BEIJING, July 14 (Xinhua) -- China's armed forces are raising the qualification and training levels of non-commissioned officers (NCOs) to build a professional corps with the ability to operate increasingly sophisticated weapon systems.     A reform plan unveiled by the Central Military Commission (CMC), China's top military authority, outlines the reforms which will affect the People's Liberation Army (PLA) and People's Armed Police Force (PAPF) by the end of this year.     The number of non-commissioned officers (NCO) in the PLA and PAPF would rise to almost 900,000 while the total number of personnel would remain unchanged, Yang Yangshen, an officer with the PLA's Headquarters of the General Staff, told Xinhua on Tuesday.     He said the rise would be small, but would not give the current number of NCOs.     New NCO posts would be offered to increase the strength of increasingly technology-intensive forces.     The NCOs would be given more responsibility for equipment that needed better proficiency and information skills in addition to assisting commissioned officers with basic training.     According to the plan, the PLA and PAPF would recruit more graduates with three-year college diplomas, who could better understand the operation of modern military weapons systems, rather than promote enlisted personnel.     The PLA and PAPF enlisted personnel are mainly high school graduates who finished 12 years of education.     The modernization of the PLA's weapon systems called for better qualified non-commissioned officers, said Yang.     Currently, the NCOs of the PLA and PAPF are ranked in six categories, starting from the lowest NCO level 1 up to NCO level 6.     According to the plan, the new ranks, from lowest to highest, will be corporal, sergeant, sergeant first class, master sergeant class four, master sergeant class three, master sergeant class two and master sergeant class one.     The reform also introduces a training system by which the new NCOs need to acquire technical qualifications, such as weapons repair and equipment maintenance.     All NCOs who want to be promoted will need to pass upgraded training courses and exams, according to the reform plan.     The plan mandates that the maximum service time for junior grade NCOs (corporal, sergeant) is six years and intermediate grade (sergeant first class, master sergeant class four) is eight years. The senior grade NCOs (master sergeant class three, master sergeant class two, master sergeant class one) could serve for more than 14 years.     It would also increase the basic salaries for intermediate grade NCOs and subsidies for all NCOs.     The PLA and PAPF introduced volunteer recruitment in 1978, which was the original model of the NCO system established in 1998when the revised conscription law reduced the compulsory service period of the enlisted soldiers from three to two years.

Overcoming this crisis requires not only material power, but also spiritual power.     He said fundamentally, it needs people, the power of knowledge and scientific and technological revolution to conquer this financial crisis. MILAN, Italy, May 19 (Xinhua) -- China's top legislator Wu Bangguo said here on Tuesday that China and Italy should explore new areas of cooperation as they face major opportunities in addressing the grim challenges of the international financial crisis.     Wu is the first chairman of the Standing Committee of the National People's Congress (NPC) who has visited Italy since 1997.He arrived in Milan on Monday evening for an official goodwill visit. Wu met with Roberto Formiconi, president of Lombard Region of Italy on Tuesday.     During the meeting, Wu said as one of the most economically vigorous regions in Italy, the Lombard Region is leading the country in carrying out cooperation with China. CHONGQING, June 7 (Xinhua) -- Rescuers on Sunday recovered seven bodies from the debris of Friday's landslide site in southwest China, as the search continued to find the 65 people still missing.     The seven bodies, including five men and two women, were yet to be identified, according to the rescue headquarters.     A brief farewell ceremony was held for the deceased.     Rescuers carried out a second explosion at 11 a.m. Sunday to enable the drilling of holes to send food and air to 27 trapped miners who could still be alive after the massive landslide in Chongqing Municipality. The second blasting was carried out at around 1:00 p.m. Sunday to enable the drilling of a hole 40 meters deep to send food and air to 27 trapped miners who could still be alive after Friday's massive landslide.Three drilling machines were working and staff were setting up a fourth, said Ai Yang, spokesman for the Chongqing municipal government.     More than 400 experts, technicians and rescuers had joined the search and rescue operation at the headquarters, said Ai.     Eighty-five people whose homes were threatened by a barrier lake formed by the landslide would be relocated, said Ai. Those in the affected area downstream of the lake had already been evacuated.     The two entrances of the Jiwei Mountain mine were both buried under rocks when the landslide happened at around 3 p.m. Friday. It also buried an iron ore plant and 12 houses in Tiekuang Township, Wulong County, about 170 kilometers southeast of central Chongqing.     Eight people -- three of them seriously injured -- were rescued late Friday. But 21 residents, the 27 trapped miners and 18 miners who worked above ground, two telecommunications company workers and four passers-by, went missing.     With sniffer dogs and life detectors, hundreds of rescuers found no signs of life on the debris on Saturday, said a spokesman with the rescue headquarters.     The 27 miners are about 150 to 200 meters below ground. The air and a small amount of water in the mine could support them for five to seven days. Water is believed to exist in the shafts as Jiwei Mountain mainly comprised limestone, said the spokesman.     Early Sunday, rescuers completed a 28-km road to the site for large machinery such as excavators and bulldozers. Previously, there was only a simple village road.     "We will do our best and use every second to rescue them," said the spokesman, but the mountain was still quite unstable and the rescue operation was dangerous.     On the basis of aerial photos, experts estimated the volume of the landslide debris at about 12 million cubic meters, said Ai Yang.     "Under such circumstances, every step forward in rescue will need unimaginable caution, manpower and material resources," he said.     "The rock debris just covered the entrance, but there are water channels in the shaft. I believe my husband is still alive," said Chen Yuanmei, a woman at the site.     Chen said she was tending her garden in Hongbao Village, when she saw the rocks slide down, throwing up black dust clouds. The dust lingered around 10 minutes and covered her yard, which is 2 km from the mountain.     She felt something bad had happened and immediately called the mine authorities, but failed to reach them.     The Chongqing Land, Resources and Housing Administration has issued an emergency circular urging districts and counties to organize professional teams to launch a thorough inspection of geological disaster-prone areas.     Chinese Vice Premier Zhang Dejiang inspected the site early Saturday, asking rescuers to try their best while avoiding secondary disasters. Experts have been asked to investigate the cause of the landslide.     The Ministry of Civil Affairs has earmarked 6 million yuan (870,000 U.S. dollars) to the county for relief work.     The money would be mainly used as benefits for the victims' families and relocation of residents, said Ai.     A large helicopter would also join the rescue work to help carry in equipment and personnel early on Monday, he said.

