BEIJING, Aug. 12 (Xinhua) -- Prices of real estate in 70 major Chinese cities rose 7.0 percent in July on the same month of last year, 1.2 percentage points lower than the June level, according to the National Development and Reform Commission (NDRC) and the National Bureau of Statistics on Tuesday.     The NDRC, the country's top economic planning organ, said the growth rate had slowed down for six consecutive months.     The price rise was 11.3 percent in January, 10.9 percent in February, 10.7 percent in March, 10.1 percent in April, 9.2 percent in May and 8.2 in June. Haikou, Urumqi, Ningbo and Beijing took the lead in price rises.     Seventeen cities experienced prices fall compared with the month earlier, including Haikou, Dali, Shenzhen and Chengdu among others.     Prices of second-hand houses gained 6.0 percent year on year, 1.5 percentage points lower than June.     New housing for non-residential use was priced 4.9 percent higher than last July, with prices of office buildings up 6.7 percent and those of commercial real estate up 4.1 percent.

WASHINGTON, July 29 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi and U.S. President George W. Bush met at the White House on Tuesday, agreeing to push forward with the constructive and cooperative relations between the two countries.     During the meeting, Yang hailed the great development that two countries have achieved in the past seven years in enhancing China-U.S. relations, which he said also contributed to the peace, stability and development of the Asia-Pacific region and the world.     He noted that Chinese President Hu Jintao and President Bush have set the direction for the future development of bilateral relations during their meeting held at the sidelines of the Hokkaido G8 summit in Japan earlier this month.     China is willing to work with the United States to follow the direction and push forward with the constructive and cooperative relations between the two countries, Yang added.     For his part, Bush told the visiting Chinese top diplomat that he is glad to see China-U.S. relations developing on a favorable momentum that the United States is committing to maintaining, and he also appreciates a good working relationship built with Chinese President Hu Jintao.     On the coming Olympic games in Beijing, Yang expressed his welcome to Bush, who is set to attend the opening ceremony, and wished American athletes excellent performance in the competitions.     Bush said, in return, that he looks forward to visiting China to attend the Olympic games' opening ceremony.     On the issues of human rights and religion, Yang told the U.S. president that China would like to continue to exchange its views with the United States on basis of equality, mutual respect and non-interference in each other's domestic affairs, as a way to promote mutual understanding.     He also noted at the meeting that the WTO's Doha Round trade negotiations are at a critical moment, and its success would help promote world economy growth, which is in the common interest of China, the United States and the international community.     China hopes that all sides can work together to push forward with the negotiations and achieve a comprehensive and balanced result, he added.     Yang also met with Stephen Hadley, assistant to the president for national security affairs.

