LONDON, Sept. 5 (Xinhua) -- Britain hopes to further expand cooperation with China in economic, financial and trade sectors, Business Secretary Lord Mandelson said Saturday.     In a written interview with Xinhua on the eve of his visit to China, Mandelson, also the First Secretary of State, said economic and political relations between Britain and China are very strong.     The High-Level Economic & Financial Dialogue would lead to collaboration in areas such as the development of financial services, the protection of intellectual property rights, and the establishment of a comprehensive social security system in China, Mandelson said.     During Mandelson's visit, which begins Monday, he will give a speech at a low carbon business solution event in Beijing attended by about 250 British and Chinese companies. He will also sign a "Sustainable City" memorandum of understanding with Changsha, the capital of south central China's Hunan province.     "The UK is keen to share its low carbon technology," Mandelson said, noting that Britain would like to export even more high-tech goods to China.     Mandelson said the UK, by far, is the largest European investor in China and transfers much of its technology to the country through wholly owned subsidiaries and joint ventures.     The business secretary expressed hope that China would improve its regulations to facilitate British companies' participation in its hi-tech sectors.     China, Mandelson said, has taken every measure possible to mitigate the impact of the global financial crisis, which also has contributed to the recovery of the world economy.     He called China's huge stimulus package "a very impressive commitment to rebuilding its economy and the welcome effects are already being felt."     China has contributed to the rebalancing of the world economy by re-orienting its own growth model to stimulate domestic consumption, the business secretary said.     Meanwhile, Mandelson also expected China to play a bigger part in pushing forward multilateral trade talks     "I hope China will play an important role in achieving a conclusion to the Doha Development Round and I hope that the global recession has provided a sense of renewed urgency for this agreement", he said.     As the former EU Trade Commissioner, Mandelson has never shied from voicing his objections to protectionism.     Imposing tariffs on imports, he said, creates distortions in the global economy, which result in poverty and inequality.     Trade is essential to the prosperity of the world economy and remains one of the main avenues open to increase productivity and growth, he said.     "I hope that UK and China's joint efforts to foster closer trade and investment links in China's rapidly developing regional business centers will stimulate and serve to support new business partnerships," the business secretary said.     Mandelson said China's process of gradually opening its capital market would deepen the capital and expertise available to Chinese companies as they increasingly look to expand overseas.     "We are equally keen to work with the Chinese authorities and markets to enable foreign firms to list on its exchanges," he said.     "We are very supportive of the State Council's desire for Shanghai to develop into a truly international financial center over the next 10 to 15 years and believe that an important step to building this profile will be the continued growth and diversification of China's capital markets."     Mandelson also emphasized that there are many benefits from an internationalized Chinese yuan, which would promote greater stability in global foreign exchange markets.     "A more widely traded Chinese currency will help Chinese companies win business in overseas markets," he said, "And a more market-oriented exchange rate will help China re-orient its economy towards domestic consumption, which would be in China's own interests."     When it comes to the climate change issue, Mandelson noted that China is making strong efforts to reduce the growth of its greenhouse gas emissions. He pointed out that China currently aims to reduce consumption of energy per unit of GDP by 20 percent between 2005 and 2010.     "Tackling climate change is a win-win business opportunity for both the UK and China," he said.     Mandelson also called for international cooperation to deal with the world's other thorny issues.     The global downturn has powerfully illustrated how important it is to have constructive engagement at the international level, he said.     "We need international solutions to financial regulation, to tackling pollution and in fighting proliferation and terrorism. These are global challenges that require a global response," Mandelson said.

