BEIJING, Aug. 21 (Xinhua) -- China on Friday published a regulation to enforce environmental evaluation on new projects from October, in an effort to prevent pollution or ecological destruction from the beginning.     According to the regulation, approved on Aug. 12 by the State Council, the Cabinet, environmental evaluations are required before the planning of development projects being approved.     Under the regulation, environmental evaluation of city-level projects will be conducted by local environmental authorities while provincial projects must be evaluated by environmental authorities under the State Council.     The regulation covers all development activities, from land use and the development of rivers or oceans, to development projects related to industrial, agricultural, husbandry, and forestry sectors as well as energy, water conservation, transportation, urban construction, tourism, and exploration of natural resources.

NANJING, Aug. 9 (Xinhua) -- Chinese Premier Wen Jiabao reaffirmed during the weekend that China would unwaveringly adhere to its moderately easy monetary policy in face of economic difficulties and challengesWen said China would maintain both its proactive fiscal and moderate monetary policies, and work on economic restructuring to strengthen recovery from the global downturn.     During a three-day inspection tour that ended Sunday in the eastern Jiangsu Province, one of China's economic powerhouses, Wen said China should focus on maintaining stable and rapid economic development and accelerating economic restructuring.     China's economy still faced hardships and challenges because of the gloomy international economic outlook, he said. With weakened external demand, Chinese enterprises faced significant overcapacity, while domestic demand was still restricted by various factors.     The impact of governmental stimulation of the economy would gradually lessen and long-term policies needed time to pay off, Wen said. Therefore, China's macroeconomic policy would not change.     The premier's remarks echoed a similar announcement made by a senior economic planning official Friday that overseas market conditions were still severe and the country's economic policy direction would remain unchanged.     Although the country's economy was showing signs of recovery, it still faced many difficulties in maintaining stability, said Zhu Zhixin, vice minister in charge of the National Development and Reform Commission.     On his third visit to Jiangsu since the global financial crisis hit, Wen also praised "better-than-expected" results in eliminating pollution from the country's third largest fresh water lake Taihu over the past two years, since a blue algae outbreak in 2007.     Wen was told that more than 3,000 small chemical plants surrounding the lake had been closed and about 1,000 new facilities had been installed to treat sewage from nearby villages into the lake.

BEIJING, July 25 (Xinhua) -- China issued alert on 8 p.m. Saturday for flood in the country's Hunan and Jiangxi provinces which left dozens people dead or missing and displaced hundreds of thousands, and sent relief groups to the two provinces.     As of 4 p.m. of Saturday, five people were killed, 10 were missing and about 64,000 were relocated by the widespread heavy rain in Hunan since July 23, said the Office of State Flood Control and Drought Relief Headquarters. BEIJING, Aug. 2 (Xinhua) -- China's consumer price index (CPI) decline pace would slow down in the second half and the CPI would drop about 0.5 percent for the whole year, Lian Ping, chief economist of Bank of Communications, the country's fifth largest lender, told Xinhua Sunday. China's CPI, a main gauge of inflation, dipped 1.1 percent in the first half from a year earlier, according to the National Bureau of Statistics (NBS) figures. PINGYAO, Shanxi, Sept. 19 (Xinhua) -- A photo exhibition exclusively dedicated to Canadian surgeon Henry Norman Bethune opened Saturday at the Pingyao International Photography Festival in north China's Shanxi Province.     Bethune is a household name in China, a country where he saved numerous lives and sacrificed his own in 1939 during China's War of Resistance Against Japanese aggression.     "He is noble-minded and pure, a man of moral integrity and above vulgar interests, a man who is of value to the people," Chairman Mao wrote in his article In Memory of Norman Bethune.     The exhibition consists of 41 photos of Dr. Bethune living and working in China, some of which had never been shown before.     "As Canadians, we are all proud to be associated with this visionary adventurer and deeply touched by the respect and recognition shown to him here in China," said Canadian Ambassador to China, David Mulroney.     Most of the pictures were provided by Wang Yan, daughter of ShaFei, who was a forefather of China's news photography and a close friend of Bethune.     "I remember that I was touched when I first read about Bethune in my school days and now it feels like looking at the pictures of an old friend who has just passed away," said visitor Wu Jun.     "Many people love Bethune for they have learnt his deeds and spirit in Chairman Mao's article while my affection for him comes from his friendship with my father," Wang said. "Bethune was my father's mentor as he exemplified the essence of communism."     Upon his death Bethune left his Kodak Retina camera to Sha Fei.     Bethune also healed Japanese soldiers, took pictures of them, which were sent back to Japan.     "He wished the Japanese people would protest against the war when they saw how their sons were suffering on battlefield. He was a true humanist," Wang said.     Just before he died, Bethune wrote in a letter, saying that the last two years (those he spent in China) have been the most significant, the most meaningful years of his life.

BEIJING, July 24 (Xinhua) -- The Chinese government supports UN's leading role in promoting international cooperation to curb climate change, Premier Wen Jiabao said here Friday.     Wen made the remarks while meeting with UN Secretary-General Ban Ki-moon, who arrived here Thursday evening for a four-day visit. BEIJING, Aug. 4 (Xinhua) -- China's Supreme People's Court issued a new regulation Tuesday to encourage parties involved in conflicts to mediate for resolution.     The regulation is in response to a rapid increase in lawsuits during the past two years.     It clarifies transitional procedures for parties to cease actions in the people's courts and turn instead to industrial or community mediation.     The move is an attempt to bring social organizations into play at an action's early stage to ease public discontent and prevent aggravation of resentment and tension. It is in accord with the new objective of a harmonious society outlined by the Communist Party of China and the government.     According to the court's statistics, lawsuits for criminal, civil affairs and administrative issues submitted to courts around the country in 2007 increased by 7 percent from 2006 to 5,550,062 cases. The courts handled 6,288,831 lawsuits in 2008, 13.31 percent up from 2007.     "Entering a transitional period of development, Chinese society is encountering an increasing number of new contradictions and problems it has never before experienced," said court spokesman Sun Jungong Tuesday.     "Mediation bodies need to be strengthened to make a bigger contribution to the resolution of disputes," he said.     The regulation means agreements achieved in arbitration or mediation by administrative bodies, mercantile organizations and industrial groups will have the same force in law as those judged by the people's courts.     "The courts at all levels should guide mediation and arbitration methods in a scientific, fair and rational way as well as act as supervisors and executors of agreements," said Jiang Huiling, vice director of the SPC's judicial reform office.
