GUANGZHOU, Feb. 14 (Xinhua) -- As the bell struck midnight Saturday to usher in the New Year, a real-name train ticket selling experiment ended in southern China's Guangdong Province.The move has turned out to be helpful in easing ticket shortages during a travel peak season before the Spring Festival, or Chinese Lunar New Year, but failed to uproot scalpers.In 15 days, the operation initiated by the Ministry of Railways among nine stations run by Guangzhou Railway Group has benefited 600,000 travellers who went on their journeys home from Guangdong since Jan. 30 to inland provinces of Hunan, Sichuan and Guizhou, and Chongqing Municipality.The stations were in cities whose economy heavily relies upon migrant workers, including Guangzhou, Shenzhen, Foshan, Dongguan and Huizhou, all in Guangdong, known as "Factory of the World".With the real-name ticket selling scheme, gone were those long waiting queues -- which had been ubiquitous before the experiment-- at the entrances of Guangzhou Railway Station where transportation task is usually the heaviest around important traditional festive seasons such as Spring Festival.Xiong Xiaoyan, who was heading for her home province of Guizhou, southwest China, was surprised to find the ticket-checking process taking only 10 seconds."I thought the waiting line would be much longer than normal as the identity card check was supposed to take more time", she said, "I didn't expect it to be so prompt!"Huang Xin, director of the passenger transport section of the Guangzhou Railway Group, attributed the efficiency to the improved ticket check-in infrastructure. "We used to have only seven to eight ticket gates. Now the number has grown up to 108," Huang said.At each entrance gate to the platform, an identity recognition system was put into place. Inspectors could scan a traveller's ticket and his or her ID card separately on two sets of equipment: screens will immediately display the information about a ticket purchaser and the ID card holder with photos. If the names and codes on the ticket and ID card matches, inspectors will stamp the ticket and let go the traveller.Huang said that this year's pre-Spring Festival single-day traffic record had overtaken that of last year to 232,000 people on Feb. 28."I think the pilot operation has successfully passed the ticket check-in test as the extra procedure aiming to secure fairness cut rather than prolong travelers' waiting time," said Huang.Dozens of train stations in Hunan, Sichuan, Chongqing and Guizhou, home to a huge number of migrant workers, started to pilot the real-name train ticket selling scheme on Sunday.Tens of millions of migrant workers go back home before the Spring Festival for often once-in-a-year family reunions. They return to cities after the festival.The scheme runs through March 10.SCALPERS CORNERED NOT UPROOTEDBefore the name-based system was adopted, travellers had long complained about scalpers worsening the ticket shortage problem by stockpiling tickets and reselling them at higher prices as the country's railway transport capacity falls far short of its annual Spring Festival traffic demand.During this travelling season from Jan. 30 to March 10, the railways were expected to transport 210 million passengers, up 9.5 percent year on year, or 5.25 million passengers per day, according to the Ministry of Railways.Migrant worker Wang Xiangneng from central Hunan Province thought the real-name system had put a curb on scalpers. "Anyone can buy a ticket either by phone calls or at ticket booths now. It is really first-come and first-served," said Wang.Taking himself as example, Wang said that a one-way ticket for a hard seat from Guangzhou to Shaoyang priced at 51 yuan used to be sold at least 200 yuan by scalpers in the past."If we were able to secure a ticket from the station or authorized outlets, we could have several days' pay spared. That is not a small amount for us," he said.But there are people always trying to beat the new system to make illegal profits. Police in Guangdong have captured 837 illegal ticket vendors and confiscated more than 2,500 scalped tickets by Feb. 8.In Chongqing, local police have also cracked down on several ticket scalping cases.From two suspects, the police have seized 37 real-name tickets, 115 IDs for ticket booking via phone calls and four household registration booklets. The two suspects surnamed Wang and Gou separately confessed they would charge an extra 20 to 30 yuan for each ticket.Yue Jinglun, director of the Social Policy Research Institute of the Guangzhou-based Sun Yat-sen University, said there was much to be done to prevent the real-name system from being taken advantage of by scalpers."No one would deny that the trial operation has been a very positive step in securing fair distribution of scarce train ticket resources. The key is to constantly optimize the system, rather than abandoning it for fear of defects," he said.Huang Xin said the way to tackle train ticket shortage problem from the root was to expand the country's railway transport capacity. "At the core this is supply-and-demand problem," he said.

