XI'AN, Aug. 23 (Xinhua) -- Chinese Vice Premier Zhang Dejiang has said efforts should be made to promote steady and fast industrial growth while improving the quality of economic development.     Zhang made the remarks during a recent inspection tour in northwestern Shaanxi Province, underscoring the importance of adjusting industrial structure, promoting innovation and enhancing enterprise management.     He pointed out that the country's economy has shown a momentum of recovery from the global economic downturn, with more positive signs emerging, but the reviving foundation was not solid enough.     The government should stick to the proactive fiscal policy and moderately easy monetary policy, and give priority to ensuring economic growth, he said.     More efforts should be exerted to expand domestic demand, carryout the massive economic stimulus plan, and promote stable and fast industrial development.     Zhang also urged cutivating new industries, eliminating backward production capacities, and supporting backbone enterprises as well as small and medium-sized firms.

TAIPEI, Aug.15 (Xinhua) -- Typhoon Morakot has killed at least 124 people and left 56 missing in Taiwan as of 10 p.m. Saturday, according to local disaster response authorities. Another 45 people were injured after the typhoon, the worst on the island in nearly five decades, wreaked havoc across central and southern regions.     Sixty-six people died in Kaohsiung, 25 in Tainan, 16 in Pingdong, six in Chiayi, seven in Nantou, three in Changhua and one in Yunlin.     Nearly 23,700 people have been evacuated, and almost 5,000 are taking refuge in 170 sheltering camps.     Morakot has caused more than 12 billion New Taiwan Dollars (365million U.S. dollars) in damages to agriculture and forestry. Among the worst-hit regions are Pingdong, Kaohsiung and Tainan.     People from a wide range of social sectors in Taiwan have donated cash and materials worth millions of New Taiwan Dollars to support the disaster-relief work. BEIJING, Aug. 6 (Xinhua) -- China still has a long way to go in upgrading industrial processes, although it had managed to secure economic stabilization and was moving upwards, Zhuang Jian, a senior economist with the Asian Development Bank, said Thursday.     "China has achieved great success in bolstering the economy's growth through a series of plans to stimulate it, but it should also continue making efforts to upgrade its industries, as well as its energy-saving and pollution reduction measures, to sustain development," Zhuang said.     China's economic growth had slowed during the global downturn, but expanded 7.9 percent in the second quarter of 2009 year on year after sinking to 6.1 percent in the first quarter.     Zhuang said the improvement of China's industrial structure and increasing energy conservation were of critical importance to the world.     Government figures show the amount of energy consumed in China to produce a unit of gross domestic product (GDP) dropped 3.35 percent year on year in the first half. The decrease compares with 2.88 percent for the first half of last year.     China should also promote domestic consumption to boost economic growth, he said.

BEIJING, Sept. 17 (Xinhua) -- Chinese police have confiscated close to 53,000 guns by the end of August in a nationwide crackdown started in March this year, and 9,849 suspects involved in gun-related crimes were punished, the Ministry of Public Security (MPS) said Thursday.     The ministry started the special crackdown on explosives and gun-related crimes in March, and said it would continue till China's Oct. 1 National Day celebration.     The crackdown is part of the ministry's campaign to maintain public stability, as this year marks the 60th anniversary of the founding of the People's Republic of China.     Police also confiscated more than 2 million bullets and 120,000imitation guns, the ministry said.     About 12 percent of all guns confiscated were seized in the southern Hainan Province, while about 17 percent of the confiscated bullets came from the central Henan Province, the ministry said.     The southern province of Guangdong seized 34,690 imitation guns, which took up one fourth of the total.     Meanwhile, the MPS urged that efforts to crack down on gun-related crime must not be relaxed yet. Police forces should mobilize the public to report to the ministry if they have information about gun-related crimes, the ministry said on its website.     About 60 percent of the guns confiscated by the police were handed in by the public voluntarily, the ministry said.

BEIJING, Aug. 7 (Xinhua) -- Anti-terror forces that safeguarded the safe Beijing Olympics last year are in action again as China has stepped up security ahead of its 60th anniversary of founding on Oct. 1, an official said Friday, one year after the Games.     "A safe National Day is the key to the success of the anniversary," said Wang Anshun, deputy secretary of the Communist Party of China Beijing Municipal Committee.     "Beijing will adopt the security model to ensure the absolute safety of the celebrations," he said.     Experts said the forces of safeguarding the anniversary activities should be stronger than during the Games as terrorist groups are also better equipped.     Unlike the Olympic events mostly held in venues, the celebrations including parade inspections and fireworks evening parties, occur outdoors, which make it more difficult to prevent terrorist attacks, said Cai Changjun, professor with the Institute of Special Police of China.     The major threats come from East Turkestan terrorists, Tibetan separatist forces as well as Falun Gong forces, said Li Wei, director of the anti-terrorism research center at the China Institute of Contemporary International Relations.     Police did not reveal how many officers would be deployed in the safety campaign.     The Snow Leopard Commando Unit (SLCU), a major anti-terrorism wing of the People's Armed Police, and the Blue Sword Commando Unit (BSCU) under the Beijing armed police, are ready for security operations during the celebrations, said a Beijing armed police official.     The two highly-classified special police squads, with more than 400 officers, were dubbed as the protector of the Olympics for their roles in counter-terrorism, riot control and other special tasks, such as stopping hijacking and bomb disposal.     SLCU and BSCU participated in an anti-terrorism drill in June as the latest national level exercise ahead of the National Day in northern Inner Mongolia Autonomous Region's capital Hohhot, as well as Shanxi and Hebei provinces that surround Beijing.     The exercise, codenamed "Great Wall-6", aimed to improve the police forces' abilities to deal with bombs containing radioactive contaminants, serial terrorist attacks and blasts in chemical factories.     The Beijing police also held an exercise dubbed "Forbidden City" which tested the ability to rescue hostages and handle blasts.     "The anti-terror schemes are well-knit. We've made specific plans for commanding, force deployment and actions during the Beijing Olympics. All these can be used in the National Day celebrations, Cai said.     More exercises are needed to test the emergency response capacity and smooth the coordination among various forces, he said.     Police will strengthen baggage checks in subway stations, an anti-terror measure which started during Games.     Like the system during the Olympics, emergency police centers can mobilize helicopters and satellites to prevent and handle potential terror attacks, Wang said.     The equipment to deal with chemical weapons, monitoring system of suspected vehicles and air detection equipment that were developed during the Olympics have been used in daily checks, he said.     The capital also has mobilized hundreds of thousands of security personnel, Communist Party officials and volunteers patrolling the city to ensure a terrorism-free anniversary.     Fu Xinling, a volunteer who patrolled streets in Wanshou Road Community in Haidian District during the Olympics, is ready to wear the red armband again.     "We will go back to our posts again in a month to provide clues and information to the police," she said. "We will never allow the terrorists to damage our celebrations."     They read handbooks on Olympics security, which is also helpful in the 60th anniversary, said Cai     Lianqi, a police officer in Wanshou Road Community. "The public is the backing of our security work."