BEIJING, June 13 (Xinhua) -- A dozen people were killed and millions were affected as rainstorms continued to lash south China over the past two days, local authorities said on Friday.     Torrential rains also destroyed more than 10,000 houses, disrupted traffic and caused landslides in the provinces of Jiangxi, Hunan, Hubei and Anhui, Guangdong, as well as Guangxi Zhuang Autonomous Region.     Precipitation exceeded 300 mm in several counties and 250 mm in more than 20 during the last two days in Guangxi and Hunan.     Five people were killed in landslides and house collapses in Guangxi. BEIJING, Aug. 19 -- China will complete the construction of its first four strategic oil reserves by the end of this year, a senior government official said yesterday.     "The progress has been smooth and all the four bases will be completed by the year end," Zhang Guobao, administrator of the National Energy Administration (NEA), said after a press conference in Beijing. "Their total capacity will amount to 16.4 million cu m."     Zhang made the comments at his first public appearance since the NEA's inauguration on Aug 8.     The administration came into being as part of the reshuffle of government agencies in March. Zhang now also holds the position of vice-minister of the National Planning and Reform Commission (NDRC), the nation's top economic planner. The government plans to build strategic oil reserves in three phases over 15 years, involving an estimated investment of 100 billion yuan (14.6 billion U.S. dollars).     The first four reserves, located in Dalian, Qingdao, Ningbo and Zhoushan, are expected to maintain strategic oil reserves equivalent to 30 days of imports in 2010.     The reserve in Ningbo, a coastal city in Zhejiang province, was put into operation in late 2006. It is the largest of the first four reserves, with a total storage capacity of 5.2 million cu m.     The central government is now reportedly selecting locations for the second batch of strategic oil reserves.     Cities including Tangshan and Guangzhou are understood to be vying for the projects, but Zhang declined to comment on this.     The newly established energy administration oversees the nation's oil reserves and monitors the domestic and overseas energy markets. It is also responsible for mapping out China's energy development strategy and formulating rules and regulations for the energy sector.     Renewable energy     Zhang also said yesterday that the installed capacity of wind power in the nation is expected to exceed 10 million kW by the end of this year, compared with 4.03 million kW in 2007.     The drastic increase came as the government has being promoting the use of renewable energy in the face of rising oil prices.     In recent years, the government has rolled out a host of fiscal and tax incentives to boost the development of the alternative energy sector, including a 50-percent cut in value-added tax for wind power plants.     Last year, renewable energy such as wind power, biomass and hydropower accounted for 8.5 percent of the nation's total energy use. That figure is set to increase to 10 percent in 2010 and 15 percent in 2020.     The newly established energy administration will set up more renewable energy projects to further spur the development of the sector, according to Zhang.

HAIKOU, Oct. 3 (Xinhua) -- Higos, the 17th tropical storm of the year, landed in China's southernmost Hainan Province Friday evening, local observatory said.     Higos landed at 10:15 p.m. in Longlou Town, Wenchang City, 19.6 degrees north latitude and 111.0 degrees east longitude. The wind speed at the eye of the storm was 18 meters per second, according to the Hainan Provincial Meteorological Observatory.     It was forecast to weaken and move northwest towards the coastal areas of western Guangdong Province. Delayed trucks are parked at the Xiuying port in Haikou, capital of south China's Hainan Province Oct. 3, 2008, due to the suspension of ferry service.In total, 24,115 fishing boats in the province had returned to port and coastal fisheries staff had gone home. All recreational sporting activities on the air or sea were also suspended on Friday, said Lin Mingzhong, Hainan Provincial Office for Flood, Wind and Drought Control deputy director.     He predicted Higos would have minor impact on the island as the rainfall was expected to be around 100 mm. It was likely to affect some small reservoirs as their current water level was high.     Higos was formed on Tuesday in the Pacific Ocean, coming on the heels of tropical storms Jangmi and Hagupit, which combined had killed about 20 people in China. The Xinzhou-600 had been updated with a more comfortable cabin and better designed body structure and maintenance system, said Geng Ruguang from the AVIC. A new-generation short haul passenger aircraft solely developed in China has completed a successful trial flight, paving the way for commercial production next year, the manufacturer announced on Friday    It was also designed for inter-island flights, which would helpit in the Southeast Asia and island nation markets, Geng said.     XAC took about three years to develop the Xinzhou-600, which would be delivered to clients from the second half of 2009, he said.     The company has orders for 136 Xinzhou-60s and has exported them to Zambia, the Republic of Congo, Laos, Zimbabwe and Bolivia since 2006.     This would give China the edge to compete in the global market for turboprop aircraft, where demand is expected to reach 1,900 in20 years.     Geng said the company had started to plan the development of the next generation aircraft, the Xinzhou-700.

He asked them to raise suggestions on its revision.     Some delegates made remarks, approving the summary made by the CPC Central Committee on the experiences of the 30 years of rural reform and development and supporting the guideline thinking, objectives, principles and measures of rural reform and development.     They raised suggestions on the overall plan of urban and rural development, farmland protection, grain security, spread of agricultural technology and rural financial system reform, as well as on deepening cross-Strait agricultural exchanges and cooperation and improving grassroots democracy.     After hearing the opinions, Hu said the suggestions were valuable and reflected the in-depth thinking of the participants.