BEIJING, Oct.3 (Xinhua) -- The luminous full moon is always faithful to be there when Mid-Autumn Day falls, but Chinese people are going beyond their home and tradition to observe the festival that boasts a history of thousands of years.     Wang Jiayue, 26, celebrated the festival Saturday with her family at a lakeside resort that was 70 kilometers away from her home in Wuhan, central China's Hubei Province. BEIJING, Sept. 21 (Xinhua) -- China's Defense Minister Liang Guanglie stressed on Monday that the absolute control under the Communist Party of China (CPC) has guaranteed the country's armed forces have achieved landmark progress in the past six decades.     Liang, a State Councilor and also member of the Central Military Commission (CMC) as a full general, made the remark during an exclusive interview with Xinhua less than ten days leading to a grand military parade scheduled on China's National Day.     The minister said a solid ideological and political leadership by the CPC is the greatest difference between the People's Liberation Army (PLA) and the armed forces of Western countries, by which the Party's troops have endured various tests and shown loyalty, bravery and services to the people.     The PLA has achieved leaping upgrades in its defensive combat abilities to realize that the armed forces could effectively safeguard the country's sovereignty and territorial integrity, Gen. Liang said.     Liang emphasized that the PLA could not make the achievements without several rounds of disarmament and its internal reforms to optimize the military resources and command systems since the People's Republic of China was founded in 1949.     The PLA once had 6,000,000 uniformed members. The most high-profile cut was conducted by late CMC Chairman Deng Xiaoping who made a surprising decision in 1985 to reduce ranks by 1,000,000, mostly from the army and military schools.     After the latest cut in 2005, the PLA now has 2.3 million servicemen, although it remains the world's most populous armed force.     Gen. Liang said that after consistent efforts by scientists and researchers as well as China's improving industrial capacities, the PLA's arsenal has been equipped with all major weapon systems on the land, in the sea and air just like other major military powers.     "We now have military satellites, advanced jets, new main battle tanks, sophisticated warships and subs," Liang said, adding that some of the weaponry have caught up with world-leading standards.     After nearly 60 years of construction and development, China has set a strategic target to realize basic defense and military modernization, he said.     Achieving this objective, the Army's mobility level will be upgraded to give greater regional capabilities, and the Navy will be capable of both a strong coastal defense and certain measures for blue water combat, Liang said.     The Air Force will be transformed from a fleet that could only provide homeland air defense to an aerial power capable of a combination of offensive and defensive operations, and the Second Artillery Corps, China's strategic missile troops, will become a truly efficient force with both nuclear and conventional striking power, he said.     The military parade on Chang'an Avenue in front of the Tian'anmen Square on Oct. 1 will probably be the best footnote to Liang's remarks.     According to Lt. Gen. Fang Fenghui, general director of the parade, 52 types of new weapon systems developed with China's own technologies will be showcased to celebrate the 60th anniversary of the founding of the PRC.     China will unveil for the first time the PLA's airborne early warning and control (AEWC) aircraft, unmanned aerial vehicles (UAV) and other novel military hardware which have seen active service.     With a distinctive theme of "Made in China" to be showcased by the military parade, the Defense Minister said the Chinese defense industry has been also upgraded from copying Russian made weapons in 1950s and 1960s to a self-reliance on designing and manufacturing from the 1970s onwards.     Another progress is the improved heritage of national defense mobilization which has played a unique role and advantage in the PLA's service in peace time and in missions to help civilians in emergencies, Liang said.     The two events that impressed the 68-year-old minister most were the PLA's engagement in fighting a severe flood disaster in 1998 and the devastating earthquake in Sichuan Province last year.     "The troops and even many veterans were quickly mobilized and gathered to fight the flood at the front line in spite of danger to life," Liang said.     "I also witnessed very moving moments during the earthquake relief work when quake survivors saved by the PLA soldiers expressed their sincere appreciations," he said.

BEIJING, Sept. 20 (Xinhua) -- China's major state-owned enterprises (SOEs) under the supervision of the central government reported a 30-percent fall in net profit last year, the country's state assets supervisor said over the weekend.     A total of 141 SOEs under the supervision of the State-owned Assets Supervision and Administration Commission of the State Council reported a net profit of 696.18 billion yuan (101.96 billion U.S. dollars) last year, down 30.8 percent from a year ago, the commission said in an online statement.     Yet, total assets of the 141 SOEs rose for the fifth consecutive year since 2004. Assets of the 141 state firms were worth 5.56 trillion yuan at the end of 2008, up 8.6 percent from the previous year.     Net profit of centrally administered SOEs had been rising for four years in a row from 2004 to 2007, but it fell last year as the global financial crisis struck.     The commission said 83 out of the total 141 were able to report a year-on-year growth in net profit last year.     These 141 SOEs also turned in taxes worth 1.04 trillion yuan last year, up 18.6 percent from a year ago.     The total assets of centrally administered SOEs were augmented by 2.6 trillion yuan in the past five years, or at an annualized average of 13.7 percent from 2004 to 2008.

