BEIJING, Jan. 28 (Xinhua) -- A draft regulation on expropriation of houses and relevant compensation is expected to be made public Friday to solicit comments.China's Legislative Affairs Office of the State Council, or cabinet, is going to release the full text of the draft on its website, www.chinalaw.gov.cn.The draft spells out the conditions, due process and compensation of expropriation intended for public interest, such as national defense, key national projects of energy, transportation and education.The draft says local government should, by holding hearings or adopting other opinion soliciting methods, ensure that the public opinions can be heard.The draft also provides that compensation to the house owners should not be less than the market price of similar houses.The draft stresses that no violence, coercion, or other illegal means, such as cutting off the water or power supply of the houses, can be employed in demolition procedures.Demolition for the need to upgrade the quality of dangerous and old buildings should not be carried out without the approval of 90 percent of the house owners, the draft says.The public is invited to comment on the draft regulation any time before Feb. 12 via online postings, email or letters.

BEIJING, Feb. 23 (Xinhua) -- China has chosen 16 cities to pilot reform of government-run hospitals in an effort to ease public complaint of rising medical bills, according to an official circular released on Tuesday.The cities are required to establish a reasonable, effective and optimized medical service system, and to fully motivate all medical workers to provide the public with safe, effective, convenient and affordable medical services, according to the document.Public hospitals must retain its goal of serving the public interests and their top priority should be protecting people's health, said the document, jointly issued by five ministries including the Ministry of Health.The cities, including six in central China, six in the east and four in the west, were asked to start the reform from this year.China in April 2009 unveiled a blueprint for health-care over the next decade, kicking off a much-anticipated reform to fix its ailing medical system. The core principle of the reform is to provide basic health care as a "public service" to the people.Health Minister Chen Zhu said serving the public interests should be underscored in the health care reform and the public hospitals should play a leading role in it.MOH statistics show that China had about 14,000 public hospitals nationwide by November 2009.Li Ling, prof. with the China Center for Economic Research of Peking University, said the reform meant public hospitals would return to its nature of serving the public rather than making money."This is key to solving the complaints of costly medical service," Li said.Public hospitals in China enjoyed full government funding before 1985. Since then the situation changed as public hospitals embarked on a market-oriented reform as economic reform and opening up policy adopted in late 1978 deepened in the country."Public hospitals were allowed to make profits to invigorate themselves since then," said Xie Pengyan, professor of Peking University First Hospital. "Our hospital grew fast and my income increased remarkably since that year."Analysts said the market-oriented reform had greatly improved medical service to some extent. But the fact that hospitals operated using profits from medical services and drug prescriptions also resulted in soaring medical costs.According to the circular, public hospitals will not be allowed to make profit from drug prescriptions. They should operate on government funding and charges from medical services.The document also said that efforts should be made to strengthen hospitals in rural areas. Public hospitals are required to train medical workers for grassroot medical institutions.

