BEIJING, Oct. 21 (Xinhua) -- Chinese President Hu Jintao said the country's trade unions should play an active role in promoting coordinated labor relations on Tuesday.     Addressing a symposium attended by the newly-elected leaders of the All-China Federation of Trade Unions (ACFTU) and representatives of the 15th national congress of the ACFTU, Hu said trade unions should listen to the employees and voice their opinions.     He called on trade unions to earnestly safeguard the legitimate rights and interests of employees and coordinate labor relations to promote social stability.     He added that trade unions need reform and should explore new solutions to deal with problems. KUNMING, Jan. 3 (Xinhua) -- The Yunnan section of the Sino-Vietnam land boundary demarcation project has ended with 665 boundary tablets erected, an official with the foreign affairs office of southwest China's Yunnan Province said here on Saturday.     During the past eight years, six Chinese teams cooperated with their Vietnamese counterparts and demarcated the borders of Jiangcheng, Jinping, Hekou, Maguan, Malipo and Funing.     All the land border demarcation work in the Yunnan area was completed on Dec. 20, in accordance with the "Vietnam-China Land Border Treaty."     Large boundary tablets were established on Hekou's roads, rail terminal and harbor along the Yunnan section of the border.     The completion of the task represents a major step in Sino-Vietnamese relations.     China and Vietnam exchanged views on Wednesday on solving the remaining issues connected to border demarcation and erecting border markers, reached an agreement and issued a joint statement.

LIBREVILLE, Nov. 6 (Xinhua) -- Chinese top legislator Wu Bangguo on Thursday afternoon began an official visit to Gabon on the second leg of his five-nation Africa tour.     In a written statement released at the airport upon his arrival, Wu, chairman of the Standing Committee of China's National People's Congress, highlighted the rapid growth of the China-Gabon relations in the past 34 years since the two nations forged the diplomatic relations, noting that the purpose of his visit is to promote the bilateral ties to a higher level. BEIJING, Oct. 30 (Xinhua) -- The latest test found that Chinese baby formula milk and other milk powder products met the new temporary restrictions on melamine, the country's top quality control agency said on Thursday.     It was the 13th test on the industrial chemical following the tainted baby formula scandal that killed at least three infants and sickened more than 50,000 others, according to the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ).     The latest test covered 60 batches of baby formula milk powder from 14 brands in five major cities nationwide, and 68 batches of other milk powder products from 22 brands in 12 cities, the agency said.     At present, 1,336 batches of baby formula from 74 brands and 1,935 batches of other milk powder from 178 brands produced after Sept. 14 were tested and all were in line with the limit, it added.     Melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make the protein levels appear higher.     China set temporary limits on melamine content in dairy products earlier this month. The limits were a maximum of 1 mg of melamine per kg of infant formula and a maximum 2.5 mg per kg for liquid milk, milk powder and food products containing at least 15 percent milk.

BRUSSELS, Jan. 30 (Xinhua) -- China and the European Union (EU) on Friday agreed to strengthen practical cooperation in jointly addressing the current global financial crisis.     The agreement came after talks between visiting Chinese Premier Wen Jiabao, who arrived here on Thursday for a visit to the EU headquarters, and European Commission President Jose Manuel Barroso.     Wen told Barroso that China, in its foreign relations, lays a strategic emphasis on developing the comprehensive strategic partnership with the EU, and promoting cooperation to jointly tide over the current difficulties should be a key task for both sides under current circumstances.     To this end, both sides need to trust and respect each other, treat each other equally and aim for mutual benefit, Wen said. In particular, China and the EU should address each other's major concerns and try to stave off disputes, he added.     Barroso said the EU and China have seen close, deep and fruitful relations, and, as two major forces in the world, many global issues cannot be solved without EU-China cooperation.     The EU is ready to promote dialogue and cooperation with China to elevate the comprehensive strategic partnership to a higher level, he said.     To jointly tackle the global financial crisis, China and the EU agreed to expand information exchanges between financial institutions, the central banks and financial supervisory and regulatory bodies.     Both sides pledged to promote trade and investment. China will continue to steadily expand market access and increase import from the EU, while the EU recognized China's achievement in promoting market economy.     Both sides agreed to support cooperation between small- and medium-sized businesses and to deepen cooperation in technological innovation in such areas as energy conservation, greenhouse gas emission reduction and health care.     China and the EU vowed to work together in mitigating and adapting to climate change, agreeing to boost cooperation in developing new energies, new energy conservation technology and a low-carbon economy.     The two sides also reached consensus on close coordination in macroeconomic policies and opposition to trade protectionism.     China and the EU on Friday signed cooperation agreements on aviation, work safety, clean energy and intellectual property rights protection.

