BEIJING, July 2 (Xinhua) -- Chinese Vice Premier Zhang Dejiang on Thursday called for technical upgrades to enhance workplace safety and improve emergency rescue systems.     When visiting an exhibition on workplace safety and emergency rescue equipment held by the State Administration of Work Safety, Zhang pointed out that workplace safety is closely related to the interests of the people and the country.     China has kept increasing spending on technical improvements to better workplace safety with advanced equipment, which has played an important role in accident prevention and emergency rescue, he said.     Zhang called for more efforts in technical innovation, scientific management, well-trained rescue teams, and improved emergency rescue systems to improve workplace safety.

BEIJING, April 28 (Xinhua) -- China Tuesday called for new initiatives to boost the China-France comprehensive strategic partnership.     The call was made during a meeting between Chinese President Hu Jintao and former French President Jacques Chirac, who is in Beijing at the invitation of the Chinese People's Institute of Foreign Affairs. BEIJING, June 13 (Xinhua) -- The Chinese mainland confirmed 22 new A/H1N1 flu cases Saturday, bringing the total to 165, with no reports of deaths. Four new cases each were confirmed in Guangdong and Fujian provinces, three each were confirmed in Shanghai and provinces of Sichuan and Hubei, and two each in Zhejiang and Hainan provinces, the Ministry of Health said in the latest report. BEIJING, June 8 (Xinhua) -- The new alliance between Rio Tinto and BHP Billiton Ltd. might lead to a monopoly operation and China should be prepared for anti-monopoly measures, warned an expert.     Mei Xinyu, an economist with the Ministry of Commerce (MOC), told Xinhua Monday that China should closely watch the joint venture process of the two mining giants and be ready to work with other countries to curb market manipulation when necessary, with the help of the anti-monopoly law.     Rio Tinto scrapped the proposed 19.5 billion U.S. dollars of investment by Aluminum Corp. of China, or Chinalco, on Friday.     The company announced a cooperative venture with BHP Billiton, which would pay Rio Tinto 5.8 billion U.S. dollars to set up a joint venture to run the iron ore resources of both companies in west Australia.     It was "something other than economic concern", said Zhang Yansheng, director of the Institute of Foreign Trade of the National Development and Reform Commission.     Almost half of China's iron ore needed to be imported, more than half of which was imported from Rio Tinto and BHP Billiton, according to Shan of CISA.     Colin Barnett, premier of Western Australia, told Australian media last Friday China was not on the list of approvals that the two companies needed to obtain.     Internationally they would need the approval of the European Union and possibly the U.S. Justice Department, apart from investigations at nation and state level, he said.     Also, Zhang Junsheng, director of the WTO Research Institute at the University of International Business and Economics in Beijing, said China might not have a say on the issue, as neither Rio Tintoor BHP Billiton had an affiliated company in China.

BEIJING, June 5 (Xinhua) -- China will continue its massive elimination of backward industrial facilities in 2009 to save energy and cut pollution in its bid to address climate change, the government said Friday.     China aims to close down small coal-burning power stations with a total generating capacity of 15 million kilowatts, according to an action plan approved by a joint meeting of the national steering committee for responses to climate changes and the State Council steering committee for energy-saving and emission control Friday.     China will continue to eliminate obsolete capacity in key industries, including 10 million tonnes in iron-making industry, 6million tonnes in steel industry, and 50 million tonnes in cement industry, said the plan examined at the meeting presided by Premier Wen Jiabao.     The meeting decided to adopt more measures, including stricter energy efficiency and environmental assessments, to control the expansion of industries that consumed excessive energy and discharged pollutants. New sewage treatment projects will treat 10 million cubic meters of waste water.     The government would also publicize local government efforts to reduce energy consumption, improve supervision and enhance cooperation with international agencies to develop alternative energies and low-carbon technologies.     The government has set a goal to reduce energy consumption per 10,000 yuan (1,464 U.S. dollars) of gross domestic product (GDP) by 20 percent from 2006 to 2010.     In the three years to 2008, energy consumption per unit of GDP fell 10.1 percent, according to the State Council. That means saving 300 million tonnes of standard coal and cutting carbon dioxide emissions by 750 million tonnes.     Emissions of sulfur dioxide in the same period fell 8.95 percent, and chemical oxygen demand (COD), a measure of water pollution, was down 6.61 percent.

He also called for greater food assistance and closer agricultural and food cooperation.     "We should also accelerate our efforts in developing clean and renewable energy, and establish advanced research and promotion systems in a bid to diversity our energy supply," Hu said.     He urged the four countries to strengthen information exchanges and communication, share the experience on epidemics preventions and control, and work together to develop and share vaccines, and cooperate in pandemic control and prevention.
