HONG KONG, April 12 (Xinhua) -- About 400 enterprises in the Chinese mainland had been selected to participate in the Renminbi cross-border trade settlement pilot program, Under Secretary for Financial Services and the Treasury of Hong Kong Julia Leung said here Saturday.     Speaking on a radio talk show here Saturday, Leung said enterprises in Hong Kong would soon be able to settle trades in Renminbi through the banks with the selected companies in the Chinese mainland.     Noting the program can reduce the risks and cost arising from fluctuations in exchange rates, she said Hong Kong banks could expand extensively their Renminbi services from individual clients to enterprises.     When asked whether the scheme includes trade financing, Leung said authorities in the Chinese mainland would announce the details soon.     "The Monetary Authority has made full preparation for the program including conducting tests on the Renminbi clearing system," Leung noted, adding that "the system can start operation once the Chinese mainland comes up with the operational details."     When asked whether the Hong Kong Special Administrative Region (HKSAR) government would change Hong Kong's linked exchange rate with the U.S. dollar, the under secretary said the system had been working effectively and the HKSAR government had no plan to change it.

BEIJING, Feb. 4 (Xinhua) -- The Office of State Flood Control and Drought Relief Headquarters launched an orange alert on Wednesday, urging local authority to be fully aware of the grim situation and give drought-relief work top priority.     The unprecedented drought which started last November, has affected 146 million mu (9.73 million hectares) of crops nationwide by February 4, among which 42.19 million mu are severely affected, according to the latest figure released by the headquarter office.     About 139 million of wheat land in the eight wheat-producing provinces were threatened, comprising 46 percent of the total wheat croplands in the areas. BEIJING, April 10 (Xinhua) -- China unveiled Friday an investment guide book to help domestic firms make foreign investments.     The first batch of the guide book released Friday by the Ministry of Commerce covers 20 countries, such as Pakistan, Thailand, Malaysia and Japan.     The guide book includes investment laws and regulations of the 20 countries and statistics about individual countries among other useful information such as advice on problems that firms may encounter.     The ministry said it would unveil more of the guide book to cover as many as 160 countries and regions by the end of June, and it would update the guideline.     "It can be a good time now for Chinese firms to invest overseas," said Li Ruogu, president of the Export-Import Bank of China (China Exim), "as banks have been instructed to support overseas mergers and acquisitions of Chinese firms."     He said Chinese firms should increase their investment in developing countries such as Mongolia and those in Africa, Southeast Asia and Latin America.     Li said such investment could be mutually beneficial for China and investment-receiving countries.     He said investment-receiving countries could expect a boost to the economy with the combination of China's capital and local resources.     Large overseas investment and aid programs of Chinese firms may also boost imports from China and create more employment for Chinese labor, therefore contribute to China's economic growth as well, he added.     He argued that such investment of domestic firms could be supplementary to the country's other plans to stimulate the economy.     China announced a four-trillion-yuan stimulus package aimed at expanding domestic consumption after the financial crisis slashed overseas demand, in a bid to shift its heavy reliance on exports.     Keen to contain the falling exports, the government had also taken various measures, including raising export rebates six times since August last year, to save the failing sector. Figures released Friday showed China's exports continued to fall in March, for the fifth month in a row, but at a slower pace.     Li said encouraging domestic firms to invest overseas could be another option, when the financial crisis is yet to bottom out and it will take some time before domestic demand could take off.     "It's definitely the right choice to rely more on domestic consumption for growth in a country with a 1.3 billion population, which has great market potential," he said, adding that heavy reliance would be unsustainable.     The World Trade Organization has predicted a 9-percent decline in global trade this year, the sharpest drop since World War II.     "But there is a long way to go before domestic consumption will be able to fuel economic growth."     "The country's overall purchasing capacity is not powerful enough yet," he said. China's per capita income of urban residents stood at 15,781 yuan (2,321 U.S. dollars) in 2008, with that of the rural population at 4,761 yuan.

