BEIJING, May 2 (Xinhua) -- Beijing saw 86 "blue sky" days, or days with fairly good air quality, in the first four months of this year, a sign that years of anti-pollution efforts made by the Olympic host city continue to pay off.     The number of "blue sky" days was 11 more than the same period of last year, according to the Beijing Municipal Bureau of Environmental Protection.     The Chinese capital recorded 67 blue sky days in the first quarter, 12 more than in the corresponding period last year.     Meanwhile, major pollution indices, including concentrations of sulfur dioxide, carbon monoxide, nitrogen dioxide and particulate matters in the air, kept dropping markedly.     Beijing has input 120 billion yuan (17.1 billion U.S. dollars) in improving the air quality in the past years, and the number of "blue sky" days increased to 246 last year from 100 in 1998, when the capital launched the "blue sky" drive.     Meanwhile, Beijing's neighbouring municipality Tianjin, the provinces of Hebei, Shanxi and Shandong, and the Inner Mongolia Autonomous Region are lending a hand to the capital to attain anti-pollution goals. These efforts include closing major polluters, removing outmoded cabs and reconditioning gas stations to capture harmful chemicals.     Beijing aims to have 70 percent of the days up to standard this ear, which meant there should be at least 256 blue sky days.     It has been working to reduce pollution and improve the air quality to ensure a "Green Olympics."     For example, the municipal government cut public transport fares in an attempt to lure local residents out of their private cars, which could cut auto emissions. The city also converted 18,000 outdated coal-fired boilers and installed electrical heaters in 20,000 detached houses, replacing coal-heated devices.     Beijing is also considering traffic controls during the Olympics, in which drivers with even- and odd-numbered license plates, except taxis, buses and emergency vehicles, would only be able to drive on alternate days. Offenders would be fined.     During a test of this proposal conducted from Aug. 17-20, about1.3 million cars were taken off the city roads each day and the amount of pollutants discharged was cut by 5,815.2 tons, according o a report by the Beijing Municipal Bureau of Environmental Protection.

SANYA, April 11 (Xinhua) -- Chinese President Hu Jintao and Tanzanian President Jakaya Mrisho Kikwete on Friday pledged to make concerted effort to promote the traditional friendship and practical cooperation between the two countries.     China sees Tanzania as its all-weather cooperative partner and the healthy development of bilateral relations could be treated as a model for China's sincerity and cooperation with Africa and all developing countries, Hu told Kikwete during their talks in this southern China seaside city.     To further the bilateral all-round cooperation, Hu proposed the two countries strengthen political trust, keep high-level contacts and dialogues in various forms, expand mutually beneficial trade cooperation, facilitate exchanges in the areas of education, culture, sports, public health, tourism and media, and encourage contacts among local governments, social organizations, women and youth of the two countries. BEIJING, June 16 (Xinhua) -- Prevention of secondary disasters, such as landslides and mud-rock flows, amid rain storms and frequent aftershocks following the May 12 earthquake was an "urgent task", said the quake relief headquarters of China's State Council on Monday.     "New geological disasters can happen at any time due to the long-lasting aftershocks and much stronger precipitation as the country's rivers enter the flooding season," the headquarters warned after a meeting presided by Premier Wen Jiabao.     The quake zone and the rain-lashed southern regions are the focuses of the prevention work, according to the meeting.     Work must be sped up to remove the dangers of quake-formed lakes, quake-damaged dams and hydropower plants as well as dikes of major rivers, the headquarters said.     The headquarters urged local governments and related departments to strengthen monitoring and alarms of rains, floods and aftershocks, and told quake-hit regions to base their recovery plans on geological hazard assessment. Those delayed within two hours of departure and without accommodation would get 100 yuan. Those delayed within eight hours of departure would get 200 yuan, said an official with the Yunnan branch of the carrier on Tuesday.     The compensation was set according to a guideline notice released by the general Administration of Civil Aviation, the official said.     From March 31 to April 1, 21 flights returned to their departure points in Yunnan Province, in southwestern China, leaving more than 1,000 passengers stranded at Kunming Airport, the capital of Yunnan.     "The time and energy we have wasted could never be compensated by 400 yuan," said Yu Xiaoyan, a tourist from the northern Inner Mongolia Autonomous Region.     Yu planned to take the MU5793 flight at 9:50 a.m. on March 31 from Kunming to Xishuangbanna. The plane never came after waiting for seven hours at the airport.     She was offered a ticket change at 4 p.m. on April 1 and received 400 yuan compensation.     CEA finally admitted on Monday that some pilots on the 21 flights deliberately turned their aircraft around while in flight.     It originally said the incidents were due to poor weather. However flights with other airlines flying the same routes landed on schedule during the same period.     The airline has suspended the pilots. Further probing is underway, said an announcement on the company's website.

"You have created miracles of life. People across the country are thinking of you and hoping you to recover as early as possible. Let's believe no difficulty will stop us once we join hands," he said.     Wu thanked doctors and nurses at the hospital for working day and night to save lives.     He then went to the Chengdu Railway Station, which has become an important distribution center of relief materials from home and abroad.     Wu talked with volunteers working at the station. "Coming from every corner of the country, you are an important force in the quake relief efforts. I hope relief materials could be delivered to thousands of needy people through your hard work."

Ltd. said in a prospectus released late on Thursday that it planned to issue 358.55 million A-shares on the Shanghai bourse. BEIJING, Aug. 19 -- China will complete the construction of its first four strategic oil reserves by the end of this year, a senior government official said yesterday.     "The progress has been smooth and all the four bases will be completed by the year end," Zhang Guobao, administrator of the National Energy Administration (NEA), said after a press conference in Beijing. "Their total capacity will amount to 16.4 million cu m."     Zhang made the comments at his first public appearance since the NEA's inauguration on Aug 8.     The administration came into being as part of the reshuffle of government agencies in March. Zhang now also holds the position of vice-minister of the National Planning and Reform Commission (NDRC), the nation's top economic planner. It is also responsible for mapping out China's energy development strategy and formulating rules and regulations for the energy sector.     Renewable energy     Zhang also said yesterday that the installed capacity of wind power in the nation is expected to exceed 10 million kW by the end of this year, compared with 4.03 million kW in 2007.     The drastic increase came as the government has being promoting the use of renewable energy in the face of rising oil prices.     In recent years, the government has rolled out a host of fiscal and tax incentives to boost the development of the alternative energy sector, including a 50-percent cut in value-added tax for wind power plants.     Last year, renewable energy such as wind power, biomass and hydropower accounted for 8.5 percent of the nation's total energy use. That figure is set to increase to 10 percent in 2010 and 15 percent in 2020.     The newly established energy administration will set up more renewable energy projects to further spur the development of the sector, according to Zhang.
