BEIJING, March 9 (Xinhua) -- China will not revise the Labor Contract Law to compromise workers' rights as suggested by some people to help enterprises cope with the global financial turmoil, a legislator said here Monday.     "The labor contract law has nothing to do with the financial crisis and won't be revised for it," said Xin Chunying, deputy director of the Legislative Affairs Commission of the Standing Committee of the National People's Congress (NPC), China's legislative body.     "China's labor relations are basically stable and orderly, and it can weather through the test of time," she told a press conference on the sidelines of NPC's annual session, when asked if the law will be changed because increased labor costs have led to rising cases of bankruptcy on the Pearl River Delta.     Citing a survey that tracts figures in the first nine months of the 2008, she said the law has indeed driven up enterprises' labor costs by two percent, but it has also greatly curbed labor relations issues that have been afflicting workers as well as employers for years.     Such chronical issues include the tendency of employers avoid signing long-term contracts with employees, the lack of proper protection of workers' rights, said Xin.     The proportion of workers protected by a written labor contracts in "sizable enterprises" has witnessed a remarkable rise since the labor contract law took effect in January 2008, she said.     "Sizable enterprises" is a statistical term in China that refers to all state enterprises or private firms with an annual turnover of two million yuan if they are manufacturers, or five million yuan if they are in trade.     According to Xinhua, 93 percent of the workers in "sizable enterprises" have signed contracts with their employers, compared to less than 20 percent before the enaction of the new law.     Li Shouzhen, a senior official with the All China Federation of Trade Unions, said at the same press conference that the federation is against the lifting of the minimum wage standard.     The minimum wage standard was a major measure to safeguard workers' rights. "Abolishing the standard will hurt employee's initiative and confidence in tiding over difficulties with enterprises," he said.     "Eying long-term development, the employers should strive to pool wisdom and strength of the employee and optimize company structure," he said.     "Don't have your eyes on the employee's salary alone," he said.     The minimum wage standard in the country varies from city to city, with the southern Shenzhen city reporting the highest standard of 1,000 yuan a month. 

BEIJING, Feb. 27 (Xinhua) -- China lodged another stern representation to Japan on Friday over Japanese Foreign Minister Hirofumi Nakasone's remarks that the Treaty of Mutual Cooperation and Security between Japan and United States is applicable to the Diaoyu Islands.     According to the reports by the Taiwan-based Broadcasting Corporation of China (BCC), an official of the U.S. State Department, familiar with East Asian affairs, said at a press conference in Washington on Friday that the Diaoyu Islands were always under Japan's administrative jurisdiction and the Treaty of Mutual Cooperation and Security between Japan and United States was applicable to them.     Japanese Foreign Minister Hirofumi Nakasone echoed the U.S. official's remarks afterwards.     Chinese Foreign Ministry spokesman Ma Zhaoxu rejected Nakasone's remarks later in a press release, saying the Japan-U.S. Mutual Cooperation and Security Treaty should not harm the interests of third parties, including China.     "Any words and deeds that bring the Diaoyu Islands into the scope of the Japan-U.S. Mutual Cooperation and Security Treaty are absolutely unacceptable for the Chinese people," he said.     Ma stressed again that the Diaoyu Islands and adjacent islets had been Chinese territories since ancient times and China held "indisputable" sovereignty over the islands.     "We have lodged stern representations to Japan again and required the United States to clarify reports on the issue," he said.     He also urged the two countries to realize the great sensitivity of the Diaoyu Islands issue and proceed with discretion in word and deed, so as to avoid damage to the general interests of China-Japan and China-U.S. relations and regional stability.

Wen personally donated 10,000 yuan and arranged for the two-year-old suffering leukaemia from the rural area in Zhangjiakou of Hebei Province to get hospitalized in the Beijing Children's Hospital.     This philanthropic act however triggered public sighs over the country's inadequate medical system.     "I noticed the harsh criticism which says good system matters more than good Premier," Wen said, responding to a question on the treatment of seriously ill children.     "Being the Premier, I need to think about how to optimize our medical system and have seriously ill children treated....We have already started to work in this direction. BEIJING, March 18 (Xinhua) -- China's State Council (Cabinet) called Wednesday for thorough implementation of this year's government work report in face of the worsening global downturn.     Since the 2nd Session of the 11th National People's Congress (NPC), the top legislature, endorsed the report delivered by Premier Wen Jiabao on March 5, it was now the task of the State Council and its subordinate bodies to implement the report, said the meeting chaired by Wen.     Government work this year should follow the main themes of coping with the financial crisis, promoting steady, relatively fast economic development, and fully implementing the stimulus plan to shore up the economy, it said.     Ministries should perform their duties, draw up and execute their implementation plans and coordinate with each other, it said.     The meeting said the global downturn was still worsening, and although some regions and trades in China had shown signs of recovery, difficulties still lay ahead.     It called for the establishment of surveillance and early warning system and immediate actions if problems were detected.     The meeting also approved in principle a medium- and long-term plan for forest fire prevention and a draft law on the armed police.     After further revision, the draft law goes to the NPC Standing Committee for deliberation