BEIJING, Feb. 23 (Xinhua) -- China's central bank on Monday warned of deflation in the near term caused by continuing downward pressure on prices.     Commodities prices were low and weak external demand could exacerbate domestic over-capacity, the People's Bank of China (PBOC) said in an assessment of fourth-quarter monetary policy.     "Against the backdrop of shrinking general demand, the power to push up prices is weak and that to drive down prices is strong," the PBOC said. "There exists a big risk of deflation."     China's consumer price index (CPI), a major gauge of inflation, rose 1 percent in January from a year earlier. In that period, the producer price index (PPI), a measure of inflation at the wholesale level, dropped 3.3 percent.     But the PBOC also warned of medium and long-term inflation risks.     As the central banks worldwide injected a huge amount of liquidity into the financial system, commodities prices could repeat earlier rallies if market confidence recovered, it said.     The PBOC stated that China's economy faced further downside risks because of slackening external demand, over-capacity in some sectors and increases in urban job losses.     The gross domestic product expanded at a slower rate of 6.8 percent in the fourth quarter of 2008, as exports slumped and the property sector sagged, dragging down growth for the whole of 2008to a seven-year low of 9 percent     But China had huge market potential and as the macro controls started to take effect, its economy was likely to maintain stable and relatively fast growth, it said.     To spur growth, the PBOC said it would ensure ample liquidity in the banking system and promote the reasonable and stable growth of credit.     It also reaffirmed that China would keep the Renminbi (RMB) exchange rate basically stable, while making it more flexible in a self-initiated, gradual and controllable manner.

BEIJING, Feb. 27 (Xinhua) -- China's top political advisor said Friday the national advisory body would have to contribute to decisions on major national and global challenges at its annual session next month.     This year would be crucial for the country's development, said Jia Qinglin, chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee.     CPPCC members would "conduct research and give targeted and effective opinions and proposals, to provide the (ruling Communist) Party and the government with reference and data for their decision-making", he told a meeting of the Standing Committee of the CPPCC National Committee. BEIJING, April 8 (Xinhua) -- Chinese Premier Wen Jiabao has stressed that "supervision" is one of the key missions in 2009 for government organizations to tackle corruption amid the economic crisis, according to Wen's speech script released Wednesday by the State Council.     "The impact of the global economic crisis was still amplifying. Companies' profits shrinking, financial income reducing, job situation worsening... Under such circumstances, it's of great importance for government organizations to reform and tackle any kind of corruption," Wen said.     Wen said this year supervision would be focused on whether government officials' work was quick and effective, policies and regulations practised properly, projects carried out scientifically, funds used reasonably among others.     He said any kind of fund misappropriation, unqualified buildings and other problems which closely affected people's livelihood should be strictly prevented.     Also, Wen stressed supervision in food and drug industry to avoid any safety issues involving unapproved food additives and fake and unqualified medicines.     Wen initially made those remarks at a conference on clean governance here on March 24. The highlights for his speech on that day were released Wednesday by the State Council.     Wen ordered at the conference that Party and government organizations at all levels should reduce reception expenditures this year by 10 percent over 2008, cut car purchase and maintenance fees by 15 percent on the basis of the average amount in the recent three years, and reduce expenditure for business trips abroad by 20 percent based on the average amount over the past three years.     Wen said, this year efforts will be focused on investigation and handling of corruption cases involving government organs and officials, and hard strikes will be made in cases of "collusion between officials and businesses, power-for-money deals and commercial bribery cases."     He urged tougher scrutiny over funds and projects that were closely related to people's livelihoods, such as medical insurance in rural areas, pensions, payment in arrears for migrant workers, water conservation, railroads and other forms of transportation, and urban construction.     Individuals or groups should be severely punished for making defective or harmful farm products or imposing unreasonable charges on farmers, students and patients, he said.     Wen praised the anti-corruption progress made by various government officials last year, especially in supervising and managing relief funds for the May 12 earthquake and the post-quake construction.     "Only by building a clean and efficient government can we unite everyone as an entire force to cope with the crisis and get over it," he added.     Last year, China investigated 2,687 government officials for graft, malfeasance and infringement of people's rights. Those included four people at the province or ministry level, according to a report delivered by Prosecutor-General Cao Jianming in earlier March.     Also, the government investigated 10,315 cases of commercial bribery cases committed by government workers, involving a total sum of more than 2.1 billion yuan (309 million U.S. dollars).
