BEIJING, May 23 (Xinhua) -- China unveiled Saturday credit rating standards for the sovereignty entity of a central government, the first sovereign credit rating standards in China, aiming broader participation in global credit rating.     The standards were announced by Dagong Global Credit Rating Co., Ltd, one of the first domestic rating agencies in China.     The sovereign credit rating standards would be able to evaluate the willingness and ability of a central government to repay its commercial financial debts as stipulated in contracts, said the company.     The rating results could reflect the relative possibility of a central government to default as a debtor, and the rating is based on the country's overall credit value, according to Dagong.     Elements of credit risks will include the country's political environment, economic power, fiscal status, foreign debt and liquidity, said the company, adding that it judges the credit of a sovereign entity on the basis of a comprehensive evaluation of its fiscal strength and foreign reserves.     Compared with other rating agencies, Dagong pays more attention to the different economic stage of each country, and examines the features of its credit risks in a holistic and systematic view, according to Dagong.     Jiang Yong, director of the Center for Economic Security Studies under the China Institutes of Contemporary International Relations, said the financial crisis exposed a risk of the international society relying solely on the credit rating institutions of a single country, which is the largest risk of the world economy.     Luo Ping, head of the training center under China Banking Regulatory Commission, said the launch of the sovereign credit rating standards would help improve the transparency of credit rating information, and would strengthen China's position in the international financial arena.

SHANGHAI, June 28 (Xinhua) -- Top Chinese political advisor Jia Qinglin on Sunday mourned the death of Dong Yinchu, honorary chairman of the China Zhi Gong Party central committee, who died of illness on Tuesday at the age of 95.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), attended Dong's funeral in Shanghai with Yu Zhengsheng, Communist Party chief of the city, and expressed condolences to Dong's family. HOHHOT, June 9 (Xinhua) -- China held an anti-terrorism drill Tuesday afternoon to test its police forces' ability to handle a bomb containing radioactive contaminants.     The drill, held in northern Inner Mongolia Autonomous Region's capital Hohhot, kicks off a series of drills in the autonomous region, Shanxi and Hebei provinces that surround Beijing. BEIJING, July 16 (Xinhua) -- The international community has continued to condemn the July 5 riots in Urumqi, the capital of China's northwestern Xinjiang Uygur Autonomous Region, which has left 192 people dead.     Religious leaders and some experts also voiced support for the joint efforts by the Chinese government and various ethnic groups to safeguard ethnic unity and social stability.     Regional leaders of two major Islamic organizations -- Nahdatul Ulama and Muhammadiyah -- in the Indonesian city of Surabaya said Islam advocates peace and opposes violence.     Muslims love peace, pursue peace and take real actions to maintain peace and oppose any violent and terrorist actions, they said Tuesday while meeting Wang Huagen, Chinese general consulate in Surabaya, Indonesia's second largest city.     The two Islamic leaders also expressed the hope that social order in Urumqi could be restored soon.     Pierre Picard, a human geologist and China expert at the University of Paris, said he was shocked by the July 5 incident which was a violent crime orchestrated by foreign terrorists and separatist forces.     China has the right to take actions to maintain national stability and restore social order and the measures it has taken were appropriate, he told Xinhua.     No country in the world can tolerate attacks by terrorist forces, he added.     The Al-Riyadh newspaper, one of the leading newspapers in Saudi Arabia, said in a report on Tuesday that the July 5 incident in Xinjiang was a crime of violence that was premeditated and organized.     The unrest was not an ethnic issue nor a religious one, but a case against public order incited by a few separatists and mobs, it stressed.     Bahrain's Al-Ayam newspaper shared the view. In     a report published on Tuesday, it said the incident was by no means an ethnic or religious issue, but a grave violent crime involving beating,     smashing, looting and burning premeditated, organized and instigated by the separatist forces both in and outside China.     The purpose of the separatists is to sabotage ethnic unity and social stability in Xinjiang, said the report.     The local government of the autonomous region has adopted effective measures in accordance with law to stop the violent crimes in a bid to safeguard social stability and resume normal social order as well as protect local people's rights and interests, it said.     The report said that the Chinese government had introduced and carried out a series of ethnic and religious policies since the People's Republic of China was established.     China always sticks to the principle of protecting ethnic minorities equal rights and safeguarding ethnic solidarity, and is firmly opposed to ethnic discrimination and oppression of any ethnic group as well as any activities aimed at undermining ethnic unity, it said.     China has always valued the role played by Islamic countries and attached great importance to its friendly relations with them, the report said, adding that such relations will be further cemented through joint efforts by both sides.

