BEIJING, Jan. 25 (Xinhua) -- Emissions of sulfur dioxide, a major pollutant, in China dropped 10.4 percent last year compared with that of 2008, Minister of Environmental Protection Zhou Shengxian said here Monday.Zhou told a national conference that sulfur dioxide emissions were down 24.6 percent compared with that of 2005.The government set the target of cutting emissions of major pollutants, such as sulfur dioxide and chemical oxygen demand (COD), a measure of water pollution, by 10 percent from 2006 to 2010, the 11th Five-Year Plan period.Zhou said the country's COD and emissions of sulfur dioxide fell for four consecutive years after the target was set at the beginning of 2006.He said the successful reduction of sulfur dioxide emissions could be attributed to the use of desulfurization. Statistics show China had built more than 411 million kilowatts of desulfurization units since 2006.However, he said it was still difficult to reduce the amount of COD and the reduction progress was far different among regions. He said this year was the last year in achieving the 11th Five-Year Plan and the government appraisal showed that the environmental protection goal set in the plan could be achieved in time.Zhou said more than 400,000 tonnes of sulfur dioxide would be reduced this year and another 200,000 tonnes of COD would be cut down after the 11th Five-Year Plan was met.

Unlike an airplane that can only carry hundreds of passengers, a train normally carries 2,000 passengers and it will take long time to get all passengers aboard.     Possible delays at the train station might cause security problems, said a railway ministry official at a press conference late last year.     Fake identity cards or documents will be another problem.     According to the statement issued by the Ministry of Railways, besides ID cards, other identification documents such as diplomat certificates, military IDs, and consulate certificates, are all applicable when purchasing a ticket.     As most of these certificates couldn't be checked online, some netizens questioned if the ticket sales staff could tell the difference between a real certificate and a fake one.     "To improve the efficiency of ticket check, we have added another 100 ticket entrances and 3,000 ticket check staff at the train station," said Huang Xin, director of passenger service department of Guangzhou Railway Group said.     The Guangzhou Railway Group also started to use a new ID recognition system, including an ID card reader, a camera and a printer, to shorten the ID verification time.     "The real-name system aims to crack down on scalpers," Huang said," We're sorry for the inconveniences that might be caused by the trial. In February, food prices rose 6.2 percent from the previous year due to the Lunar New Year holiday and poor weather. The Lunar New Year holiday, or Spring Festival, is the most important traditional festival in China for family reunion. People usually spend a lot on food, alcohol, cigarettes and gifts during the period. The February CPI was within normal range, compared with the Spring Festival months in previous years, said Zhou Wangjun, deputy director of the Department of Prices of the NDRC.However, Zhou warned that there were still uncertainties in the price trend, including fluctuation in international commodities prices.China targets a consumer price rise of around 3 percent this year, according to a government work report delivered by Premier Wen Jiabao at the opening of the annual session of the National People's Congress earlier this month.

SHANGHAI, March 23 (Xinhua) -- There has been no timetable for the construction of a maglev line project between Hangzhou and Shanghai, a spokesman of the Shanghai municipal government said Monday. The project is still undergoing feasibility studies, the official said when responding to media reports last week which said the construction is expected to start this year. The proposal of the ultra-high-speed maglev line, with an estimated cost of 22 billion yuan (3.22 billion U.S. dollars), was approved by the National Development and Reform Commission in 2006.When completed, the line is expected to cut the travel time between Shanghai and Hangzhou, capital of the neighboring Zhejiang Province, to half an hour from the current 2.5 hours.

BEIJING, Jan. 24 (Xinhua) -- China's central bank asked the nation's lenders to increase loans for rural development as farmers and rural business still had limited access to financing.Banks should issue more microloans to farmers to foster rural industries and urbanization, Liu Shiyu, deputy governor of the People's Bank of China, said at a meeting on rural financing service on Sunday."More efforts should be made to encourage financial institutions to offer rural financing services and participate in rural financial market," he said.Rural credit cooperatives should speed up corporate restructuring and play a leading role in rural financial market, Liu said.He also urged efforts to establish more village banks, microcredit companies and new types of financial institutions.Poor access to fund, as one of the reasons, has long kept China's rural development left behind the urban modernization. The situation has not been significantly improved despite repeated calls by government, as banks are relunctant to lend for lack of collaterals.By the end of September 2009, rural loans increased 29.1 percent year on year to 8.8 trillion yuan (1.29 trillion U.S. dollars), 8.3 percentage points higher than a year earlier