BEIJING, Feb. 10 (Xinhua) -- It's supposed to be a time of family reunions, new year greetings and fireworks, but blizzards and accidents on Wednesday put a damper on the Chinese New Year.The country is experiencing the peak travel period with millions of people are eager to get away from tough jobs to go home for the most important Chinese holiday, which falls on Sunday. The mass movement of people is the largest human migration on the earth.In the southern Guangdong Province, China's business hub, about 100,000 migrant workers are expected to ride motorcycles to go home to neighboring Hunnan, Guizhou and Guangxi provinces, to avoid train jams and high train ticket prices."It will be a tiring 10-hour motorcycle ride, but I can save a lot of money by not taking a train," said a migrant worker surnamed Huang who set off at 6 a.m. Wednesday for his home in neighboring Guangxi Zhuang Autonomous Region.Traffic police set up more than a dozen rest areas along major national highways so workers could warm their hands, drink some hot tea and repair their motorcycles before continuing their trip.Railway stations across the country have been crowded with millions of migrant workers carrying belongings and trying to buy tickets home. BEIJING, Jan. 12 (Xinhua) -- China was flexing its muscles to fight corruption which was still an "persistent, complicated and arduous" task, said an expert as the internal anti-graft body of the Communist Party of China (CPC) convened its three-day plenary session.     President Hu Jintao told the meeting of the CPC Central Commission for Discipline Inspection (CCDI) that the Party should "fully recognize the situation of the fight against corruption," which was "persistent, complicated and arduous."     Last year, at least 15 ministerial or provincial level officials, including heads of State-owned enterprises (SOE), were investigated for corruption, nine of whom were referred for prosecution, the CCDI said.     Among them were former Supreme People's Court Vice President Huang Songyou, who was the first supreme court justice in China removed for grave violations of the law and the Party discipline.     "The graft fight and the promotion of a clean and honest work among Party cadres has a great bearing on the Party's survival," Prof. Huang Zongliang of Beijing University told Xinhua.     Huang said despite the arrests of many high-ranking officials, the graft situation did not "show any sign of relaxation," citing the 2009 corruption index of the Transparency International, a Berlin-based non-government organization.     Among the annual ranking of the world's countries and regions of 180, China ranked 72nd. Countries and regions towards the end of the list means more corrupt.     Huang said China's ranking was low and there was little progress compared with that of previous years.     ASSET REPORTING SYSTEM IN THE PIPELINE     He said to build a system of officials' asset reporting was an effective way to prevent corruption.     The communique of the last CCDI plenary session in September said officials should "report their properties and investment as well as employment of their spouse and children," and authorities should enhance management of officials who had family members living overseas.     Such requirement was in response to several cases of corrupt officials who fled the country with huge amount of public funds.     Huang said the public applauded the move to set up an officials' assets declaration system, as it signaled the Party's effort in pushing for transparency.     Currently, the program has been tested in several regions, including eastern Zhejiang and Shanghai and far western Xinjiang.     At the CCDI's plenary session Tuesday, Hu, also general secretary of the CPC Central Committee, said supervision and monitoring should be enhanced to form an effective corruption prevention system.     Vice Minister of Supervision Qu Wanxiang also pledged last week to tighten supervision on the SOEs and fight corruption among their executives.     At least 35 senior executives of China's large SOEs faced corruption charges last year, said a report by Faren Magazine, affiliated to the Legal Daily and overseen by the Ministry of Justice.     Among them was Kang Rixin, general manager of the China National Nuclear Corporation (CNNC), who has been under investigation for alleged grave violations of Party discipline since August.     Another prominent case involved Chen Tonghai, former chairman of China's state-run oil refiner Sinopec, who was found to have taken almost 200 million yuan (29.4 million U.S. dollars) in bribes and given a death sentence with a two-year reprieve in July.     Latest statistics show more than 106,000 officials in China were penalized for disciplinary violations from January to November last year.     President Hu vowed that no corrupt official would be above the law and Party discipline.

BEIJING, Feb. 12 (Xinhua) -- Chinese police nationwide were urged Friday to tighten security and step up safety overhaul during the Chinese Lunar New Year and be "ready to handle emergencies to prevent serious accidents."A circular from the Ministry of Public Security told local police authorities to increase scrutiny of fireworks parties, trade fairs, lantern shows, and temple fairs during the Spring Festival holiday which starts Saturday.It said the police should assist in keeping public and traffic order around large events' venues and be ready to handle crime and emergencies.Efforts should be made to strengthen security measures around train stations. Police authorities must release "safety tips" to the public through radio, newspapers and cell phone messages, it said.More than 10,000 large events, including traditional temple fairs, will be held across the country during the seven-day holiday, with more than 320 events expected to attract more than 10,000 people each.The latest ministry statistics show police solved nearly 1,200 homicide cases and 915 human trafficking cases last month.Police also arrested nearly 470 suspects for using telephones to scam or defraud people in January, saving 3.45 million yuan (507,000 U.S. dollars) in economic losses.Last month, the police busted nearly 2,000 bases for illegal fireworks' manufacture, sale, or transportation.The Spring Festival, or the Lunar New Year, falls on Sunday. CANBERRA, Feb. 6 (Xinhua) -- Queensland mining magnate Clive Palmer said Saturday his company has secured Australia's largest coal export deal with China.The Resourcehouse chairman said the company had reached a 20-year agreement with one of China's largest power companies, China Power International Development, the flagship company of China Power Investment Corporation (CPI)."This deal with CPI is Australia's biggest ever export contract," Palmer said in a statement."This is Australia's largest single, non-syndicated, finance deal and the interest from China highlights the strength of the project and the benefits for Queensland and Australia in developing a new world class coal region such as the Galilee Basin," he told reporters."There will be four underground mines and two open cut mines," he said.Meanwhile, Queensland Premier Anna Bligh said there was some environmental red tape to negotiate before the project was approved but she did not expect any last-minute problems."It is world demand which is making it a commercial opportunity," Bligh said.More than 100 million additional tons of coal could be exported every year from Queensland because of new projects under consideration by the state government.
