BEIJING, Aug. 13 (Xinhua) -- Chinese food and drug regulators are required to report food accidents to their superiors and local health authorities within six hours, according to a government draft regulation Thursday.     The draft, issued by the State Food and Drug Administration (SFDA), demands that once accidents occur involving 30 or more people, food and drug regulators at or above the county level should report them to their superiors and local health authorities within six hours.     With regard to food safety accidents that occur on campuses, during important nationwide festivities, involve 100 people or more, or kill one or more people, food and drug regulators should not only abide by the "six hour regulation," but also report them to the SFDA "in a timely manner," according to the draft.     Catering service runners, should they find food accidents, are asked to immediately stop using all suspicious food and cooking facilities and protect the site. They are also required to report to medical authorities and food regulators at or above the county level within two hours.     The draft regulation also stipulates that heads at schools, companies or government organs will be held accountable if food accidents occur twice in one year in their cafeterias.     The SFDA also asked food and drug regulators at all levels to formulate emergency plans to deal with food accidents based on local conditions.

It had involved examinations at the crime scenes and DNA evaluations, but it had been carried out swiftly. DALIAN, Sept. 10 (Xinhua) -- Chinese Premier Wen Jiabao said on Thursday that the World Economic Forum (WEF) is helpful in gathering confidence for fighting global economic downturn. Wen made the remarks while meeting with WEF chairman Klaus Schwab on the sidelines of the the Annual Meeting of the New Champions 2009, also known as the Summer Davos.     The three-day forum, held in northeastern China's port city Dalian, has attracted some 1,400 participants from 86 countries and regions to discuss topics about the theme of "Relaunching Growth". BEIJING, Aug. 19 (Xinhua) -- China on Wednesday called for more policy assistance and financial support to encourage the development of small and medium-sized enterprises (SMEs).     Attendees at a State Council executive meeting, chaired by Premier Wen Jiabao, agreed that promoting the sound development of the SMEs was of great importance to maintain economic growth and social stability.     The government would exert more efforts to improve the policy and law system to create a more open and fair competition environment for SMEs.     Measures would be taken to help SMEs tackle financing difficulties, and the establishment of the Growth Enterprise Market (GEM), the country's first Nasdaq-style market, would speedup helping small companies raise fund.     The central government would also increase funding to support the SMEs, especially in sectors such as technological innovation, industrial structure adjustment and employment.     The government would pick some SMEs to participate in the country's subsidized purchasing program of home appliances, agricultural machinery and automobiles in rural areas as well as the auto, home appliance replacement program.     Attendees at the meeting demanded better services for SMEs and support to promote technological progress and structure adjustment in SMEs.     They also reviewed and approved draft regulations on national body-building and on the administration of joint-venture establishment of foreign companies or individuals in China. Both regulations would be released to public after further revision.

WUHAN, Aug. 27 (Xinhua) -- East Star Airlines, the debt-laden private airline based in central China's Wuhan City, officially went bankrupt after its restructuring application was rejected Thursday.     The Intermediate People's Court in Wuhan City said the plan submitted by the East Star Group and ChinaEquity was unfeasible and failed to meet the conditions for a legal restructuring.     ChinaEquity, an investment company founded in 1999 in Beijing, had promised to invest 200 million to 300 million yuan (29 million to 44 million U.S. dollars) for the restructuring plan.     However, it did not specify the source of the funding and failed to provide certificates and documents, and lacked measures to protect creditors, the court said.     The court said East Star Airlines had no operating income in 2008, while ChinaEquity recorded 470,000 yuan in main business income and a 187,477-yuan deficit last year. BEIJING, Aug. 1 (Xinhua) -- China's crude steel output would surely top 500 million tonnes this year, said Luo Bingsheng, vice chairman of China Iron and Steel Association (CISA) on Saturday.     In the first half, China produce 266.58 million tonnes of crude steel, up 1.23 percent over the same period last year. In June alone, the daily output was about 1.65 million tonnes on average.     Compared with an increasing production capacity, the country's steel enterprises saw declining profits and revenues in the first six months amid low steel prices resulted from weaken market demands.     According to statistics covered 71 of China's large-scale steel producers, total business revenue of them dropped 28.07 percent year on year to 955 billion yuan (139.82 billion U.S. dollars) in the first half. Profit decreased by 98.32 percent to 1.73 billion yuan.     China produced 500 million tonnes of crude steel last year, accounting for 38 percent of the world total production volume.
