BEIJING, Nov. 3 (Xinhua) -- Chinese Premier Wen Jiabao Tuesday underscored the role of science and technology in promoting the country's sustainable development and weathering the global downturn. Addressing the science and technology community in Beijing, Wen said China should be built into an innovation-oriented country and neo-strategic industries should become the leading force in promoting the social and economic development.     He called on scientists to boost research in such neo-strategic industries as the new energy industry, information networking industry, micro-electronics and nanotechnology, life science as well space and ocean exploration. BEIJING, Dec. 18 (Xinhua) -- Chinese President Hu Jintao recently called for the whole nation to make further advancement in reform of the cadre and personnel system.     Vice President Xi Jinping, also a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the indications on the issue as well, noting that more achievement should be made in building a scientific cadre's selection and appointment system.     The CPC central committee has approved the outline of deepening the reform of cadre and personnel system (2010-2020) and it has been formally released. The plan put forward the goal and major tasks of the reform in next ten years.     The plan stressed the importance in dealing key issues concerning leadership and cadre cultivation, in making correct standard of cadre appointment and in improving the public credibility of cadre selection.

PARIS, Nov. 24 (Xinhua) -- The preparation for the 2010 Shanghai Expo has proceeded into exhibits arrangements and service operation as site constructions are mostly completed, China's representatives of Executive Committee of the Shanghai Expo announced here Tuesday in its last report of progress in the 146thGeneral Assembly of the Bureau of International Exhibition (BIE).     With less than six months ahead of the 2010 Shanghai Expo, all preparation on construction and operation are underway smoothly as scheduled, said Yang Xiong, the deputy director of the executive committee for Shanghai Expo and vice mayor of Shanghai.     Transportation infrastructures inside and outside the Expo site will basically finished by the year end and put into use by the end of next March. Supporting public utilities such as medical treatment, drinking water and communication are also steadily in progress, the report said.     Five permanent structures, namely China Pavilion, Performance Center, Expo Center Theme Pavilion and Expo Boulevard will be completed by the year ends. Twenty-six out of the 42 self-built pavilions of foreign participants have completed their structure and 37 out of 42 rented pavilions were accomplished. All the 11 joint pavilions have been completed by now.     By Dec. 1, over 3,400 rooms in apartments in the Expo Village and service apartments in the surrounding areas will be put into service, and the number will reach 6,700 at the end of the year and 7,100 by the end of next March, the report said.     "As major parts of the construction work has finished, we have shifted our focus to operation, such as service, exhibits arrangement and further design and organization of events and forums," Yang told Xinhua.     During the grand cultural events, about 20,000 sessions of various performances will be staged. To date, 200 countries and international organizations have submitted application for National Day and Honor Day events, totaling 633 performances.     The Expo is not only a carnival for China, but also a showcase for worldwide extraordinary culture and innovations. "The success of World Expo 2010 is bound to help rebuild the global confidence in economic development, and further promote international exchange and cooperation," said Wang Jinzhen, chief delegate of China to the BIE.     To provide better service for foreign participants, four management departments has formed with professionals and experts to be deployed in different zones to improve on-spot service.     Additionally, during the Expo, about 200,000 volunteers selected from current 500,000 applications will offer services in the sites, on city streets, at airports and docks for visitors from across the world.     Chinese delegation issued invitation to friends all over the world at the assembly.     "I think their preparations (for the Shanghai Expo) are progressing very very well," Secretary General of the BIE Vicente Loscertales told Xinhua. ROME, Nov. 16 (Xinhua) -- Chinese Vice Premier Hui Liangyu on Monday proposed a four-point action plan aimed at eradicating world hunger in his address to a world summit on food security.     Stressing the fact that the financial crisis has worsened the plight of the poor and the hungry, the Chinese vice premier said the summit, hosted at the UN Food and Agriculture Organization (FAO) headquarters here, was "of special significance to world food security, global economic recovery and sustainable development."     In order to overcome the "dual pressure of an international financial crisis and a global food crisis," the first suggestion of the Chinese government was to increase input and raise food production by investing more in agriculture, build up the capability to resist natural disasters and strive for greater self-sufficiency. TOKYO, Nov. 19 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi met with Japanese counterpart Katsuya Okada Thursday evening to discuss bilateral ties as well as international and regional issues of common concern.     Yang said after the new government was formed after the Aug. 30general election of Japan, leaders of the two countries have met under many circumstances to reach important consensus on strengthening strategic mutual beneficial relations. China appreciated the assistance provided by the Japanese Diet to the preparation of the Expo and will continue to work with Japan to enhance cultural and personnel communication between the two countries.     The Japanese Speakers of the Diet said China and Japan should not only closely cooperate on bilateral issues, but also work together to settle regional, international and global issues. They emphasized communication between the legislation bodies are important and the Japanese Diet will exert every effort to boost bilateral ties. BEIJING, Dec. 14 (Xinhua) -- China's State Council, the cabinet, said on Monday that the government was discussing measures and policies for the healthy development of the country's real estate sector as house prices in some cities are rising too fast.     Housing prices returned to growth on month-on-month basis since March this year on record lending and the government's favorable policies to stimulate property consumption, including tax breaks and interest rates cuts.     But as the market recovers, housing prices in some cities are soaring too fast, which deserves "great attention", according to an executive meeting of the State Council, chaired by Premier Wen Jiabao.     In order to maintain the "stable" and "healthy" development of the real estate market, China will increase supply of smaller houses at medium-and-low price levels, continue to support residential consumption for improved housing while curbing speculation.     The country will also expand construction of housing projects for low-income families, aiming to help 15.4 million more poor households solve their housing problems by 2012, attendees agreed at the meeting.     Meanwhile, more efforts will be made during the next three to five years to improve living conditions for residents living in shabby houses in some cities, they agreed.     About 10 million households are still living in "shanty towns" in some cities across the country, the meeting revealed.     The central government will offer financial support to renovate those "shanty towns" during the next three to five years, they agreed, but did not say how much funding would be put in place.     Local governments should increase concrete spending in rebuilding these poorly-constructed houses. Social investment is welcomed at these projects, according to the meeting.