BEIJING, Nov. 20 (Xinhua) -- China has been studying a fuel tax reform to replace the current road tolls imposed upon vehicles, the National Development and Reform Commission (NDRC), the country's top economic planner, announced here on Thursday.     The announcement came after media reports said on Wednesday that the government was likely to impose the fuel tax as early as next month.     The NDRC together with the Ministry of Finance and the Ministry of Transport has jointly held discussions on related issues including abolishing road and waterway maintenance fees, lowering refined oil prices and improving the fuel pricing system.     The planner didn't specify when to launch the long-awaited reform.     The introduction of a fuel tax in China was first proposed in 1994 but has been delayed amid concerns that it would impose too great a burden on those who consumed more oil.     The government has instead collected road maintenance fees from automobile users regardless of how much gasoline or diesel oil they use.     Analysts said the on-going oil price drop presented a good opportunity for China to resume its fuel tax reform.     World crude oil prices fell to the current 53.62 U.S. dollars, down more than 60 percent from the peak price of 147 U.S. dollars in mid-July.

BEIJING, Jan. 11 (Xinhua) -- Four U.S. ambassadors in Beijing on Sunday eyed a continued China policy under the Obama administration.     "I am optimistic that U.S-China ties will continue to improve and remain steady in the years ahead. In fact, they are getting better," former U.S. ambassador to China James Sasser told reporters on the sidelines of a reception marking the 30th anniversary of China-U.S. diplomatic relations.     Sasser was one of about 200 personages from the two countries attending Sunday's reception, held in the U.S. new embassy in Beijing.     Sasser, who served as ambassador from 1996 to 1999, said he didn't see "significant tensions" in current bilateral relations and believed there would be more improvements in the years ahead.     Echoing Sasser's view, another former U.S. ambassador to Beijing Winston Lord said, "Overall, the American policy with China will remain essentially the same under the Obama administration."     "If you look at what Obama has been saying about U.S.-China relations, look at what type of people he has been appointing to key foreign policy positions, these suggest great continuity," said Lord, who was one-time aide to Secretary of State Henry Kissinger and part of the U.S. delegation during Richard Nixon's ground-breaking visit to China in 1972.     "We had 7 presidents since President Nixon, both democratics and republicans. All of them have pursued essentially the same policy with respect to China," said Lord, who served as ambassador to China between 1985and 1989.     "It doesn't mean we won't have problems. But I think interests are much bigger than our problems," he said.     Stapleton Roy, who served as ambassador in Beijing from 1991 to 1996, said the Obama administration would continue to cooperate with China. "There are so many issues the two countries have to deal with in the world. The have to work together."     Looking to the future, Roy said the most serious issue the two countries have to deal with is the economic crisis. He called for the two countries to work more closely and take concerted actions.     "In 1979, who among us would have thought that 30 years later the United States and China would be meeting regularly on regional hot spots in third countries or they would be working together to deal with the world financial crisis," current U.S. Ambassador in Beijing Clark Randt told the reception.     As a metric of the development of bilateral relations, Randt said there were 36 Americans working in the U.S. embassy in Beijing in 1979.     "In October 2008, when we moved to this new building, we had a staff of 1,100, the second biggest U.S. embassy in the world," Randt said.     "The new embassy itself was a tangible expression to the importance of the development of U.S.-China relations, the most important bilateral relationship in the world."     As the world gets more complicated, Randt said interdependence and complementariness between the two countries would become even more important and the relationship would continue to get better.

(CTGPC) on Friday.     The water-raising measures ended on Tuesday when the water behind the dam reached 172.3 m and the reservoir held more than 19.3 billion cubic meters of water. The reservoir then began to discharge water.     Generally speaking, the trial operation, which is a test of quality, went well. The structure, generators and shipping locks were all in normal condition and the water quality was not affected, said a CTGPC statement.     The water level is expected to reach 175 m in 2009 when the Three Gorges project is completed.     At 156 m, the target level for the second phase, the reservoir could be fully functional in terms of flood control, power generation and navigation control.     Launched in 1993, construction of the gigantic concrete structure of the dam was completed and began to store water in May2006.     Previously, the reservoir's temporary cofferdams held water at a depth of 135 to 139 m.     The Three Gorges Project, with a budget equivalent to 22.5 billion U.S. dollars, is a multi-functional water control system built at the upper and middle reaches of the Yangtze River.     Its main works are a dam, a five-tier ship lock and 26 hydropower turbo-generators.     The dam will have 14 turbo-generators on the left bank and 12 on the right. Combined, they will produce 84.7 billion kw of electricity annually.     There are plans to add six more turbines by 2012.     As of June, 1.24 million residents had been relocated to make way for the dam construction.