LONDON, Sept. 4 (Xinhua) -- Chinese Finance Minister Xie Xuren said on Friday that the current economic stimulus measures should be maintained to ensure economic recovery and growth worldwide.     After a BRIC-country meeting held in London, Xie told a news conference that the four countries are now at a key stage of economic recovery, and should strengthen their coordination of economic policy.     The finance ministers and central bank governors of Brazil, Russia, India and China, the so-called BRIC countries, gathered in London on Friday to discuss the current situation of the world economy, as well as their governments' fiscal and monetary policy responses.     Xie stressed that promoting the reform of international financial institutions is a common consensus reached at the G20 summit held in London in April, adding that "we must put it into practice in accordance with the timetable."     The Chinese minister also called on the international community to attach great importance to the imbalance between the North and the South, and to further help developing countries realize common development, so as to achieve a fundamental balance and sustainable growth of the global economy. HONG KONG, Aug. 27 (Xinhua) -- Bank of China (Hong Kong) said Thursday its half-year profit fell by 5.6 percent from a year earlier, dragged lower by falling interest income amid the deepening economic downturn.     The bank's net profit for the six months ending June 30 amounted to 6.69 billion Hong Kong dollars, down from 7.09 billion Hong Kong dollars in the same period last year.     However, the bank said it represented a major improvement against the net loss of 3.75 billion Hong Kong dollars in the second half of 2008, which can be attributed to the increase in operating income as well as the decrease in impairment charges on securities investments.     Net interest income decreased by 11 percent to 8.93 billion Hong Kong dollars as net interest margin narrowed by 27 basis points to 1.76 percent. But the net fees and commission income grew by 1.7 percent year-on-year to 2.95 billion Hong Kong dollars driven by the rebound of the local stock market in the first half of this year.     The bank's vice chairman and chief executive He Guangbei said the performance in the first half of this year reflected the progress the bank had made in regaining its growth momentum. As the turbulence and its knocks-on effects began to subside, the bank would pursue a prudent yet flexible development strategy in an environment of change and challenge.     He also said BOC (HK) would actively expand the RMB-related banking business as the sole Clearing Bank for Renminbi business in Hong Kong.

BEIJING, Sept. 18 (Xinhua) -- Sirens wailed in a number of Chinese cities Friday to remind people of the Sept. 18 invasion and occupation by Japanese troops in 1931.     "We should not forget the past. The history tells us that we will be beaten if we are week," said Yang Jianhua, a 56-year-old worker who beat the bell at the 9.18 History Museum.     Dozens of cities across China including Harbin, Changchun and Xi'an also sounded the alarms at 9:18 a.m. to remind the people of the humiliating history.     On Sept. 18 in 1931, Shenyang resounded with the noise of cannons and explosions when Japanese forces attacked the barracks of Chinese troops. The move marked the beginning of a Japanese occupation that lasted 14 years.     A history museum in Changchun, capital of northeast China's Jilin Province, opened to the public for free as from Sept. 18. The Museum covers 10,600 square meters with more than 3,000 historical documents and materials.     An exhibition in Beijing displayed 220 photos and 260 items of historical relics on ordinary people's fighting against Japanese troops. The exhibition will run until April 30 in 2010.

BEIJING, Aug. 3 (Xinhua) -- China Vanke, the country's largest property developer by market value, announced Monday evening that it had made a net profit of 2.52 billion yuan (368.9 million U.S. dollars) in the first half of the year, up 22.5 percent year on year.     Company revenue in the first half was 21.81 billion yuan, up 26.4 percent year on year, the developer said in its half-year report to the Shenzhen Stock Exchange.     The company sold 3.488 million square meters of housing nationwide in the six months, up 31.2 percent over the same period last year in terms of total sales space.     The Shenzhen-based firm attributed the sales and profit rise to the upbeat Chinese property market performance in the first half, boosted by an array of government measures to bolster the economy and stimulate domestic consumption.     The Shenzhen-listed developer had edged down 0.9 percent to 13.24 yuan a share Monday before the release of the report.