HAIKOU, Oct. 12 (Xinhua) -- Rescuers have recovered the bodies of three victims in a boat capsizing incident after tropical storm Parma landed in south China's Hainan Province Monday.     Strong winds and waves triggered by Parma caused a fishing boat to capsize and sink off the coast of Wanning City Monday morning, and all nine fishermen aboard the vessel fell into water, a spokesman with the Hainan Provincial Emergency Response Office said.     By 5 p.m., one body had been retrieved and five people had been rescued. At about 8 p.m., the bodies of two more victims were found, according to the maritime bureau of Hainan. BRUSSELS, Sept. 1 (Xinhua) -- The European Union (EU) should restrain its use of anti-dumping measures against imports from China, the Chinese ambassador to the EU urged on Tuesday, calling for more dialogue and cooperation.     "We saw reemergence of anti-dumping cases against China recently. An increasing number of Chinese enterprises received unfair treatment. We are very concerned about this," Song Zhe told the International Trade Committee of the European Parliament, which is newly formed after June elections.     "But we believe between China and Europe, there is more cooperation than competition, more opportunities than challenges. At present, it is urgent to strengthen economic and trade cooperation by maintaining mutual flow of trade and investment and creating more business opportunities," he added.     Faced with the worst economic crisis in decades, the EU has launched a series of anti-dumping actions against China this year, covering a wide range of Chinese products. As from late July, the 27-nation bloc took five separate decisions in just three weeks.     Such a frequent use of anti-dumping probes and punitive duties has been unprecedented. The EU's unusual move leads to concern, especially when the world economy is in recession due to the financial crisis.     "We hope the EU will prevent this uncontrolled development of anti-dumping. We also hope to strengthen dialogue and refrain from arbitrary use of anti-dumping measures for the sake of further cooperation opportunities," Song said.     He said that China has been opposed to any form of protectionism, especially in the current financial crisis which needs cooperation among world governments rather than protection.     In his address to EU lawmakers, Song noted that economic and trade cooperation has always been an important part of China-EU relations, which he said are becoming more mature and stable in recent decades.     Currently, China and the EU are one of the most important trade partners to each other. Bilateral trade volume reached 425.6 billion U.S. dollars in 2008 from 2.4 billion dollars in 1975, an increase of 176 times, according to Song.     Mutual investment also started from scratch and now the EU have made a total investment of 63.9 billion U.S. dollars and operating more than 20,000 companies in China. In recent years, Chinese companies are beginning to invest actively in Europe.     The sustained and rapid development of China-EU economic and trade cooperation has created huge benefit to both sides and helps promote closer bilateral relationship.     However, Song acknowledged the China-EU trade and investment have no escape from the current global financial crisis.     "In the first seven months, bilateral trade volume fell by 20.7percent and the EU investment in China fell by 4.8 percent. China-EU trade and economic relations are facing severe test," he said.     Despite the difficulties, Song referred to the bright sides. He said the economic stimulus plans implemented by China and the EU provide enterprises of both sides with new business opportunities, while both markets contain great potential in the wake of the crisis.     But Song stressed unless China and the EU make efforts to defuse friction and contradictions, to strengthen consultation and cooperation and seek mutual benefit and win-win results, the great potential can not be translated into reality.     He said China and the EU should have a strategic perspective on the long-term development of bilateral relations and make sure that temporary issue does not affect the mainstream of cooperation.     Challenged by an EU lawmaker on the EU's trade deficit with China, which is a major concern for the 27-nation bloc, Song said it has been caused by various reasons and China is working on that.     "The trade imbalance is caused by many reasons, including the international industrial transfer and thus the relocation of trade. China's trade policy is not the cause," he said. "Nevertheless, in recent years, the Chinese government adopted a series of measures to encourage more imports, such as import promotion activities, greater facilitation of imports, sending purchasing groups and so on."     Separately, a senior official of the Chinese Ministry of Commerce said in Beijing on Monday that China's trade surplus with the EU for 2009 will be less than last year.     Song said in order to solve problems arising from expanding trade relations, China and the EU should uphold the principle of mutual openness and mutual benefit, maintain and improve the existing communication and coordination mechanisms, and give full play to complementary advantages of both economies.
