabinet, would set up a state-level food safety commission to oversee the entire food monitoring system, whose lack of efficiency has long been blamed for repeated scandals.     The departments of health, agriculture, quality supervision, industry and commerce administration will shoulder different responsibilities.     These would include risk evaluation, the making and implementation of safety standards, and the monitoring of about 500,000 food companies across China, as well as circulation sector.     The law draft had been revised several times since it was submitted to the NPC Standing Committee for the first reading in December 2007.     It had been expected to be voted by lawmakers last October, but the voting was postponed for further revision following the tainted dairy products scandal last September, in which at least six babies died and 290,000 others were poisoned.     "It actually took us five years to draft this law since the State Council first made legislative recommendations in July 2004.It has undergone intensive consideration, because it is so vital to every person," Xin Chunying, deputy director of the NPC Standing Committee's Legislative Affairs Commission, said at a press briefing after the law was adopted.     She said although China had certain food quality control systems in place for many years, lots of loopholes emerged in past years, mainly due to varied standards, lack of sense of social responsibility among some business people, too lenient punishment on violators and weakness in testing and monitoring work.     China has a food hygiene law, which took effect in 1995, to regulate issues of food safety, but many lawmakers said it was too outdated to meet the need of practice.     For example, the law is far from being adequate in addressing the problem of pesticide residue in foodstuff.     According to the new law, China will set up compulsory standards on food safety, covering a wide range from the use of additives to safety and nutrition labels.     The law stipulates a ban on all chemicals and materials other than authorized additives in food production, saying that "only those items proved to be safe and necessary in food production are allowed to be listed as food additives."     Health authorities are responsible for assessing and approving food additives and regulating their usage.     Food producers must only use food additives and their usage previously approved by authorities, on penalty of closure or revocation of production licenses in serious cases, according to the law.     In the tainted dairy products scandal, melamine, often used in the manufacture of plastics, was added to substandard or diluted milk to make protein levels appear higher than they actually were.     "Melamine had never been allowed to be used as food additive in China. Now the law makes an even clearer and stricter ban on it," Xin said.     She said the compulsory system to recall substandard food, as written in the law, would also be effective in curbing food-related health risks.     Producers of edible farm products are required to abide by food safety standards when using pesticide, fertilizer, growth regulators, veterinary drugs, feedstuff and feed additives. They must also keep farming or breeding records.     Offenders can face maximum fines which would be 10 times the value of sold products, compared with five times at present.     If businesses are found producing or selling a substandard foodstuff, consumers can ask for financial compensation which is 10 times the price of the product. That's in addition to compensation for the harm the product causes to the consumer.     For those whose food production licenses are revoked due to illegal conducts, they will be banned from doing food business in the following five years.     "This is a big step to increase penalties on law violators," Xin said.     Another highlight of the law is that celebrities can share responsibility for advertising for food products that are found to be unsafe.     The law says all organizations and individuals who recommend substandard food products in ads will face joint liability for damages incurred.     This has been a hot topic in China where film stars, singers and celebrities are often paid to appear in ads of food products.     "The provisions were added out of concern over fake advertisements, which contained misleading information. Many of the advertisements featured celebrities," said Liu Xirong, vice chairman of the NPC Law Committee.     Several Chinese celebrities had advertised for products of the Sanlu Group, a company at the epicenter of the tainted dairy product scandal. They were vehemently criticized after thousands of babies were poisoned by the Sanlu formula.     Many people posted online demands for them to apologize to and compensate families of the sickened babies. But others argued that it was unfair to blame the celebrities as Sanlu had legal documents to prove its products safe.     On tonic food, a booming industry with an estimated annual output value of 100 billion yuan (14.62 billion U.S. dollars) in China, the law prohibits any claims related to prevention or cure of illness on the product's label and instruction leaflets.

BERLIN, Feb. 24 (Xinhua) -- A business delegation of about 200 Chinese entrepreneurs arrived here Tuesday night, starting their four-state procurement tour in Europe.     The delegation, led by Commerce Minister Chen Deming and composed of state-owned, joint venture and private companies from various industries, are expected to sign deals of purchasing automobiles, machinery, aircraft engines, railway equipment and components with companies from Germany, Switzerland, Spain and Britain.     The trip is a follow-up action for the agreements Premier Wen Jiabao reached with his counterparts during his visit to the four European countries early this month.     "We come here in according with the agreements Premier Wen and the leaders from the four countries had made," Chen told Xinhua atthe Tegel Airport after he landed in Berlin.     Germany is the first leg for the Chinese delegation, and the Chinese trade officials and business leaders are to hold negotiations with their German counterparts on Wednesday.     "I believe we will have our pockets fully packed this time, and I also believe our procurements would help inject some energy into the slump economy of Europe," Chen said.     "I hope we can achieve a lot, I also hope we can get good technology standards and reasonable prices for our procurement," he said.     European Union (EU) is the biggest trading partner of China and China is the EU's second biggest trading partner. Germany is the biggest trading partner of China within the EU. According to official data released by the German side, the trade volume from January to November 2008, the trade volume between Germany and China hit 85.637 billion euros (about 109.52 billion U.S. dollars),up 10.8 percent.

BEIJING, March 9 (Xinhua) -- China will not revise the Labor Contract Law to compromise workers' rights as suggested by some people to help enterprises cope with the global financial turmoil, a legislator said here Monday.     "The labor contract law has nothing to do with the financial crisis and won't be revised for it," said Xin Chunying, deputy director of the Legislative Affairs Commission of the Standing Committee of the National People's Congress (NPC), China's legislative body.     "China's labor relations are basically stable and orderly, and it can weather through the test of time," she told a press conference on the sidelines of NPC's annual session, when asked if the law will be changed because increased labor costs have led to rising cases of bankruptcy on the Pearl River Delta.     Citing a survey that tracts figures in the first nine months of the 2008, she said the law has indeed driven up enterprises' labor costs by two percent, but it has also greatly curbed labor relations issues that have been afflicting workers as well as employers for years.     Such chronical issues include the tendency of employers avoid signing long-term contracts with employees, the lack of proper protection of workers' rights, said Xin.     The proportion of workers protected by a written labor contracts in "sizable enterprises" has witnessed a remarkable rise since the labor contract law took effect in January 2008, she said.     "Sizable enterprises" is a statistical term in China that refers to all state enterprises or private firms with an annual turnover of two million yuan if they are manufacturers, or five million yuan if they are in trade.     According to Xinhua, 93 percent of the workers in "sizable enterprises" have signed contracts with their employers, compared to less than 20 percent before the enaction of the new law.     Li Shouzhen, a senior official with the All China Federation of Trade Unions, said at the same press conference that the federation is against the lifting of the minimum wage standard.     The minimum wage standard was a major measure to safeguard workers' rights. "Abolishing the standard will hurt employee's initiative and confidence in tiding over difficulties with enterprises," he said.     "Eying long-term development, the employers should strive to pool wisdom and strength of the employee and optimize company structure," he said.     "Don't have your eyes on the employee's salary alone," he said.     The minimum wage standard in the country varies from city to city, with the southern Shenzhen city reporting the highest standard of 1,000 yuan a month.