MOSCOW, May 14 (Xinhua) -- Wu Bangguo, China's top legislator, met with Russian Duma Chairman Boris Gryzlov on Thursday. Both leaders stressed the importance of parliamentary cooperation and the unique role it serves bilateral relations.     Wu, chairman of the Standing Committee of China's National People's Congress(NPC), hailed the bilateral parliamentary cooperation at various levels in recent years. Since arriving in Moscow on Wednesday, the legislator has met with Russian President Dmitri Medvedev and Sergei Mironov, chairman of the upper chamber of the Russian Parliament, known as the Federation Council.

NAIROBI, May 4 (Xinhua) -- Kenya and China vowed to strengthen bilateral cooperation on Monday during a meeting between senior officials of the two friendly countries.     Wang Jiarui, visiting minister of the International Department of the Communist Party of China (CPC)'s Central Committee, said the Chinese ruling party would engage Kenya's political parties --the Orange Democratic Party-Kenya, the Party of National Unity and the Orange Democratic Party in support of the stability of the Kenyan Grand Coalition Government.     Wang said his country valued the eastern African nation as an important partner in the continent.     "Our bilateral relation is very cordial as this has been demonstrated by sincere trust and mutual cooperation between the two countries. We also expect to explore inter-party cooperation to enable the two countries exchange views and address issues of mutual interest," Wang said in talks with Kenyan Vice President Kalonzo Musyoka.     He said the Sino-Kenyan friendship dates back to ancient times and that the past four decades of bilateral diplomatic ties have witnessed great development of friendship and successful cooperation in such fields as politics, infrastructure and trade, as well as mutual support in international affairs.     "We will work with the three parties that form the ruling coalition government. We know that these three parties are key to the stability of this country. Without stability there can be no development," he said.     Musyoka expressed thanks for China's assistance for Kenya in the past years and introduced Kenya's efforts to push forward regional peace, stability and integration.     Musyoka said Kenyan political parties have a lot to learn from CPC in spurning economic growth.     "I am aware that China's booming economy is largely inspired by the effective management of the CPC of the country's economic affairs," he noted.     The vice president said Kenya and China will work together to find ways of resolving the challenges facing their citizens.     He also thanked China for refurbishing the road linking the Jomo Kenyatta International Airport to the UN headquarters in Nairobi and the construction of stadia in Kenya.     "Today China is constructing various roads across the country including the one from the Jomo Kenyatta International Airport to the United Nations headquarters. China has also oil exploration companies and with all these, we hope to expand other areas of cooperation and reach mutual understanding to enable both sides to benefit," he said.     Musyoka told Wang the east African nation appreciates the huge investment China has put into Kenya's infrastructure.     He expressed hope that more Chinese tourists will visit Kenya as part of efforts to balance trade, while urging China to launch direct flights to Nairobi to help spur economic growth and boost the country's tourism.     Musyoka pledged that the Kenyan coalition government attaches much importance to bilateral relations with China and will further strengthen bilateral cooperation in various fields.

He took part in the CPC-led Peasants' Movement and joined the Party in the 1920s.     In 1927, Li led a group of peasants to join in the Huangma Uprising. Later, he became a member of the CPC-led Chinese Workers' and Peasants' Red Army and played an important role in strategic battles and maneuvers of the Red Army.     During the Long March, Li supported Zhu De and other senior leaders in resolute struggle against the splittist activities of Zhang Guotao.     In China's War of Resistance Against Japanese Aggression (1937-45) and the Liberation War (1946-49) against the Kuomintang Regime, Li became a ranking officer in the CPC-led armed forces and fought a large number of major battles and established several revolutionary bases.     After 1949, the year the People's Republic of China was founded, Li served as vice premier for 26 years and played a big role in managing the economy. He was wrongly criticized and persecuted during the Cultural Revolution (1966-1976).     Starting in the late 1970s, as a core member of the second-generation of CPC leadership headed by Deng Xiaoping, Li assisted Deng in ushering in and carrying on the reform and opening-up drive.     In his final years in service, Li held top-level Party and state roles, including vice chairman of the CPC Central Committee, a Standing Committee member of the Political bureau of the CPC Central Committee, state president, and chairman of the National Committee of the Chinese People's Political Consultative Conference.

TAIYUAN, June 13 (Xinhua) -- "Terrorists" took over part of a police school in Taiyuan, the capital of northern Shanxi Province, late Friday night, and then, they attacked a number of other important and public targets in this north China city.     It ushered in a replica of antiterror battle as part of the "Great Wall-6" antiterror exercise in areas around Beijing, the national capital since last week.     A spokesman of the exercise headquarters told Xinhua that the drills in Taiyuan were aimed to test the abilities of the government and antiterror forces in dealing with a large-scaled terror attack on several targets, involving many people held hostages by the terrorists.
