Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), addresses the closing session of the ninth session of the Standing Committee of the 11th National People's Congress, in Beijing, capital of China, on June 27, 2009.    The government's fiscal revenue dropped in the first five months year on year, according to a report submitted to the session.     Wu called on the State Council (cabinet) and relevant departments to take measures such as enhancing taxation while implementing structural tax reduction policies, improving the efficiency of fund use, practicing frugality, opposing extravagance and actively deepening fiscal system reform.     He asked the departments concerned to rectify problems in implementing the budget, as found by audit authorities, and report to the top legislature the progress before the year-end.     Officials involved in such problems would be punished according to law.     Wu said lawmakers had been deeply concerned about the reconstruction of quake-hit areas in Sichuan Province after the region was struck by the May 12, 2008 quake, and heard a report about reconstruction at this legislative meeting.     Lawmakers said the reconstruction work was "an important project concerning people's life and development" and efforts should be made to resolve housing problems for the poor as well rebuild public facilities such as schools, hospitals, transportation and water-conservation projects.          SOCIALIST LEGAL SYSTEM     The top legislature adopted Saturday the nullification of eight laws, including one covering police stations that dates back to 1954, as part of an effort to eliminate redundant, contradictory and obsolete laws.     Wu said 2009-2010 was a key period in forming a socialist legal system with Chinese characteristics and the legislative work would be arduous.     He urged improving the legislative work so as to ensure the goal of establishing a socialist legal system with Chinese characteristics by 2010, set by the Communist Party of China Central Committee in 1997.     The socialist legal system basically took shape in 2007 and this 11th NPC Standing Committee set the legislative priority as improving legislative quality by enacting backbone laws soon as well as clearing obsolete ones, he said.     Wu said overhauling laws was an important measure of improving legislation so as to ensure a scientific, integrated and harmonious legal system.     As of June 26, 2008, China had 229 laws, with categories including the Constitution, civil and commercial law, administrative and economic law and criminal law, among others.     He said the next step was to urge relevant departments to draft matching regulations.     "When drafting laws in the future, efforts should be made to enact relevant regulations as well so that the regulations could take effect simultaneously with the law, or not too late behind the law, in order to ensure an effective implementation of the law," Wu said.     He stressed that legislation in the pipeline should be completed in time. When revising or enacting laws, revision should be made collectively if disagreement was found in different laws or regulations, in order to ensure the legal system's integrity.     The top legislature also adopted a decision to remove Xia Zhengui, a former Party secretary of Linfen in northern Shanxi, and Ji Chuntang, a former mayor of northern Shijiazhuang, from the post as NPC deputies.     Ji was expelled for his role in last year's adulterated milk scandal. Xia was stripped of the post for a mine accident that caused 277 deaths last year.     According to the Credentials Committee of the NPC Standing Committee, the total number of deputies to the 11th NPC now stands at 2,982.     The meeting also appointed four senior officials to the Supreme People's Court and the Supreme People's Procuratorate.

URUMQI, July 10 (Xinhua) -- China's top leadership has vowed to punish those responsible for Sunday's riot in the northwestern Xinjiang region in accordance with the law and to educate those taking part in it after being deceived by separatists. Zhou Yongkang, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, said in his tour of the autonomous region on Friday that all available efforts should be mobilized to "win the tough war of maintaining Xinjiang's stability."     The Party's top official in charge of law enforcement stressed that efforts should be made to "resolutely implement" the spirit of the Political Bureau meeting on Wednesday night, and use "tough measures" to ensure stability.     President Hu Jintao on Wednesday night convened a meeting of the Standing Committee of the CPC Central Committee Political Bureau to discuss the deadly Xinjiang riot. BEIJING, June 24 (Xinhua) -- China's State Council reached a decision at an executive meeting on Wednesday to promote a new type rural social pension pilot projects.     The meeting, presided over by Premier Wen Jiabao, said building a new rural social pension system was key to reducing rural poverty and narrowing the gaps between urban and rural areas. It was also key to maintaining social stability and promoting domestic consumption.     According to the meeting, the new-type rural social pension pilot programs will be carried out in 10 percent of counties this year. Rural residents above the age of 16 are all eligible to join the program.     The meeting also ordered local governments to strengthen supervision of pension funds.

BEIJING, May 30 (Xinhua) -- China's central authorities issued a circular here Saturday urging candidates to practice fair play in direct elections of village heads amid complaints of bribery and other dirty tricks to win votes.     "The villagers' committee election work in some rural areas is not properly conducted as bribery situation is grave and seriously harms the impartiality of election," said the circular jointly issued by the General Office of the State Council and the General Office of the Communist Party of China (CPC) Central Committee.     According to the circular, candidates' behaviors must be "strictly regulated". Punishment ranging from disqualification from election, removing current post to criminal penalty will be given to those who try to win votes from villagers with money, violence or intimidation and those who cheat in vote count.     Villagers have the rights to report any improper behaviors of the candidates and such reports should be investigated and managed immediately, the circular said.     "Currently, the country's rural areas are experiencing fresh reform and farmers' ideas are also undergoing deep changes," said the circular." Improving the work of election will help ensure villagers to practise their rights and develop grass-root democracy."     In addition, government organizations at provincial, city, county and township levels should set up special departments to regulate and guarantee the smooth run of village elections.     According to the circular, related organizations are also urged to "carefully" deal with post-election issues, such as auditing the work of former villagers' committees, ensuring former committee members' social welfare and even comforting candidates who lose.     A villagers' committee in China's countryside is a mass organization of self-management comprising local villagers, usually five members that manage village affairs.     China has introduced the practice of self-administration and direct elections at village levels since the Organic Law of Villagers' Committees was enacted in 1988.     The law, which sets out basic principles to ensure democracy at a local level, states that any villager aged 18 years or over has the right to vote or stand as a candidate.

