The Ministry of Agriculture on Monday confirmed a bird flu outbreak in South China's Guangzhou, which began with the mass deaths of ducks on September 5.The outbreak was confirmed as a sub-type of H5N1 bird flu by the National Avian Influenza Reference Laboratory, according to the ministry.It said 36,130 ducks had been culled as of September 17, after farmers in Sixian Village and Xinzao Township in the Panyu district of Guangzhou reported the deaths of their ducks on September 5.The agriculture ministry and the Guangdong provincial government immediately implemented an emergency plan to deal with the outbreak and the ministry said the outbreak has been brought under control.It also said no further deaths of fowl have been reported in the Panyu district or nearby areas.The last reported case of H5N1 bird flu in China occurred on May 19 at Shijiping Village in Yiyang City of Hunan Province, which killed more than 11,000 poultry with another 52,800 birds culled.China has reported a total of 25 human cases of bird flu since 2003, which have resulted in 16 deaths.

It is the first troupe in Shanghai comprising the children of migrant workers.Following an 18-month training course by voluntary teachers they put on performances at venues such as the Shanghai Oriental Art Center and Jinmao Tower, China's second-highest building.On their visits to the countryside the kids held chorus and solo shows, with electric instruments, for the farmers. They also played games with local children and collated information to write reports."Few of these children maintain their affection for their hometowns and they don't like the countryside. I hope these trips will help them remember their early childhood and the rural areas where they were born," Zhang said.For the first few days, he said, the kids kept their distance from farmers, complained about dirty toilets, muddy sidewalks and shabby housing. China has launched a campaign to persuade more women to breast feed, worried that Chinese babies' development lags developed countries because they are not fed properly in their first months of life. The government is also worried about the growing use of powdered baby milk formula -- which many Chinese believe is more "modern" and better for the baby -- especially after 13 babies died of malnutrition in 2004 from being fed fake formula. "Breast milk is a necessary and ideal food for a baby, and the nutrients it contains are the most suitable for the baby's digestion and nourishment," the Health Ministry said on Wednesday in a statement on its Web site (www.moh.gov.cn). "For mothers, breast feeding is beneficial to post-partum recuperation," it added, without saying what the breast-feeding rate was in China. Chinese babies put on less weight in their first six months than babies in developed countries, the ministry said. "The main reason is parents lack scientific knowledge about feeding," it said, adding that problems caused by poor baby nutrition might include mental retardation. There was a particular problem in the countryside, where parents did not know when or how to best start introducing solid food to babies or how to balance their nutritional requirements, the ministry said. The government would spend more time promoting breast feeding and providing information as well as enforcing a ban on baby milk formula being sold or advertised in hospitals, it said. Studies around the world have shown that breast-feeding has many advantages for children including reducing infections, respiratory illnesses and diarrhea. Other studies have shown that babies who are breast-fed for the first six months of life grow better without getting too fat.

Chinese government said on Tuesday Vietnam had caused concern by agreeing with BP, a British oil company, to build a gas pipeline in the South China Sea. "China has indisputable sovereignty over the Nansha Islands and neighboring areas," Foreign Ministry spokesman Qin Gang said in Beijing."Vietnam's new actions infringing on China's sovereignty, sovereign power and administrative rights in the Nansha Islands (in the South China Sea) go against the important consensus reached by leaders of the two countries on this maritime issue," he emphasized. "It is not beneficial to stability in the South China Sea area. China is paying close attention, and we have already made serious representations to the Vietnamese side," the spokesman said. "With everyone's hard work, the situation in the South China Sea has been stable." Qin also said that the February13 agreement on the Democratic People's Republic of Korea (DPRK) nuclear issue may have run afoul of some difficulties, but that does not mean the Six-Party Talks have failed or will be rendered invalid."(The difficulties) are natural because the talks have never been smooth, but the fact that the situation has encountered difficulties doesn't mean that the talks don't work," Qin said at a news conference. All parties are committed to the idea that negotiations are the only way to achieve a stable, nuclear-free Korean Peninsula and the normalization of diplomatic ties, he added. The DPRK (North Korea) walked out of the Six-Party Talks last month when the transfer of million that had been frozen at Banco Delta Asia in Macao did not come through. The latest agreement between the parties gives Pyongyang 60 days to shut down its nuclear facilities in return for energy aid. That deadline falls on Saturday. The US Treasury Department has said that Macao authorities are prepared to unblock the frozen funds. The government of Macao Special Administrative Region said it was aware of the US Treasury statement and that it would work with all parties involved. "Simultaneously, it expects all parties concerned to come up with appropriate and responsible arrangements," the government said on its website. Qin said Bank of China, which had been initially prepared to accept the frozen funds on behalf of Pyongyang, still needed more time to think about it. "It is a publicly listed company and has to conform to its international obligations and laws," he said. As for the Darfur issue, Qin said that China hoped that former UN secretary-general Kofi Annan's peace plan would be implemented and that the UN troops would be employed as early as possible.

