URUMQI, Sept. 5 (Xinhua) -- The party chief of Urumqi and police chief of northwest China's Xinjiang Uygur Autonomous Region were removed from their posts Saturday. The removal came after the July 5 riot in Urumqi which left 197people dead and following syringe attacks in the city that caused panic among the public. Li Zhi, 59, secretary of the Urumqi Municipal Committee of the Communist Party of China (CPC), was replaced by Zhu Hailun, 51, secretary of the CPC Xinjiang Autonomous Regional Political and Legislative Affairs Committee, according to a decision by the CPC Xinjiang Autonomous Regional Committee and approved by the CPC Central Committee.     Li was appointed the Urumqi party chief in November, 2006.     Also on Saturday, Xinjiang's police chief Liu Yaohua was replaced by Zhu Changjie, party chief of Xinjiang's Aksu Prefecture. Zhang Hong said on Friday the situation was basically under control in the city.     SYRINGE ATTACKS     Fresh protests broke out this week after hundreds of Urumqi residents reported that they were stabbed by syringes. Five people were dead and at least 14 people hospitalized over injuries in the protests.     Tens of thousands of people took to the streets to protest against the syringe attacks and demand security guarantees.     By Thursday, local hospitals had dealt with 531 victims of hypodermic syringe stabbings, 106 of whom showed obvious signs of needle attacks.     Chinese military medical experts on Saturday ruled out the possibility that radioactive substance, anthrax and toxic chemical were used in recent syringe attacks in Urumqi City.     "According to the preliminary test results, such possibilities can be ruled out," said Qian Jun, director of Disease Control and Biological Security Office with China's Academy of Military Medical Sciences.     Qian said he, along with other five medical experts from the military, had examined medical records of more than 200 victims since Friday.     Samples had been sent to Beijing for further test, Qian added.     Xinjiang police has captured 25 suspects amid the syringe scare, of whom seven are in police custody, four were arrested and four others were referred for criminal prosecution.     Four suspects, three men and one woman, have been prosecuted for endangering public security, said Wutkur Abdurahman, procurator general of the city's procuratorate Saturday.     The four, all from the Uygur ethnic group, were involved in three cases.     Two suspects threatened a taxi driver with a syringe and robbed him, one suspect allegedly inserted a pin into a woman's buttock at a roadside fruit stall, and the other injured police when resisting arrest with a syringe that contained drug.     SOCIAL ORDER BACK TO NORMAL     Xinhua reporters witnessed Saturday that most of the buses in Urumqi had resumed operation. People could be seen on buses, some of which were even a bit crowded. Many were waiting at bus stops.     A large number of customers could be seen at the Carrefour Supermarket at Nanhunanlu Road. Long queues were seen in front of the cashiers at noon.     In Hepingnanlu Road and Xinhuananlu Road, areas mainly inhabited by people of Uygur ethnic group, shops on both sides of the roads have resumed operation.     Situation in Urumqi came under control Friday, as there were no major protests in the city. Small crowds, which gathered "in a fewlocations," were soon dispersed, said Executive Deputy Mayor ZhangHong. WASHINGTON, Oct. 7 (Xinhua) -- U.S. President Barack Obama will visit China in mid-November in a four-nation Asia trip from Nov. 12 to 19 which will also take him to Japan, Singapore and the Republic of Korea, the White House said on Wednesday.     Obama is due to be in Japan on Nov. 12-13. Following his visit to Tokyo, Obama will attend the Asia-Pacific Economic Cooperation (APEC) summit in Singapore before heading to China and South Korea, White House spokesman Robert Gibbs told reporters. BEIJING, Aug. 21 (Xinhua) -- China on Friday published a regulation to enforce environmental evaluation on new projects from October, in an effort to prevent pollution or ecological destruction from the beginning.     According to the regulation, approved on Aug. 12 by the State Council, the Cabinet, environmental evaluations are required before the planning of development projects being approved.     Under the regulation, environmental evaluation of city-level projects will be conducted by local environmental authorities while provincial projects must be evaluated by environmental authorities under the State Council.     The regulation covers all development activities, from land use and the development of rivers or oceans, to development projects related to industrial, agricultural, husbandry, and forestry sectors as well as energy, water conservation, transportation, urban construction, tourism, and exploration of natural resources.