BEIJING, Feb. 12 -- A sharp fall in imports and exports in January, which included a weeklong Spring Festival holiday, has both puzzled and alarmed economists.     General Administration of Customs figures released yesterday showed exports plummeted 17.5 percent year-on-year, much sharper than the 2.8 percent fall in December.     Imports fell even more dramatically, to 43.1 percent year-on-year.     The combined foreign trade in January fell 29 percent year-on-year. Such a major decline in monthly foreign trade is rare in the 30 years of reform and opening up. Su Chang, a macro-economic analyst with China Economic Business Monitor, said it could decline by 10 percent in the first quarter of this year.     "It is possible that China's yearly record will be negative as well." But, he said the decline in imports would be largely because of the fall in prices of industrial materials.     "Prices of primary goods - China's main imports - are at a low points now, while they were at historic highs just a year ago," he said.     Last month, however, was an exception because it had one full week of holiday from January 26. The Chinese Lunar New Year is the most important festival for Chinese but usually it falls in February.     So this year, January had five fewer working days than those in many of the previous years. If that is considered, the Customs said, exports actually rose 6.8 percent year-on-year in January. And compared with December, they increased 4.6 percent.     The worldwide deflationary cycle was another problem, the economists said. The sharp drop in imports was caused both because of a fall in global prices (most noticeably of crude oil and farm products) and a drop in demand for electronic components, which reflected the shrinking of the country's manufacturing industry.     Ting Lu, economist with Merrill Lynch in Hong Kong, said there was no good method to adjust for the Chinese New Year effects. "Our first suggestion: ignore them," Lu said in note to clients in the monthly trade figures.     When compared with neighboring economies, experts said, China's record is not the worst. Jing Ulrich, analyst with JP Morgan, has written in a report that while the recent export slowdown has been alarming, it has not been as severe in China as in some neighboring economies that rely more heavily on the hi-tech sector.     While Jing Wang, chief economist of Morgan Stanley, said China's export structure is more diverse, and as a result less volatile, in the region.

WASHINGTON, March 12 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi on Thursday proposed some major guidelines for China and the United States to promote sound and steady growth of bilateral relations in the new era. Speaking at a luncheon meeting at the Center for Strategic and International Studies (CSIS), Yang expressed satisfaction that the two countries have worked together and ensured a smooth transition of bilateral relations in the past 50 days since the new U.S. administration took office.     The two sides have established good working relations at the top level and between various government departments and maintained close consultation and coordination in bilateral and multilateral areas, he said. BERLIN, Feb. 25 (Xinhua) -- A Chinese business delegation, led by Commerce Minister Chen Deming, signed here on Wednesday a total of 37 procurement deals worth around 11 billion euros (14 billion U.S. dollars) with German companies.     According to Chen, the 37 deals are composed of two parts -- purchasing contracts, and cooperation agreements which need further negotiations.     The deals focus on engineering equipment, electronics and auto vehicles like Mercedes and BMW, Chen told a press conference.     A draft deal obtained by Xinhua showed that the Chinese side agreed to buy around 37,000 BMW cars and Mini worth 2.2 billion U.S. dollars, as well as 27,000 units of Mercedes cars.     Chen revealed that apart from the current 200-member delegation, China would send more entrepreneurs to Germany to discuss further investment in both countries.     Germany is one of China's important trading partners within the European Union (EU). In 2008, the Sino-German trade hit 115 billion U.S. dollars. Despite the world economic crisis, China and Germany have vowed to maintain the trade volume unchanged this year.     Prior to the deal-signing ceremony, more than 450 Chinese and German business representatives attended a forum on exploring cooperation opportunities.     Chen and German Economic Minister Karl-Theodor zu Guttenberg condemned trade protectionism that has cropped out amid the global economic crisis.     Chen said the procurement deals reflect China's sincere objection to trade protectionism, adding that opening the market is the proper approach to address the global economic recession.     Guttenberg lauded China's procurement, and joined Chen to slap trade protectionism.     The 37-year-old minister said Germany and China are top two exporters in the world, noting that trade protectionism is a "wrong answer" to the current global financial crisis.     Germany and China should join hands to facilitate the Doha round talks, he added.     Later on Wednesday, the Chinese delegation, composed of over 200 business representatives, flew to Zurich of Switzerland to continue their procurement tour.

BEIJING, April 2 (Xinhua) -- Chinese Vice Premier Zhang Dejiang Thursday warned the need to find jobs for college graduates was "crucial".     "The employment situation of college graduates remains grave," he told a video conference held by the State Council, the Cabinet.     More than 6 million college students were leaving school in just three months and the employment rate was generally lower than previous years, Zhang said without elaborating.     China has 6.11 million college students due to graduate this year, and 1 million from last year are still looking for jobs, according to the Ministry of Human Resources and Social Security.     Graduates are having a hard time finding jobs this year as posts are being axed due to the economic slowdown.     Zhang urged government organs, government-sponsored institutions, and state-owned enterprises to hire as many people as last year, and small and medium-sized and private companies to employ college graduates.     The State Council unveiled in February a series of measures to boost employment of college graduates, calling on them to be more flexible.     The measures included encouraging graduates to work in rural areas, in grassroots urban communities, and in smaller enterprises, asking research institutions to recruit graduates, and stepping up support for graduates starting up their own businesses.     Zhang asked local government departments to work out detailed and feasible measures and make efforts to publicize the measures this month.     Government departments and higher learning institutions should provide comprehensive services to graduates by offering advice, giving aid to the poor, and maintaining a sound employment market, he said.
