BEIJING, June 21 -- Chinese stocks rose to a weekly high on Friday after the securities regulator lifted a nine-month ban on initial public offerings (IPOs), indicating investors' strengthened confidence in the market based on ample liquidity and clearer signs of economic recovery.     The Shanghai Composite Index, which tracks the bigger of China's bourses, rose 26.59, or 0.9 percent, to 2,880.49 at close, its highest close since July 28, 2008.     The CSI 300 Index, measuring exchanges in Shanghai and Shenzhen, gained 0.7 percent to 3,080. Investors are set to return to the bourses in a big way with the return of initial public offerings and robust economic indicators. The market barometer has also shown significant gains in the past few days. Shi Yan    "We expected the new IPOs to be the biggest bad news for the capital market this year," said James Yuan, chief investment officer of Everbright Pramerica Fund Management Co Ltd. "But now it is not as daunting, thanks to the improved economy, more liquidity and new listing rules."     Guilin Sanjin Pharmaceutical Co, a medium-sized drug firm, on Thursday night received regulatory approval from the China Securities Regulatory Commission (CSRC) to seek a stock exchange listing, marking the resumption of IPOs since September last year.     The company said it plans to float 46 million A shares on the Shenzhen bourse on June 29 and will start a road show for the same on June 22.     "The restarting of IPOs of smaller firms rather than the big caps indicates that the government aims to stabilize the market," said Dong Chen, senior analyst, CITIC China Securities. "If the market does not panic after the new round of IPOs, the regulator will grant more approvals next week, but probably for small caps."     Earlier reports said China State Construction Engineering Corp (CSCEC), the country's biggest home-builder, would probably be among the first batch of companies to issue 12 billion shares to the public and raise about 40 billion yuan.     Based on the number of new shares to be issued and the average price-earning ratio on the secondary market, analysts said the 32 companies now waiting could raise as much as 70 billion yuan through their IPOs.     "The loose monetary policy, coupled with the huge advance of the Shanghai Composite Index, has bolstered confidence that the stock market can withstand the added supply of stock," said Dong.     "Meanwhile, the anticipation of gains on their investments may propel more investors to test the market waters, when the bullish trend becomes clear," he said.     China's major market barometer has surged nearly 58 percent this year, thanks to the government's timely launch of the 4-trillion-yuan economic stimulus package and loose monetary policy.     The resumption of IPOs is also expected to give a strong boost to brokerages whose earnings are expected to improve on the investment banking revenues.     CITIC Securities gained 2.8 percent to 29.54 yuan, the highest in a year, while Sinolink jumped 10 percent to 21.46 yuan.     Shares of medical companies also outperformed on news of drugmaker Guilin Sanjin's listing and the spread of the H1N1 flu virus.     Beijing Tiantan Biological Products, a biological bacterin producer, jumped to its 10 percent daily limit for the second day in a row to 26.26 yuan after it said on Thursday that it had started to research bacterin for fighting the H1N1 flu virus.

YEKATERINBURG, Russia, June 15 (Xinhua) -- President Hu Jintao on Monday expressed China's readiness to work with Uzbekistan to push forward their relations of friendship, cooperation and partnership.     At a meeting with Uzbek President Islam Karimov here, the Chinese president said relations between China and Uzbekistan have witnessed healthy and stable growth since the two countries established friendly and partnership relations in 2005.     The two countries have maintained frequent high-level exchanges, deepened their political mutual trust and expanded cooperation in such fields as trade, economy, energy, security and culture, he said. BEIJING, July 14 (Xinhua) -- China's armed forces are raising the qualification and training levels of non-commissioned officers (NCOs) to build a professional corps with the ability to operate increasingly sophisticated weapon systems.     A reform plan unveiled by the Central Military Commission (CMC), China's top military authority, outlines the reforms which will affect the People's Liberation Army (PLA) and People's Armed Police Force (PAPF) by the end of this year.     The number of non-commissioned officers (NCO) in the PLA and PAPF would rise to almost 900,000 while the total number of personnel would remain unchanged, Yang Yangshen, an officer with the PLA's Headquarters of the General Staff, told Xinhua on Tuesday.     He said the rise would be small, but would not give the current number of NCOs.     New NCO posts would be offered to increase the strength of increasingly technology-intensive forces.     The NCOs would be given more responsibility for equipment that needed better proficiency and information skills in addition to assisting commissioned officers with basic training.     According to the plan, the PLA and PAPF would recruit more graduates with three-year college diplomas, who could better understand the operation of modern military weapons systems, rather than promote enlisted personnel.     The PLA and PAPF enlisted personnel are mainly high school graduates who finished 12 years of education.     The modernization of the PLA's weapon systems called for better qualified non-commissioned officers, said Yang.     Currently, the NCOs of the PLA and PAPF are ranked in six categories, starting from the lowest NCO level 1 up to NCO level 6.     According to the plan, the new ranks, from lowest to highest, will be corporal, sergeant, sergeant first class, master sergeant class four, master sergeant class three, master sergeant class two and master sergeant class one.     The reform also introduces a training system by which the new NCOs need to acquire technical qualifications, such as weapons repair and equipment maintenance.     All NCOs who want to be promoted will need to pass upgraded training courses and exams, according to the reform plan.     The plan mandates that the maximum service time for junior grade NCOs (corporal, sergeant) is six years and intermediate grade (sergeant first class, master sergeant class four) is eight years. The senior grade NCOs (master sergeant class three, master sergeant class two, master sergeant class one) could serve for more than 14 years.     It would also increase the basic salaries for intermediate grade NCOs and subsidies for all NCOs.     The PLA and PAPF introduced volunteer recruitment in 1978, which was the original model of the NCO system established in 1998when the revised conscription law reduced the compulsory service period of the enlisted soldiers from three to two years.

MOSCOW, May 28 (Xinhua) -- Chinese State Councilor Dai Bingguo met with Russian Security Council Secretary Nikolai Patrushev on Thursday and the two sides pledged to enhance bilateral cooperation.     Dai said the China-Russia relations enjoy good momentum as the two countries celebrate the 60th anniversary of the establishment of diplomatic ties.     China, Dai said, is willing to work with Russia to boost mutual political trust, strengthen pragmatic cooperation and deepen strategic collaboration.     He said China will join hands with Russia in dealing with the global financial crisis and push for a more just and rational international order.     Patrushev, for his part, said the two countries now enjoy close strategic cooperation. WASHINGTON, April 25 (Xinhua) -- Zhou Xiaochuan, governor of the People's Bank of China, said on Saturday that positive changes have taken place in the Chinese economy, whose overall performance is better than expected.     "Facing the impact of the financial crisis, the Chinese government has promptly introduced a policy package to expand domestic demand and maintain financial stability, striving to respond to the impact of the financial crisis," said Zhou at the International Monetary and Financial Committee (IMFC) meeting held here on Saturday. "It should be recognized that the rebound in China's economy remains to be consolidated," he said.     "The internal and external environments are still challenging, external demand continues to shrink, the decline in export volume is relatively large, some industries have excess capacity, government revenue is falling, and employment pressures continue," he noted.     The Chinese government will continue its implementation of an aggressive fiscal policy and a moderately accommodative monetary policy, and implement the package plan in response to the crisis, said Zhou.     He stressed that the long-term economic development trend in China has not changed.     "As macroeconomic policies gradually take effect, China's economy has the conditions for maintaining relatively rapid development," he said