BEIJING, Dec. 1 (Xinhua) -- Chinese Premier Wen Jiabao on Monday called for more peace efforts from Israel and Palestinians toward a two-state solution.     Wen made the appeal on the occasion of the International Day of Solidarity with the Palestinian People.     In a congratulatory message to this year's UN activities to observe this day, Wen said the Palestinian issue is at the core of the Middle East issue.     "China firmly supports the demands of Palestinian people for the restoration of their legitimate national rights and for the establishment of an independent state," said Wen.     The Middle East Peace process is at a crossroads. China hopes that Israel and Palestinians could guide the peace talks toward a desired direction and work for a two-state solution in accordance with relevant UN resolutions and the "land-for-peace" principle, he said.     An early resolution of the Palestinian issue in a comprehensive, just and permanent manner is not only beneficial to the Palestinian people, but also conducive to peace and stability in the whole Middle East region, said Wen.     As a permanent member of the UN Security Council, said Wen, China remains committed to the Mideast peace process and is willing to play a constructive role, together with the international community, in promoting peace, stability and development in the Middle East.

BEIJING, Nov. 17 (Xinhua) -- China and the United States underlined that each country and its people have the right to choose their own path, and agreed to hold the next round of human rights dialogue in Washington by the end of February 2010, said the China-U.S. joint statement issued Tuesday.     According to the statement, the Chinese and U.S. sides agreed that all countries should respect each other's choice of a development model.     "Both sides recognized that China and the United States have differences on the issue of human rights," said the statement, "Addressing these differences in the spirit of equality and mutual respect, as well as promoting and protecting human rights consistent with international human rights instruments, the two sides agreed to hold the next round of the official human rights dialogue in Washington D.C. by the end of February 2010."     The two sides agreed that promoting cooperation in the field of law and exchanges on the rule of law serves the interests and needs of the citizens and governments of both countries, and decided to convene the China-U.S. Legal Experts Dialogue at an early date.