BEIJING, Aug. 5 (Xinhua) -- China vowed to deepen its financial system reform and promote more efficient financial intermediation in support of domestic demand, according to a fact sheet released here on Wednesday. To meet the commitment, China would promote interest rate liberalization and consumer finance, said the economic track joint fact sheet of the first U.S.-China Strategic and Economic Dialogue (S&ED).     It said China would accelerate the allocation of QFII quotas to billion and continue to allow foreign-invested banks incorporated in China that meet relevant prudential requirements to enjoy the same rights as domestic banks with regard to underwriting bonds in the inter-bank market.     China would gradually increase the number of qualified joint-venture securities companies that can participate in A-share brokerage, proprietary trading and investment advisory services subject to the condition of meeting relevant laws and regulations.     The country would also support qualified overseas companies to list on Chinese stock exchanges through issuing shares or depository receipts and continuously support qualified Chinese companies to be listed abroad, including in the United States, said the fact sheet.     From the U.S. side, the country would pursue comprehensive reform of financial regulation and supervision to create a more stable financial system and to help prevent and contain potential future crises.     Regulation and supervision would be strengthened to ensure that all financial firms that pose a significant risk to the financial system will be well regulated, major financial markets will be strong enough to withstand system-wide stress and the failure of large institutions, and the government has the tools it needs to respond rapidly and effectively when problems arise, the fact sheet said.     The United States pledged to continue to have strong oversight of the Government Sponsored Enterprises (GSEs). Through Congressional action, the country remained committed to ensuring that the GSEs were able to meet their financial obligations, it said.     The country was committed to undertaking a process of exploring the future of the GSEs, including through seeking public input, and the U.S. government resolved to report to Congress and the public by S&ED II.     In the joint fact sheet, China and the United States pledged continued close communication and coordination to promote financial stability and would work together to expedite the financial sector reform, to improve financial regulation and supervision, and to promote greater financial market transparency, so as to make their financial sectors more robust.     "We recognize the importance of ensuring sound regulation in our own countries and globally," said the fact sheet.     The two countries were undertaking IMF Financial System Assessment Programs (FSAPs) and would complete them in a timely manner,it said.     Both countries would continue to promote convergence towards a single set of high quality global accounting standards and would continue discussions on financial reporting matters.     "The United States and China welcome continued dialogue between the bilateral competent authorities on the oversight of accounting firms providing audit services for public companies in the two countries based on mutual respect for sovereignty and laws," it said.     The two countries would also conduct technical exchanges on the development of private pensions, and would share experiences and strengthen cooperation with regard to improvement of insurance regulation.     The first S&ED was held in Washington, D.C from July 27 to 28. The mechanism was jointly launched by Chinese President Hu Jintao and US President Obama during their meeting in April in London as a way to show elevation of the importance of China-U.S. cooperation under the new historical circumstances.  

BEIJING, Sept. 6 (Xinhua) -- China Unicom (Hong Kong) Ltd. Said Sunday that it signed a deal with Telefonica, the Spanish telecom operator, to enhance their alliance by spending 1 billion U.S. dollars each on share purchase.     China Unicom would acquire shares equal to about between 0.885 percent to 0.892 percent of stake in Telefonica, according to the company's statement to the Shanghai Stock Exchange.     Telefonica would increase its stake in China Unicom from 5.38 percent to 8.06 percent, the statement said.     Their cooperation would focus on infrastructure and equipment purchase, mobile service platforms, research and development, and service provision to multinational clients, according to the deal.

XINING, Oct. 3 (Xinhua) -- China will put environmental concerns as top priority in tackling ways to exploit combustible ice, a kind of natural gas hydrate, in the permanent tundra in its northwest plateau region, said a combustible ice project leader.     "We do not need to drill very deep to get the flammable frozen compound from tundra here in Muli Prefecture in Qinghai Province. However, as the sample is taken out, methane gas is easily released into the atmosphere," said Wen Huaijun, chief engineer of the combustible ice project in Qinghai.     He said the project team under the China National Administration of Coal Geology is carrying out research to guarantee that the exploitation of the frozen natural gas does not cause environmental problems.     Combustible ice is regarded as a potential source of alternative energy to coal and oil. One cubic meter of combustible ice can release 164 cubic meters of natural gas.     The Ministry of Land Resources said on Friday that the prospective volume of the natural gas hydrate in the country's frozen earth regions is estimated to reach 35 billion tonnes of oil equivalent.     China announced the first discovery of the resource under the bed of the South China Sea in May 2007.     Wen said the environmental threats from the use of the resource even in a land-based region is enormous, because it releases carbon dioxide or methane into the atmosphere.     "The plateau region is very sensitive to environmental changes. The biological conditions here are vulnerable," he said.     Combustible ice usually exists in seabed or tundra areas (two mediums having the strong pressure and low temperature necessary to its stability). It can be lit up like solid ethanol, which is why it has the name "combustible ice."     Wen said the combustible ice research project has been carried in Muli Prefecture, 4,100 meters above sea level, since 2004.     "It still takes time and a huge amount of research investment to realize the dream of exploiting the resource, while ensuring the environment," he said.     Wang Jianbin, deputy director of the Qinghai Bureau of Land Resources, said at the present stage, the project focus is still to ascertain locations of the deposit, and carry out a feasibility study on its exploitation.

HARBIN, Aug. 10 (Xinhua) -- Chinese Vice Premier Li Keqiang said over the weekend that the rebuilding of shanty towns which have long-housed low-income workers is an important part of the country's effort to improve people's livelihood.     Li made the comment at a working conference to address the rebuilding of shacks in cities and at compounds of large state-owned mining enterprises held in Harbin, capital of northeast China's Heilongjiang Province, on Saturday.     Such shanty towns are shabby residential areas that were built when the country started to industrialize its economy, and people living there are more often low-income wage earners in factories.     These people are either living in a space that is less than 10 square meters for each, or in apartments that have no tap water or sewers, or even toilets or kitchens. Chinese Vice Premier Li Keqiang (C) addresses a meeting on the rebuiding of cities and hut zones, in Harbin, capital of northeast China's Heilongjiang ProvinceChina is aiming to offer proper housing for 7.5 million low-income urban households and 2.4 million households living in shanty towns of coal mines, reclamation areas, and forest zones in three years, Premier Wen Jiabao said in March.     There are another 1.14 million living in shabby apartments at compounds of state-owned mining enterprises, which are not included in the planning of cities, according to the conference.     Li urged to integrate the rebuilding of such shanty towns with the low-income housing project, initiated by the Chinese government to build affordable houses for low-income urban residents.     He also asked planners to build homes at different price levels in a region so as to avoid the concentration of poor population in a certain neighborhood.     Li stressed that the government should dominate the project of rehousing low-income workers, but it could invite funding from outside the government.     He said the government should secure land supplies for such projects and materialize tax supports.     The central government pledged to allocate 49.3 billion yuan (7.25 billion U.S. dollars) from the central budget to finance such housing projects in 2009 alone.
