BEIJING, May 5 --  The economy is likely to expand 7 percent in the second quarter - up from the first quarter's 6.1 percent - even as it confronts the painful prospect of shedding industrial overcapacity, a top government think tank said Monday.    "Economic growth will pick up in the second quarter as the government's stimulus measures gradually take effect," the State Information Center (SIC) forecast.     "There has been preliminary success in arresting the economy's downward trend," it said, but did not mention any fallout from the global H1N1 flu alert.     But Zhu Baoliang, an SIC economist and one of the authors of the SIC report, said the economy will only be slightly affected by the H1N1 flu.     Annualized GDP growth sank to a decade's low in the first quarter, largely because of a collapse in export demand.     But analysts said the economy might have bottomed out since then as latest economic figures are increasingly upbeat.     The CLSA China Purchasing Managers Index (PMI), a gauge of manufacturing activity, rose to 50.1 in April, the first time it has been above 50 since last August, CLSA Asia-Pacific Markets said yesterday. A PMI reading above 50 indicates an expansion of the manufacturing sector, while a reading below 50 signals a contraction.     Also, the PMI index compiled by the Federation of Logistics and Purchasing rose for the fifth straight month in April to 53.5 percent, up 1.1 percentage points from a month earlier.     The positive economic signs sent stock markets up across Asia, with the mainland's Shanghai Composite Index rising 3.3 percent and Hong Kong's Hang Seng index 5.5 percent.     "The Chinese government has been extremely successful in stimulating investment," said Eric Fishwick, CLSA head of economic research. "We hope that firmer domestic demand, as government spending gains traction, will keep the PMI above 50 in the months to come."     The World Bank said in a report in early April that the Chinese economy is expected to bottom out by the middle of 2009. It also forecast China's economic growth at 6.5 percent for the year.     The International Monetary Fund also forecast last month that growth in China is expected to slow to about 6.5 percent this year.     Consumer spending held fast over the past months, despite looming unemployment pressure. About 2.68 million vehicles were sold in the first quarter, making the nation the world's largest auto market during the period.     Housing sales surged 23.1 percent by value while retail sales rose 15.9 percent in the first quarter, 3.6 percentage points higher than the same period a year earlier.     "Based on the clear uptrend in recent economic activity we believe the worst is already behind China in terms of economic growth," Sun Mingchun, chief China economist of Nomura International, wrote in a research note. Sun said China would achieve its 8 percent growth target this year, with a V-shaped growth trajectory.     But some analysts argue that the figures could be volatile and the economy has to deal with the structural problem of overcapacity.     "It's still too early to say the economy is experiencing a real recovery," said Zhu, the SIC economist. "Over the past months, local enterprises have been running down their inventories. Now they have to reduce overcapacity."

MOSCOW, June 1 (Xinhua) -- The BRIC countries (Brazil, Russia, India and China) are able to realize rapid economic growth after the current financial crisis tides over, said Chinese and Russian experts during a Beijing-Moscow televised conference on Monday.     The emerging economies, represented by the BRIC countries, are playing a stabilizing role amid the ongoing crisis, said Chen Fengying, director of the Institute of World Economy Studies in China's Institute of Contemporary International Relations.     Chen said the BRIC countries, which could contribute much more to the global economic growth this year, may further lead the world economy in a post-crisis era, should they realize the industrial restructuring and the transition of economic growth patterns.     Judging from macroeconomic indicators such as international balances, scales of debt and deficit, the BRIC countries may weather through the financial crisis earlier than the major developed countries, said Lev Frainkman, an expert from Russia's Institute for the Economy in Transition.     These countries also have ample reserve funds to implement their anti-crisis measures, said Frainkman.     The BRIC summit scheduled to be held in mid-June in Yekaterinburg, Russia, has displayed BRIC countries' cooperative willingness to jointly ward off the crisis, said Sergei Alexashenko, director of Macroeconomic Studies at Russia's Higher School of Economics.     BRIC countries may integrate respective resources to seek cooperation in aircraft manufacture and software development, he added.     Li Yongquan, deputy director of the Euro-Asian Social Development Research Institute at China's Development Research of the State Council, said of all the bilateral and multilateral cooperation within the framework of the BRIC countries, he particularly expects a great prospect for China-Russia cooperation.     Li suggested China and Russia further exploit cooperative potentials in four spheres such as technologies, natural resources, human resources and marketing.