BEIJING, Jan. 25 (Xinhua) -- Emissions of sulfur dioxide, a major pollutant, in China dropped 10.4 percent last year compared with that of 2008, Minister of Environmental Protection Zhou Shengxian said here Monday.Zhou told a national conference that sulfur dioxide emissions were down 24.6 percent compared with that of 2005.The government set the target of cutting emissions of major pollutants, such as sulfur dioxide and chemical oxygen demand (COD), a measure of water pollution, by 10 percent from 2006 to 2010, the 11th Five-Year Plan period.Zhou said the country's COD and emissions of sulfur dioxide fell for four consecutive years after the target was set at the beginning of 2006.He said the successful reduction of sulfur dioxide emissions could be attributed to the use of desulfurization. Statistics show China had built more than 411 million kilowatts of desulfurization units since 2006.However, he said it was still difficult to reduce the amount of COD and the reduction progress was far different among regions.He said this year was the last year in achieving the 11th Five-Year Plan and the government appraisal showed that the environmental protection goal set in the plan could be achieved in time.Zhou said more than 400,000 tonnes of sulfur dioxide would be reduced this year and another 200,000 tonnes of COD would be cut down after the 11th Five-Year Plan was met.

BEIJING, Jan. 8 (Xinhua) -- The move by the United States of selling arms to Taiwan brings chilly air to the warming China-U.S. relationship as well as military exchanges.The U.S. government on Friday announced the plans to sell a package of arms to Taiwan, which include Patriot missiles, Black Hawk helicopters and minesweepers. China immediately expressed strong indignation about the sale after the U.S. government notified the U.S. Congress of the plans.China slammed the U.S. move, pointing out it has violated the three Sino-US joint communiques, especially the principles established in the Joint Communique on Aug. 17, 1982, which stated that the U.S. would not seek to carry out a long-term policy of arms sales to Taiwan, and intended to gradually reduce arms sale.According to a press release of the Foreign Ministry, China has decided to partially halt the exchange programs between the militaries of the two countries, as well as the vice-ministerial consultation on strategic security, arms control and anti-proliferation, which was originally scheduled to be held soon.The two militaries had been expected to launch more exchanges in 2010, which include U.S. Defense Secretary Robert Gates' visit to China and mutual visits of warships.Qian Lihua, director of the Defense Ministry's Foreign Affairs Office, on Saturday summoned the defense attache of the U.S. Embassy in Beijing to lodge a stern protest."We reserve the right of taking further actions," he noted.The U.S. move cast a shadow over the military ties between China and the Untied States, which have seen a warming trend since U.S. President Barack Obama took office.The two countries held the latest round of defense consultations in Beijing in June, which were suspended for 18 months after the then outgoing Bush administration announced a 6.5-billion-U.S.-dollar arms package for Taiwan.At the first U.S.-China Strategic and Economic Dialogue held in Washington D.C. in July, the two countries agreed to expand military exchanges at various levels.Vice Chairman of China's Central Military Commission (CMC) Xu Caihou visited the United States from Oct. 24 to Nov. 3, the first senior Chinese military leader to visit the country since Obama assumed the presidency.These hard-won rising military exchanges resulted from consensus reached by the two heads of state on a sound and healthy development of bilateral ties, but at the same time they require cautiously handling of the sensitive issues like arms sale to Taiwan, the first and foremost obstacle of military ties.When U.S. President Barack Obama visited Beijing in November, China and the United States issued a joint statement, pledging that the two countries would "take concrete steps" to advance "sustained and reliable" military-to-military relations."I am very pleased with the reduction of tensions and improvement of the cross-strait relations," said Obama during a dialogue with Chinese youth in Shanghai.However, the arms sale deal apparently runs counter to the commitments the U.S. side have made.As one of the most important bilateral relationships in the world, a sound China-U.S. relationship not only conforms to the fundamental interests of the two peoples, but is also conducive to peace, stability and prosperity in the Asia-Pacific region and the world at large.Now the U.S. side should take the responsibility for the halt of military exchanges between the two countries, which may subsequently deal a blow to bilateral ties.