BEIJING, June 27 (Xinhua) -- China's top legislature concluded its six-day, bimonthly session Saturday, after approving several laws, including one on rural land disputes aiming to ensure rural stability,     President Hu Jintao signed decrees to publish the law on the mediation and arbitration of rural land contract disputes, the revised Law on Statistics and a decision to abolish eight outdated or redundant laws.     The concluding meeting was presided over by Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), or top legislature. Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), addresses the closing session of the ninth session of the Standing Committee of the 11th National People's Congress, in Beijing, capital of China, on June 27, 2009.    The government's fiscal revenue dropped in the first five months year on year, according to a report submitted to the session.     Wu called on the State Council (cabinet) and relevant departments to take measures such as enhancing taxation while implementing structural tax reduction policies, improving the efficiency of fund use, practicing frugality, opposing extravagance and actively deepening fiscal system reform.     He asked the departments concerned to rectify problems in implementing the budget, as found by audit authorities, and report to the top legislature the progress before the year-end.     Officials involved in such problems would be punished according to law.     Wu said lawmakers had been deeply concerned about the reconstruction of quake-hit areas in Sichuan Province after the region was struck by the May 12, 2008 quake, and heard a report about reconstruction at this legislative meeting.     Lawmakers said the reconstruction work was "an important project concerning people's life and development" and efforts should be made to resolve housing problems for the poor as well rebuild public facilities such as schools, hospitals, transportation and water-conservation projects.          SOCIALIST LEGAL SYSTEM     The top legislature adopted Saturday the nullification of eight laws, including one covering police stations that dates back to 1954, as part of an effort to eliminate redundant, contradictory and obsolete laws.     Wu said 2009-2010 was a key period in forming a socialist legal system with Chinese characteristics and the legislative work would be arduous.     He urged improving the legislative work so as to ensure the goal of establishing a socialist legal system with Chinese characteristics by 2010, set by the Communist Party of China Central Committee in 1997.     The socialist legal system basically took shape in 2007 and this 11th NPC Standing Committee set the legislative priority as improving legislative quality by enacting backbone laws soon as well as clearing obsolete ones, he said.     Wu said overhauling laws was an important measure of improving legislation so as to ensure a scientific, integrated and harmonious legal system.     As of June 26, 2008, China had 229 laws, with categories including the Constitution, civil and commercial law, administrative and economic law and criminal law, among others.     He said the next step was to urge relevant departments to draft matching regulations.     "When drafting laws in the future, efforts should be made to enact relevant regulations as well so that the regulations could take effect simultaneously with the law, or not too late behind the law, in order to ensure an effective implementation of the law," Wu said.     He stressed that legislation in the pipeline should be completed in time. When revising or enacting laws, revision should be made collectively if disagreement was found in different laws or regulations, in order to ensure the legal system's integrity.     The top legislature also adopted a decision to remove Xia Zhengui, a former Party secretary of Linfen in northern Shanxi, and Ji Chuntang, a former mayor of northern Shijiazhuang, from the post as NPC deputies.     Ji was expelled for his role in last year's adulterated milk scandal. Xia was stripped of the post for a mine accident that caused 277 deaths last year.     According to the Credentials Committee of the NPC Standing Committee, the total number of deputies to the 11th NPC now stands at 2,982.     The meeting also appointed four senior officials to the Supreme People's Court and the Supreme People's Procuratorate.

BEIJING, June 25 (Xinhua) -- Chinese Premier Wen Jiabao said on Thursday that China and Germany should join hands to combat trade and investment protectionism.     The premier made the remark during a telephone conversation with German Chancellor Angela Merkel in which the two leaders also discussed bilateral ties and other issues of common concern.     Wen said cooperation between China and Germany, both among the world's major economies, is developing smoothly in a variety of fields.     He said the two sides should continue to handle their relations from a strategic and long-term perspective, and keep up high-level exchanges. The two nations, Wen said, also should strengthen communications and coordination to push for a healthy and stable development of their bilateral ties.     China, Wen said, always adheres to a win-win strategy in opening to the outside world and insists on the maintenance of a fair and open market environment. He said China would never discriminate against foreign enterprises or products.     The premier said China's determination to cope with climate change is firm, its operations active, and its measures effective. China, Wen said, is ready to enhance collaboration with Germany in developing new and renewable energy and maximizing energy efficiency.     China also will participate in related negotiations and work with other countries to help bring about positive results at the December UN Conference on Climate Change in Copenhagen, Wen said.     Merkel said Germany is very satisfied with the development of China-Germany relations. She said Germany is ready to work with China to maintain high-level exchanges, strengthen trade and economic cooperation, and oppose trade and investment protectionism.     Germany also is prepared to jointly deal with the challenges brought about by the global financial crisis and advance bilateral ties, she said.     Merkel said she hoped that the two countries would strengthen communications and jointly tackle the issue of climate change.