An increasing amount of investment capital is flowing from the Chinese stock market to the relatively stable real estate markets in major cities like Shanghai, Beijing and Shenzhen, according to several banks and property consultancies. Low- and medium-level residential properties have been attracting the bulk of the funds diverted from stocks, while luxury residential houses and office buildings are taking in a much smaller share, according to a recent survey by Shenzhen-based Worldunion Properties Consultancy (China) Limited. The survey, which covers 16 real estate projects in Shenzhen, Beijing and Tianjin, estimates that funds diverted from stocks accounted for around 50 percent of the total transactions in low- to medium-priced residential properties from October 2006 to June 2007, 10 to 20 percent in luxury apartments and about the same percentage in office premises. "The volatility of the stock market after the stamp tax hike in late May has also increased the potential risks and reduced the returns of stock investment, prompting many risk-averse investors to shift their focus to the property market," the Worldunion report said. "It can be seen from the weak and uncertain performance of the stock market and the strong performance of property prices in various major cities," the report said. Housing prices in 70 large-and medium-sized cities in China continued to rise in June, up 7.1 percent over the same period last year, while the Shanghai Composite Index dropped 7 percent that month. "From my experience in other markets, the risks of investment in real estate are relatively lower than that in the stock market," said Mao Zhi, a professor at China Real Estate Index Research Academy. Some are even selling their stocks to pay for house loans before the recent lending rate hike of 27 basis points. These funds have indirectly flowed into the real estate market, analysts said. "The interest rate hike is not expected to have a negative impact on the property market. The gap between long-term deposit and lending rates narrowed only 9 basis points after the rate adjustment, showing that the measure is not targeting the real estate market," said Li Maoyu, an analyst at Changjiang Securities. At the macro level, the fund flow trend from stocks to real estate is reflected in the sharp increase in bank loans, economists and market analysts said. According to statistics from the People's Bank of China, the increase of loans outstanding in June alone was 451.5 billion yuan, while it's only 247.3 billion in May. Of the additional increase of 56.6 billion yuan loans from the same time a year ago, 79.9 percent were household loans. "Since the majority of household loans were mortgage loans, it's clear that more funds have been relocated to the property market lately," said Shen Minggao, an economist at Citigroup. "Investments in luxury residential properties also shot up as many investors cashed out of the Shanghai stock market and turned to luxury properties as long-term investments," said Lina Wong, managing director of Colliers, an international real estate service provider. In line with the increased transaction volume, selling price for luxury properties grew 2.7 percent in the first half, compared with 3.5 percent in the past 12 months. The rents also grew 2.9 percent, while it rose 3.8 percent from last June. Worldunion said it's like the two markets are on a seesaw, when "one goes up, the other comes down." The National Bureau of Statistics has announced that China's real estate investment rose 28.5 percent from a year earlier to 988.7 billion yuan in the first half of 2007. "Anticipation of further renminbi appreciation should secure a continuous inflow of foreign capital and help fuel the property market," said Wong of Colliers.

BEIJING - The number of commercial bribe cases dealt with by Chinese courts rose to 4,406 in the first seven months, an increase of 8.2 percent over the same period of last year, according to the Supreme People's Court (SPC) on Saturday.Xiong Xuanguo, vice-president of the SPC, said the number of cases featuring corporate wrong-doings rose 37.3 percent and cases relating to individual employees of companies jumped by 52.1 percent.Of the 3,748 commercial bribery cases that have been closed this year, 94.1 percent involved civil servants, Xiong said.A total of 31,119 commercial bribery cases were dealt with in China in the past two years before August 2007, with 7.079 billion yuan (US2.51 million) involved, said Li Yufu, deputy director of the leading group on anti-commercial bribery under the Central Committee of the Communist Party of China.
