BEIJING, June 23 (Xinhua) -- President Hu Jintao on Monday hailed the country's remarkable science and technology achievements since the launch of its 1978 Reform and Opening-up Drive, but he also admitted that there is "still a large gap" with the world's most advanced.     Among developing countries, China had now taken the lead regarding the general level of science and technological development, said Hu, also general secretary of the Communist Party of China (CPC) Central Committee.     He attributed the achievements to the full support of the Party, the nation and the hard work by Chinese scientists and technicians.     Hu made the remarks at Monday's inaugural ceremony for both the 14th Congress of the Chinese Academy of Sciences and the Ninth Congress of the Chinese Academy of Engineering Science. PYONGYANG, April 21 (Xinhua) -- The torch relay in Pyongyang will enhance friendship between the Democratic People's Republic of Korea (DPRK) and China, the DPRK's Olympic chief said Monday.     The event will promote the cooperation and exchanges in sports between the two countries, and will show their traditional friendship to the world, said Park Hak Seon, chairman of the National Olympic Committee of the DPRK.     The official made the remarks at a reception held by the Chinese Embassy to welcome the Beijing Olympic Flame to Pyongyang.     The reception was attended by senior DPRK officials, including Yang Hyong Sop, vice president of the Presidium of the Supreme People's Assembly, and Park Kwan O, chairman of the People's Committee of Pyongyang, foreign diplomats in Pyongyang and famous DPRK athletes.     Liu Xiaoming, Chinese Ambassador to the DPRK, expressed thanks to various departments of the DPRK for their hard work in preparing for the torch relay in Pyongyang.     He said he sincerely appreciates the strong support from the people of the DPRK to the Chinese people.     The Olympic torch which will be used to carry the sacred flame in Pyongyang was displayed at the reception.     The torch relay will be held on April 28 in Pyongyang, the 18thleg of its global trip. BEIJING, May 19 (Xinhua) -- China on Monday began a three-day national mourning for the tens of thousands of people killed in a powerful earthquake which struck the country's southwest on May 12.     At 4:58 a.m., the national flag at the Tian'anmen Square in downtown Beijing flew at half-mast after a complete flag-raising ceremony.     About 2,600 people watched the flag-raising ceremony in the square.     "I have been watching TV to know the disaster situation these days," said Yu Huilin, a 58-year-old retired teacher. Yu just arrived in Beijing by bus in the early hours on Monday from eastern Shandong Province.     "It's really heartrending," she said. "But I see the quake-affected people have got help from so many people. I believe they can recover from the disaster soon rebuild their homes." The Memorial Hall of the Nanjing Massacre received numerous domestic visitors -- and many from Japan.     "We, from the aggressor side of the war, want to show regret to the victims on this special day," said one of the Japanese visitors.     In December 1937, invading Japanese troops slaughtered 300,000 Chinese soldiers and civilians in the city, which was then the national capital. Many of the bodies were never properly interred, and many of the Chinese visiting the memorial on Friday have no graves to visit.     Fuzhou, the capital of Fujian Province in east China, unveiled a monument ln honor of the thousands of firefighters died on duty since 1949. It is the first such monument in the country.

BEIJING, Oct. 14 (Xinhua) -- China will work diligently to maintain an effective and smooth communication channel with citizens who want to submit complaints, a senior Party official said here on Tuesday.     "We should try to adopt every open, convenient and easy method to guarantee the public's right to express their requests to the government," said Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, at a video tele-conference on government officials receiving citizens and visiting grassroots people.     In the past nine months, asked by the central government, senior officials of the city, county and district governments met with ordinary citizens in person regularly, listening to their requests and complaints and helping solve their problems. They also paid more frequent visits to grassroots people.     "Their work eased serious problems that were closely related to people's interests and threatened social stability," Zhou said. "Their visits at grassroots levels contributed to the implementation and improvement of central government policies."     The country will formulate the measures into a system and continue improving them, he said. Supervision will be tightened upon the implementation of the measures.     "Senior officials of local governments will receive serious penalty according to laws and Party disciplines if problems and conflicts worsen and linger because they ignore people's requests, harm their rights and interests, breach their duty."     Officials were also urged to well inform people about expressing their requests through legal and rational ways.     Governments at all levels should adopt a scientific and democratic way of decision making, pay more attention to public service and try to prevent new problems from emerging, Zhou said.     They should also find out the cause and solution to existing problems, he said. "They should focus on well solving people's legal requests timely."

BEIJING, Sept. 4 (Xinhua) -- China's State Council, or the Cabinet, has ordered government agencies to take immediate actions to rectify the financial abuses exposed by the National Audit Office (NAO) in late August.     All units that misused funds were required to report their rectification results to the State Council before Oct. 31, according to an executive meeting of the Cabinet Thursday, which was presided over by Premier Wen Jiabao.     The NAO found 29.38 billion yuan (4.32 billion U.S. dollars) worth of "problematic" expenditures after auditing the 2007 state budget spending of 53 ministerial-level departments and 368 of their affiliates.     It also found 258 million yuan of disaster relief funds were embezzled and used for administrative expenses or government construction projects.     The meeting decided that more central agencies shall make public their budgets. Eleven of them did this last year.     The Cabinet also reviewed a draft ordinance complementary for the enforcement of the Labor Contract Law, and decided that further revision has to be done before it could be enacted.     The Labor Contract Law took effect on Jan. 1 and has raised concern in China's corporate world because of its enhanced protection of laborers' rights.
