BEIJING, Dec. 25 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged to improve taxation regulations to boost economic development and better ensure people's livelihood.     Li made the remarks when visiting the State Administration of Taxation on Thursday. Taxation is a major measure to pool financial revenue and boost social and economic development, and it also plays an important role in adjusting income distribution and improving people's livelihood, Li said. BEIJING, Dec. 26 (Xinhua) -- China will make unswerving efforts and work jointly with the international community for the completion of the Bali Roadmap negotiations at the Mexico climate talks next year, a senior official said Saturday.     Xie Zhenhua, vice minister of the National Development and Reform Commission (NDRC), told Xinhua that China, as it has always done, would continue to play an active and constructive role on that front.     Also head of the Chinese delegation to the Copenhagen climate conference, Xie said developed countries bound by the Kyoto Protocol should confirm their second-phase emission reduction targets as soon as possible.     He said almost no progress was made on some key issues during the international climate change meeting in Copenhagen because developed countries were seeking to shift off obligations demanded by international climate agreements.     "Developing countries have raised requests concerning slowing and adapting to climate change, as well as funding and technology assistance, but developed countries have given no clear response, resulting in almost stagnation on key issues in these talks," he said.     It is also necessary to define the comparability of efforts in emission reduction between non-contracting developed countries and those who have endorsed the Protocol, said Xie.     He said parties bound by the Protocol should fulfill their commitment to short-term financing and stick to their promises on long-term funding.     Xie also urged developed nations to speed up technology transfer to developing countries.     Prior to the climate meeting, the Chinese government announced to cut emissions intensity by 40 to 45 percent by 2020 from the 2005 level.     During the talks in Copenhagen, China played an active role in seeking a viable solution to tackle global warming when diversity existed among countries, and it made great efforts to seek common ground while putting aside differences for further discussions, Xie said.

BEIJING, Nov. 17 (Xinhua)-- According to the China-US Joint Statement issued here Tuesday, China and the United States recognize common interests in promoting the peaceful use of outer space and agree to enhance security in outer space.     The statement said the two sides believed that China-US cooperation on common global challenges would contribute to a more prosperous and secure world.     "China and the U.S. agree to discuss issues of strategic importance through such channels as the China-US Strategic and Economic Dialogues and the military-to-military exchanges," said the statement.     It said both leaders reaffirmed their commitment made on June 27, 1998 not to target at each other the strategic nuclear weapons under their respective control.     The two sides agreed to handle, through existing channels of consultations and dialogues, military security and maritime issues in keeping with norms of international law and on the basis of respecting each other's jurisdiction and interests, said the statement.     The statement was signed during President Obama' s first official visit to China between November 15 and 18.

TAIPEI, Oct. 25 (Xinhua) -- Taiwan leader Ma Ying-jeou on Sunday called for both sides across the Taiwan Strait to resolve hatred through communication and negotiation and make peace an eternity.     Ma made the remarks in a ceremony to unveil a memorial square, which was constructed on the site of the Kuningtou battle in Kinmen of Taiwan, according to local media reports.     Troops of the Communist Party of China and the Kuomintang had fierce fightings and suffered heavy losses at the site on Oct. 25,1949, the year when the People's Republic of China was founded.     Battlefield should be turned into a square of peace, opposition should be replaced by reconciliation, and war by peace, Ma said.     Ma called for efforts to find a way that is acceptable for both sides to settle cross-Strait issues.

BEIJING, Dec. 27 (Xinhua)-- Premier Wen Jiabao admitted Sunday that it'd be good if lending by Chinese banks had not been growing on a too large scale as a result of the government's immediate response to the global financial crisis."It would be good if our bank lending was more balanced, better structured and not on such a large scale," he said in an exclusive interview with Xinhua News Agency.     Wen said the State Council had noticed the problem in the middle of the year and moved to correct it. "It has been improving in the second half of this year," he said. BEIJING, Dec. 26 -- European fashion retailers are accelerating business expansion in China thanks to the nation's increasing number of fashion-conscious consumers.     Two companies that opened new outlets in China at a rapid pace this year included Sweden's H&M and Spain's Zara, both retailers of clothing and accessories for adults and youth.     H&M is ending this year with a total of 13 new stores, raising the company portfolio in China to 27 outlets, while Zara, opened 33 new stores in China, winding down the year with 60 in total.     "In China, new store openings have more than doubled due to strong domestic consumption, which has not been affected by the global financial downturn," said Wu Shuang, public relations manager of H&M China. Globally, H&M store openings are up between 10 percent and 15 percent in 2009, said Wu.     "More H&M stores will be set up in China next year, especially in the second-tier cities," he said.     H&M, Europe's second largest fast-fashion retailer, entered the Hong Kong and Shanghai markets in 2007 and later expanded its business to second-tier cities like Hangzhou and Ningbo of Zhejiang province.     Back in August, H&M sales in Spain, the US and France were down 11 percent over July sales, the fourth consecutive monthly drop.     In 2008, average sales revenue at H&M stores in the Chinese mainland and Hong Kong was up 23 percent to 59 million yuan, while globally average store sales was 48 million yuan.     "We are expecting favorable sales volume in China this year," said Wu, while declining to elaborate further.     Strong sales numbers were also recorded at Zara, the leading fast-fashion retailer in Europe. "The Chinese market is attractive with its soaring consumer spending power," a Zara promotion executive said on condition of anonymity. Chinese consumers can expect to see more Zara 'fast fashion' stores in the future," he said.     Fast fashion is a term used to describe fashion trends that are manufactured quickly in smaller batches to keep inventories down and allow mainstream consumers to take advantage of current clothing styles at lower prices. This type of quick manufacturing methodology is preferred by large retailers like H&M, Forever 21 and Zara, according to online apparel industry directory, Apparel Search.     This access to the latest clothing styles is popular with white-collar consumers in China.     "I have been waiting for 30 minutes to try on several pieces of clothing, but the wait doesn't matter. I love to get everything here, and the prices are acceptable," said Liu Dan, a woman in her 20s shopping at one of Zara's Beijing stores. Liu, who works in the public relations department at an international company, said she is also a regular patron of H&M in Beijing. Both H&M and Zara stores are often crowded with local consumers, especially on the weekends.

BEIJING, Nov. 13 (Xinhua) -- China should keep home prices from long time "abnormal increases" and divert profits made from home price hikes to the public through taxation, a senior property official said here Friday.     Dong Zuoji, director of land planning department of the Ministry of Land and Resources, said home prices would continue to rise as the land in the world's fastest-growing economy is becoming increasingly scarce, but the government should use taxes to give the added value of the land back to society.     "China hasn't seen overcapacity in real estate sector on the whole, otherwise home prices wouldn't have gained so much," he said while attending a meeting held in Beijing.     Dong said the government would increase land supply for subsidized homes and adopt measures to prevent developers from hoarding land.     The government would also guarantee land use for high-tech, high added-value enterprises while limiting that of backward production projects.     Due to a series of supportive measures adopted by the government, China's property sector rebounded strongly this year. Home prices in 70 large and medium-sized cities rose for the eight straight month in October.     Average house price in Beijing surged 43.7 percent in July from that of January, to 14,500 yuan per square meter, Golden Keys, a property agent said on July 17.
