The State Environmental Protection Administration (SEPA) yesterday outlined its plan to significantly reduce air and water pollution this year.It aims to cut up to 2.3 million tons of sulfur dioxide (SO2) emissions and 1.3 million tons of chemical oxygen demand (COD), a measure used in the monitoring of pollution.SEPA director Zhou Shengxian said yesterday in Beijing that this year's targets are to reduce SO2 by 6 percent and COD by 5 percent based on their 2005 levels, which serve as the base for the environmental goals of the 11th Five-Year Plan (2006-10).By 2010, the plan is to reduce both SO2 and COD levels by 10 percent, based on 2005 figures."Industrial restructuring will play a fundamental role in curbing pollution," Zhou said.He said more high energy consuming and high polluting power plants will be shut down this year, including a number of small-sale thermal power plants with a combined output of 13 gigawatts, steel plants with a total capacity of 6 million tons, cement plants with a combined output of 50 million tons, iron production facilities with a total capacity of 14 million tons, and papermaking factories producing a combined 1 million tons."This phase-out plan, if achieved by the end of this year, will help China reduce its emissions of SO2 by 600,000 tons and cut the COD by 400,000 tons," Zhou said.Key eco-friendly projects will also be implemented, Zhou said.The country's urban wastewater treatment capacity is to be increased by 12 million tons a day, which will cut COD by 600,000 tons.In addition, industries will be required to strengthen their wastewater treatment capacities and will be expected to decrease COD by 200,000 tons a year.In terms of air pollution, the use of sulfur scrubbers to clean emissions will be emphasized.New thermal power generation units with a combined capacity of 30 gigawatts will be installed with sulfur removal capabilities, which is expected to reduce SO2 emissions by 1.5 million tons.Measures taken by the central government and environmental agencies last year also saw progress being made in the green battle.The density of COD in water resources was 6.5 mg per liter, down 7 percent on 2006.A reduction in SO2 emissions also saw the area of land affected by acid rain shrink by 100,000 sq km.The number of blue-sky days with good air quality was also up on the previous year.However, the fight against pollution is far from over, Zhou said.SEPA figures showed that last year, the quality of more than 26 percent of water runoff was worse than grade V - a level unfit for human contact.The air quality in cities on more than 100 days was below grade II, the level at which it is considered healthy for humans.

SHANGHAI, March 5 (Xinhua) -- A traditional commodity fair in east China, conventionally regarded as a barometer of the nation's foreign trade, reported less demands from American businessmen than expected, indicating a possible slowdown of Sino-U.S. trade.     The 18th East China Commodity Fair, an event held at the beginning of every year, reported around 1,600 American businessmen, far less than expected.     "The number of the American businessmen to the fair was only two thirds of those from the European Union, showing the deficient domestic demands of the United States," said Wang Qingjiang, an official with the fair.     "The subprime crisis in the United States has shown its influence on China's exports," he added.     The 5-day fair registered total business deals worth 583 million U.S. dollars between Chinese companies and the U.S. businessmen, a 1.5 percent dip from last year.     Deals worth more than 3.67 billion U.S. dollars were signed at the fair, a 3.52 percent growth from 2007.     Deals between Chinese companies and the European Union businessmen added up to 879 million U.S. dollars, a 9.5 percent growth compared with the last fair.     Chinese companies and the Japanese businessmen made deals worth906 million U.S. dollars, almost the same amount compared with last year.     The fair attracted more than 19,000 businessmen from 145 countries and regions around the world, with more than 60 percent from Asia.     According to experts, the fair could indicate the trend in China's foreign trade in 2008.

Chinese officials said water quality was improving in the country's third-largest lake, choked by a polluted slick of algae, but experts warned that tap water in the area was still not safe, state media reported on Saturday. Taihu Lake, in the southern province of Jiangsu, has been struck by a foul-smelling canopy of algae that left tap water undrinkable for more than 2.3 million residents of nearby Wuxi and prompted a run on bottled water at local supermarkets. Officials have invoked emergency measures, diverting the Yangtze river and seeding clouds to provoke rainfall, to try to flush out the algae. Heavy rainfall is also expected in the area in the next few days. Residents of Wuxi said the algae, which they said smelt like rotten meat, was driving a roaring trade at McDonald's and KFC fast-food outlets in the city. "Here they fry food," said a company manager named Zhao as he queued at KFC. "I can't eat dumplings or noodles because they would be cooked in water and it's too expensive to use bottled water."