BEIJING, July 6 (Xinhua) -- Torrential rains and floods in southern and central China have left at least 21 people dead and two missing.     More than 700,000 people have been relocated as downpours have destroyed houses, flooded crops, cut power, damaged roads and caused rivers to overflow, according to the latest figures from the provinces of Hunan, Fujian, Jiangxi and Guangdong as well as the Guangxi Zhuang Autonomous Region.     In Guangxi, a child was killed and another five were injured Sunday in a landslide when they were playing in the house in Hengxian County, Nanning City, officials said Monday.     In Guangxi's Rongshui county, 62 schools were flooded, and about 300 students were trapped in a boarding school. Most of the students had been taken home by their parents as of Monday morning, while the school was preparing to send home the remaining 17, whose parents were mostly migrant workers.     In Guangxi 328,400 people were relocated because of the rainstorms, said the regional civil affairs department.     As of Monday night, more than 11,000 homes in Guangxi had been toppled and 158,780 hectares of crops were damaged. Direct economic losses from the rains stood at 1.7 billion yuan (250 million U.S. dollars), according to the department.     In the tourist city of Guilin, traffic on 38 highways had been cut off as the highways were damaged by rain.     In central China's Hunan Province, eight people died and 140,000 were forced out of their homes, according to the provincial flood control office.     In Fujian Province, five people died and two are missing.     In Jiangxi Province, three people who were previously reported as missing have been confirmed dead, bringing the province's death toll to five. About 230,000 people had to flee their homes.     The flood control headquarters in Jiangxi said Sunday night that crops on 200,000 hectares of farmland have been damaged and thousands of homes toppled. Direct economic losses were estimated at 3.13 billion yuan (458.9 million U.S. dollars).     In Guangdong Province, two construction workers were killed by a collapsed wall.     In Guizhou, 82 roads were broken by landslides triggered by rainstorms since the end of June, most of which reopened as of Monday. However, a provincial highway was still broken, officials said.     The government was repairing the road, but it was difficult because of the large number of landslides, said Guo Zhihuai, a Guizhou road bureau official.     China is among the countries most plagued by natural disasters, with 70 percent of its cities and 50 percent of its 1.3 billion people living in areas vulnerable to one or more kinds of natural disasters.     China has suffered major natural calamities, including torrential floods in the Yangtze River valley in 1998, severe droughts in Sichuan Province and Chongqing Municipality in 2006, winter storms in southern China early last year, and the massive May 12 earthquake last year.     The United Nations said natural disasters caused nearly 110 billion U.S. dollars of damage in China last year.

BEIJING, May 5 --  The economy is likely to expand 7 percent in the second quarter - up from the first quarter's 6.1 percent - even as it confronts the painful prospect of shedding industrial overcapacity, a top government think tank said Monday.    "Economic growth will pick up in the second quarter as the government's stimulus measures gradually take effect," the State Information Center (SIC) forecast.     "There has been preliminary success in arresting the economy's downward trend," it said, but did not mention any fallout from the global H1N1 flu alert.     But Zhu Baoliang, an SIC economist and one of the authors of the SIC report, said the economy will only be slightly affected by the H1N1 flu.     Annualized GDP growth sank to a decade's low in the first quarter, largely because of a collapse in export demand.     But analysts said the economy might have bottomed out since then as latest economic figures are increasingly upbeat.     The CLSA China Purchasing Managers Index (PMI), a gauge of manufacturing activity, rose to 50.1 in April, the first time it has been above 50 since last August, CLSA Asia-Pacific Markets said yesterday. It also forecast China's economic growth at 6.5 percent for the year.     The International Monetary Fund also forecast last month that growth in China is expected to slow to about 6.5 percent this year.     Consumer spending held fast over the past months, despite looming unemployment pressure. About 2.68 million vehicles were sold in the first quarter, making the nation the world's largest auto market during the period.     Housing sales surged 23.1 percent by value while retail sales rose 15.9 percent in the first quarter, 3.6 percentage points higher than the same period a year earlier.     "Based on the clear uptrend in recent economic activity we believe the worst is already behind China in terms of economic growth," Sun Mingchun, chief China economist of Nomura International, wrote in a research note. Sun said China would achieve its 8 percent growth target this year, with a V-shaped growth trajectory.     But some analysts argue that the figures could be volatile and the economy has to deal with the structural problem of overcapacity.     "It's still too early to say the economy is experiencing a real recovery," said Zhu, the SIC economist. "Over the past months, local enterprises have been running down their inventories. Now they have to reduce overcapacity."