CHICAGO, March 17 (Xinhua) -- A stronger RMB would not be a tonic for the U.S. economy or manufacturing and it would be a huge mistake to raise tariffs on imports from China to force a change in the yuan, says a U.S. trade expert on Tuesday.Daniel Griswold is director of the Center for Trade Policy Studies at the Cato Institute, a non-profit public policy research foundation headquartered in Washington, D.C. He is also the author of a new book, Mad about Trade: Why Main Street America Should Embrace Globalization.The trade expert told Xinhua during an exclusive interview, " China has been moving in the right direction since 2005 by allowing the currency to appreciate. Threats from the U.S. government actually make it more difficult for the Chinese government to resume appreciation because it would look as though Beijing was giving in to foreign pressure."Griswold pointed out that a stronger yuan would not be a tonic for the U.S. economy or manufacturing. "China would remain competitive in a broad range of manufactured products even if the yuan were 25 percent higher. The dollar depreciated sharply against the currencies of Canada and the Eruozone after 2002, yet our bilateral deficit with both those regions continued to grow," he added.New York Times' Nobel laureate economist, Paul Krugman, recommended in his latest column that the U.S. impose a 25 percent tariff on Chinese imports unless China appreciates its currency Renminbi. Griswold considers it a huge mistake to raise tariffs on imports from China to force a change in the yuan.Regarding President Barack Obama's new export push to double the U.S. export in the next five years, Griswold believes this goal will raise false expectations.He noted: "The goal will be difficult to realize. It hasn't been done since the 1970s, and that was driven in large part by inflation. It also depends on robust growth abroad, which is beyond the control of even this president. Faster export growth would be good for the U.S. economy, but it will not put much of a dent in high unemployment."When asked what the U.S. government should do to increase its export, the trade expert advised, "the single best policy to promote exports would be for the U.S. government to set a good example by resisting protectionism in our own market."He further explained, "U.S. companies are currently facing sanctions from Mexico, Brazil and other countries because we have failed to live up to our commitments in the WTO and the North American Free Trade Agreement. We are losing export opportunities abroad because Congress has failed to enact trade agreements with South Korea and Colombia, and the administration has failed to exercise leadership in WTO negotiations."In January the U.S. government data showed that the gap between what Americans sell abroad and what they import narrowed unexpectedly. While the usual crowd hailed it as an "improvement," Griswold believes that the numbers point to the slow growth of demand at home and abroad.He said: "We shouldn't read too much into the monthly trade numbers. The smaller-than-expected trade deficit in January could be a warning sign that the economic recovery remains sluggish. Exports were down, and imports down even further."When commenting on the U.S.-China trade relations, Griswold said, "U.S.-China relations remain fundamentally sound. Our commercial relationship is mutually beneficial and among the most important in the world."He further remarked, "American families benefit from affordable consumer products from China, while U.S. companies benefit from exports to China. And all Americans benefit from lower interest rates from Chinese investment in U.S. Treasury bonds." CHANGSHA/HARBIN, Feb. 12 (Xinhua) -- As Chinese people are embracing the arrival of the Year of Tiger on Saturday, zoologists are worried about the survival of South China Tigers as the endangered species are facing a serious problem of inbreeding.No traces of the tigers have been found in the last decade, they said.The number of captive South China tigers (Panthera tigris amoyenesis) rose to 92 in 2009 from 60 in 2007 but all the tigers were the offsprings of six wild South China tigers which were caught more than 40 years ago, said Deng Xuejian, a professor with the Department of Biology of Hunan Normal University, based in Changsha, capital of central China's Hunan Province."The inbreeding may lead to genetic freaks, low survival rates and poor physical makeup," Deng said.All the genes have come from two male and four female tigers, which had lead to highly identical genes in the offspring, Deng said."The situation may reduce the genetic diversity and cause degradation or even the extinction of the species," he said.The tigers would lose genetic diversity if their genes were too similar, said Ma Zaiyu, president of veterinary hospital of Changsha Zoo."The number of the members of a species should be at least 1,000 to maintain the stability of the species," Ma said.Zoologists estimated the number of wild South China tigers could have been less than 30 in the 1990s. The remaining wild tigers are presumed to live in the remote areas of Guangdong, Hunan, Fujian and Jiangxi provinces, Deng Xuejian said.Based on analysis of relevant date combining field investigation, Deng estimated the number of wild South China tigers could be less than 10.No traces of wild South China tigers were reported in Hunan in the last two years, said Zhou Shuhuai, director of wildlife protection section of the Hunan provincial forestry bureau."The number is limited and the tigers scatter in different areas, which make it difficult for natural breeding between wild tigers," said Huang Gongqing, a tiger expert at South China Tiger Breeding Base in Suzhou, a city of east China's Jiangsu Province."The extinction of the wild tigers will happen sooner or later," Huang warned.Some experts have said that there may be already no wild South China tigers. "However, we cannot know as the animal is very difficult to trace," Deng said.Ma Zaiyu said to avoid extinction of the species, more captive tigers should be bred, and some genes might be recovered when the population reaches 1,000, while Deng suggested continuous search for wild tigers to enrich the captive tigers' genes.The situation is much better for the Siberian tigers (panthera tigris altaica) in northeast China as the number of the wild ones is quite stable, experts said.The number maintains at around 20 in China, among which 10 to 14 are in Heilongjiang Province and eight to ten are in Jilin Province, said Sun Haiyi, deputy director of Heilongjiang Wildlife Institute"But no more young tigers under one year old have been discovered in the past two years. The reason might be the number of female tigers are less than the males and the animals are relatively isolated by the mountains," Sun said.China established a breeding base for the Siberian tigers in Heilongjiang in 1986 and the number of captive tigers has increased from eight to current more than 800, Sun said.Experts called for more efforts to protect the habitats of the tigers for the purpose of protection and re-wilding of the tigers.