GENEVA, April 22 (Xinhua) -- Close international cooperation is needed to fight all forms of racism and racial discrimination, which is the enemy of the whole human society, a senior Chinese diplomat said here on Wednesday.     "China proposes that the international community work closely together to form a strong united front in the fight against racism," said Li Baodong, Chinese ambassador to the United Nations Office in Geneva, in an address to the ongoing Durban Review Conference.     Governments should fully recognize the huge damage that racism has caused to various human rights, international security and human development, and pursue actively the policy of "zero tolerance" at both the national and international level, Li told more than 100 delegations participating at the anti-racism conference.     The five-day conference, which opened on Monday, is a follow-up meeting to the World Conference against Racism held in Durban, South Africa in 2001.     Delegates adopted by consensus a final anti-racism declaration on Tuesday despite the boycott of the meeting by quite a few Western countries, including the United States, citing concerns that the meeting could be used as a forum to criticize Israel.     The atmosphere of the conference was also damaged on Monday after dozens of European delegates walked out of the conference room in protest to a speech made by Iranian President Mahmoud Ahmadinejad which likened Israel to a racist regime.     According to the Chinese ambassador, countries should enhance dialog and communications to resolve political differences and refrain from creating a breeding ground for hatred.     It's of great significance that countries have gathered once again to deliberate on the issue of racism eight years after the holding of the first UN anti-racism conference, he said.     Li also stressed the need to further enhance the effectiveness of various mechanisms established after the 2001 conference to address racism, racial discrimination, xenophobia and related intolerance, with a view to achieving better synergy, coordination, coherence and complementarity in their work.     In addition, he suggested a renewal or reinforcement of the international definition for racism, as many new forms of racism and racial discrimination are emerging along with the current global financial, food and energy crises as well as the threat of climate change.     "The Chinese government is against all forms of racism, and it has been actively engaged in various international anti-racist activities," Li said.     "With the opportunity provided by this conference, China is ready to work will all governments and the civil society to create a world free of discrimination, hatred, fear and prejudice," he added.

BEIJING, June 17 (Xinhua) -- Chinese Premier Wen Jiabao said Wednesday China's economy is at a critical moment as it begins to recover "steadily".     Wen told an executive meeting of the State Council, China's Cabinet, that economic performance had started to show positive changes, favorable factors were increasing, the overall situation had stabilized and was moving upwards.     He said the government should continue a pro-active fiscal policy and moderately relaxed monetary policy.     Investment growth kept accelerating, consumption maintained a rapid and steady increase, and domestic demand played a stronger role in boosting economic growth, said Wen.     Agricultural and industrial production grew, and regional coordinated development was making progress, said Wen.     The financial market was stable, and investor confidence stronger. BEIJING, May 6 (Xinhua) -- China's central bank said Wednesday the economy is doing "better than expected" in the first quarter, and pledged to maintain "ample" liquidity in the financial system for economic recovery.     China would stick to its moderately easy monetary policy and ensure "ample" liquidity at banks, the People's Bank of China (PBoC) said in its quarterly monetary policy report posted on its website.     The country has pumped 4.58 trillion yuan (670 billion U.S. dollars) of new loans into the economy in the first quarter to stimulate growth.     The figure is already nearing 5 trillion yuan of new loans targeted for the whole year. In March alone, new loans increased by a record 1.89 trillion yuan.     The country's financial institutions and enterprises would digest the huge amount of new loans in the following months, the report said.     Industry insiders have said credit extended by China's banks in April may have dropped to above 600 billion yuan after staying at above 1 trillion yuan for three straight months.     The central bank said new lending from commercial banks focused on government-backed projects. It encourages more bank loans to be channeled to small and medium-sized enterprises as they play an important role in the national economy and in increasing employment.     The central bank said in the first-quarter monetary policy report it would continue to instruct financial institutions to extend new loans, despite the earlier surge.     The pick-up in bank lending is conducive to stabilize the financial market and boosting market confidence, PBoC said. Meanwhile, the bank urged lenders to improve credit quality to avoid a possible rebound in bad loans.     There have been "positive changes" in the economy in the first quarter, the bank said, echoing remarks made by Premier Wen Jiabao last month.     The quarter-on-quarter growth is improving, compared to the fourth quarter of last year, it said, without giving specific figures.     China's economy expanded 6.1 percent in the first quarter, the lowest pace in 10 years and down from 9 percent in the fourth quarter last year.     The central bank also said foundations for the recovery are not solid, as uncertainties in external economies still exist and private investment is yet to become active with new lending concentrated on government projects.     In listing uncertainties ahead, the bank said the country still has to battle against the financial crisis that is unfolding and a collapse in external demand that is hurting exports.     The country is also under great pressure to create enough jobs and from a slower growth in residents' income, which would suppress future consumption, it said.     The bank also warned overcapacity and insufficient demand may drive prices lower in the country with the world economy in a downturn.     But it also said continued falls in prices may become less likely along with the world recovery, a turnaround in the national economy and fast credit growth.     "Prices of primary products and assets may rebound quickly once investor confidence is restored, as the global credit is relatively loose thanks to injection of liquidity and stimulus packages across the world," the bank said.     The central bank also said it was concerned that the extraordinary monetary policy adopted by other major economies would result in inflation risks.     It referred to the quantitative easing policy adopted by the U.S., Japan, Britain and Switzerland to pump cash into their economies.     The quantitative easing policy meant increasing currency supply through purchasing mid- and long-term treasury bonds after central banks cut interests rates to near zero.     The extraordinary monetary policy harbored huge risks for international financial markets and the global economy, said the central bank.     It would increase the risk of global inflation, said the central bank, suggesting it would create new assets bubbles and inflation if central banks of major economies failed to mop up thehuge liquidity when the global economy recovered.     "A policy mistake made by some major central banks would put the whole world in risk of inflation," it said.     The quantitative easing policy would also make exchange rates of major currencies more volatile, according to the report.     The central bank cited the U.S. move to purchase treasury bond in March as an example, saying although the dollar had appreciated against other major currencies, it fell after the purchase.     PBoC said the policy would leave the bond markets subject to fluctuations.     It said massive purchase of mid- and long-term treasury bonds may keep yield at a low level. But in the long run, as the financial markets returned to stability and the economy recovered, inflation expectations would grow, interest rates would rise, and bond prices would adjust sharply, according to the report.