GUANGZHOU: Doctors in this city have developed a new birth control surgery for men that could be made available to the public starting next year.The method involves making a small incision along the testicle. Doctors then place a tiny tube, about the size of a match, into the opening.The tube functions as a filter that blocks sperm, Wu Weixiong, the director of Guangzhou Family Planning Technology Center, said.The surgery has already been patented, and the health department will promote it as soon as it is approved by the National Food and Drug Administration, Zhu Jiaming, the vice-president of the Guangzhou Sexology Association, said.He expects approval to be granted by next year."The success rate for this form of birth control is 97 percent," he said.The tube can be removed without negatively affecting a man's sexual health, he said.Wu said the operation takes just 10 minutes. However, it is very difficult and requires highly skilled doctors.He said only a few hospitals have the staff and facilities necessary to carry out the procedure. However, training courses will soon be made available to local doctors.Wu said he believed enough facilities and manpower would be available to handle the demand for such operations by the time the procedure is officially approved."The success rate of the operation is almost 100 percent," Duan Jianhua, an official of Guangzhou population and family planning commission, said.Research on the operation started four years ago in Beijing. BEIJING, March 22 -- When outsiders try to put a lens on the lives of Shanghai's migrants - a group receiving more attention these days - they may well encounter problems of access and privacy. After all, they're on the outside looking in.     In the "My Shanghai" project, however, around 50 children of migrant workers were taught basic photography, armed with cameras, given a roll of film and told to tell their own stories.     The exhibit opens today at TwoCities Gallery at 50 Moganshan Road. Proceeds from sales of some photos will be donated to the Jin Hu Primary School in Minhang District.     On two recent Saturdays, around 35 Chinese and expat volunteers visited the school to glimpse a world quite unlike their own - and to help kids share that world.     Together they taught basic photography to four classes of sixth-graders at the school for migrants' kids. Four expats were the instructors; Chinese volunteers translated.     Film cameras, mainly provided by individuals and schools in the United States, were given to the students to capture their own lives.     The 11 most evocative winning photos have been enlarged and exhibited with around 100 smaller pictures.     "My Shanghai" was launched with a screening of the Academy Award-winning documentary "Born into Brothels," attended by most volunteers. It's about a similar photography project in the red-light district of Kolcata (Calcutta), India.     Eva Ting, director of TwoCities Gallery, wanted to undertake a similar project in Shanghai where little is known about migrant workers and their families. The group is receiving more attention nationwide as many complained of job discrimination and other problems.     "(The film) struck me as a powerful way to bridge the distance between peoples who perhaps don't fully understand each other," says Ting. The 29-year-old Chinese American hopes to hold a summer art camp for the migrant workers' children.     Ting is among an increasing number of artists in Shanghai stepping out of their studios to help migrant students. "My Shanghai" aims to empower the children and give them confidence to express themselves creatively through photography and art. It also aims to increase awareness of the situation and problems of migrant workers and their families.     "Having a foreigner and a Chinese working together and teaching migrant children about photography is really important in showing them they are important individuals," says Grayson Stallings, 23, one of the American teachers. "We want to let them know that we find real importance in what the children see and we can't see what they do except through them."     The photographs have a raw and authentic quality: free from formal aesthetic considerations, they give an insight into the little-seen world of migrant families.     The top prize went to a simple picture of a birdcage against a blank white wall. The message of the cage, of course, is that migrant children are restricted and confined; the blank wall suggests a lack of opportunities. It was taken from a position below the cage and distant, suggesting the young photographer was looking on.     Another photo presents a leafless tree in winter, its branches reaching high into the sky, as if seeking freedom and opportunities. The young photographer shoots upward, but the sky is empty. This image, along with nine other "picks," will be sold in postcard size for 15 yuan (US.10)     Other pictures take an unflinching look at shabby furnishings, wistful siblings hugging toys for sale, and simply happy play with friends in the street.     "I want to show everyone my family," says 15-year-old He Chuanqi.         Other students feel the same. Most used half the shots on their 36-roll film to take pictures of their families.     The project is also important to the volunteers as it brings together expats and Chinese.     "It was great finally getting to know a small but nevertheless real part of Shanghai rather than just hanging out in a separate world of our own," says Daniel Allegri,22,an American assistant in the photography class.
